Amendment; — 4_new clause No, 11.4 for Interlocking arrangement of 25.kV Circuit Breakers at sub-stations of Mumbai area DC-AC cor ith sub clauses from 141114. 6 shall be added and read as under ; 11.4.1 Normaily, both incoming line circuit breakers CB 1 & 2 shall remain closed and 110 KV bus coupling circuit breakers CB- 3 will be in open position. 11.4.2 Power supply to traction over head equipments shall be fed through any one of two transformers by closing its respective HV and LV transformer Circuit Breakers. At.a time, only one transformer will be in service. Other transformer, not on load, can be kept as (a). Hot standby, by closing its HV side transformer Circuit Breaker and keeping LV transformer Circuit Breaker open. OR (b) Dead, by keeping both HV & LV transformer Circuit Breaks in open position. However, each transformer shall feed load periodically at regular intervals. 11.43 Bus coupler is provided on 25 kV side with Circuit Breaker CB - 8, This shall normally be closed for feeding the OHE in either side of IOL from any of the transformers, 11.44 In case of outage of one feeder and transformer on other bay at a particular time, power supply can be restored through healthy transformer from other feeder by ‘operation of 110 KV bus coupler Circuit Breaker CB ~ 3. 11.4.5 Extension of 25 KV supply in case of outage of one complete TSS. (@) In the event of failure of any TSS, supply from adjoining TSS may be extended up to the [OL of failed TSS by closing the bridging CB at the SP on either side of failed TSS, Bus coupler CB no. 8 at the failed TSS shall be kept in open position along with LV transformer CB 6 & 7 at the failed TSS in open position. However, this will necessiate lower panto / raise panto of the trains in front of failed TSS, if't is not provided with neutral sections. This specification supersedes Specification No. ETUPSI/93 (5/94), ETVPSV46 (9/94), ETWPSI/131(8/89) and ETUPSV116 (4/88). This specification shall also apply. for primary ‘side’ 22kKV and 100KV two pole vacuum and SF. circuit breaker to be used in Mumbai area of Central and Western railway ac traction system The CB shall be complete with all parts, fittings, SFe gas for the first filling, Vacuum bottle as the case may be and accessories necessary for its efficient operation, including mounting frame work of steel. All such parts, fittings and accessories shall be deemed to be within the scope of this specification, whether specifically mentioned or not. The CB shall be of proven design. The CB shall be erected by the Purchaser/indian Railways. However, in-case a defectideficiency is noticed, the manufacturer/successful tenderer will have to depute his engineer for necessary remedial action without any cost to the:Railways. In all the cases in which an order is placed either on new manufacturer or for a new type/design of the CB, the services of manufacturer's engineer shall be made available free of cost during the erection and proving/pre-commissioning test for the first order of their CB For this purpose, prior intimation regarding the date and the location shallag given by the purchaser to the successful tenderer/manufacturer. AC Traction manual (Issued in 1994 ) Any deviation’ from this specification as proposed by the tenderer to improve upon the performance, utility and efficiency of the equipment will be given due consideration, provided. full particulars of the deviation withs justification thereof are furnished, subject to approval of RDSO. in case of any: contradiction between the provisions of the Indian Standards Specification/IEC standard and this specification, the latter shall prevail. This specification is framed merging the four RDSO Specification Nos. (i) ETUPS1/93(5/94), (i) -ETVPSI/46 (9/94) , (iii) ETVPS1/131(8/89) and (iv) ETVPSI/116 (4/98) for 25 kV ac 50 Hz single pole SF6 circuit breaker, 25 kV ac 50 Hz single pole vacuum circuit breaker; 25 kV ac 50 Hz double pole SF6 gas circuit breaker for 2-x 25 kV AT feeding system and 220 kV/132 kV/110 kV/66 kV ac 50 Hz double’pole and triple pole outdoor SF circuit breaker respectively. Hence the firms approved as per any of the above ‘specifications(four), shall be considered as approved as per this specification also. The changes are only in respect of operating sequence for 25kV CB swhich has been changed from 0-0.3s-CO-30s-CO to 0-0.3s-CO-15s-CO, ground clearances and supervision of erection and commissioning which shall be incorporated in their design at the time of offering the equipment as per this specification. Apart from above, his specification also includes _ technical details and others for 22 kV and 100kV two pole vacuum and SFe circuit breaker to be used in ac traction system of Mumbai area. RESEARCH DESIGNS AND STANDARDS ORGANIZATION Date Effective From TECHNICAL SPECIFICATION No. TUSPC/PSUCE/0000 Page 6 of 64 01.05.2000 FOR OUTDOOR CIRCUIT BREAKER FOR RAILWAY ac-TRACTION SUB-STATIONS 3.0 34 3414 3.12 3.2 3.2.1 3.2.2 Traction Pe uy General Scheme The single phase 50'Hz power supply for railway traction at 25 kV is obtained from 220/132/1 10/100/66/22 KV three phase grid system through a step down / step up single phase power transformer, the primary winding of which is connected to two of the phases of the three phase effectively earthed transmission line network of the State Electricity Board. The primary voltage of the traction transformer being 220 KV or 132 KV of 110 kV or 100 kV or 66 KV or 22 KV and no load secondary voltage being 27KV . In order to reduce the imbalance on the three-phase grid system, the two phases of the three- phase transmission line are tapped in a cyclic order for feeding the successive traction sub-stations (TSS). The distance between adjacent 198 is normally between 50 km and 80 km depending upon density of tt gradients in the section and other factors. o One terminal of the 25 kV secondary winding of the traction transformer is connected to the OHE through circuit breakerfinterrupters and the other terminal is solidly earthed and connected to the appropriate traction rail(s).. The ‘current flows through the OHE, to the locomotives and returns through the rail(s) and earth to the TSS. . In sections where booster transformers and retim conductor are provided the current retums through booster transformer ; the traction rail(s) and. partly through earth in the vicinity of TSS. Approximately midway between two adjacent TSS a dead zone known as ‘neutral section’ or ‘phase break’ is provided to separate the two sections of OHE fed by different phases. The power fed to the OHE on ‘one side of the TSS is controlled by a feeder circuit breaker while the power fed to the OHE of each track is controlled by an interrupter. In case of a fault on the OHE, the feeder circuit breaker trips to isolate the faulty OHE. A schematic diagram No. ETVPSI/702 (Mod. B) showing the general arrangement at a TSS is at Appendix -I. Nature of faults on the OHE : OHE is prone to frequent earth faults caused’ by failure of insulation or by OHE snapping and touching the rail/earth or by a piece of wire dropped by birds which connects the OHE to earth, at overline, structures/supports or by miscreant activities. : . Instantaneous earth leakage relays on the primary (HV) side as well as ‘on the secondary (LV) side, (iv) Auxiliary relays for transformer faults i.e. Buchholz, excessive winding and oil temperature trip and.alarm and low oil level alarm. The faults in the shunt capacitor bank are isolated by one of the following relays : (i) Over current retay (ii) Over voltage relay (ii). Under voltage relay (iv) Neutral current relay In the event of the 25 kV feeder as well as transformer circuit breakers failing to operate under fault conditions, the. circuit breakers on the primary side of the transformer operates to isolate the fault, Short circuit level The fault level for different grid supply voltages based on a three phase symmetrical short circuit fault is between 1000 MVA and 10,000 MVA depending upon the proximity of the. traction sub-station to the generating station. The load cycle varies from day to day due to non-uniform pattern of traffic. An ac electric locomotive is fitted with single phase bridge connected silicon rectifier with smoothening reactor for conversion of ac to dc for feeding the de traction motors. The ripple content is in the region of 25 to 40 which introduces harmonics in the 25 kV power supply. In big yards and loco sheds, large number of locomotives/Electricar multiple units (EMUs) stand idle with only the load of their auxiliaries drawing higher reactive power. ‘Therefore these are drawing power at low power, factor. 7 For improving power factor, fixed shunt capacitor bank with 13% series reactor are also installed at some traction sub- stations, the net KVAR rating of which is generally in the range of 2000 ~-3500 kVAR. ‘RESEARCH DESIGNS AND STAND. For 2 x 25 KV AT feeding system, as a feeder wire, a stranded aluminium alloy catenary of 240 mm’ is used.
