1.0 Purpose:
The purpose of this Method Statement is to describe the details used and
components to be carried out for Sand Blasting prior to Epoxy coating of Fire Fighting
pipes and Chilled water Pipes to ensure that it complies with Project requirements,
Manufacturer recommendations & Safety standards.

7.0 Responsibilities:
7.1 The Project Manager shall be responsible for the overall construction, site
coordination, site activities and implementation this method statement.
7.2 The Construction Manager, Site Engineers, Supervisors and Foremen
shall implement and execute this Method Statement.
7.3 The Material Controller shall be responsible for receiving all materials on site
warehouse.
7.4 Site Engineer / Supervisor shall check all the materials as per approved, and
ensures that Material submittal & manufacturer’s recommendation are
available prior to Sandblasting.
7.5 Safety Officer shall ensure that appropriate / necessary measures are
in Place at workshop location to avoid any unexpected accidents /
events.
7.6 QAQC Engineer / Inspector shall be responsible for carrying out inspections
for the Sandblasting on site. He shall document such inspections.
7.7 QAQC Engineer / Inspector shall monitor the Sandblasting activities
progressively and shall record all deviation in a form of snags list or
non-conformance notification.
7.8 Sandblasting Supervisor shall be responsible to facilitate and/or provide
proper instruction to their workers on protection requirements, Establish
“Critical Areas “, Equipment selection, Hazard analysis and Inspect
worksite.
7.9 Sandblasting Supervisor and Technicians precautions Responsibility,
Ensure no other activity is taking place adjacent to or on the item are being
sandblasting.
Rope off, barricade or post signs of “No Entry” to restrict access to area.
During operations a safety watches to monitor conditions, traffic and standby
at the air source.
Become acquainted with communication systems.
Ensure proper sized air supply with regulated pressure and functional shut off
readily accessible to Safety watch.
Ensure proper size and length of air hose c/w pins to secure twist lock
connectors.
Ensure a ventilation air hose fully function and attached to the blaster’s hood.
Become acquainted with safe work procedure.
Follow sandblasting safe work procedure step by step.
9.1.2 Technicians always shall wear head and face protection, long sleeve, jacket,
pants, work shoes, and rubber gloves when using sandblaster. Wearing a
respirator is necessary.
9.1.3 Protect other people. Allow no one in blasting area unless they wear safety
equipment.
9.1.4 Sand hitting metal can cause a spark. Never work near oily rags, gas tanks,
or flammable liquids.
9.1.5 Never point sandblast stream at any person or part of body.
9.1.6 Always depressurize sandblaster and disconnect incoming air hose when
sandblaster is unattended.
9.1.7 Check and tighten sand hose clamps and check other fittings for leaks and
wear. Watch for loose or worn hose and fittings and replace as needed.
9.1.8 Do not operate sandblaster over 15 PSI.
9.1.9 Prior to adding abrasive, fully pressurize the unit to check all hose and pipe
fittings for tightness. Check the operation of all valves and other components.
Check for air leaks and tighten as necessary. Turn the sandblaster on and off
several times to become familiar with the operation. After reading the
instruction and testing the unit without sand, you may then add sand and
start to sandblast.
9.2.13 Ear plug in, helmet on, final look around, move dead man handle to ON
position and start blasting forward and backward targeting the surface in an
appropriate angle for efficient result.
10.2 After Site Engineer & Supervisor completed their inspection, a report shall be
submitted to QAQC Department who shall check and process the documents
to have completed work inspected by Supervision Consultant for their
reference.
Note: 1. Preparatory meeting shall be carried out to the execution team as per
method statement, material submittal & shop drawings prior to start of work
on site (by QA.QC Personal).
Safety of all personnel and equipment is the highest priority of ETA-Debbas JV during
the execution of the Works.
11.2.1 Safety Tool Box Talk / start shall be given by the Site supervisor /
Safety officer every week and/or as deemed necessary.
11.2.2 Safety tool Box Talk / start shall brief the task / subject and shall be
given in languages understandable by multinational workforce.
11.2.3 Safety Tool Box Talk / start attendance shall be recorded on a sheet
and signed by attendees.
11.3.1 All materials shall be identified and all MSDS should be read and
understood before use.

11.5.1 All necessary safety warning and caution signs shall be displayed at
work locations.
11.6 Environment
11.6.1 All materials shall be kept by the storekeeper and a copy given to HSE
Dept. The MSDS shall be followed as per Qatar labour law. Waste
Disposal shall be segregated and disposed by a Certified
Subcontractor and send it to the municipality stockyard for COSH
material as per Qatar law.
