FOOD ESTATE FOR FOOD SECURITY IN INDONESIA

Food has a very important role for the life of a nation. If food availability is disrupted, it will have an impact
on economic, social, and political instability. Poor food security conditions can also jeopardize national
stability. (Image)

Indonesia actually has geographical potential to maintain national food security. Natural resources and
climate are very supportive in providing food commodities. Indonesia has natural resources supported by
the agricultural, forestry, marine and fisheries, livestock, plantation, and mining and energy sectors (Figure)

Then what is meant by food security?

Food security is a condition for the fulfillment of food needs for households which is reflected in the
availability of sufficient food, both in quantity and quality, safe, equitable, and affordable. Based on BPS
data, Indonesia has experienced a graph of a decrease in rice production and a decrease in rice harvest
area, so there needs to be a program that supports national food security.
In maintaining food stability, the role of adequate technology and infrastructure is needed. (Image)
Along with the times and human needs, many new concepts have emerged in order to maintain the
availability of food in a sustainable manner. One of the Indonesian government's efforts in maintaining food
security is to run the Food Estate program.
Food estate is a concept of food development that is carried out in an integrated manner covering
agriculture, plantations to livestock in an area.

(Image) The concept of food estate was developed as a strategic logistics reserve of food security, both for
the defense of the country and as a center for food agriculture. Food commodities that will be produced in
the food estate are rice, cassava, corn, and other strategic commodities that are adapted to land

Food Estate will be one of the National Strategic Programs in 2020 - 2024, where the development will
target areas including in Central Kalimantan, East Kalimantan, West Kalimantan, South Sumatra, Maluku
(Aru Islands) and Papua (Merauke). (MAP OF TARGET AREA)

The selection of the area is located in a former peatland development area as food estate program land,
because the cost to rehabilitate existing land is cheaper.
The benefits of food estate development include:
1. Increase the added value of production of the local agricultural sector;
2. Developing large-scale farming businesses;
3. The opening of the potential for food exports to other countries;
4. Increase employment in the agricultural sector;
5. Integrated system of production, processing and trade centers;
6. Food prices become cheap due to abundant food production

This program will be one of the National Strategic Programs (PSN) 2020-2024 and is expected to be able to become
one of the pillars of national food security, in order to contribute to economic, political and national security stability.

FOOD ESTATE UNTUK KETAHANAN PANGAN DI INDONESIA

Pangan mempunyai peran yang sangat penting bagi kehidupan sebuah bangsa. Apabila ketersediaan pangan
terganggu akan berdampak terhadap ketidakstabilan ekonomi, sosial, dan politik. Kondisi ketahanan pangan yang
buruk juga dapat membahayakan stabilitas nasional. (Gambar)

Indonesia sejatinya memiliki potensi geografis untuk menjaga ketahanan pangan nasional. Sumberdaya alam serta
iklimnya yang sangat mendukung dalam menyediakan komoditi pangan. Indonesia memiliki sumberdaya alam yang
ditopang dari sektor pertanian, kehutanan, kelautan dan perikanan, peternakan, perkebunan, serta pertambangan
dan energi (Gambar)

Lalu apasih yang dimaksud dengan ketahanan pangan ?

Ketahanan pangan merupakan suatu kondisi terpenuhinya kebutuhan pangan bagi rumah tangga yang tercermin
dari tersedianya pangan secara cukup, baik dari jumlah maupun mutunya, aman, merata, dan terjangkau.
Berdasarkan data BPS, Indonesia mengalami grafik penurunan produksi padi dan penurunan luas panen padi
sehingga perlu ada program yang menunjang ketahanan pangan nasional.

Dalam menjaga stabilitas pangan dibutuhkan peran teknologi dan infrastruktur yang memadai. (Gambar)
Seiring perkembangan zaman dan kebutuhan manusia, banyak konsep-konsep baru yang dimunculkan dalam
rangka menjaga ketersediaan pangan secara berkelanjutan. Salah satu upaya pemerintah Indonesia dalam
menjaga ketahanan pangan adalah dengan menjalankan program Food Estate.
Food estate merupakan konsep pengembangan pangan yang dilakukan secara terintegrasi mencakup pertanian,
perkebunan sampai dengan peternakan di suatu kawasan. (Gambar) Konsep food estate dikembangkan
sebagai cadangan logistik strategis ketahanan pangan, baik untuk pertahanan negara maupun sebagai
pusat pertanian pangan. Komoditas pangan yang akan diproduksi di food estate yaitu padi, singkong,
jagung, serta komoditas-komoditas strategis lainnya yang disesuaikan dengan kondisi lahan. (Gambar)

Food Estate akan menjadi salah satu Program Strategis Nasional tahun 2020 - 2024, yang mana pengembangannya
akan menyasar kawasan antara lain di Kalimantan Tengah, Kalimantan Timur, Kalimantan Barat, Sumatera Selatan,
Maluku (Kepulauan Aru) dan Papua (Merauke). (PETA SASARAN WILAYAH)

Pemilihan kawasan tersebut berlokasi di kawasan eks pengembangan lahan gambut sebagai lahan program food
estate, dikarenakan biaya untuk merehabilitasi lahan yang sudah ada lebih murah.
Manfaat dari pembangunan food estate diantaranya :
1. Meningkatkan nilai tambah produksi sektor pertanian lokal;
2. Mengembangkan usaha tani skala luas;
3. Terbukanya potensi eskpor pangan ke negara lain;
4. Meningkatkan penyerapan tenaga kerja sektor pertanian;
5. Terintegrasinya sistem sentra produksi, pengolahan dan perdagangan;
6. Harga pangan menjadi murah akibat produksi pangan melimpah

Program ini akan menjadi salah satu Program Strategis Nasional (PSN) 2020-2024 dan diharapkan akan mampu
menjadi salah satu pilar penyangga ketahanan pangan nasional, guna berkontribusi terhadap stabilitas ekonomi,
politik dan keamanan nasional.
