Qualifications, the Government of India have decided to recognise two-year full-time and
three-year part time post-graduate diploma in Business Management awarded by the Xavier
Labour Relations Institute, Jamshedpur, for the purposes of recruitment to superior posts and
services under the Central Government for which M.B. A Degree or equivalent diploma from
a recognised University/Institute is Prescribed as a qualification.

Xavier Labour Relations Institute’s Postgraduate Honours Diploma in Industrial

Relations and Welfare (now titled “Honours Diploma in Personnel Management and
Industrial Relations”) was first recognised by the Central Government in the year 1957. Since
that time all the states in this country have granted recognition to this diploma for the
purposes of employment under the Factories Act.

The Governor of Andhra Pradesh hereby directs with the concurrence of Andhra

an equivalent qualification for the purposes of direct recruitment to the posts of Labour

In exercise of the powers conferred by the proviso to Article 309 of the Constitution
of India, the Governor of Madras hereby makes the following amendment to the special
Rules for Madras General Service (Section 16 of Part IIIA of the Service Rules contained in
Volume II of the Madras Services Manual 1954).

AMENDMENT

In part II of the Special Rules, under “Class XXVI-Officers of the Labour

Department,” in the Table below sub-rule (a) of Rule 2, in the entire in column (3, in clause
(a), against the item “Labour Officer-Grade II” in column (1) the word “and” occuring at the
end shall be omitted and the following shall be added, namely :
“or the diploma of terms of two terms of two years” course of the Institute of Labour
Welfare, Workers, Bombay.” or the Xavier Labour Relation Institute, Jamshedpur, Bihar and

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India,
the Governor of Madras hereby makes the following amendment to the Special Rules for the
Madras General Subordinate Service (Section 13 of Part III-B of the Service Rules contained
in Volume III of the Madras Services Manual 1954)

AMENDMENT
In Part II of the Special Rules, under “Class XLV Labour and Factories Department
(Non-Technical)” in clause (a) of sub-rule (1) of Rule 4-(i) in item (iii) for the word and
“occuring at the end of the word” or shall be substituted: (2) after item “(iii)”, the following
item be, inserted, namely :
“(iv) Who has undergone the Diploma course of two year” duration of the Institute for
Labour Welfare Workers, Bombay, or the Xavier Labour Relations Institute Jamshedpur,
Bihar and”

Sir,
I am to inform you that your request to recognise your Post-graduate Diploma as
equivalent to our Postgraduate Degree for admission to the Ph.D programme of this institute
was considered by the Senate of the Institute at its 116th Meeting held on Nov. 1, 1975

The following observations were made with regard to your request :

1. Postgraduate Diploma holders of XLRI may be eligible for Ph. D programme in the
industrial Management Centre or the Deptt of Humanities & Social Sciences of this
Institute. As far as the Regulations of the Institute go to be eligible for administrations
to the Ph.D. programme in Industrial Management Centre, a basic, engineering degree
is essential. As such, XLRI Diploma holders, who possess basic engineering degree in
any branch of engineering and technology, and fulfill other requirements, may be
considered for admission to the Ph. D programme on an individual basis. However,
for the purpose of award of scholarships, such candidates may have to be treated,
initially, as Bachelor’s degree holders in engineering, or technology.

2. Regarding admission to Ph. D Programme in the Department of Humanities & Social
Sciences, XLRI Diploma holders may be eligible in the area of Psychology, or
Industrial Psychology. But, before this can be decided, it is necessary to examine the
admission qualifications for the XLRI Diploma as well as curriculum for the Diploma
course offered by the XLRI. If, on examination the Institute is satisfied that the
contents of the XLRI Diploma course are equivalent for the purpose of admission to
the Ph D programme of the Institute in area of Psychology or Indl. Psychology,
admission of Diploma holders of the XLRI for the Ph.D programme of the Institute
may be considered.

I would, therefore, request you kindly to furnish the details of the admission
qualifications for your Diploma Course and also the curriculum of the Diploma course
offered by your Institute
