J&K registers highest Inpatient Department (IPD) care in the country
On January 7, 2020 Jammu and Kashmir (J&K),Union territory of India has registered the highest Inpatient
Department, IPD care in the country. The state-wise fact sheets was released by National Health Systems Resource
Centre (NHSRC),New Delhi. Overall, all women in J&K are availing Antennal Care Services (ANC).
Key Points:
i.The report says that about 96% of IPD care in rural areas of J&K is provided by Public Health Services(PHS) which is
highest against the country’s average of 85%.
ii.J&K had surpassed Kerala as the state with the highest life expectancy in India for all ages barring life expectancy at
birth in the year 2016.

Chenab bridge: World’s highest rail bridge by Indian Railways to connect Kashmir to rest of India by 2021
On January 9,2020 Government of India set a new deadline for the completion of the world’s highest railway bridge-
Chenab bridge. Kashmir will be connected to the rest of India by Indian railways by December 2021. Konkan
railway is the implementing agency of this project.
The Chenab bridge will be 35m taller than the Eiffel Tower in Paris,France.
Key Points:
i.Once completed, it will surpass the record of the Beipan river Shuibai railway bridge (275 m) in China.
ii.The massive arch-shaped structure being constructed in hostile-terrain, have used over 5462 tonnes of steel will
be 359 meters above the chenab river bed.
iii.It is designed to withstand the wind’s speeds of up to 260km per hour.
iv.The 1.315-km-long ‘engineering marvel’ will connect Bakkal (katra) and Kauri (Srinagar).
v.The bridge forms a crucial link in the 111-km stretch between Katra and Banihal, which is part of the Udhampur-
Srinagar-Baramulla rail link project.
vi.The project was declared as a national project in 2002.
About Chenab River:
i.The Chenab river is formed by the confluence of the Chandra and Bhaga rivers at Tandi in the upper himalayas in
Lahaul and Spiti district of Himachal Pradesh, Republic of India.
ii.In its upper reaches it is also known as Chandrabhaga.
iii.It is the tributary of the Indus river.
iv.The total length of Chenab river is about 960 km.

Govt allocates Rs 2379 crore for completing Z Morh tunnel in J&K


On January 17, 2020, a concession agreement was signed in New Delhi for completing the Z-Morh tunnel in the
Union Territory (UT) of Jammu and Kashmir(J&K). Under the agreement, Rs.2379 crore has been allocated to
complete the construction of the tunnel within 3.5 years.
Pact signing: The agreement between National Highways & Infrastructure Development Corporation Limited
(NHIDCL) and APCO Amarnathji Tunnelway Pvt Ltd was signed in presence of Road Transport and Highways
Minister Nitin Gadkari, Minister of State(MoS) for Road Transport and Highways Gen (Retd) Vijay Kumar Singh and
Secretary of Road Transport & Highways Shri Sanjiv Ranjan.
Z Morh tunnel construction project:
i.Tunnel length: The length of the two-lane bi-directional Z Morh tunnel with parallel escape tunnel is 6.5 kilometers.
It will remain closed during winter due to heavy snowfall in Gagenger area of J&K.

ii.Connectivity: It will provide connectivity to Sonmarg tourist spots in Jammu and Kashmir.
iii.Project: The project also includes construction, operation & maintenance of Z-Morh and also approaches NH-
1(National Highways 1) at Srinagar-Sonamarg-Gumri road from 61 kilometres to 89.30 kilometres on the bases of
design, build, finance, operate and transfer Annuity.
iv.Z Morh tunnel: The tunnel gets its name for its Z shaped formation between Sonamarg and Gagangir of J&K.
1000 vehicles an hour can travel through the tunnel with approved speed of 80kilometer per hour(kmph).
Z Morh is located at an elevation of 2,637 metres (8,652 ft) above the sea level.
36 Union ministers visited Kashmir to spread awareness on Article 370 abrogation:
Following the initiative of Union Minister of Home Affairs(MoHA) Shri Amit Shah, a group of 36 union ministers have
set visit to different districts of J&K to spread awareness on the abrogation of article 370. The ministers will engage
in dialogues with the people from January 18-24, 2020. In the midst of the visit, Russia has also reaffirmed its stand
on Kashmir.
There will be 51 visits to Jammu and 8 to Srinagar.
Article 370 abrogation: Article 370 that acknowledges the special status of the then state of Jammu and Kashmir in
terms of autonomy and its ability to formulate laws for the state’s permanent residents was abrogated on August
2019 thus removing the special status.

Srinagar declared Open Defecation Free


On January 21,2020 Mayor of Srinagar Junai Azim Mattu announced that the Srinagar has joined the list of ‘Open
Defecation Free (ODF)’ cities.
Swachata certificate: Srinagar, Jammu & Kashmir received its Swachata certificate from Ministry of Housing and
Urban Affairs (MoHUA), Central Government.
Achievement of Srinagar: Srinagar receives 45th Rank in Cleanest cities in the country.

NITI Aayog, UT of Ladakh signed MoU for development of Infrastructure Projects


On January 17, 2020, the National Institution for Transforming India(NITI) Aayog has signed a Memorandum of
Understanding (MoU) with newly developed Union Territory(UT) of Ladakh in order to promote the development
of infrastructures in the recently developed UT. Under the MoU, Niti Aayog will provide support to ladakh through
‘Development Support Services to States for Infrastructure Projects (D3S-i or DSSS for Infrastructure Projects)’.
MoU signing: The MoU was signed by senior adviser of Niti Aayog Yogesh Suri and Adviser to theLadakh’s Lieutenant
Governor Umang Narula in presence of Niti Aayog Chief Executive Officer(CEO) Shri Amitabh Kant and joint secretary
MC Jauhari.
Key Points:
i.DSSS for infrastructure projects: Niti Aayog has implemented the DSSS projects to develop the infrastructure of
the state of the art capacity. It involves providing support to the state/ UTs from the concept plan till financial
closures.
The 1st phase of DSSS was completed in 2018 with a selection of 10 projects out of over 400 projects while phase 2
was completed in 2018-19 with the selected 10 projects progressing to the transaction stage.
ii.Under the DSSS identification of high-impact priority projects, project implementation, addressing structural-level
issues and creating models of development for Ladakh will be done.

Cabinet approves the order to include 37 central laws in the concurrent list for implementation in the J&K
Union Territory
The Union Cabinet has approved placing 37 Central laws in the concurrent list for the Union Territory (UT) of
Jammu and Kashmir(J&K) under Section 96 of the Jammu and Kashmir Reorganisation Act, 2019.
Key Points:
i.The approval is an effort to ensure administrative effectiveness and smooth transition in J&K.
ii.Significantly, in August 2019, the Central Government had decided to abolish most of the provisions of Article 370
relating to special status of Jammu and Kashmir and divide it into two Union Territories (Jammu and Kashmir and
Ladakh). Both these states came into existence from 31 October 2019. Prior to October 31, 2019, all central laws were
in force in all states except Jammu and Kashmir, but after 31 October 2019, now all central laws have come into force
here as well.
iii.Under Section 96 of the J&K Reorganization Act 2019, the Central Government has the right to amend the laws as
necessary, adopting any law before the completion of a period of one year from the date fixed in the context of the
UTs.

Jammu & Kashmir admin renames PHE & IFC department as ‘Jal Shakti Dept’
On February 6,2020 The Jammu and Kashmir (J&K) administration renamed Public Health Engineering and
Irrigation and Flood Control Department (PHE & IFC) as the ‘Jal Shakti Department’.
The Administrative Council meeting was met under the Chairmanship of Girish Chandra Murmu, Lieutenant
Governor of J&K, sanctioned the implementation of the Jal Jeevan Mission (JJM) to achieve 100% coverage of piped
water supply by December 2021.
Key Points:
i.In the initial phase, 7 districts- Poonch, Reasi, Samba, Srinagar, Ganderbal, Shopian & Pulwama will be covered by
100% piped water supply by June 2020.
ii.In the 2nd phase 7 more districts will be covered by 100% water supply June 2021 and remaining 6 districts in the
third phase by December 2021.
iii.The mission aims to provide Functional Household Tap Connections (FHTC) to every rural household especially
to the desert, drought-prone, border areas, schools, Anganwadi and health centres.
iv.As per IMIS (Integrated Management of Information System) data report of JJM, FHTC will be provided to
remaining 11.12 lakh rural households out of 16.02 lakhs.
v.Nearly 30.5% of J&K’s rural households have piped water connections compared to the national average of 18%.

GOI sanctioned 9 Medical colleges and 2 AIIMS for Jammu & Kashmir
On February 14, 2020 Jitendra Singh, Union Ministers for State, Public Grievances and Pensions, mentioned that
Government of India (GOI) has allocated 2 AIIMS (All India Institute of Medical Sciences) for Jammu & Kashmir(J&K)-
one in Jammu & other in Kashmir.
Key Points:
i.Jitendra Singh also mentioned that 9 medical colleges have also been sanctioned in J&K in addition to the 2 AIIMS.
ii.About Jammu AIIMS: The government had approved the proposal for setting up AIIMS in Jammu at Vijaypur,
Samba district, under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) in January 2019.
iii.The project is being executed by CPWD (Central Public Works Department) & an estimated cost of the project is Rs
1661 crores.
iv.The AIIMS Jammu consists of both medical & nursing college projected to be completed by August 2022

NABARD grants Rs 400.64 cr for UT of J&K to boost infrastructure
On February 25, 2020, National Bank for Agriculture and Rural Development (NABARD),an Apex Development
Financial Institution in India, has granted a sum of Rs 400.64 crore to the Union Territory (UT) of Jammu and
Kashmir(J&K).The amount has been sanctioned under its ‘Rural Infrastructure Development Fund (RIDF) – Trench
XXV’for boosting rural infrastructure during the current financial year-FY(2019-20).
Key Points:
i.Benefit: Out of the total amount, Rs. 209.87 crore will be provided for the construction of 82 rural roads length of
291 kms & 3 bridges. This will benefit 9.15 lakh people in 19 districts of UT of J&K & they get all weather improved
connectivity to 461 remote villages.An outlay of Rs.143.66 crore rupees has been approved for implementation of 38
water supply schemes, which will benefit over 3.54 lakh people across 86 villages in 17 districts of UT of J&K.Also, an
amount of 47.11 crore rupees will be provided to improve the Animal and Sheep Husbandry sectors of the UT.

1st -ever Global investors summit 2020 will be held in Jammu & Kashmir
The Union Territory (UT) of Jammu and Kashmir’s (J&K) administration is set to host 1st -ever Global Investors
Summit-2020 in the capital cities of Srinagar and Jammu in the month of April 2020 with the aim to attract
investment and industries to J&K.
Key Points:
i.As a part of this summit, J&K administration has decided to send 54 of its top officers to conduct roadshows across
India from February 17,2020. The roadshows will be held in Bengaluru and Kolkata on 17 February, in Mumbai on 21
February, in Hyderabad on 2 March, in Chennai on 5 March and in Ahmedabad on 9 March focusing on specific
sectors to attract investment.
ii.J&K administration has also decided to conduct roadshows at an international level to attract global investors. The
preparations are led by chief secretary of the UT of J&K BVR Subrahmanyam with the J&K administration aiming to
hold the event as a mega gala summit.
iii.The J&K administration is seeking to attract investments up to a Rs 10,000 Crores including IT(Information
Technology), Food processing, biotechnology auto, and textile industries.

NCAER releases India’s 1st NCAER land records and services index 2020: MP emerges as top
performer, Ladakh at bottom
On February 27, 2020,According to the 1st edition of NCAER Land Records and Services Index (N-LRSI 2019-
20) released by the National Council of Applied Economic Research (NCAER) , Madhya Pradesh (MP) emerged as
the best performing state in terms of digitising land records with the score of 74.9.It was followed by Odisha
(67.5points) and Maharashtra (65.3 points). While Union Territory (UT) of Ladakh ranked at bottom at 33rd position
with a score of 2.0.
Key Points:
i.The Index has been released during a half-day programme held in New Delhi by NCAER under the aegis of the
NCAER Land Policy Initiative (NLPI), supported by the Omidyar Network, India.
ii.The Index ranked 33 states and Union Territories (UT) based on data collected over 2019-20 on 2 tools of the
supply of land records-the extent of digitisation of land records and the quality of these land records.
The 1st tool aims to ensure all state has made all its land records digitally available to people & oversees 3 main areas
namely-the text of the land records (also called the record of rights), the official map associated with a land record
(also called cadastral maps), and the property registration process.

Inaugural National winter games 2020 to be held in Ladakh and J&K’s Gulmarg
As a part of Khelo India programme, Union Territory of Ladakh will host the inaugural Khelo India Winter Games
2020 in the third week of February and Kongdori, Gulmarg of Jammu and Kashmir will host from March 7, 2020.
The Union sports ministry will fund both the Khelo India Winter Games 2020 which will be organised by JandK Sports
Council and Winter Games Association of J&K, with 15 teams from different states and organisations.
Key Points:
i.The Khelo India Ladakh Winter Games will feature an open ice hockey championship, figure skating and speed
skating and the competition will be conducted at block, district and UT levels.
ii.The competitions of the Khelo India J&K Winter Games will feature 30 events under four disciplines including
snowboarding, snow skiing, cross country and snow show. Athletes in the age categories of 19-21 years, 17-18 years,
15-16 years and 13-14 years can compete in alpine skiing, cross country skiing, snow boarding and snowshoeing.

FC Goa created history by becoming the 1st Indian club to reach 2021 AFC Champions league group
stage
On February 19, 2020, FC Goa, an Indian professional football club (FC) has created new history in Indian football
when it defeated Jamshedpur FC in an Indian Super League (ISL 2019-20)) match to become the 1st Indian club to
qualify for the group stage of the AFC (Asian Football Confederation) Champions League 2021.
FC Goa beat Jamshedpur with 5–0 scores in a brilliant performance at the JRD Tata Sports Complex in Jamshedpur,
Jharkhand.
Key Points:
i.The win ensured FC Goa their top spot in the league stage of the ISL. At the end of the league stage of the ISL, the
team that was at the top was scheduled to get a place in the continent’s top club tournament 2021 AFC Champions
League.
ii.This is Goa’s 12th win in 18 matches this season. With this, it has gained 39 points and has taken a six-point lead
over second-placed ATK FC(33 points), an Indian professional football club based in Kolkata, West Bengal.
iii.FC Goa to receive the ‘League Winners Shield’ and a cash prize of Rs.50 lakh for winning the league phase.

Shri Kiren Rijiju inaugurated 1st Khelo India Winter Games in Leh, Ladakh
On February 25, 2020 Shri Kiren Rijiju, Minister of State for Youth Affairs and Sports, inaugurated the first ever
Khelo India Winter Games (KIWG) in the Union Territory (UT) of Ladakh at Leh, Ladakh, Jammu & Kashmir (J&K).
Key Points:
i.The event is organized to promote winter sports in India and to popularise these games among the youth of the
country,
ii.Three winter sporting games are being held in Ladakh of Khelo India Winter games- Open Ice Hockey
Championship, Figure Skating and Speed Skating.
iii.About 1,700 athletes of different ages, from Leh and Kargil districts of Ladakh, will compete in the Khelo India
Ladakh Winter Games at 10 blocks, district and then at UT (Union Territory) level.
iv.The second level of the Khelo India winter games will be held at Kongdari, Gulmarg, J&K from 7 to 11 March, 2020
& will have participants competing in Alpine Skiing, Cross Country Skiing, snowboarding and snow shoeing events.

Centre constitutes Delimitation commission for J&K, Assam, Manipur, Arunachal, chaired by former SC judge
Ranjana Prakash Desai
On March 06, 2020, In exercise of the powers conferred by section 3 of the Delimitation Act, 2002, the Central
government has set up a Delimitation Commission , headed by former Supreme Court judge Ranjana Prakash
Desai, for the delimitation of Assembly and Parliamentary constituencies of the Union Territory of Jammu and
Kashmir (J&K) and the northeastern states of Assam, Arunachal Pradesh(AP), Manipur and Nagaland.
Key Points:
i.The Commission will also comprise of members,viz an Election Commissioner (presently Mr. Sushil Chandra) and
the State Election Commissioners of the respective States and UT,who will be made ex-officio members of the
commission. Ranjana Prakash has been appointed for a period of one year.
ii.The Commission is mandated to delimit the Lok Sabha and Assembly Constituencies in J&K under the provisions of
the Jammu and Kashmir Reorganization Act,2019 while the provisions of the Delimitation Act 2002 will delimit
Assam, Arunachal Pradesh, Manipur and Nagaland. Delimitation was done based on the 2001 census.
The Section 60 of the J&K Reorganisation Act,2019 stipulates that the number of seats in its Legislative Assembly will
be increased to 114, from the present 107. Of these, 24 seats have been reserved for Pakistan Occupied Kashmir.
iii.Such Delimitation Commissions have been formed 4 times in India – in 1952 under the Delimitation Commission
Act, 1952, in 1963 under Delimitation Commission Act, 1962, in 1973 under Delimitation Act, 1972 and in 2002
under Delimitation Act, 2002.
Delimitation Commission:
It is appointed by the President of India (presently Ram Nath Kovind) and works in collaboration with the Election
Commission of India.
What is Delimitation?
It refers to the act or process of fixing limits or boundaries of territorial constituencies in a country to represent
changes in population.
Why it is needed?
The primary aim of delimitation is to provide equal representation to similar segments of the population. It also aims
at proper division of geographical areas so that one political party does not get an inappropriate advantage over
others in elections.
It also aimed to follow the principle of One vote One value.
Issues with Delimitation:
The States that take less interest in population control could end up with a greater number of seats in Parliament.

Banihal to Katra railway link to be completed by 2022


On March17, 2020 Union Railway Minister Piyush Goyal announced that Banihal to Katra railway link to be
completed by 2022 which is part of the Udhampur- Srinagar-Baramulla rail link project.
i.It is to be completed before the 75th Independence day of India.
ii.This completion will pave the way for the creation of Indian rail from Kanyakumari to Baramulla.
iii.The Katra-Banihal railway track is a 111-km long stretch which will link Kashmir Valley with the rest of the
country by train.

J&K: Historic city Chowk renamed as ‘Bharat mata chowk’


On March 2, 2020, The historic City Chowk, which was a commercial center in Old Jammu, has been renamed
as ‘Bharat Mata Chowk’. A resolution in this regard was passed by the General house of the BJP(Bharatiya Janata
Party)-led Jammu Municipal Corporation (JMC), after which it was done.
Key Points:
i.Along with this, the starting point of the circular road near Panjtirthi in the city has also been changed to ‘Atal
Chowk’ in the memory of former prime minister Atal Bihari Vajpayee.
ii.This is the first major change in Jammu and Kashmir (J&K) after becoming a union territory(UT).
iii.The tricolor is hoisted at City Chowk in Jammu on the occasion of Republic Day and Independence Day every year.
BJP leaders have been demanding to change the name of this square to Bharat Mata Chowk for many years.

Lieutenant Governor Girish Chandra Murmu launched Student Health Card scheme for school children in
Jammu and Kashmir
On March 5, 2020, Jammu and Kashmir, Lieutenant Governor Girish Chandra Murmu launched a Student Health
Card scheme for school children aimed to improve the health and overall wellbeing of over 12 lakh students of
government schools.
i.The aim of the scheme is to ensure good health of every school going child & to create awareness among parents
about the benefits of this scheme.
ii.Under the scheme,to ensure good health, regular health checkups for school going children will be made.
iii.The card will carry information about the immunisation record & bi-annual examination of a child, check list of
commonly existing disorders among children & their preliminary diagnostic tools, tabular description of periodic
health profile matrices & a brief description of commonly occurring diseases and ailments among children.
iv.The scheme was launched during a programme organised by the Directorate of Mid Day Meal, School Education
Department along with National Health Mission today at Teachers Bhavan Jammu.
v.Earlier, Mid Day meal Scheme was launched for the needy school going children so that malnutrition can be
prevented.

ECI appoints Hirdesh Kumar as New Chief Electoral Officer of Jammu and Kashmir
On March 16, 2020, A 1999 batch IAS (Indian Administrative Service) officer Hirdesh Kumar appointed as the
New Chief Electoral Officer of Jammu and Kashmir(J&K) by the Election Commission of India (ECI), soon he will
replace Shailendra Kumar. Presently Hirdesh serves as the Commissioner Secretary in the School Education
Department of J&K.

Nirmala Sitharaman presented highest budget for J&K, Rs. 1,01,428 cr, for FY20-21
On March 17, 2020, the Centre has proposed Rs. 1,01,428 crore budget, the highest ever budget anticipation, for the
Union territory (UT) of Jammu and Kashmir (J&K) for 2020-21 fiscal. The budget was laid by Minister of State (MoS)
for Finance Anurag Singh Thakur and presented by Union Finance Minister Nirmala Sitharaman. The proposed
budget is premised on the commitment to make the J&K “a model of development”.
The expected revenue receipts are Rs. 91,100 crore whereas revenue expenditure is expected to be Rs. 62,664 crore.
Capital receipts are projected at Rs. 10,329 crore and capital expenditure is expected Rs. 38,764 crore, 27% higher
than previous years’ budget.
Key Allocations:
Tourism Budget: It has been proposed at Rs. 706 crore, which includes three new religious circuits for pilgrimage
tourism. The three circuits are:
Shiv Khori-Uttar Bani-Purmandal-Mata Sukhrala Deviji
Shankaracharya-Mata Khir Bhawani-Martand (Mattan)
Makhdoom Sahib-Khanqah-e-Moula-Watlab-Babareshi-Pakharpora-Aishmuqam – This will be the first government-
backed Sufi pilgrimage in J&K.
Preservation of cultural sites: Rs 100 crore has been earmarked for the preservation of cultural heritage sites in
J&K.
Rural development: An allocation of Rs 5,284 crore has been made for the year 2020-21,which is Rs 1,951 crore
more than the previous years’ budget allocation.
Industrial infrastructure: An allocation of about Rs 494 crore has been made for FY20-21 to improve industrial
infrastructure.
School and Higher Education Sector: The government has made an allocation of Rs 2,392 crore, which is Rs 1,000
crore more than the previous year’s budget allocation.
Health and medical education: An allocation of Rs 1,268 crore has been made for the same.
Filling up of Vacant posts: For filling up of 50,000 vacant posts there is an allocation of Rs 2,000 crore for 2020-21.
Apart from above, the government also presented a separate expenditure plan of Rs 55,317.81 crore for the last five
months of the current fiscal.

Jammu & Kashmir announces Rs 5 lakh Free Health Insurance under Ayushman Bharat
On March 18, 2020, The Jammu & Kashmir (J&K), Union Territory (UT) administration has sanctioned J&K Health
Scheme to provide free cost of Universal Health Coverage of Rs 5 lakh as health insurance to all the residents of UT in
convergence with Ayushman Bharat- PMJAY (Pradhan Mantri Jan Arogya Yojana). The decision was taken by the
administrative council under the chairmanship of J&K Lieutenant Governor Girish Chandra Murmu.
Key Points:
i.Nearly 1.25 crore residents of the UT will be benefited & at present 5.95 lakh families are eligible for benefits under
the center’s Ayushman Bharat- PMJAY scheme.
ii.Benefits of the scheme: The scheme also covers 15 lakh, additional families, under J&K health scheme & the
beneficiaries will receive free health insurance of Rs 5 lakh per family per year on the floater basis & there is no
restriction for family size, age or gender.
iii.All employees, pensioners and their family members are also covered under the scheme.
iv.The employees shall continue to get Rs 300 per month as medical allowances for OPD (Outpatient Department)
treatment.
v.The eligible families registered under the health scheme are recognized on the basis of socio-economic census of
2011 & the families left out in the census can be enrolled on the basis of definite process.

J&K Government sets up Social and Educational: BC commission
On 19th March 2020, the Jammu and Kashmir Government set up a commission named as “J&K Socially and
Educationally Backward Classes Commission” will be headed by Justice (retired) G D Sharma to examine the
social and educational backwardness of various backward classes people, dalits, in the Union Territory.
Key Points:
i.Members of the commission are Lal Bharti, former Indian Foreign Service officer and Munir Ahmed Khan, serving
Indian Police Service officer.
ii.It is administered by the Social Welfare Department and also has additional terms of reference for Scheduled Castes
and Scheduled Tribes which include examining the Constitution (Jammu and Kashmir) Scheduled Castes Order, 1956
and the Constitution (Jammu and Kashmir) Scheduled Tribes Order, 1989.
J&K Handicrafts, Handloom Development Departments to be merged
On March 19, 2020, the Administrative Council of Jammu and Kashmir approved the merger of J&K Handicraft
Corporation and J&K Handloom Development Corporation into J&K Handloom and Handicrafts Marketing
Corporation (JKHHMC) for effective convergence and marketing.
i.This Administrative council held under the chairmanship of the Lieutenant Governor Girish Chandra Murmu. The
council also approved the constitution of the committee to be headed by the Administrative Secretary, Industries and
Commerce Department.
ii.This merger will increase the efficiency, accountability and transparency of the corporations and also increases the
resources and manpower and brings synergy in the activities of the two sectors.
iii.The newly formed Department of Handicrafts and Handloom will have two Directorates at Divisional level for
Kashmir and Jammu with eight Regional Deputy Directorates, at Anantnag, Budgam, Baramulla and Bandipora in
Kashmir and Kathua, Udhampur, Rajouri and Doda in Jammu division.

Jammu & Kashmir administrative council to implement the dairy cooperative scheme
On March 20, 2020 Jammu & Kashmir (J&K) administrative council approved the implementation of the Dairy
cooperative scheme for dairy cooperative society with the support & sponsorship of the National Cooperative
Development Corporation (NCDC). The administrative council is headed by Lieutenant Governor G C Murmu.
Key Points:
i.The scheme aims to increase the milk production in J&K by empowering dairy cooperatives with easy financial
support for production, processing, marketing & crate infrastructure for milk processing.
ii.The government will provide 50% of the loan & 20% of the share capital to the beneficiaries of cooperative
societies and 25% of subsidy & owners contribution will be 5%.
iii.It will facilitate the establishment of integrated dairy programs with the provision for technical inputs for farmer’s
organizations, mobile veterinary care & artificial insemination.
iv.Apex level monitoring committee is also established for smooth implementation of the scheme, the committee is
headed by the Registrar Cooperative Societies J&K.

Leh to host International Yoga Day event on 21st June,2020


The 6th International day of Yoga (IDY) is to be celebrated on 21st June and a National event organized on this day
is to be held at Leh, Ladakh (Union Territory). Shri Shripad Yesso Naik, Minister of Ayush announces that Prime
Minister Narendra Modi will participate in the event held at Leh.
This day is celebrated to create awareness across the world about the benefits of yoga and to practice yoga on a daily
basis.

Category: The awards will be given in two categories, Gold Award with a cash price of Rs. 1 lakh and Silver Award

PM-KISAN: Aadhaar seeding process for beneficiaries of Assam, Meghalaya, J-K, Ladakh extended till March,
2021
The relaxation given to Assam, Meghalaya, Jammu and Kashmir, and Ladakh regarding the mandatory requirement of
Aadhaar seeding for beneficiaries under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme has been
extended for one more year till 31st March 2021 from 31st March, 2020. Aadhaar seeding is a process of linking
Aadhaar number with primary bank account number or with Government Official documents like Pan Card etc.
As we all know that under the PM-KISAN scheme the release of benefits is done only through Aadhaar seeded data of
beneficiaries uploaded by the State / UT Governments on the PM-KISAN portal. But Assam, Meghalaya and the UTs of
J&K and Ladakh have been exempted from this till 31st March, 2020, due to less penetration of Aadhar in these
places.
Reason behind extension:
It has been assessed that the above mentioned places are taking more time to complete the work of Aadhaar seeding
for beneficiaries and if the extension is not approved then the beneficiaries of these States / UTs may not be able to
avail the benefits of the Scheme w.e.f. 1st April, 2020.

Central govt redefines domicile for J&K; Perks and Privileges of ex-CMs of J&K Withdrawn
On March 31, 2020, a new definition for domicile for Jammu and Kashmir was introduced which has stated that a
person residing in the Union Territory of Jammu & Kashmir for at least 15 years or has studied for a period of seven
years in Jammu and Kashmir and appeared in Class 10 or 12 examinations will now be eligible to be a permanent
resident of the UT. This new rule was issued under the Section 3A of the Jammu and Kashmir Reorganisation
Adaptation of State Laws Order 2020, under the Jammu and Kashmir civil services decentralisation and recruitment
Act.
This new provision also mandated that all the Gazetted and non-GazettedClass IV posts are reserved for domiciles
only under Section 5A of the act.
It authorizes the Tehsildar as competent authority for issuing the domicile certificateor any officer specially notified
by the state government by way of a gazette notification.
Eligibility for J&K domicile:
-The new definition of domicile also included children of those central government officials, all India services officers,
officials of PSUs and autonomous body of central government, public sector banks, officials of statutory bodies,
officials of central universities and recognised research institutes of central government who have served in the UT of
J&K for a total period of 10 years or children of parents who fulfil any of the conditions in sections.
-Additionally, persons registered as a migrant by the Relief and Rehabilitation Commissioner (Migrants) in the UT of
J&K, will also be included in the definition.

-Children of such residents of J&K as reside outside UT of J&K in connection with their employment or business or
other professional or vocational reasons but their parents fulfil any of the conditions provided earlier.
Perks and Privileges of ex-CMs of Jammu & Kashmir Withdrawn
The perks and privileges of former Chief Ministers (CMs) of Jammu & Kashmir have been withdrawn after the central
government repealed section 3-C of the State Legislature Members’ Pension Act, 1984. Former J&K CMs were
enjoying along list of privilegessince 1984.
The ex-CMs were entitled to rent-free furnished accommodation, expenditure to the limit of Rs 35,000 per annum for
furnishing of the residential accommodation, free telephone calls up to the value of Rs 48,000 per annum, free
electricity to the extent of Rs 1500 per month,car, petrol, medical facilities, driver etc.
Through the above new rules the Centre has repealed 29 state laws, which included the J&K civil services (special
provisions) Act, while 109 have been amended.

In a 1st, NTPC to launch 20 hydrogen fuel bus and cars for Leh & New Delhi; seeks global EOI
On April 26, 2020, NTPC Vidyut Vyapar Nigam (NVVN) Limited, a wholly owned subsidiary of India’s largest energy
conglomerate NTPC Limited (formerly known as National Thermal Power Corporation Limited), has called for a
global expressions of interest (EoI) to buy 10 Hydrogen Fuel Cell (FC) based electric buses & 10 Hydrogen Fuel Cell
based electric cars to operate them in Delhi and Leh.
Key Points:
i.Aim: The procurement is the first of its kind project in India to develop a complete solution ranging from green
energy to fuel cell vehicles & aims to reduce carbon emissions in the transportation sector.
Other cities for release of FCEVs (fuel cell electric vehicles) at other locations may also be included.
ii.Pilot project: For this initiative, consent has also been taken from the Ministry of New and Renewable Energy
(MNRE) for production of hydrogen and its storage and distribution facilities. The EoI has been issued by NTPC’s
wholly-owned subsidiary, NTPC Vidyut Vyapar Nigam (NVVN) Limited.
iii.How does Hydrogen fuel cell work?
Here, the hydrogen is passed through a fuel cell, where hydrogen breaks down into electrons and protons within the
cell. At the same time, the separated electron is sent into a circuit, which produces electric current and heat, which in
turn helps reduce carbon emissions.
iv.Steps taken by the NTPC for e-vehicles:
NTPC is working on different technologies to make electric vehicles fully available under e-mobility as public
transport.
In this regard, 90 public charging stations in various cities & battery charging and swapping stations for e-three
wheelers in Faridabad (Haryana) have already been commissioned. Similarly, e-bus solution scheme has been
implemented for Andaman and Nicobar administration.

Indication(GI) tag by the Geographical Indications Registry.

Uniqueness
It is the only saffron in the world grown at an altitude of 1,600 metre(m) to 1,800 m Above Mean Sea Level(AMSL),
which differentiates from other saffron varieties available around the world. Iran is the largest producer of saffron
and India is a close competitor.
Features
i.It has long & thick stigmas, natural deep-red colour, high aroma, bitter flavour, chemical-free processing, and high
quantity of crocin (colouring strength), safranal (flavour) and picrocrocin (bitterness).
ii.It is a globally renowned spice, rejuvenates health, used in cosmetics and for medicinal purposes, associated with
traditional Kashmiri cuisine and represents the rich cultural heritage of the region.
Key Points
It is a spice grown in some regions of Kashmir, including Pulwama(saffron bowl of Kashmir), Budgam, Kishtwar and
Srinagar. Iran is the largest producer of saffron and India is a close competitor
Types of saffron in Kashmir
i.Lachha Saffron- Stigmas are separated from the flowers and dried without further processing
ii.Mongra Saffron- Stigmas are detached from the flower, dried in the sun and processed traditionally(packed loosely
in air-tight containers)
iii.Guchhi Saffron- It is like Lachha but has stigmas joined together in a bundle with a cloth thread.
About GI tag:
In India, GI registration is administered by the Geographical Indications of Goods (Registration and Protection) Act,
1999 which came into force with effect from September 2003. Darjeeling Tea(2004) is the 1st indian product to get a
GI tag.
Other Indian products with GI tag– Tirupati Laddu, Madhubani Paintings, Nagpur Orange, Kashmir Pashmina,
Rajasthani Kathputlis, and Lucknow Chikan Crafts among others.

In a 1st, PoK’s Gilgit-Baltistan & Muzaffarabad included in the meteorological forecast list of IMD
On May 7, 2020, In the midst of Coronavirus (COVID-19) Crisis, the Regional Meteorological Centre of the Indian
Meteorological Department (IMD), has included the areas of Gilgit-Baltistan and Muzaffarabad, which are parts
of PoK (Pakistan-occupied-Kashmir) in its weather forecasting for the 1st time.
The department taken this decision as it says that it is a part of India and the country always maintains its position
that PoK belongs to India.
Key Points:
i.The agency has included the regions as part of its meteorological sub-division of Jammu and Kashmir (J&K) in its
daily forecast for ‘north-west India’.
ii.According to IMD, these cities of PoK fall under the North-West Division of IMD. The North-West Division of IMD
has nine subdivisions. These include Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Delhi-Chandigarh-
Haryana, Punjab, east Uttar Pradesh, west Uttar Pradesh, east Rajasthan and west Rajasthan.
iii.Background: The inclusion in the forecast comes amid the Supreme Court of Pakistan, in its recent order, allowed
the amendment of the ‘Government of Gilgit Baltistan Order’ of 2018 to conduct general elections in the region.
Immediately after this, India had objected that Pakistan does not have the right over the territories which it has
occupied by force and illegally.

Jal Jeevan Mission: Haryana and J&K to provide tap water to every household by Dec 2022
On May 13, 2020,The Union Territory (UT) Jammu & Kashmir (J&K) and the state Government of Haryana have
planned to provide tap connection to supply water to all rural families by December 2022 under the Jal Jeevan
Mission (JJM).
Key Points:
i.The respective officials presented their work plan related to the supply of water to each family under the Mission to
the Department of Drinking Water and Sanitation.
Rs 290 Crores will be provided by Central government by Haryana under JJM for this financial year, which will be
supplemented by the same amount of State’s matching share.
ii.Current household tap connection:
J&K: According to the data, there are 18.17 lakh houses in UT, out of which 5.75 lakh houses have already been given
Functional Household Tap Connection (FHTC). Out of the remaining houses, 1.76 lakh houses are planned to provide
tap connection by the year 2020-21. It is planning 100 % coverage of 5000 villages in 3 districts- Srinagar, Reasi, and
Gandharbal till December 2022, while the national target has been set for the year 2024-25.
For this financial year (FY 2020-12), the J&K is likely to get Rs 680 crore as part of the centre’s JJM Mission.
Haryana: The state government has provided 1.05 lakh tap connections in the year 2019-20. There are 28.94 houses
in Haryana. Of these, 18.83 lakh already have tap water connection and 10.11 lakh houses are to be covered.
iii.Benefit: During this difficult time of the coronavirus(Covid-19) epidemic, efforts to provide domestic tap
connections in rural areas will make life easier. Especially women and girls will get rid of hard work and will help
them to live a safe and dignified life.
About Jal Jeevan Mission:
It is a central government initiative with the aim to provide drinking water to every rural household. Works under the
Ministry of Jal Shakti, the government implemented the mission on a priority basis.
The central government has advised the state & UT governments to adopt this JJM mission to achieve 2 objectives.
This includes providing tap water connections to every rural family and providing job opportunities to local people
and migrants.

Centre approves modified DPR of Ujh Multipurpose Project in Jammu and Kashmir
On 16th May 2020, The Centre approved to modification of the Detailed Project Report (DPR) of the Ujh
multipurpose Project (MPP) located on the river Ujh, main tributaries of river Ravi in Kathua district of Jammu and
Kashmir at the estimated cost of Rs.9,167 crore.
Key Points:
i.The advisory committee of Department of Water Resources, River Development and Ganga Rejuvenation (DoWR,
RD & GR) approved the DPR of Ujh MPP project chaired by Union Secretary U P Singh.
ii.The Central Advisory Committee considering the techno-economic viability of major and medium irrigation, flood
control and multipurpose project proposal accepted the project proposal with conditions of keeping the strategic
importance from Indus Waters Treaty and the regulations of water flowing across the borders in view.
iii.The Irrigation and Flood Control Department in Jammu and Kashmir framed the modified proposal for the
inclusion of a culturable command area(CCA) of 23973 hectares (Ha) in addition to the already approved with the
proposed irrigation intensity of 187%.
iv.The DPR of Ujh project was declared as a national project in 2008 and was prepared by the Indus Basin
Organisation of the Central Water Commission in 2013
v.The dam is proposed in the site in Barbari village which is about 1.6 Km downstream of Panchtirthi and the power
house site is 9.5 Km downstream of the dam site near Deoli village.
vi.The proposal is for a 116.00 m high dam at the river with full reservoir level(FRL) at 608 m.
vii.The installed power capacity of the main powerhouse was 186 MW with a dam to power house comprising four
units of 2.5MW to harness the hydro-electric potential of the water for environmental release. The total capacity is
196 MW.

e-NAM reaches target 1000 mandis across 18 states and 3 Union Territories
On 15th May 2020, The Ministry of Agriculture announced that the e-NAM reached target 1000 mandis across the
nation in 18 states and 3 union territories(UTs) with 38 new mandis integrated with the e-NAM platform of
electronic agriculture trading portal.
Key Points:
i.The 38 new mandis include 19 from Madhya Pradesh, 10 from telangana, 4 from Maharashtra and one each in
Gujarat, Haryana, Punjab, Kerala and Jammu and Kashmir.
ii.e-NAM launched in 2016 to create a network of Mandis as a common online market platform as ‘one nation, one
market’ for agricultural commodities became a tool for social distancing in the global pandemic lockdown.
iii.The states and UTs are promoting the platform to reduce the human intervention in trading and handling of
produce online.
iv.The registered user base of e-NAM consists of 1.66 crore farmers, 1,31,000 traders and 1000 Farmers Producers
Organisations.
e-NAM:
i.The e-NAM was aimed to reduce transaction costs, bridging information asymmetries and to help in expansion of
market access for the farmers and stakeholders.
ii.e-NAM is implemented by the Small Farmers Agribusiness Consortium under the Ministry of Agriculture and
Farmers Welfare.
iii.The e-NAM has 3 new modules named

J&K administration inks MoU with Tata Technologies to built 2 CIIIT centers
On April 30, 2020, In a bid to promote skill development, the Jammu and Kashmir (J&K) administration has signed
an MoU (Memorandum of Understanding) with Tata Technologies limited to set up 2 Centres for Invention,
Innovation, Incubation and Training (CIIITs) in the Union Territory(UT), one each at Government Polytechnic
Colleges at Jammu and Baramulla.
Key Points:
i.Setting up these two centers will cost around Rs 360 crore, with Tata Technologies spending about Rs 300 crore.
Each center will start 18 courses and will have a capacity of 1825 seats.
ii.The UT will provide space to set up these centers. At the same time, Tata Technologies will provide industrial
hardware, tools, equipment and machinery.
iii.Tata Technologies will train students for 3- years through the ‘Train the Trainer program’ & the special thing about
these two centers is that after training in various courses, students will be given 100 % placement.
iv.The move will help improve the academic and training curriculum in technical education & innovators will also be
helped to develop new products to promote technology startups.
v.The MOU was signed through video conferencing by Navin Kumar Choudhary, Principal Secretary to the
Government, Technical Education Department, on behalf of UT government, and Anand Bhade, president of Tata
Technologies Ltd in the presence of J&K Lieutenant-Governor GC Murmu.

J&K promotes e-learning under Samagra Shiksha programme


In Jammu and Kashmir (J&K), the Union territory (UT) administration has initiated a slew of measures
under “Samagra Shiksha programme” to facilitate students with complete access to education through
technological interventions and other viable means in wake of COVID-19 lockdown.
Key Points:
i.Samagra Shiksha programme: Due to the COVID-19 pandemic, all educational institutes have been closed and in
order to maintain the continuity of education delivery to students several steps are being taken by the UT
Government which inter-alia included Radio Classrooms wherein Live Lectures are being broadcast daily between 2
to 4 P.M.
ii.These measures include tele-classes on DD Kashir and Local Cable Network, Video Lectures Repository using JK
Knowledge Network, Online Classes including Vocational Classes using freely available Applications like Zoom, e-
Pathshala, DIKSHA (Digital Infrastructure for Knowledge Sharing) and created special WhatsApp Groups for
interacting with Children with special needs through special educators.
iii.Nearly 42 free Laptops with Braille Tactile Readers were distributed for Visually Impaired Students/ persons to
freely access the internet.
iv.Manzelein: The J&K government also launched Online Career Guidance Portal “Manzelein” for students in
association with UNICEF which is a structured and well programmed portal developed to help students in choosing a
right career after their secondary or higher secondary education.
v.The portal will have complete information on careers, colleges and 2,62,000 programmes in 16 countries.
vi.About 2,500 Tabs were distributed among students for attending online classes, accessing online content available
on e-Pathshala, DIKSHA and other activities.
vii.Besides, funds to boost education Rs. 2,030.87 lakh were released to Directorates of School Education for
purchase & distribution of books to children under elementary level as Right To Education entitlements.

J&K starts an initiative ‘SUKOON’ – COVID-19 Beat the Stress


On May 20, 2020, In Jammu and Kashmir (J&K), the Department of Information and Public Relations (DIPR) has
started an initiative ‘SUKOON’- COVID-19 Beat the Stress, in order to spread awareness about psychological impact
of lockdown and measures to be adopted to overcome them.
Key Points:
i.About Sukoon: The Sukoon programme will be telecast on Doordarshan (DD) Kashir Channel on every Tuesday at
9.00 PM during which psychiatrists, eminent doctors and scientists will share their knowledge on psychological
health, how to keep the mind anxiety free and the measures which people can adopt to keep stress level under
control.
ii.The aim is to ensure that people stay mentally fit and cope with the fears related to COVID-19 with a sound mind.
iii.This initiative is in line with the growing concern that COVID-19 pandemic and the prolonged lockdown has
resulted in tremendous stress among various sections of the society.
iv.Parents, caregivers and children are the greatest victims of lockdown as they grapple with restricted movement
and not being allowed to meet with friends and socialize.
v.DIPR is looking to telecast such programmes on a daily basis to reach out to the people of the Union Territory (UT).
The objective is fighting the pandemic by ensuring ‘Healthy Mind in Healthy Body’ along with following all the health
and hygiene guidelines.

Jammu and Kashmir notifies new rules for issuing domicile certificates
On 17th May 2020, The administration in the Union Territory (UT) of Jammu and Kashmir issued a new set of rules
named “Jammu and Kashmir Grant of Domicile Certificate Rules 2020” which defines the rules for issuing
domicile certificates in the UT.
Key Points:
i.The Jammu and Kashmir Grant of Domicile Certificate Rules 2020” will define the basis for issuing domicile
certificates to the people who satisfies the conditions stated in the Centre’s gazette notification introduced the
domicile clause through an amendment to the J&K Civil Services (Decentralisation and Recruitment) Act,2010.
ii.These rules will provide a time-bound and transparent procedure in the issuing of domicile certificates.
iii.The Deputy Commissioner, Relief and Rehabilitation Commissioner, Financial Commissioner Revenue or Secretary
GAD will direct the tehsildars to issue the certificate within 7 days if the application is processed within 15 days and
the officers will be penalised Rs. 50,000 if failed to provide the domicile certificate.
Overview of “Jammu and Kashmir Grant of Domicile Certificate Rules 2020”:
i.This amended rule allows the eligible non-local and all permanent resident certificate holders and their children
living outside J&K to apply for the certificates.
ii.Kashmiri migrants living inside or outside the J&K can get the certificate by producing their permanent residence
certificate (PRC), ration card copy, voter card or other valid documents.
iii.The Bonafide migrants can apply for the certificate with the Relief and Rehabilitation department with their
document like electoral rolls of 1988, proof of registration as migrant in any state or other documents.
iv.The West Pakistan Refugees and Children of the women married outside J&K and Safai Karamcharis are eligible to
apply for the domicile status.
v.The certificate is made a basic eligibility condition for appointment to any post under the Union Territory of J&K
following the amendments.
Background:
The Jammu and Kashmir Reorganization (Adaptation of States Laws) order 2020 of Government of India defines a
domicile person as an individual resided in the UT of J&K for over a period of 15 years or studied in the UT for a
period of 15 years and appeared in class 10 or 12 examinations in any J&K educational institute

SKIMS in Srinagar gets its first of it’s kind Infectious Disease Block facility
On May 25, 2020, Jammu and Kashmir (J&K) Lieutenant Governor’s adviser Baseer Ahmad Khan inaugurated first of
it’s kind Infectious Disease Block (IDB) facility at Sher-i-Kashmir Institute of Medical Sciences (SKIMS) at Soura in
Srinagar, J&K. It was an initiative for the treatment of COVID-19 and other pathologically infected patients.
Key Points:
i.The Adviser stressed on regular health check-up of staff as well as patients are safe while visiting or staying at the
block. He also gave instructions to ensure optimum use of booths for screening of patients and emphasized for
maintaining proper social distancing protocol.
ii.About IDB: The Infectious Disease Block is equipped with superlative quality facilities which consists of a 40-bed
isolation ward, 15-bed high dependency isolation ward & an intensive care unit (ICU).
iii.The centre will also have a four-bedded RO (Reverse Osmosis) and dialysis unit, independent portable x-
ray, USG (Ultrasound sonography) machine and ECG (Electrocardiogram), lab facilities for haemogram coagulation
studies arterial blood gas and electrolyte analysis, biochemistry etc.
iv.The newly established IDB will be headed by Dr. Ajaz Nabi Koul, Consultant Infectious Disease and in-charge
COVlD-19, SKlMS. He is a trained specialist in the management of infectious diseases and is playing a crucial role in
the campaign against Coronavirus pandemic.

Ladakh inaugurates the 1st Solar Lift Irrigation Plant of Kargil


On May 27, 2020, Ladakh’s Director of Animal, Sheep Husbandry and Fisheries Mohammad Raza inaugurated the 1st
Solar Lift Irrigation Plant of Kargil with five kilowatt(KW) Solar Plant and 3 Horsepower(HP) Submersible
Pump(installed by Kargil Renewable Energy Agency- KREDA) at Yak Breeding Farm, Bodh Kharboo.
Major Highlights
i.The prototype will help to solve the shortage of water to irrigate, especially those lands which are at the banks of
rivers & the drinking water issue. This Solar Irrigation Pump will help in proper utilization of this fund in the Farm.
ii.The pump discharges 45,000 litres of water per day, a major achievement in the industry.
ii.This step is to fulfil the dream of Prime Minister Narendra Modi to Make Ladakh a Carbon Neutral Entity and will
also help the Yak Farm spread at a 360 Canal Land to be self-sufficient in Fodder Development.

i.Various projects have been sanctioned under the Special Package sanctioned for Ladakh under UT Funds so as to
witness a great change in the Animal and Sheep Husbandry and Fisheries Sector in the near future and to fulfil the

2020 Pulitzer Prizes announced: 3 photojournalists from Jammu & Kashmir won the feature photography
On May 4, 2020, The 2020 Pulitzer Prize winners were announced in 15 Journalism categories and 7 Book, Drama
and Music categories by its administrator, Dana Canedy,via video-conference instead of a ceremony at Columbia
University in New York, United States (US) due to the coronavirus pandemic for their “striking images of life” in the
valley.
3 Indian photojournalists won 2020 Pulitzer Prizein feature photography
The three Indian photojournalists namely Dar Yasin, Mukhtar Khan and Channi Anand from Jammu and Kashmir
who work for Associated Press (AP) have won the 2020 Pulitzer Prize in feature photography. The award recognized
their exceptional coverage of Jammu and Kashmir during the lockdown that was imposed on Jammu and Kashmir by
the Central Government after the revocation of Article 370 on August 5, 2019.
The winning photographers captured images of protests, the police, paramilitary action and daily life in Jammu and
Kashmir after phone and internet services were shut down in August 2019, making it difficult for the world to gain
access to the region.
Somehow, they managed to reach the airport and convinced Kashmiri passengers to carry photos stored in drives and
disks to Delhi and hand them over to the Associated Press staff.
Yasin and Khan are residents of Srinagar in Kashmir while Anand lives in Jammu.
Colson Whitehead becomes rare author to be honoured with the prize for consecutive books
Colson Whitehead became the rare author to receive Pulitzers for consecutive books when his novel about a brutal
Florida reform school during the Jim Crow era, ‘The Nickel Boys,’ was awarded the fiction prize 2020. In 2017, he
won for his Civil War era novel ‘The Underground Railroad’.
‘Riveting’ coverage of Alaska policing wins Pulitzer Prize
The Anchorage Daily News and ProPublica won the Pulitzer Prize in public service for illuminating public safety gaps
in Alaska, USA revealing that a third of villages had no police protection.
Late Ida B. Wells recognized with Special Awards and Citations
Late Ida Bell Wells-Barnett, who was an American investigative journalist,was honored for her outstanding and
courageous reporting on the horrific and vicious violence against African Americans during the era of lynching. She
died in 1931.
The citation comes with a bequest by the Pulitzer Prize board of at least $50,000 in support of her mission. Recipients
will be announced at a later date.

CSIR-IIIM & Reliance Industries Limited (RIL) to develop RT-LAMP based test for Coronavirus
On May 26, 2020, The Institute of Integrative Medicine (IIIM) in Jammu has collaborated with Reliance Industries
Limited (RIL) to develop and increase a new Reverse Transcriptase-Loop Mediated Isothermal
Amplification (RT-LAMP)- based COVID-19 diagnostic kit. A Memorandum of Understanding (MoU) has also been
signed between CSIR-IIIM, Jammu and RIL.
Key Points:
i.COVID-19 RT-LAMP: COVID-19 RT-LAMP test is a nucleic acid-based test carried out from nasal or throat swab
samples from patients. This is a rapid test which can be done within 45-60 minutes, a cost-effective and accurate test.
ii.The RT-LAMP test has been developed & successfully demonstrated using synthetic templates.
iii.Advantage: RT-LAMP-based COVID-19 kit components are easily available and completely manufactured in India.
iv.Besides, the RT-LAMP test can be done with minimal expertise in a very basic lab setup like mobile units or kiosks
for testing at airports, railway stations, bus stands and other public places.
v.The end detection of the test is a simple colored reaction, which is easily visible in UV light, and now is being
modified to detect in regular light.
vi.The current COVID-19 testing is done by real-time PCR (Polymerase Chain Reaction) and their components are
widely imported. These tests are highly expensive & require highly trained manpower, relatively high-end lab, costly
instruments and cannot be deployed at remote locations in quarantine centres, railway stations and airports.
vii.Dr. Ram Vishwakarma, Director and Dr. Sumit Gandhi, Principal Scientist from CSIR-IIIM and Dr. Santanu
Dasgupta, Senior Vice President, R&D (Research & Development) and Dr. Manish Shukla, General Manager R&D from
RIL is monitoring this project.
viii.IIIM Jammu: Indian Institute of Integrative Medicine (IIIM) is a national Institute of the Council of Scientific &

iii.The bridge was constructed in about 1year time span by the Border Roads Organisation (BRO) amid the lockdown
due to COVID-19 and labour shortage..
iv.The estimated cost of building the bridge is Rs 75 Lakhs.
Puneja Bridge:
i.The 50-meter-long Puneja bridge is built over the Puneja stream on the Bhaderwah-Basholi-Pathankot national
highway under construction.
ii.The bridge was built by 114 RCC of the Border Roads Organisation (BRO) in 36 months
iii.The estimated cost of building the bridge is Rs.4 crore.
Bhaderwah-Basholi-Pathankot national highway:
This 185 Km long highway is strategically important in the defence point of view which will provide an alternate
route to connect Doda, Kishtwar and Ramban districts without entering Jammu and Udhampur via Lakhanpur.
Key Points:
i.The BRO has constructed around 200 bridges in this region in the past 4-5 years which includes the Atal Setu Cable
Bridge.
ii.Other development projects undertaken in the past 5-6 years in this region are, medical and engineering colleges,
radio station, National Institute for High Altitude Medicinal Plants, besides numerou road and bridge projects.

Centre Sanctions Additional Rs 1,691 crore For Road Construction in J&K, Uttarakhand
On June 28, 2020, In a major development, the central Government has sanctioned an additional Rs 1,691 crore for
the construction of highways by the Border Roads Organization (BRO) in Jammu and Kashmir (J&K) and
Uttarakhand during 2020-21 in the wake of clashes with China in Ladakh.
Of this amount, Rs 1,351.10 crore has been allocated for the construction of BRO roads in the border areas of J&K.
While, Rs 340 crore have been sanctioned for road-building in Uttarakhand.
Additional Assistance:
-In addition to these, an additional Rs 71 crore has been allocated for road works in Jammu and Kashmir, Ladakh,
Sikkim and Tamil Nadu under the State Public Works Department.
-It has been said in the dialogue that the limit of approval for Nagaland under Tribal Sub-Plan (TSP) has been
increased from 1,081 crore to 1,955 crore.

i.The current sanction for national highways work for state PWDs (Public Works Department) was Rs 2,269 crore,
which has been increased to Rs 2,340 crore. In addition, Rs 1,691 crore ceiling was approved for BRO, taking the

J&K Lt Governor launches salary tracker mobile app “MeraVetan (Version – 1)” for government employees
On 3rd June 2020, The Lieutenant Governor of Jammu & Kashmir, Girish Chandra Murmu launched the first
version of the Salary Tracker Mobile app “MeraVetan” developed by the National Informatics Centre(NIC) – J&K
State Centre on the Android Platform to provide end to end computerization of JK Payment
System(JKPaySys) application, at the Raj Bhavan

Benefits of MeraVetan:
i.The Government employees and the officials posted in remote and rural areas with no access to DDO can access
their salary and other details.
ii.The information such as Pay Scale, GPF/NPS subscription, Allowances, Deductions, GPF/NPS statement, Income Tax
Statement, State Life Insurance(SLI) statement etc will be provided in the app.
iii.The employees can access the information on their salary after the salary bill is drawn.
iv.This will support the DDO in reducing the workload by allowing the employee to get their salary slip.
Future implementations:
i.The Upgraded version 2 of MeraVetan is planned, to support the calculation of income tax and generation of Form
16.
ii.A similar App to the MeraVetan may be developed for the pre and post Matric scholarship and integrated social
security schemes to support the beneficiaries to track the scholarship and pensions under the Social Welfare
department.

Jammu and Kashmir UT Rolls Out Poultry Policy 2020
On June 12, 2020, The Union Territory (UT) of Jammu and Kashmir (J&K) has prepared a J&K Poultry Policy,
2020/Operational Guidelines for the first time to boost poultry production in the region.
Features: The government will give a subsidy of 50 crore annually for broiler/layer farms and related activities. This
subsidy will be for the existing poultry industry and new industry. Under the industrial policy in the poultry policy, all
central and state schemes will be given benefits.
Policy Outcomes: The implementation of Poultry Policy is expected to yield the following outcomes.
The policy will provide additional employment opportunities to youth to take up this profession.
It will reduce the import bill of J&K thus saving around Rs 900 crores that is spent on importing poultry and its
products from outside the UT.
Farmers will get better support prices for their products (eggs and meat) and make the poultry farming sustainable.
Fiscal Incentives:
The broiler farms whose capacity will be up to 10, 000 chicks per day will be given a credit of 30% for the plant and
other machinery(Farm automation/ equipment), which will be a maximum of 50 lakhs. Units with a capacity of more
than 10, 000 will be given 3% interest rebate on the loan.
100% of the insurance premium for building, plant and machinery will be refunded to all eligible units setting up the
industry.
In addition, 100% subsidy will be given on the DG(Diesel generator) sets and J&K SIDCO/SICOP [Small Scale
Industries Development Corporation Limited] will make land available in the industrial area for this.
Eligibility: All new farmers, Individual entrepreneurs, NGOs, Companies/Cooperatives, Groups of unorganized and
organized sectors which include Self Help Groups (SHGs), Joint Liability Groups (JLGs) etc will be eligible to avail
assistance for all the components under the scheme.

Agri Dept of J&K Changed its Name to Agriculture Production & Farmers Welfare Department
On 17th June 2020, The Jammu & Kashmir Administration approved the Agriculture Production Department’s
proposal to change its nomenclature to “Agriculture Production & Farmers Welfare Department” and announced
new rules for appointments to various posts.
Reason for the rename:
i.The purpose for the proposal to rename the department is not only to address the role of the agricultural
productions but also to focus on farmer’s welfare and help to evaluate the value of their produce.
ii.Focusing on Farmers welfare, the department extends its role beyond extension activities and on-farm activities.
iii.The decision of J&K administration lines with the centre’s decision in renaming the Ministry of Agriculture as the
“Ministry of Agriculture, Cooperation and Farmers Welfare”.
New Rules for Appointment:
i.This new rules for appointment is known as “Jammu and Kashmir Probationer (condition of Service, Pay and
Allowances) and Fixation of Tenure Rules,2020”
ii.Under the new Rules:
The probation period of the new appointees is reduced to 2 years from 5 years.
The new appointees are entitled to annual increment, dearness allowance, house rent allowance and city
compensatory allowance and others which are sanctioned by the government after the probation period.
After the initial appointment the new appointees should serve the fixed five-year tenure.

Lt Governor G C Murmu Launches Two Customized Loan Schemes of J&K Bank For Business Communities
On June 25, 2020, Girish Chandra Murmu, the lieutenant governor of the Union Territory (UT) of Jammu and
Kashmir (J&K), has rolled out 2 customized loan schemes of J&K Bank namely ‘J&K Bank Business Support Loan
Scheme 2019-20’ and ‘J&K Bank Business Support Loan Scheme 2019-20 for Hotels and Guest Houses’ with the
aim to overcome business challenges that have stemmed up due to the prevailing conditions.
J&K Bank Business Support Loan Scheme 2019-20:
Valid up to October 31, 2020, this loan scheme offers 10% enhancement in existing working capital limit in the form
of a 3 year working capital term loan (including one year moratorium on principal) with a maximum limit of Rs 5 cr
for SMA2 (special mention accounts 2) borrowers and Rs 20 cr for other standard loans including SMA1 (special
mention accounts 1).
J&K Bank Business Support Loan Scheme 2019-20 for Hotels and Guest Houses:
Valid up to October 31, 2020, this loan scheme has been disbursed with an interest rate of just 8.80% per annum
which has been linked with 3 year MCLR (Marginal Cost of Funds based Lending Rate- means an internal reference
rate for banks fixed by the Reserve Bank of India (RBI) with a markup of only 50 bps (basis points).
The quantum of finance of this scheme has been linked with recurring fixed expenses for preceding 9 months of the
coronavirus (COVID-19) pandemic with an upper cap of Rs. 2.00 cr (including one year initial moratorium on
principal) with a maximum allowed repayment period of 36 months.
All J&K bank customers i.e. Government recognized/registered hotels and guest houses are eligible under this scheme
including the SMA1 and SMA2 borrowers.
Static points:
The SMA-1 refers to those accounts where the principal or interest payment remains overdue between 31-60 days,
while SMA-2 pertains to those where the overdue period is between 61-90 days.

6 District Hospitals of J&K wins Kayakalap Award for their Achievement in Health Sector
On 24th June 2020, 6 Districts hospitals(DH) of the union territory of Jammu & Kashmir won the Kayakalap Award
for their achievements in the health sector and secured positions in the best hospital category 2019-2020.
Kayakalp Award:
i.The award was instituted as a part of the “Swachh Bharat Abhiyan” on 15th May 2015 to recognise the public health
facilities that exhibit high levels of cleanliness, hygiene and infection control measures.
ii.DH Reasi and 3 other district hospitals from Jammu division won the cash award of Rs 50 Lakh each and the
Government Hospital(GH) Gandhi Nagar, DH Udhampur and DH Poonch won the commendation award(Rs. 3 Lakh
each).
Community Health Centres (CHC) category:
The three CHCs of Jammu division including CHC Ramnagar are declared 2nd and CHC Katra (Reasi) and CHC
Bhaderwah (Doda) got the commendation award.

J&K: Former Union Minister, Congress leader P Namgyal passes away at 83


On June 1, 2020, P Namgyal, former Union Minister and three-time Congress MP (Member of Parliament) from
Ladakh, passed away at the age of 83 in the Union Territory of Ladakh. He was born on December 17, 1937 in Nubra,
Ladakh.
About Namgyal:
i.He was also an agriculturist, & a social worker, besides having interests in sports and music as well. He was widely
respected among Buddhists in Ladakh. He also served as an Agricultural Research Officer.

ii.In 1960-70, Namgyal served as the member of the Central Advisory Board for Education. In 1986-88 he was deeply
involved in getting Scheduled Tribe status for Ladakhis & Ladakh Autonomous Hill Council.
Political career:
i.Namgyal served the Pradesh Congress Committee in the former Jammu and Kashmir (J&K) state as Secretary
General and Vice President (VP).
ii.He remained as a member of the J&K Legislative Council from 1960-73 and then from 1974-80, until he got elected
to seventh Lok Sabha.
iii.Four years later in 1984, Namgyal was re-elected to Lok Sabha and served as the Central Government Union
Deputy Minister and also Union Minister of State of Chemical and Petrochemical and Parliamentary affairs, between
1988-89.
iv.He was elected to the Lok Sabha third time in 1996.

Rajnath Singh e-Inaugurated Rs 43 cr Six Strategic Bridges in J&K; Built by Border Road
Organisation
On July 9, 2020, Defence Minister Rajnath Singh inaugurated six strategic bridges in the border areas close to the
International Border (IB) and Line of Control (LoC) in Jammu and Kashmir (J&K) through video conferencing, from
New Delhi. These were built in a record time by the Project Sampark of Border Road Organisation (BRO). The total
outlay of the following bridges is Rs 43 crore:
• Tarnah-I Bridge (160m)
• Tarnah-II Bridge (300m)
• Palwan Bridge (91m)
• Ghodawala Bridge (151m)
• Pahadiwala Bridge (61m)
• Panyali Bridge (31m)
Of the above, the two bridges are located on the Tarnah Nallah in Kathua District while the other four are on
Akhnoor-Pallanwala road in Akhnoor/Jammu district .
Key Points:
-These bridges would facilitate the movement of the Armed Forces in strategically important sectors and also
contribute towards the overall economic growth of remote border areas.
-They were constructed through the segmental technique of construction and it would be an alternate route to NH 44
from Pathankot, Punjab to Jammu benefiting four lakh people in 217 villages.
-The annual budget of the BRO raised to Rs 8,050 crore in 2019-2020 and for 2020-2021 it is likely to be Rs 11,800
crore in order to improve infrastructure in border areas.

of India undertaking, is all set to connect Katra and Reasi in Jammu and Kashmir (J&K) & crosses Chenab River. The
cable-stayed railway bridge is a part of the Udhampur-Srinagar-Baramulla Rail Link (USBRL) project, which
passes through the Young Himalayas.
• Notably, the USBRL project also involves the Chenab river bridge. The Chenab Bridge once completed, will
become the world’s highest rail bridge.
Features of Anji Khad Bridge:
-It has a single pylon, standing at a height of 331 metres above the river bed. The pylon had to be constructed in a
vertical slope using micropiles of 40 metre depth all around the circumference of 20 metre well foundation.
-The total length of the Anji Khad Bridge is 473.25 metres.
-The length of the viaduct is 120 metres and the central embankment has a length of 94.25 metres.
-It has support of 96 cables and has been designed to handle heavy storms of strong winds.
Also, various unique techniques and equipment were used like, Jump Shuttering, Pump Concreting System to increase
efficiency, providing higher safety for workers and saved the construction time by about 30 per cent.
-It will have an integrated monitoring system by means of numerous sensors installed at various locations on the
bridge.

UT Administration launched Ladakh Food Security Scheme


On 3rd July 2020, The Administration of the Union Territory of Ladakh launched the Ladakh Food Security Scheme
(LFSS) and the Mufti Mohammad Sayeed Food Entitlement Scheme (MMSFES) of Jammu and Kashmir (J&K) was
discontinued.
Ladakh Food Security Scheme:
i.The introduction of the LFSS will benefit around 6101 families under the Antyodaya Anna Yojana in addition to the
43,916 beneficiary families covered under the MMSFES.
ii.The food grains will be provided to all the category of beneficiaries of LHSS at the same price of the food grains
provided to the beneficiaries of the Priority Household (PHH) and Non-priority Households (NPHH) scheme of J&K.
iii.Under this scheme, beneficiaries of AAY will be provided 5 kg of food grains per member over and above the
National Food Security Act (NFSA) entitled scale of 35 Kgs per family, providing a maximum of 50 Kgs (NFSA+LFSS)
per family.
iv.PHH & NPHH beneficiary family of size 1 to 9 members shall be provided 5 kgs of food grains per member over and
above NFSA scale, providing a maximum of 50 Kgs (NFSA+LFSS) per family.

Ladakh LG RK Mathur E-Launches Mission Organic Development Initiative & Greenhouse Project
On 4th July 2020, Radha Krishna Mathur, Lieutenant Governor of Ladakh launched Mission Organic Development
Initiative(M.O.D.I) and Greenhouse Project, to lead the Union Territory on a sustainable path, over a virtual platform
from Raj Niwas, Ladakh.
Mission Organic Development Initiative(M.O.D.I):
i.MODI, a special development project initiated by LAHDC Leh in 2019.
ii.A budget of Rs.500 crore is allocated for this initiative.
iii.This initiative will help to achieve Carbon Neutral Ladakh and will increase 40% additional income of the farmers
of Ladakh region.

Ladakh Greenhouse project:
i.The Greenhouse project is targeted to increase the availability of vegetables throughout the year through deep
winter and to establish around 1676 greenhouses in the Leh and Kargil districts over a 2 years of time.
ii.A budget of Rs.76.44 crore is allocated for this project.
Technology:
i.The polycarbonate greenhouse technology developed by the Defence institute of High-Altitude Research(DIHAR).
ii.The greenhouse technology of DIHAR has a shelf life of 25 years and will support the cultivation throughout the
year.
iii.This technology is warmer and has high snow load capacity compared to the existing technologies.

The program covers 100% macadamisation of all roads along with 11,000 Km of fair-weather roads.

First-of-its-kind Katra-Delhi Express Road Corridor to be completed by 2023
First-of-its-kind Katra (Union Territory of Jammu & Kashmir)-Delhi Express Road corridor works have begun
and it is expected to be completed by 2023.It was announced by Union Minister for Development of North Eastern
Region (M-DoNER), Dr. Jitendra Singh. The express Corridor is expected to reduce the travel time between Katra and
Delhi to around six and half hours, the total outlay of the project is Rs. 35, 000 crores.
Key Points:
i.Katra, a town in the Union Territory of Jammu & Kashmir houses the holy shrine of Shri Mata Vaishno Devi.
ii.The Road Corridor will connect the holy cities of Amritsar, Punjab and Katra-Vaishno Devi, Jammu & Kashmir.
iii.The other cities through which the corridor will pass include Jammu and Kathua in Jammu & Kashmir, Jalandhar,
Amritsar, Kapurthala & Ludhiana in Punjab.
iv.The Express Corridor is being built under the Bharatmala Pariyojana, which is a centrally-sponsored and funded
Road & Highways project of the Government of India.
v.The Express Corridor is expected to help in the growth of industries and investments in the region and to lessen the
burden on the Grand Trunk Road.
vi.The National Highway between Pathankot and Jammu is set to be upgraded from 4-lane to 6-lane.
Background:
The project has been pursued since 2015 by Union Minister Dr. Jitendra Singh who is also a Member of
Parliament(Lok Sabha) representing the region of Katra-Vaishno Devi in the Parliament.
Bharatmala Pariyojana:
i.It is centrally-sponsored and funded by Road and Highways projects of the Government of India.
ii.It will help in improving connectivity in economic corridors, border areas and far flung areas with an aim of quicker
movement of cargo and boosting exports.

National Commission on Population: Projects India’s Population to be More Feminine by 2036


The National Commission on Population under the Ministry of Health and Family Welfare (MoHFW) submitted the
Report of the Technical group on population projections July 2020, titled “Population projections for India and
States 2011- 2036”. The report projected that the India’s sex ratio of the total population (females per 1000 males)
is expected to be more feminine in 2036 compared to the population as of 2011.
Population projections for India and States 2011- 2036:
Sex ratio:
i.The report estimates the sex ratio to increase from 943 in 2011 to 957 in 2036.
ii.Compared to 2011, the sex ratio in 18 states except Kerala, Karnataka, Maharashtra and Gujarat are expected to
increase by 2036.
iii.In 2036, the lowest sex ratio of 899 is expected to be in NCT of Delhi, followed by 900 in Gujarat and 908 in
Haryana.

Infant Mortality Rate:
i.India’s Infant Mortality Rate(IMR) is reported to be 46 in 2010 which is expected to reduce to 30 by the end of
2031-2035.
ii.The report projects the IMR to reduce in all the state of India in 2011 to 2035.
Madhya Pradesh has the highest IMR at 58 followed by Uttar Pradesh with 57 in 2011-2015 which is expected to
come down to 37 and 38 in MP and UP respectively in 2031-35.
iii.During 2031-35, the IMR is expected to be in between 30-40 in Rajasthan, Assam, Odisha, Chhattisgarh, MP and UP.
iv.Kerala is expected to have the lowest IMR at 9 in 2031-35 followed by Tamil Nadu from 22 in 2011-15 to 16 during
2031-35.
Fertility Rate:
i.Total Fertility Rate (TFR) is expected to decline from 2.34 during 2011-2015 to 1.73 during 2031- 35.
ii.The declining fertility rate will change the age demographics of India’s population and increase the medium age
from 24.9 in 2011 to 34.5 in 2036.
iii.Bihar and UP have the higher TFR with 3.5 and 3.7 respectively which is higher than the TFR of India (2.5).
Population of India:
i.The report projects India’s population to increase by 25.7% in 25 years at a rate of 1% annually i.e., from 121.1
crore to 151.8 crore during 2011-36.
ii.The population density will increase from 368 to 463 persons per square kilometer.
iii.As per the 2011 Census India’s population was 1.21 billion which is estimated to grow by 311 million by 2036.
Youth Population:
i.Youth population (15-24 years) is expected to increase from 23.3 crores in 2011 to 25.2 crores in 2021 and then
continue to decrease to 22.7 crores in 2036.
ii.The youth population proportion to the total population is expected to become 14.9%in 2036.
Decline in rate of population growth:
The population growth rate will decline by 8.4% during 2021-2031.
Note:
The report projects that India will overtake China and become the most populated county around 2031.
Urban Population:
i.The urban population of India was 31.8% in 2011 which is projected to increase to 38.2% by 2036 which
contributes 73% of the total population growth by 2036.
ii.Delhi with 98% urban population in 2011 is expected to become 100% urban by 2036.
iii.Tamil Nadu, Kerala, Maharashtra, Telangana and Gujarat are expected to have more than 50% urban population by
2036.
Life Expectancy:
i.For men the life expectancy is expected to increase from 66 to 69 and for women it is expected to increase from 71
to 74.
ii.Kerala could become the only Indian state to have life expectancy above 80 for women and 74 for men by 2036.
iii.The Northeastern states are estimated to have a life expectancy of 77 for women and 73 for men by 2036.

On 28th August 2020, The government of Jammu and Kashmir launched the e-auction
portal www.saffroneauctionindia.com created by its department of agriculture to promote the trade of Kashmir
Saffron. The department under the aegis of India International Kashmir Saffron Trading Centre (IIKSTC) in
partnership with NSE-IT established the portal.
Aim:
i.To promote the e-trading of Geographical Indications(GI) tagged “Kashmir Saffron” between registered growers
and buyers.
ii.To ensure the access to quality “Kashmir Saffron” to the buyers.

i.The e-auction portal will avoid the interference of any middlemen and secure a better price for the produce of the
farmers.

Ladakh & Lakshadweep Included in ‘One Nation-One Ration Card’ scheme; 26 States/UTs Connected with the
Scheme
The Union Territories(UTs) Ladakh & Lakshadweep have been included in the ‘One Nation-One Ration
Card’ scheme on ‘Integrated Management of Public Distribution System’(IM-PDS). After the integration of these two
UTs, a total 26 States /UTs Connected with the Scheme and will benefit about 65 crore people.
Key Info
i.Approval– Union Minister of Consumer Affairs, Food & Public Distribution, Ram Vilas Paswan has recently
approved the integration of Ladakh and Lakshadweep with the scheme in a review meeting chaired by him.
ii.Necessary Preparatory Activities
The necessary preparatory activities to integrate the new states/UTs with the national cluster includes the following:
Upgrading the electronic point of sale (e-POS) software, integration with central IM-PDS and Annavitran portals,
availability of ration cards/beneficiaries data in Central Repository(requisite testing of national portability
transactions) will be completed with the support of central National Informatics Centre (NIC) team.
iii.Target– The remaining states will be integrated in the scheme by March 2021.
Note:
Ladakh and Lakshadweep have completed the trial and testing of national portability transactions with other
states/UTs in the national cluster.
About One Nation-One Ration Card Scheme
Beneficiaries
Under this scheme, the beneficiaries covered under the National Food Security Act(NFSA), 2013 can avail the food
grain from any Fair Price Shop(FPS) or ration shops located across India, irrespective of their physical location
anywhere in the country.
The beneficiaries will be identified and verified through biometric/Aadhaar authentication at the FPS on the
electronic point of sale (e-POS) devices.
Benefits
The migratory beneficiaries who frequently change their place of dwelling to search for employment, can now lift
their entitled quota of foodgrains from any FPS anywhere in the country by using their same/existing ration card.
General Info
Under NFSA, there are over 81 crore ration card holders and each beneficiary is entitled to get 5 kg foodgrains at a
subsidised rate of Rs 1-3 per kg a month.

MHA notifies ‘Rules of Transaction of Business’ for the UT of Jammu & Kashmir
On 28 August, 2020 the Ministry of Home Affairs (MHA) notified the ‘Rules of Transaction of Business’ for the
Government of Union Territory (UT) of Jammu & Kashmir (J&K). The rules have been issued under the exercise of
powers conferred by section 55 of the Jammu and Kashmir Reorganization Act, 2019, read with the Proclamation,
dated 31st October, 2019 issued under section 73 of the said Act.
Key Points:
i.The new notification delineates roles and responsibilities between the Centre-appointed functionary and Legislators
(to be elected in future).
ii.Police, Civil Services and anti-corruption bureau of Jammu and Kashmir will be under the Lieutenant Governor.
iii.If the Lieutenant Governor (LG) and Council of Ministers differ on any issue, the LG is required to refer the matter
to the President and the LG will act according to the decision taken by the President.
iv.There will be 39 departments in the Union Territory including agriculture, school education, higher education,
horticulture and floriculture.
v.The LG will be the final authority in transfer-posting of officers All India Services, Police and Anti-Corruption
Bureau.

J&K Lt Governor launches ‘SPARROW’ – A Online Performance Appraisal System for JKAS officers
On September 4, 2020, Jammu & Kashmir Lieutenant Governor Manoj Sinha launched the online portal, Smart
Performance Appraisal Report Recording Online Window (SPARROW) for Jammu & Kashmir Administrative Service
Officers (JKAS).
i.The SPARROW system will benefit around 1289 officers and is aimed at bringing more transparency, avoiding loss
of Appraisal Reports (APR) during transition, ensuring better monitoring and timely completion of performance
appraisals of JKAS officers.
ii.The project will be implemented by J&K e-Governance Agency, Information Technology Department in
collaboration with National Informatics Centre and General Administration Department.
iii.Using the Sparrow System, an applicant can file APR from anywhere and anytime. It is expected to make the
process seamless, quick and convenient due to in-built alert mechanisms and providing online status checks.

‘Operation Green’s TOP to TOTAL’ scheme to cover all Fruits & vegetables in J&K
On September 07, 2020 Government of India extended Price Stabilisation interventions under ‘Operation Greens’
scheme for majority of fruits and vegetables grown in Jammu and Kashmir (J&K) to extend support to farmers in J&K.
The initiative is aimed to support farmers of Fruits and Vegetables under Atma Nirbhar Bharat Abhiyan in order to
prevent distress sales, Price Stabilization interventions under Central Sector Scheme – ‘Operation Greens’.
It has been extended from Tomato, Onion and Potato (TOP) to all notified fruits and vegetables (TOTAL) for a period
of six months on a pilot basis.
Key Points:
i.The Fruits and Vegetables notified in J&K are Apple, Almond, Pear, Capsicum, Carrot, Cucumber, Okra, Orange,
Kinnow and Lemon.
Under the scheme, Union Food Processing Industries Ministry will be providing 50 % subsidy for the following:
• For cost of transportation of notified crops from production clusters to consumption centres
• For cost of hiring appropriate storage facilities for a period of upto 3 months for notified crops.
• If the price of crops falls below the average of the last three years or 15% below last year’s price.

Operation Green:
i.Operation Green is a price fixation scheme which ensures that farmers get the right price for their produce. It
approved by the Ministry of Food Processing Industries with the target to stabilise the supply
of tomato, onion and potato crops (TOP crops) in India .
ii.The Scheme was announced in the 2018-19 budget by the Finance Minister of India, Arun Jaitley on the lines of
‘Operation Flood’, with an outlay of Rs 500 crore to promote Farmer Producers Organizations (FPOs ), agri-logistics,

J&K Governor Announces Universal Health Insurance Scheme for All Residents of UT
On September 12, 2020, Jammu & Kashmir (J&K) Governor, Manoj Sinha announced Universal Health Insurance
Coverage Scheme for all residents of the Union Territory at an annual expenditure of Rs 123 Crores. The scheme will
have the same benefits as the Ayushman Bharat Scheme.
Through the scheme which is the first of its kind in the country, beneficiaries can avail cashless treatment at all
hospitals under the Ayushman Bharat Scheme across the country. The Governor invited suggestions from the public
for naming of the J&K Health Scheme.
Beneficiaries:
i.The scheme would include all the residents, employees and retired officers of Government Services of J&K and their
families.
ii.The scheme will cover 15 lakh families, more than the 5.97 lakh families covered under Ayushman Bharat Pradhan
Mantri Jan Arogya Yojana (AB-PMJAY), with an annual health insurance cover of Rs 5 Lakh Per Family. iii.The scheme
will be implemented through insurance service provider Bajaj Allianz General Insurance Company Ltd.
Key Points:
i.Cancer, Kidney Failure and treatment of Covid-19 will be covered under the scheme.
ii.All treatments of Oncology, Cardiology and Nephrology shall be covered from day one while high-end diagnostic
treatments during hospitalisation will also be covered.
iii.There is no restriction on family size or age. All pre-existing medical conditions are also covered under the scheme.
iv.The Scheme will provide cover for 3 days of pre-hospitalisation, hospitalisation and 15 days of post-hospitalisation
costs, including diagnostic care and expenditure on medicines.
v.The Health Department of J & K will launch a beneficiary registration drive to distribute Golden Cards (e-cards)
amongst the beneficiaries.
Other Schemes:
Jammu & Kashmir Integrated Grievance Redress and Monitoring System (JK-IGRAMS)
i.The Lieutenant Governor (LG) also launched Jammu & Kashmir Integrated Grievance Redress and Monitoring
System (JK-IGRAMS), through which people can file complaints.
ii.JK-IGRAMS is a revamped and decentralized system, where people can file and also track their complaints.
iii.It is linked with Centralized Public Grievance Redress and Monitoring System (CPGRAMS), through which
grievances related to the Union Government can be forwarded to the Central Government.

Jaitley Memorial Sports Complex in Hiranagar, Kathua. This first of its kind multipurpose sports complex in the
Northern Region is a tribute to the former union Minister of Finance Arun Jaitley.

Government of India increases Scholarship amount under “Pragati and Saksham” Scheme for J&K Students
The Government of India announced an increase in Scholarship amount for the students of Jammu & Kashmir (J&K)
under the ‘Pragati’ and ‘Saksham’ Scholarship Schemes. The amount has been raised from Rs. 5, 000 Per Annum to
Rs. 50, 000 Per Annum from the Current Academic Year (2020-21).
The Ministry of Education (formerly known as Union Ministry of Human Resource Development) launched the
schemes. It is being implemented and offered by All India Council for Technical Education (AICTE) to provide
financial assistance for advancement of girls and supporting specially abled students for Technical Education.
Pragati & Saksham will provide scholarship to students studying within J&K.
‘Pragati & Saksham’ Schemes:
i.Under Pragati Scheme, all girls of J&K belonging to families having an Annual Income of less than Rs. 8 Lakh, and
who are pursuing education in AICTE approved institutions for session 2020-21 will be eligible for the Scholarship.
ii.Under Saksham Scheme, all specially abled students with 40 percent disability pursuing technical education at
Degree or Diploma level belonging to families with an Annual Income of less than Rs. 8 Lakh are eligible for the
scholarship.
iii.The application for availing the scholarships will be invited for registration once in a year through National e-
Scholarship Portal (NSP) of Government of India.

J&K Horticulture Department Launches “Backyard Horticulture” Programme in Jammu district


On September 15, 2020 The Horticulture Department of Jammu & Kashmir (J&K) launched “Backyard Horticulture”
Programme under CAPEX (Capital Expenditure) scheme at Panchyat Jaswan in Marh Block of Jammu district.
The main aim of the programme is to promote organic fruit production for home consumption and for fulfilling
individual requirements.
Key Points:
i.Three fruit plants costing Rs. 200 will be distributed among the farmers at 90% subsidy.
ii.The Programme will be covering 600 households in Zone Marh, Jammu district.
iii.A demonstration on cultural practices was given to the farmers on the practice to be adopted while planting the
fruits plants in their backyard to keep away the insect and diseases.
iv.They were instructed to plant the fruit plants in the backyard of their houses to ensure increase in green cover for
preservation of the environment.

According to the Union Government, capital expenditure is the money spent on acquisition of assets and investment
in shares which are crucial for rapid economic growth.

J-K inked MoU with Army to Operationalise Kishtwar Airstrip


On September 20, 2020, the Union Territory (UT) of Jammu & Kashmir (J&K) inked Memorandum of Understanding
(MoU) with Army for the development and operationalization of Airstrip in Kishtwar.
• The MoU was signed by Brigadier Vikram Bhan, Commander, 9 Sector Rashtriya Rifles and S. Katoch,
Commissioner Civil Aviation in the presence of LG, Manoj Sinha and Dr. Jitendra Singh, Minister of State (MoS),
Prime Minister Office (PMO) through video conferencing at Raj Bhavan.
• Airstrip is a location from which aircraft flight operations take place i.e. take-off and landing of aircraft.
How will this airstrip be helpful?
Kishtwar district lies at more than 210 km’s from the nearest airport in Jammu with a population of 2,50,000. This
project will cater to the Better Health Indicator (HDI)-low mortality rates as the speedy and crucial transfer of patient
to better equipped Jammu hospital will be possible because this airstrip will reduce travel time from 08 hours to
less than 30 minute.
• It will also give boost to the socio-economic development of the region increasing per capita earnings in
district, owing to higher tourists influx which will facilitate better and quick transport facility through
operationalization of airstrip.

Greater Himalayas
Aryabhatta Research Institute of Observational Sciences (ARIES), Nainital an autonomous research institute under
Department of Science and Technology (DST), Ministry of Science and Technology, and Hemvati Nandan Bahuguna
Garhwal University (HNBGU), a central university in Srinagar, Pauri Garhwal, Uttarakhand jointly organized an
International Conference on ‘Aerosol Air Quality, Climate Change and Impact on Water Resources and
Livelihoods in the Greater Himalayas’ at ARIES, Nainital from September 14-16, 2020.
The International Conference will discuss the effect of Aerosols on the Himalayan Regions in India, Nepal and
Bangladesh.
The Conference has been organized as part of the celebrations of the Golden Jubilee Commemoration Year of DST.
It is the first online international conference to be held at ARIES, Nainital during the Pandemic.
Key Points:
i.Speakers were invited from various parts of the globe and they delivered lectures under the theme of Growing air
pollution over the Indo-Gangetic Plains and Central Gangetic Himalayan Region, Himalayan Glaciers, Climate Change

Atmospheric Aerosols:
i.Atmospheric Aerosols (known as particulate matter) are solid or liquid particles suspended in air.
ii.They are originate from both natural (sea salt, desert dust, forest fire) and anthropogenic sources (fossil fuels,
biomass vehicular emissions, industrial emission)
iii.Due to Industrialization and urbanization, air pollution and aerosols have been increasing tremendously.
iv.These particles have significant impact on the air quality, visibility degradation, cloud formation, Himalayan
Climate, glaciology, monsoon patterns, water availability and human health.
Global hotspots of pollution:
The Indo-Gangetic plains (IGP) and nearby Himalayas are considered as one of the global hotspots of pollution due
to natural and anthropogenic emissions.
Causes of Pollution:
i.During the pre-monsoon/summer months, regular dust storms are observed throughout the region and as a result
very high concentrations of aerosols and air pollutants are found.
ii.During the post-monsoon/winter months, the region witnesses worst air quality due to crop reduction, biomass
and biofuel burning.
iii.The black carbon deposition on glaciers in the Himalayas are important topics for discussion on Pollution in the
Himalayas in India, Nepal and Bangladesh.
ARIES, Nainital:
i.ARIES started its research activities in the field of atmospheric science and climate change before two decades.
ii.It has installed a series of modern instruments at Manora Peak, a strategically important location in Central
Himalayan Region for measurements of optical, physical and chemical properties of aerosols and Trace Gases ( gases
which occur in small concentrations, such as Hydrogen , Helium , Neon, Krypton and Xenon)
iii.It has established National and International collaborations in these areas.

Ministry of Home Affairs Amended J&K Panchayati Raj Act, 1989; DDCs will be Created
On October 17, 2020, the Ministry of Home Affairs (MHA) has amended the Jammu and Kashmir Panchayati Raj Act,
1989 under the J&K Reorganisation Act, 2019 by removing a provision in Section 10 that requires payment of
honorarium to panches and sarpanches (village head) in the Union Territory (UT) of Jammu & Kashmir (J&K).
• Currently, a sarpanch and panch get Rs 3,000 and Rs 1,000 as honorarium respectively.
• This omission will not affect the remuneration and the panches will continue to get paid.
• It should be noted that this omission provides administrative flexibility. Now there will be no need of
amendment when the government wants to increase the honorarium, unlike now.
Important– The J&K Reorganisation Act, 2019 enables MHA to amend the Union Territory’s laws by issuing an order.
Creation of District Development Councils (DDCs)
The amendment also provides for the creation of District Development Councils (DDCs) in each district of J&K which
will have jurisdiction over the entire district excluding areas designated as municipality or Municipal Corporation.
The term of the DDCs will be 5 years.
• In this regard, every district will be divided into 14 territorial constituencies to elect members for the body
which will pave the way for three-tier panchayati Raj System.
• The DDC shall consist of the directly elected members from territorial constituencies in the district, members
of the Legislative Assembly representing a part or whole of the district whose constituencies lie within the
district and the Chairperson of all Block Development Councils of the district,
Important– This move marked the implementation of the Constitution (73rd Amendment) Act, 1992 in the UT of
J&K.
Auditing of Halqa Panchayat Accounts:
In accordance with the amendment, the accounts of the Halqa Panchayat will be audited annually by a chartered
accountant. Halqa means the area comprising a village or contiguous number of villages determined by the
government.
• Also Halqa Panchayat can employ necessary staff for carrying out duties but should pay remuneration to such
staff out of its own resources.

Nitin Gadkari Launched Blasting Process for one of the Asia’s Longest bi-directional Road Tunnel “Zojila
Tunnel” in J&K
On October 15, 2020, during a virtual ceremony, Union Minister Nitin Jairam Gadkari of Ministry of Road Transport &
Highways (MoRTH) & Ministry of Micro, Small & Medium Enterprises (MoMSME) initiated the first blasting process
for the construction of one of the longest bi-directional road in Asia i.e. 14.15 Km Zojila Tunnel with altitude of about

3000 m in Jammu & Kashmir (J&K) to provide all-weather connectivity between Srinagar valley and Leh (Ladakh
plateau) on National Highway (NH)-1.
• This geo-strategically sensitive project involves the construction at an altitude of 11578 feet under Zojila pass
(presently motorable only for 6 months in a year) connecting Srinagar and Leh through Dras & Kargil.
• Notably this stretch is one of the most dangerous stretch in the world to drive a vehicle.
• The project has a completion schedule of years (72 months).
About Zojila Tunnel Project:
The project will be implemented by National Highways and Infrastructure Development Corporation Ltd
(NHIDCL) while its construction work will be carried by Hyderabad (Telangana) based Megha Engineering &
Infrastructure Limited (MEIL).
• The total capital cost of the project would be Rs 6,808.63 crore and the total integrated cost of the project
including Zozila tunnel (14.15 Km) and approaches upto Z- Morh tunnel (18.63 Km) will be Rs.10643 Crores.
With the approach road, the total project length is 32.78 km.
• It should be noted that the NHILDCL is also implementing a 6.5 km long Z-Morh tunnel project to ensure all-
weather connectivity between Srinagar (J&K) and Kargil (Ladakh) and its work will be completed by June
2021.
Background:
The Zojila Tunnel project was first awarded to Infrastructure Leasing and Financial Services (IL&FS)
Transportation Network but the order was cancelled in January 2019 after the financial crisis surrounding the
parent company IL&FS . After that NHIDCL invited fresh tender for the construction where MEIL was emerged as the
lowest bidder quoting Rs 4,509.5 crore.
• In May 2018, Prime Minister Narendra Modi laid the foundation stone at Leh for this project.
How will the Zojila Tunnel Project be beneficial?
-It will enhance the safety of the travelers crossing Zojila Pass and would reduce the Travel time from more than 3
hours to 15 minutes.
-This will provide full year connectivity on road from present 6 months in a year (half year) due to heavy snowfall.
I-t will also create all round economic and socio-cultural integration between these regions with the rest of the
country.
7 other ongoing works in J&K:
There are seven tunnel roads under construction in the Jammu and Kashmir region.
• Construction of the 8,450-metre-long twin-tube tunnel between Qazigund and Banihal will be completed by
March 2021.
• The work on 2,968-metre-long 6-single tunnels road between Ramban and Banihal is due for completion in
December 2021.
• The 450-metre-long tunnel between Khilani and Kishtwar will be ready by June 2022.
• The DPRs (detailed project reports) have been completed for the 4.5-km-long Chenani-Anantnag tunnel, the
10.2-km-long tunnel at Sinthan Pass at a cost of rs 4,600 crore, the Rs 350-crore Khakhlani Byepass tunnel,
and the 10-km-long tunnel between Chhatru and Anantnag at a cost of Rs 5,400 crore and tenders for these
will be out shortly.

Union Minister Jitendra Singh Inaugurated 23 Road and Bridges Project in Jammu Region
On 30th September 2020, Jitendra Singh, Union Minister of State(MoS) (Independent Charge), Development of
North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space
inaugurated 23 roads and bridges projects worth Rs.73 Crore in Kathua, Doda, Udhampur and Reasi of Jammu
region over a virtual platform. He also informed that around 1150 kilometres of roads built in this fiscal till date
About the Projects:
i.These 23 projects include 15 roads which are built under the Pradhan Mantri Gram Sadak Yojana (PMGSY) for all
weather connectivity and 8 bridges to provide better connectivity to the people.
ii.The projects of 111 kilometers(km) will benefit around 35000 people of the jammu region.
iii.The highest railway bridge in the world of height 359 meters (35 meters taller than the Eiffel tower of Paris,

Company(NBFC) owned by Government of India and Jammu Kashmir Power Corporation limited (JKPCL) signed and
exchanged an agreement for Liquidity Infusion Scheme under “Aatmanirbhar Bharat Abhiyaan” for the Union
Territory(UT) of Jammu and Kashmir(J&K).

The agreement was signed in the presence of Rohit Kansal, Principal Secretary, Power Development
Department (PDD) and the officials of Jammu and Kashmir Power Development Department(JKPDD), Kashmir

Purpose of the agreement:
PFC has sanctioned Rs.2790 Crore to JKPCL for the clearance of the outstanding dues of Central Public Sector
Undertaking (CPSU), Power Generating Companies (GENCOs) & Power Transmission Companies (TRANSCOs),
Independent Power Producers(IPPs) and Renewable Energy (RE) Generators as on 31st March 2020.

i.The utilities will get the loans at economical rates from PFC and REC under the liquidity infusion of Rs 90000 crore
for discoms which was announced by the government in May 2020.
ii.The package of the liquidity infusion was increased to Rs.1.2 lakh crore.

operationalise Public Financial Management System (PFMS) at the district level with the e-inauguration of eight
district offices by Additional Controller General of Accounts, Subodh Kumar Mathur.

NDDB, Ladakh UT sign MoU to Conduct Survey for Promotion of Dairying


On October 6, 2020, National Dairy Development Board (NDDB) and Union Territory (UT) Administration of Ladakh
signed a Memorandum of Understanding (MoU) to conduct a survey for promotion of dairying and rural
livelihood in the region.
Key Points:
i.The survey will collect required details to prepare a roadmap for development & promotion of dairying in Ladakh.
ii.The Roadmap will serve as a guide for enhancement of income of the rural population in the mountainous
border areas.
iii.NDDB has proposed to list all households present in identified villages irrespective of their dairy animal holding
status.
iv.The survey will take crucial aspects like climatic conditions, suitability of breeds, animal health & Artificial
Intelligence (AI) support, feed & fodder availability, impediments in logistics & supply chain into consideration.
v.The findings of the survey and roadmap will be discussed with the stakeholders. Based on the discussion a plan
would be finalised and shared with the UT Administration of Ladakh.
vi.NDDB will provide technical and managerial support to ensure that the producer owned institutions remain true to
cooperative values.

i.As part of the two-month field work, Officials of NDDB will provide training to the nominated coordinators in Leh
and Kargil districts.
ii.These coordinators will identify village investigators to be involved in survey, monitoring and supervision of

till the appointment of Managing Director(MD) and Chief Executive Officer(CEO), whichever is earlier.

Lonar lake in Maharashtra and Sur Sarovar in UP Added to Ramsar sites
On November 15, 2020 Prakash Javadekar, Union Minister for Environment, Forest and Climate Change (MoEFCC)
announced that Sur Sarovar also known as Keetham Lake in Agra, Uttar Pradesh and Lonar Lake in Maharashtra,
the only crater lake of Country has been added to the ‘Ramsar Sites’. These 2 wetlands have been included in the ‘List
of Wetlands of International Importance’ established by Article 2.1 of the convention.
Points to be Noted
• Sur Sarovar is the 2440th site of Ramsar and Lonar lake, the 2441st site.
• Sur Sarovar and Lonar lake are the 40th and 41st Ramsar Sites in India respectively.
• With the inclusion of these 2 wetlands, the total number of Ramsar Sites in India is 41, the highest in South
Asia.
About Sur Sarovar
i.Sur Sarovar, which covers 431 hectares of area, is a human-made reservoir.
ii.Originally it was created to supply water to Agra in summer, the wetland soon became an important and rich
ecosystem.
iii.It provides shelter to resident and migratory birds, and over 60 species of fish.
The threatened species include the vulnerable greater spotted eagle (Clanga clanga), sarus crane (Grus antigone) and
catfish Wallago attu.
iv.It is vital for the bird species that migrate on the Central Asian flyway. Annually more than 30,000 waterbirds visit
the reservoir.
v.More than 1% the South Asian regional population of the greylag goose (Anser anser) is present
About Lonar Lake
i.Lonar Lake covers 427 hectares of area in Buldhana district in the state of Maharashtra.
ii.It is formed by a meteorite impact onto the basalt bedrock. It includes lakes and escarpments, which form the crater
walls, and forested zones. It is high in salinity and alkalinity.
iii.Specialized micro-organisms like anaerobes, cyanobacteria and phytoplankton survive in this environment.
iv.It inhabits 160 species of birds including the vulnerable Asian woollyneck (Ciconia episcopus) , 46 species of
reptiles, and 12 species of mammals including the iconic grey wolf (Canis lupus).
Note
Both the sites are threatened by household sewage and urban wastewater and by unsustainable tourism.

i.Recently, 2 Wetlands were designated as Ramsar Site, namely, Kabartal Wetland also known as Kanwar Jheel in

ii.In January 2020, 10 wetlands were designated as Ramsar sites, namely:
Punjab’s Keshopur-Miani and Beas Conservation Reserve;UP’s Nawabganj, Parvati Agra, Saman, Samaspur, Sandi and

MoHFW Launches 3-Month accelerated SAANS Campaign to Reduce Childhood Pneumonia Deaths
On November 12, 2020 The Union Ministry of Health & Family Welfare (MoHFW) launched a 3 month accelerated
SAANS (Social Action and Awareness to Neutralise Pneumonia Successfully) campaign to reduce
childhood pneumonia deaths. The scheme focuses to raise awareness regarding childhood pneumonia and its early
intervention, enabling the caregivers across the country to identify critical symptoms at early stages and immediate
care-seeking with qualified providers.
Target of the Initiative– To reduce less than 5 pneumonia deaths, per a 1000 live births, to less than 3 deaths by
2025 through the accelerated SAANS (Social Action and Awareness to Neutralise Pneumonia Successfully) initiative.
About SAANS campaign
SAANS campaign was launched in 2019. It complements the national childhood pneumonia management guidelines
through a three-pronged approach to protect, prevent and treat pneumonia among children.

• In order to increase the efforts to alleviate the burden of pneumonia in India, Save the Children, the United
Nations Children’s Fund (UNICEF) and the Clinton Health Access Initiative (CHAI) have also partnered with the
MoHFW.
• One of the key objectives under the National Health Mission(NHM), is to reduce the child mortality, more so
from preventable diseases.
Statistics in regard to India’s Child Mortality:
i.India has a higher decline in the reduction of child mortality (71%) in comparison to the global reduction of 59%
between 1990 and 2017
ii.Under the NHM, the Under Five Mortality Rate (U5MR) has decreased in a fast manner between 2008 and 2018,
with a compound annual decline of 6.5% per year, compared to the 3.3% compound annual decline observed
between 1990 and 2007.
iii.For the first time, the U5MR of India is 36 per 1000 live births less than the global U5MR of 39 per a 1000 live
births.
iv.From the current levels, the National Health Policy targets to reduce it to 23 deaths by 2025.
v.The USMR target that was set under the National Health Policy (23 per a 1000 live births by 2025) and Sustainable
Development Goals-SGG (25 per a 1000 live births by 2030) have been achieved by 7 states/ union territories,
namely Kerala, Tamil Nadu, Delhi, Maharashtra, Punjab, Jammu and Kashmir and Himachal Pradesh,

15th Finance Commission headed by NK Singh recommends PPP to increase Health Infrastructure Spending
in India
The Fifteenth Finance Commission (XVFC) led by Chairman Nand Kishore (NK) Singh has recommended for
reprioritising Public-Private Partnerships (PPP) to increase Health Infrastructure Spending, and Public spending
on Health in India.
The PPP will increase India’s spending on Health Infrastructure from 0.95% of GDP (Gross Domestic Product)
to 2.5% GDP by 2024.
i.It also suggested the constitution of All India Medical Services as envisaged in the Civil Services Act of 1951.
ii.The PPP will help the Government of India in achieving better healthcare parameters.
iii.NK Singh suggested that Public outlays focus on primary health care at Panchayat & municipality levels, whereas
private players should be relied on for specialty healthcare.
iv.States/UT that spend most of its per capita public expenditure on healthcare is Delhi.It is followed by Himachal
Pradesh, Jammu & Kashmir. Similarly, States/UT that spend least to healthcare is Bihar. It is followed by West Bengal
and Uttar Pradesh.

Govt Provide 50% Subsidy for Air Transportation of Fruits, Vegetables from NE, Himalayan states
As a part of “Operation Green Scheme TOP to TOTAL”, the Ministry of Food Processing Industries (MoFPI) has
announced a 50% air transportation subsidy for 41 notified fruits and vegetables from North East and Himalayan
states to any place in the country.
• In this regard, Airlines will provide the transport subsidy directly to the supplier/ consignor/ consignee/
agent by charging only 50% of the freight charges and will claim the balance 50% from MoFPI as subsidy.
• Apart from above relaxation, all consignment of notified fruits and vegetables irrespective of quantity and
price would be eligible for 50% freight subsidy for air transportation from eligible airports.
List of notified 21 fruits and 20 vegetables eligible for air transportation subsidy:
Fruits: Mango, Banana, Guava, Kiwi, Litchi, Mousambi, Orange, Kinnow, Lime, Lemon, Papaya, Pineapple,
Pomegranate, Jackfruit, Apple, Almond, Aonla, Passion fruit, Pear, Sweet Potato and Chikoo
Vegetables: French beans, Bitter Gourd, Brinjal, Capsicum, Carrot, Cauliflower, Chillies (Green), Okra, Cucumber,
Peas, Garlic, Onion, Potato, Tomato, Large Cardamom, Pumpkin, Ginger, Cabbage, Squash and Turmeric (dry) are also
eligible.
Airports under air transportation subsidy:
The air transportation of above mentioned commodities is allowed from all the airports in Arunachal Pradesh, Assam,
Manipur, Meghalaya, Mizoram, Nagaland, Sikkim (Bagdogra), and Tripura from North-East, and Himachal Pradesh,
Uttarakhand, and Union Territories of Jammu and Kashmir and Ladakh among the hilly states.
Earlier, the transportation subsidy was extended under Operation Greens Scheme for Kisan Rail Scheme with effect
from October 12, 2020.

Ministry of Food Processing Industries (MoFPI) has recently extended the Operation Greens Scheme from Tomato,
Onion and Potato (TOP) to all fruits & vegetables (TOTAL) for a period of six months on pilot basis as part of
Aatmanirbhar Bharat Abhiyan.
Operation Green- Operation Greens was announced in the budget 2018-19 on the line of “Operation Flood”. It has an
outlay of Rs.500 crore and it aims to promote Farmer Producers Organizations (FPOs), agri-logistics, processing
facilities and professional management.

On November 1, 2020 Jitendra Singh, Union MoS(Minister of State) PMO(Prime Minister’s Office), Personnel, Public

• The plan includes upgradation of existing facilities and development of new projects.
Significance of the plan on its completion

ii.It will also upgrade Mansar and its surrounding in terms of socio-economic upliftment.
iii.The number of Tourists/pilgrims will increase from around 10 lakhs in the year 2019-2020 to 20 lakhs per year in

iv.It leads employment generation for about 1.15 crore approximately.
v.It will also generate over Rs 800 crore of income per year.

UT of Ladakh gets the Largest Solar Power Project at the Highest Altitude at Leh IAF Station
Leh, in the Union Territory(UT) of Ladakh, gets the largest Solar Power Project at the highest altitude. The project
has been established at the Leh Indian Air Force(IAF) Station. This Solar power project was inaugurated by Air
Marshal V R Chaudhari, Commander-in-chief, Western Air Command.
• The Rs.122 crores worth Project named “Provision of Solar Photo Voltaic Powerplant 1.5 MW” was
conceptualised under the Make in India initiative of the Government of India.
Aim:
To provide sustainable and alternative energy to fossil fuel and other traditional methods of energy generation.
Key Points:
i.The Power project at Leh IAF station is the largest installed power project out of the target 300 MW in 3 phases for
defence sector and 14 MW for Leh region established by the Union Ministry of New and Renewable Energy.
ii.This project has been completed within 12 months prior to the completion deadline of 31st March 2021.

BSE signs 4 MoUs with Mission Youth, Government of J&K to spread Financial Literacy
On 27th November, 2020 BSE Limited (formerly known as Bombay Stock Exchange Ltd) signed four Memorandum of
Understandings (MoU) with Mission Youth, Government of Jammu & Kashmir (J&K) to spread financial awareness,
support economic development, encourage sustainable livelihood in the Union Territory of J&K.
The MoUs were signed by the representatives of BSE and Mission Youth, Chief Executive Officer (CEO), Syed Abid
Rasheed Shah in the presence of Lieutenant Governor Manoj Sinha.
Objective:
The MoUs have been signed with an aim to develop Youngsters to develop skills to make a career in BFSI (Banking,
Financial Services and Insurance).
Key Points:
i.Around 400 Youth will be trained in BFSI services in the first phase of the program.
ii.The collaboration will enable an easy transition of Youth and Women of J&K from classroom to workplace
environment.
iii.The association will allow eligible candidates to attend financial awareness programmes, undergo skill courses
in banking and financial markets and specialised programmes in mutual funds.
iv.It would also help candidates to enroll themselves in BSE Star Mutual Fund Platform.
80% Employment opportunities by 2025:
Lieutenant Governor of Kashmir has stated that the Administration of J&K will work for providing employment
opportunities to 80% youth by 2025.

Kerala, Punjab and Maharashtra feature at the bottom.
ii.In the Small states, Mizoram is the top performer, Goa is placed at the Bottom.
Growth:
i.Among Large states Bihar, Assam and Odisha showed the highest improvement, while Kerala, Karnataka, Uttar
Pradesh and Tamil Nadu feature at the bottom.
ii.Among small states, Mizoram, Meghalaya have the highest growth with Manipur at the bottom. Himachal ranks 2nd,
but has least improvement in Delta value.
Sustainability:
i.In terms of Sustainability, Odisha and Haryana show the highest improvement.
ii.Bihar, Gujarat, Maharashtra and Assam are placed at the bottom among the Large States.
iii.Among small states, Goa is the top performer followed by Delhi and Tripura, while Meghalaya and Mizoram feature
at the bottom.
Key Findings:
i.Female Worker population ratio has a negative relationship with growth, meaning that Gender Disparities are
increasing in high performing states.
ii.Agriculture distress is persistent in both high performing states and poor performing states.
iii.Rural indebtedness is increasing with a positive correlation between rural indebtedness and farmer suicides.
iv.Female labour force participation is a driving force in the case of high and middle performing states but not in the
case of low performing states.

30 Indian cities Will Face ‘Water Risk’ by 2050; Jaipur tops: WWF report
In accordance with the World Wide Fund (WWF) Water Risk Filter, an online tool, co-developed by the WWF for
Nature and Germany’s Deutsche Investitions- und Entwicklungsgesellschaft (KFW DEG), nearly a third of the 100
cities in the world susceptible to “water risk” are in India means 30 Indian cities are expected to suffer increased
water risks by 2050. The list of Indian cities was topped by Jaipur (Rajasthan) which is followed by Indore (Madhya
Pradesh) and Thane (Maharashtra).
• Among 100 cities, Jaipur ranked 45th and Indore featured at 75th.
• As per Risk Filter, an urgent action is required to mitigate this risk.
• On the global front, the cities such as Beijing, Jakarta, Johannesburg, Istanbul, Hong Kong, Mecca and Rio de
Janeiro are included in this filter. China accounts for almost half the cities.
• Globally, populations in areas of high-water risk could rise from 17% in 2020 to 51% by 2050.
WWF Water Risk Filter evaluates the severity of risk places faced by graphically illustrating various factors that can
contribute to water risk. The factor varies from droughts to floods.

and Ludhiana, Chandigarh, Amritsar and Ahmedabad topped the list with an overall score of 4.9, 4.8, 4.7
and 4.6, respectively.
–The 100 global cities that are expected to suffer the greatest rise in water risk by 2050 are home to at least 350
million people.
–Urban planning and wetland conservation need to be integrated to ensure zero loss of freshwater systems in the
urban areas.
• In this regard, there is a requirement of scaling up of initiatives where groups can come together and revive
wetlands such as Bashettihalli wetland in Bengaluru (Karnataka) and the Sirpur Lake in Indore.
–The scenarios of Water Risk Filter are aligned to the Task Force on Climate-related Financial Disclosure (TCFD)
recommendations which can help companies, and cities, in making more effective corporate action on climate and
water resilience.

15th FC led by NK-Singh Submitted its 5yr Report for 2021-26 to President, Ram Nath Kovind; Centre
released Rs 2,200 cr for 42 cities to improve air quality
On November 9, 2020, the Fifteenth Finance Commission (XVFC) led by Chairman Nand Kishore (NK)
Singh submitted its Report titled “Finance Commission in Covid Time” for the period of five years from 2021-22 to
2025-26 to the President of India Ram Nath Kovind. The cover of the report has a figure of scales indicating the
balance between the States and the Union.
• Members of the Commission: Ajay Narayan Jha, Prof. Anoop Singh, Dr. Ashok Lahiri and Dr. Ramesh Chand
• According to the XVFC’s terms of reference (ToR) set by the President, the commission has examined and
recommended the devolution of funds between the Centre and the States for a five years period along with
wide-ranging recommendations in different sectors.
• It also addressed the unique ToR of considering a new non-lapsable fund for financing national security and
defence spending, and offering performance incentives for States.
• The Commission was also asked to examine and recommend performance incentives for States in many areas
like power sector, adoption of DBT, solid waste management etc. The Commission was also asked to examine
whether a separate mechanism for funding of Internal Security ought to be set up and if so how such a
mechanism could be operationalised.
–Health Care Scenario Added for 1st Time
It should be noted that this is the first time that a chapter on the health care scenario of the country is introduced
along with recommendations in order to boost public-health spending in a post-pandemic era.
• The target is that the Centre alone should be able to spend at least 2.1% of GDP (Gross Domestic Product) on
health in the next five years.
–Volumes of Report:
This Report has been organised in four volumes.
• Volume I and II contains the main report and the accompanying annexes.
• Volume III is devoted to the Union Government and examines key departments in greater depth, with the
medium-term challenges and the roadmap ahead.
• Volume IV is entirely devoted to the States i.e. State-specific considerations are taken to address the key
challenges that individual States face.
Point to be noted:
i.Originally the recommendations are to be made for the period 2020-21 to 2024-2025, but the Commission had
submitted an interim report for 2020-21 in 2019, stressing due to unclear projections for five years due to economic
slowdown due to GST (Goods and Service Tax) and the insolvency code.
• The interim report had reduced States’ share in the divisible pool of taxes from 42% to 41% for the current
year, after the dissolution of Jammu and Kashmir as a State.
The Report will be available in the public domain once it is tabled in the Parliament by the Union Government.
Centre releases Rs 2,200 cr for 42 cities for improving air quality; Greater Mumbai received highest
Based on the recommendations of XVFC, the central government on November 9, 2020 released Rs 2,200 crore as the
first installment to 15 states for the improvement of air quality measures in their cities. Under this, 42 cities will be
covered with a population in excess of a million.
This grant will be used under the National Clean Air Programme (NCAP) to improve air quality in these cities.
• The states (State Finance Department) shall transfer grants-in-aid directly to all local bodies
• The local bodies in the list shall entrust one urban local body as a nodal entity to receive the grants.
• Greater Mumbai (Maharashtra) has received the highest share of funds, Rs 244 crore followed by Kolkata,
West Bengal (Rs 192 crores), Bengaluru, Karnataka (Rs 139.5 crore) and Chennai, Tamil Nadu (Rs 90 crore).

Harsh Vardhan Inaugurates India’s Highest Meteorological Centre at Leh,Ladakh
On December 29, 2020, Union Minister of Earth Sciences, Dr Harsh Vardhan virtually inaugurated India’s Highest
Meteorological (Met) Centre at Leh, Ladakh (UT). It is situated at a height of 3500 metres from the mean sea
level. Radha Krishna Mathur, Lieutenant Governor (LG) of Ladakh & Jamyang Tsering Namgyal, MP from Ladakh were
the Guest of Honour at the event.
i.This is India’s Second Met Centre located in the Himalayas, the first one is located at Itanagar, Arunachal
Pradesh.
ii.The Met centre has been established to prevent losses due to weather events such as Cloud bursts, Flash
Floods, Avalanches & Glacial Lake Outbursts & to strengthen the Early Warning System in Ladakh.
iii.Dr M Rajeevan, Secretary of Ministry of Earth Sciences (MoES), Vipin Chandra, Joint Secretary of MoES & Dr M.
Mohapatra, Director General of IMD were present during the event.
Note – At present there are 28 Met Centres across India.
Key Points:
i.Important services like Highway Forecast, forecast for Mountaineering, Trekking, agriculture, flash flood
warning, low & high temperatures will be made available to the public.
ii.IMD is also set to relocate its movable radar from Sonmarg to Leh region.
iii.Being a seismologically active region, scientists will also gather seismological data at the Leh Met Centre.
iv.IMD will provide a range of weather forecast services – short (3 days) & medium (12 days) to extended (1 month)
period to everyone on a daily basis for both Leh & Kargil regions.
Additional Automatic Weather Stations:
i.Ladakh has 4 Automatic Weather Stations (AWS), 2 each in Leh & Kargil of which one is at Drass, the coldest place in
India.
ii.To further improve the network,IMD will establish 10 AWS at key locations like Nubra & Zanskar valleys, Pangong
Tso, Drass & Kargil, Parkachik.
Cause of Erratic weather events in Leh, Ladakh:
Lofty Mountains, absence of vegetation, large amounts of loose soil & debris make the region of Ladakh vulnerable to
various kinds of natural hazards.

Ladakh New Year ‘Losar’ celebrated on December 15, 2020


On December 15, 2020, Ladakh Buddhist Association (LBA) celebrated the ‘Losar’ festival to mark the beginning of
Ladakhi New Year. ‘Losar’ is celebrated in the 11th month of the Tibetan calendar.
i.‘Tarchen’ – a religious and traditional flag was hoisted to mark the beginning of the new year.
ii.LBA’s Youth Wing and Ladakh Autonomous Hill Development Council, Leh jointly organized the prayers &
celebrations at theChokanga Vihara in Leh.
History:
i.‘Losar’ started as a tradition during the rule of the 9th King of Tibet, King Jamyang Namgyal in the early 17th
century.
ii.The king decided to wage a war against the Baltistan forces in Winter and ended up celebrating the festival in
advance i.e 11th Month of the Tibetan Calendar.

India adds Ladakh’s Tso Kar Lake Complex to list of Ramsar Sites; Becomes India’s 42nd & Ladakh’s 2nd
Ramsar Site
On December 24, 2020, Union Minister for Environment, Forest & Climate Change (MoEFCC), Prakash Javadekar
announced that Tso Kar Wetland complex in Changthang region, Ladakh has been added to the list of Ramsar
Sites (Wetlands of International Importance). It will be India’s 42nd site & UT Ladakh’s 2nd Ramsar Site.
• Tso Kar Wetland complex is the 2, 443rd site of Ramsar.
• Tso Kar Wetland Complex consists of 2 principal waterbodies – Startsapuk Tso, a freshwater lake & Tso
Kar, a hypersaline lake.
• The complex is situated 4, 500 metres above sea level.
• India has the highest number(42 Sites) Ramsar Sites in South Asia.
Key Points:
i.The name ‘Tso Kar’ refers to white salt efflorescence on margins of the lake caused by evaporation of saline
waters. Tso Kar covers 9, 577 hectares of land.
ii.Tso Kar is an A1 Category Important Bird Area (IBA) as per Bird Life International and is an important place of
stopover for migratory birds in the Central Asian Flyway.
iii.In November, 2020, Sur Sarovar Lake in Agra, Uttar Pradesh & Lonar Lake in Maharashtra were added as the
40th & 41st Ramsar sites in India.
Note – On 2002 Tso Moriri or Lake Moriri or “Mountain Lake” was the 1st site in Ladakh to get Ramsar recoginsation.
Biodiversity:
i.The site attracts a large number of threatened species such as Endangered saker Falcon (Falco
cherrug) and Asiatic wild dog or dhole (Cuon alpinus laniger) & snow leopard (Panthera uncia).
ii.It is one of the most important breeding areas in India for the black-necked crane (Grus nigricollis) & others birds
such as Great Crested Grebe (Podiceps Cristatus), Bar-headed Geese (Anser Indicus), Ruddy Shelduck
(Tadornaferruginea), Brown-headed Gull (Larus Bunocephalus), Lesser Sand-Plover (Charadrius Mongolus) and
many other species.
Importance of Wetlands:
i.Wetlands are vital for human survival, they are the cradles of biological diversity upon which various species of
plants & animals depend for survival.
ii.Ramsar convention’s definition of wetlands includes – lakes, rivers, underground aquifers, swamps & marshes,
wet grasslands, peatlands, oases, estuaries, deltas & tidal flats, mangroves & other coastal areas, coral reefs.
iii.It also adds human-made sites such as fish ponds, rice paddies, reservoirs & salt pans.

PM Modi launches Ayushman Bharat PM-JAY SEHAT – Health Insurance Scheme to cover all residents of J&K
On December 26, 2020, Prime Minister Narendra Modi launched the Ayushman Bharat Pradhan Mantri-Jan Arogya
Yojana Social Endeavour for Health & Telemedicine (PM-JAY SEHAT) Health Insurance scheme for covering all
the residents of Jammu & Kashmir (J&K).The scheme will operate on insurance mode in convergence with PM-JAY.
Union Ministers Amit Shah, Dr Harsh Vardhan, Dr Jitendra Singh and Lieutenant Governor of J&K, Manoj Sinha were
present during the virtual event.
Objective – The scheme will ensure Universal Health Coverage and focus on providing financial risk protection and
ensuring quality and affordable essential health services to all individuals and communities.
Gist of PM-JAY SEHAT introduced in J&K:
i.The main aim of PM-JAY SEHAT is to provide free of cost insurance cover to all citizens of J&K.
ii.Financial cover of upto INR 5 Lakhs per family per year on a floater basis to all residents. A family floater policy is
a health insurance plan which covers the entire family on the payment of a single annual premium.
iii.All the hospitals (both private & public) enshrined under PM-JAY scheme will provide services under the
scheme.
iv.The benefits of the scheme will be portable across India, the scheme covers Oncology, Cardiology,
Nephrology and will also cover medical procedures up to 3 days of pre-hospitalisation & 15 days post-
hospitalisation expenses such as diagnostics & medicines are also included in the scheme.
v.Around 6 Lakh Families in J&K have benefitted from Ayushman Bharat Scheme and now around 21 Lakh
Families are expected to get the same benefit through SEHAT scheme.
vi.The scheme would work in convergence with Pradhan Mantri Jan Arogya Yojana (PMJAY)
PM-JAY SEHAT:
i.The scheme was launched by the Government of India in 2018 for providing free access to healthcare for 40% of
residents in India.
ii.Under the schemes, the Government provides a cover of up to INR 5 Lakh per family per year for secondary &
tertiary care hospitalization.
iii.The eligibility criteria is determined from Socio-Economic & Caste Census (SECC) 2011.
iv.There is no restriction on family size, age or gender.
Other Projects:
IIT and IIM in Jammu and Kashmir would be set up. These Institutes will help in providing quality higher education to
the students. He said two AIIMS and two cancer institutes are also being built in Jammu and Kashmir. Paramedical
students will also get training in these institutes.

Amar Singh College Receives ‘Award of Merit’ in the 2020 UNESCO Asia-Pacific Awards for Cultural Heritage

On December 16, 2020 Amar Singh College, Srinagar, Jammu & Kashmir received the ‘Award of Merit’ in the 2020
UNESCO(United Nations Educational, Scientific and Cultural Organization) Asia-Pacific Awards for Cultural
Heritage Conservation. It is one of the 7 award winners of the 2020 awards. It is the first international award given
to cultural heritage in Kashmir.
• Award of Merit was also received by Pingyao Diesel Engine Factory, Shanxi, China and Malabari Hall Building,
Seva Sadan Society Mumbai, Maharashtra, India
• The award winners were announced by a jury, comprising nine international conservation experts.
UNESCO Introduces ‘Special Recognition for Sustainable Development’ in 2020
i.UNESCO introduced ‘Special Recognition for Sustainable Development’ in the 2020 awards.
ii.This award was received by the innovative revitalization of the Lai Cho Wo Rural Cultural Landscape in Hong Kong
SAR, China and the transformative management of the historic Sunder Nursery of New Delhi, Mumbai.

i.Sunder Nursery was also recognised with the Award of Excellence, the highest recognition presented to projects.
ii.It is the 1st heritage complex in Delhi to receive 2 UNESCO Asia-Pacific awards for Cultural Heritage Conversation.

i.Amar Singh College’s restoration brought back one of the most prominent institutional buildings in Kashmir to its
former glory. It is built nearly 80 years ago.
ii.The Indian National Trust for Art and Cultural Heritage (INTACH) Jammu and Kashmir chapter carried out the
conservation work at the Amar Singh College.
Sunder Nursery
i.Sunder Nursery won Special Recognition for Sustainable Development for its transformative impact in turning a
barren site into an urban oasis in New Delhi.
ii.It received the Award of Excellence as its renewal all together sets a new bar for heritage restoration and also
serves as a catalytic model for public-private partnerships in India.
Koothambalam at Guruvayoor Temple
Koothambalam at Guruvayoor Temple was renovated without damaging its heritage beauty. TVS Motor Company has
sponsored the renovation programme.

i.This is the 2nd time UNESCO recognises the heritage conservation works of temples in Thrissur district.
ii.Sree Vadakkunnathan Temple, Thrissur, was selected for UNESCO ‘Award of Excellence’ for the preservation of
heritage in 2015.

ii.A former Wushu Athlete who won 11 gold medals in National and 6 in International stage, is the Wushu coach of

iii.Under his guidance Athletes have won two gold medals at the world championship and one at the World Cup.

Justice Rajesh Bindal Appointed as Chief Justice of Common High Court for the UT of J&K and UT of Ladakh;
Succeeds Justice Gita Mittal
On December 8, 2020 Ram Nath Kovind, President of India appointed Justice Rajesh Bindal as the Chief Justice of
the Common High Court(HC) for the Union Territory(UT) of Jammu and Kashmir(J&K) and Union Territory
of Ladakh. He will take charge on December 9, 2020. He succeeds Justice Gita Mittal, the 1st female Chief Justice of
this court.

President of India appointed him, in exercise of the power conferred by Article 223 of the Constitution of India
About Justice Rajesh Bindal
i.Prior to his appointment as chief justice of the common HC for the UT of J&K and UT of Ladakh, he served as the
senior-most Judge of this court.
ii.He was appointed as Permanent Judge of the HC of Punjab and Haryana on March 22, 2006.
iii.He was transferred to J&K High Court on November 19, 2018.
About Justice Gita Mittal:
i.She has served as the Acting Chief Justice and Judge of Delhi High Court.
ii.She was appointed as a single judge Tribunal under the Unlawful Activities (Prevention) Act, 1967 in February,
