The cleaning of "Los Lagartos" in San Jacinto Plaza was finished today in accordance to the man-hours in the invoice to Lilia Fierro dated November 29,2005 and guidelines set forth by the Kronkright Center for Cultural Materials. Please find attached copy of the same duplicate in voice dated May 18, 2006. Th is report is intended to help document the condition ofthe sculpture.

De-lamination of the color coat and clear coat copolymer paint is evident. Many factors can contribute to this process-surface conditions at the moment of paint application, differential expansion rates between substrate and top coats, loss of hydrocarbons in materials over time, andlorsurface tension caused by mineral encrustation, and some by impact loading caused by the public.

The mineral deposits did prove to be the most stubborn in the surface cleaning and some still remain. To minimize scratching, the deposits had to be loosened over a seven week period with repeated application of soap and rinse water. Regular cleaning should be performed at least twice a year to maintain the resin and color coating. I would recommend that cleaning and waxing be done just before then after the hot summer season, April or May then September or October. The decision about interval of periodic cleaning should also take into account the use of the fountain-like misting system. Even with the installed water filtration, some mineral residue accumulates on the sculpture. If tbe misting system is used, then I would recommend cleaning and waxing the sculpture once each month. Parks and Recreation Department staff in their observations noted that it is the shallow standing water in the basin of the fountain that attracts the pigeons. In either state, with water display or static without water attribute, each regularly scheduled surface cleaning and waxing may require only four or five man-hours oflabor.

When scheduled cleaning began on 'Los Lagartos' April 12, it was obvious that the sculpture had been vandalized by a rock and brickthrower(s). The largest of the three projectiles was a 7.75" x 4" x 1.5" concrete paver at 3.5Ibs. All three objects are at the Museum 's information desk for pick-up. The Boudo type sculpting substrate was crushed at the point of contact in a couple of impact areas. I removed the access panel and saw no evidence of fracturing of the fiberglass body by looking from inside out. These surface injuries, most likely impervious to the elements for now, add to the growing number of chips, scrapes, color coat cleavage and clear coat blisters effecting the overall surface degradation and appearance of'the sculpture. The City may need to plan a complete restoration of the Lagartos' surface about five years from this time. An "in situ' approach may not yield the best resurfacing because of theeffects the elements may have on materials at the time of application. Also, please inspect thesculpture's twelve anchor bolts for strength and rust rate.

ASSESSMENT REPORT
From Jennifer Northup Title: Los Lagartos Location: San Jacinto Plaza Media: Fiberglass Sculpture Current Condition: Upon inspection on March 17,2009, this Sculpture was found to be in alarming condition. Areas that have been exposed to water as part of the fountain feature show extensive amounts of mineral accumulation. Sections ofthe fiberglass sculpture have become discolored. The surface areas of this sculpture have become very unstable. It is imperative that treated potable water be used for this fountain, as this was the intention of the Artist. Continuing to use untreated river water will further exacerbate the present damage of the sculpture. It should be noted that this sculpture is in a high profile area and should be considered a jewel of the Public Art program. This sculpture should also be considered as a priceless part of the collection. While its cost was $50,000 in 1993, the fair market value for this sculpture today is now $250,000 based on recent auction prices. It is strongly recommended that Dale Kronkrite be contacted to get a quote to treat this sculpture for the present damages. A video and photographs were taken to document the extent of the damage to this sculpture.

TREATMENT REPORT FOR: Artist: Luis Jimenez, d. 2006 Artwork: Los Lagartos, 1995 Series: 1/5 Materials: acrylic urethane, fiberglass, steel armature Collection: City of El Paso

Los Lagartos Before Treatment

PREVIOUS TREATMENT 1). The sculpture was washed and waxed but the frequency of this is unknown. 2). Dale Kronkright, a conservator working out of Santa Fe, NM, extensively conserved the sculpture. The sculpture was deinstalled in order to repair losses in the paint and clear coat layers and to repair physical breakage. CONDITION BEFORE TREATMENT The sculpture is located in a fountain and at the time of examination in August 2009, the water was turned off and a flakey film of mineral deposits covered the sculpture's surface. Five bolts out of six bolts were missing that attach a section of the sculpture to the main body. This sections acts as an access panel to the interior and it was removed and hand carried to the Pubic Art Program Office at 2 Civic Center Plaza, in order to secure it until the bolts could be replaced. The original bolts all appear to be missing. There are numerous cracks, cleaving and chipping & losses in the paint throughout the surface. TREATMENT STEPS At the time of treatment on September 11, 2009 the bolts were already replaced and the fiberglass section re-attached to the sculpture by City of EI Paso staff. The flaking crust of mineral deposit was removed by first rinsing the sculpture from the bottom up using lowpressure water spray. The sculpture was then washed using sponges followed by brushing with soft scrub brushes and non-ionic detergent by Basf. A protective coat of Trewax was applied with soft clean cloth and hand buffed. The bolts were toned with acrylic paint to make them less noticeable to the public, since it was unknown why 5 out of 6 of them were found to be missing. OBSERVATION ON CONDITJON AFTER TREATMENT While the structure of the sculpture appears to be generally sound, the decorative and protective coatings are failing. The surface of the sculpture revealed by cleaning shows deterioration from vandalism, weathering, and inherent vice. The surface is chipped and scratched throughout from mechanical damage due to vandalism and environmental erosion and very likely abrasion from cleaning. Chips and scratches in the surface allow for water ingress, which carries with it

dissolved minerals that seep into the cracks where it crystallizes. Portions of the sculpture where water continuously runs from the water misting in the foundation have etched channels into the clear coat. Water erosion occurs from both the chemicals in the water, 'and the force of the flow of water. This indicated that the top clear coat that protects the decorative paint layers below is failing. The mineral salts in many areas are now bound to the deteriorated top coat and it is not possible to remove this without causing further damage. CAUSES OF DETERlORA TION Inherent Vice: The sculpture was made using acrylic urethane, which although it is easier to work with and more attractive than polyurethane, is also not as durable. Acrylic urethane dries harder than a polyurethane does and as the result is also not as flexible and chip resistant. A harder coating will tend to crack because of thermal expansion and contraction of the different layers and substrate throughout the day as temperatures fluctuate. Furthermore, the paint layers and clear coat have flaws from production such as wrinkling, in which the surface of the paint contains irregular grooves or ridges. Where some of the thicker ridges of resin meet shrinkage cracks have fanned that allow water ingress, biological growth and salt crystallization. These types of flaws are the result of uneven film thickness of the resin. It is apparent that the highly detailed and modulated surface of the sculpture would have been very difficult to apply a resin evenly. Environmental Conditions: The sculpture has been located in an outdoor water fountain for about 15 years and is showing accelerated deterioration caused by the combined effects of ultraviolet light (UV), infrared radiation (heat), water erosion, and mineral and biological deterioration. The intensesunlight and heat in El Paso have been causing the surface of thesculpture to rapidly deteriorate when the paint layers expand and contract differentially to the fiberglass substrate. Abrasion from vandalism and imperfections in the clear coat allow water ingress which brings with it minerals that work their way between the clear coat and paint layers crystallizingjust below the surface and .along the edges of the cracks. Recommendations: The choice of'acrylic urethane over fiberglass was not an appropriate choice for long-term placement in an outdoor water fountain. The acrylic urethane, which even under ideal conditions would have a limited lifespan, is failing. The combined effects of erosion from the elements combined with 15 years of exposure to light, heat, vandals, and city water containing chemicals and minerals have resulted in serious surface deterioration. If the City of EI Paso wishes to maintain the sculpture in its currentcondition and placement it should be cleaned and waxed at a minimum of three times per year or when it is noticed that water no longer beads up on the surface. The function of the wax is to facilitate water run off and serve as a barrier between the sculpture and the inevitable mineral build up. Although a recent reverse osmosis filtration system was installed for it the surface will continue to deteriorate because of water ingress and intense sunlight. Wax is a sacrificial coating, which is not long lasting, especially in a harsh outdoor environment such as EI Paso. The act of cleaning this delicate surface will also continue to cause some degree of mechanical damage every time it is cleaned. It was stated in a previous condition report on

the sculpture that the artist believed the acrylic clear coat would last for 15 years and this bas not been tbe case'. The sculpture has already been removed once and undergone major restoration. It is therefore recommended to re-site the sculpture in either a dry outdoor environment or to retire it altogether. If it if kept outdoors then the clear coat should be redone. If it is to be removed t an indoor environment it could be carefully cleaned and repaired by a conservator once to remove mineral and biological deposits, repair cracks and chips, and retouch where necessary. Further deterioration will eventually result in the complete loss of the clear coat and thus the underlying paint layers. The acrylic urethane clear coat needs to be periodically redone in order to protect Luis Jimenez complex, paint and color system that it protects. The decorative surface is comprised of several layers of color protected by a clear coat. Applying a clear coat is a laborious procedure, which would involve removing the sculpture to an indoor environment, sanding the entire surface and spraying several layers of acrylic polyester resin. If the sculpture were to be removed to an indoor environment it would not need such invasive treatment beyond careful and extensive cleaning, repair, and retouching in areas of loss. Because the artist is now deceased the option to allow the paint to deteriorate to point where it needs to be redone would seriously compromise the artistic integrity ofthe work.

ONGOING MAINTENANCE , The sculpture was last cleaned on September 11, 2009. The next cleaning and waxing should occur in December 2009. It should be cleaned in November if it is noticed that water no longer beads and sheds off the surface.

CONDITION OF THE SCULPTURE The sculpture is located in a.fountain, and at the time of examination the water mist was on but surfaces that were dry had a thin layer of mineral deposits. This layer was condiderably thinner than was seen last year before the new water filtration system was installed. Water is no longer beading off the surfaces it was wetting indicating that it should be washed find a new layer of wax applied. the sculpture is also soiled from atmospheric pollution and human contact. There are numerous cracks and impact marks throughout the painted surface that have the potential for allowing increasing water ingress and surface damage .over time. These should be examined and documented after thesculpture has been cleaned in order to evaluate the progressof deterioration, and compared to photographs and notes taken from last year. *The basin is to be cleaned by others prior to this work and water needs to be run from a spigot located about 50 feet away from the sculpture by the City ofEI Paso, as was done last year.

CONDITION

OFTHE SCULPTURE

The sculpture is located in a fountain andat the time ofexamination the-water mist was turned off and the surface of the sculpture was covered in adry, whitecolored, compactIayer mineral deposits. Five bolts that attach a section of the sculpture to the main body were missing while the one remaining bolt was found to be partially unscrewed. This section of the sculpture was removed and hand carried to the Pubic Art Program Office at 2 Civic Center Plaza to secure ituntil the bolts can be replaced. The original bolts all appear to be missing. There are numerouscracksandImpacr marks throughout the painted surface-that have the potential for allowing increasing water ingress and surface damage over time, These should be examined and documented after the sculpture has been cleaned in order to evaluate the progress of deterioration.

PROPOSAL

Wash sculpture with water, soft brushes and non-ionic detergent Hand -drythe sculpture with clean soft lint-free cloths. Inspect the surface and compare with existing condition reports. Wax ibe sculpture with Trewax and buffby hand. Inpaint the bolts to match the colors of the.sculpture,
