Greetings!

This letter represents the Local Government Unit's inquiry to the good Regional Manager of the
National Housing Authority for legal opinion on what recourse shall be adopted by the LGU for
those illegal settlers at Barangay Socbot, Pinukpuk, Kalinga.

This pertains to the 17 households with 23 families who constructed their houses at the side
portion of the farm to market road at Purok 3, Barangay Socbot. The settlers are native of
Kalinga and llocano. We wish to inform your Office that the above-mentioned parcel of land has
been in use by the settlers of the said barangay, many of which had already erected concrete
houses and some other tangible structures considering that they have resided on that property for
quite some time, some as far as 28 years back already. The settlers were permitted by a former
barangay captain to settle in that place temporarily but there was no written agreement.

During the implementation of DILG MC No. 121, the barangay officials of Socbot told the
settlers to be relocated however they demanded that they be paid an amount for
concrete/permanent establishment before leaving the area

In line with this, may we respectfully request your opinion on what recourse shall be made in
order to address the said issue especially in relocating those illegal settlers. May we be advised
on the guidelines for relocation and we hope your good office could help our LGU to resettle our
constituents thru your Resettlement Assistance Program-LGU (RAP-LGU) or any of your
housing assistance program.
