Chenab bridge: World’s highest rail bridge by Indian Railways to connect Kashmir to rest of India by 2021
On January 9,2020 Government of India set a new deadline for the completion of the world’s highest railway bridge-
Chenab bridge. Kashmir will be connected to the rest of India by Indian railways by December 2021. Konkan
railway is the implementing agency of this project.
The Chenab bridge will be 35m taller than the Eiffel Tower in Paris,France.
Key Points:
i.Once completed, it will surpass the record of the Beipan river Shuibai railway bridge (275 m) in China.
ii.The massive arch-shaped structure being constructed in hostile-terrain, have used over 5462 tonnes of steel will
be 359 meters above the chenab river bed.
iii.It is designed to withstand the wind’s speeds of up to 260km per hour.
iv.The 1.315-km-long ‘engineering marvel’ will connect Bakkal (katra) and Kauri (Srinagar).
v.The bridge forms a crucial link in the 111-km stretch between Katra and Banihal, which is part of the Udhampur-
Srinagar-Baramulla rail link project.
vi.The project was declared as a national project in 2002.
About Chenab River:
i.The Chenab river is formed by the confluence of the Chandra and Bhaga rivers at Tandi in the upper himalayas in
Lahaul and Spiti district of Himachal Pradesh, Republic of India.
ii.In its upper reaches it is also known as Chandrabhaga.
iii.It is the tributary of the Indus river.
iv.The total length of Chenab river is about 960 km.

Jammu & Kashmir admin renames PHE & IFC department as ‘Jal Shakti Dept’
On February 6,2020 The Jammu and Kashmir (J&K) administration renamed Public Health Engineering and
Irrigation and Flood Control Department (PHE & IFC) as the ‘Jal Shakti Department’.
The Administrative Council meeting was met under the Chairmanship of Girish Chandra Murmu, Lieutenant
Governor of J&K, sanctioned the implementation of the Jal Jeevan Mission (JJM) to achieve 100% coverage of piped
water supply by December 2021.
Key Points:
i.In the initial phase, 7 districts- Poonch, Reasi, Samba, Srinagar, Ganderbal, Shopian & Pulwama will be covered by
100% piped water supply by June 2020.
ii.In the 2nd phase 7 more districts will be covered by 100% water supply June 2021 and remaining 6 districts in the
third phase by December 2021.
iii.The mission aims to provide Functional Household Tap Connections (FHTC) to every rural household especially
to the desert, drought-prone, border areas, schools, Anganwadi and health centres.
iv.As per IMIS (Integrated Management of Information System) data report of JJM, FHTC will be provided to
remaining 11.12 lakh rural households out of 16.02 lakhs.
v.Nearly 30.5% of J&K’s rural households have piped water connections compared to the national average of 18%.

GOI sanctioned 9 Medical colleges and 2 AIIMS for Jammu & Kashmir
On February 14, 2020 Jitendra Singh, Union Ministers for State, Public Grievances and Pensions, mentioned that
Government of India (GOI) has allocated 2 AIIMS (All India Institute of Medical Sciences) for Jammu & Kashmir(J&K)-
one in Jammu & other in Kashmir.
Key Points:
i.Jitendra Singh also mentioned that 9 medical colleges have also been sanctioned in J&K in addition to the 2 AIIMS.
ii.About Jammu AIIMS: The government had approved the proposal for setting up AIIMS in Jammu at Vijaypur,
Samba district, under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) in January 2019.
iii.The project is being executed by CPWD (Central Public Works Department) & an estimated cost of the project is Rs
1661 crores.
iv.The AIIMS Jammu consists of both medical & nursing college projected to be completed by August 2022
1st -ever Global investors summit 2020 will be held in Jammu & Kashmir
The Union Territory (UT) of Jammu and Kashmir’s (J&K) administration is set to host 1st -ever Global Investors
Summit-2020 in the capital cities of Srinagar and Jammu in the month of April 2020 with the aim to attract
investment and industries to J&K.
Key Points:
i.As a part of this summit, J&K administration has decided to send 54 of its top officers to conduct roadshows across
India from February 17,2020. The roadshows will be held in Bengaluru and Kolkata on 17 February, in Mumbai on 21
February, in Hyderabad on 2 March, in Chennai on 5 March and in Ahmedabad on 9 March focusing on specific
sectors to attract investment.
ii.J&K administration has also decided to conduct roadshows at an international level to attract global investors. The
preparations are led by chief secretary of the UT of J&K BVR Subrahmanyam with the J&K administration aiming to
hold the event as a mega gala summit.
iii.The J&K administration is seeking to attract investments up to a Rs 10,000 Crores including IT(Information
Technology), Food processing, biotechnology auto, and textile industries.

NCAER releases India’s 1st NCAER land records and services index 2020: MP emerges as top
performer, Ladakh at bottom
On February 27, 2020,According to the 1st edition of NCAER Land Records and Services Index (N-LRSI 2019-
20) released by the National Council of Applied Economic Research (NCAER) , Madhya Pradesh (MP) emerged as
the best performing state in terms of digitising land records with the score of 74.9.It was followed by Odisha
(67.5points) and Maharashtra (65.3 points). While Union Territory (UT) of Ladakh ranked at bottom at 33rd position
with a score of 2.0.
Key Points:
i.The Index has been released during a half-day programme held in New Delhi by NCAER under the aegis of the
NCAER Land Policy Initiative (NLPI), supported by the Omidyar Network, India.
ii.The Index ranked 33 states and Union Territories (UT) based on data collected over 2019-20 on 2 tools of the
supply of land records-the extent of digitisation of land records and the quality of these land records.
The 1st tool aims to ensure all state has made all its land records digitally available to people & oversees 3 main areas
namely-the text of the land records (also called the record of rights), the official map associated with a land record
(also called cadastral maps), and the property registration process.
Inaugural National winter games 2020 to be held in Ladakh and J&K’s Gulmarg
As a part of Khelo India programme, Union Territory of Ladakh will host the inaugural Khelo India Winter Games
2020 in the third week of February and Kongdori, Gulmarg of Jammu and Kashmir will host from March 7, 2020.
The Union sports ministry will fund both the Khelo India Winter Games 2020 which will be organised by JandK Sports
Council and Winter Games Association of J&K, with 15 teams from different states and organisations.
Key Points:
i.The Khelo India Ladakh Winter Games will feature an open ice hockey championship, figure skating and speed
skating and the competition will be conducted at block, district and UT levels.
ii.The competitions of the Khelo India J&K Winter Games will feature 30 events under four disciplines including
snowboarding, snow skiing, cross country and snow show. Athletes in the age categories of 19-21 years, 17-18 years,
15-16 years and 13-14 years can compete in alpine skiing, cross country skiing, snow boarding and snowshoeing.
FC Goa created history by becoming the 1st Indian club to reach 2021 AFC Champions league group
stage
On February 19, 2020, FC Goa, an Indian professional football club (FC) has created new history in Indian football
when it defeated Jamshedpur FC in an Indian Super League (ISL 2019-20)) match to become the 1st Indian club to
qualify for the group stage of the AFC (Asian Football Confederation) Champions League 2021.
FC Goa beat Jamshedpur with 5–0 scores in a brilliant performance at the JRD Tata Sports Complex in Jamshedpur,
Jharkhand.
Key Points:
i.The win ensured FC Goa their top spot in the league stage of the ISL. At the end of the league stage of the ISL, the
team that was at the top was scheduled to get a place in the continent’s top club tournament 2021 AFC Champions
League.
ii.This is Goa’s 12th win in 18 matches this season. With this, it has gained 39 points and has taken a six-point lead
over second-placed ATK FC(33 points), an Indian professional football club based in Kolkata, West Bengal.
iii.FC Goa to receive the ‘League Winners Shield’ and a cash prize of Rs.50 lakh for winning the league phase.

Lieutenant Governor Girish Chandra Murmu launched Student Health Card scheme for school children in
Jammu and Kashmir
On March 5, 2020, Jammu and Kashmir, Lieutenant Governor Girish Chandra Murmu launched a Student Health
Card scheme for school children aimed to improve the health and overall wellbeing of over 12 lakh students of
government schools.
i.The aim of the scheme is to ensure good health of every school going child & to create awareness among parents
about the benefits of this scheme.
ii.Under the scheme,to ensure good health, regular health checkups for school going children will be made.
iii.The card will carry information about the immunisation record & bi-annual examination of a child, check list of
commonly existing disorders among children & their preliminary diagnostic tools, tabular description of periodic
health profile matrices & a brief description of commonly occurring diseases and ailments among children.
iv.The scheme was launched during a programme organised by the Directorate of Mid Day Meal, School Education
Department along with National Health Mission today at Teachers Bhavan Jammu.
v.Earlier, Mid Day meal Scheme was launched for the needy school going children so that malnutrition can be
prevented.

ECI appoints Hirdesh Kumar as New Chief Electoral Officer of Jammu and Kashmir
On March 16, 2020, A 1999 batch IAS (Indian Administrative Service) officer Hirdesh Kumar appointed as the
New Chief Electoral Officer of Jammu and Kashmir(J&K) by the Election Commission of India (ECI), soon he will
replace Shailendra Kumar. Presently Hirdesh serves as the Commissioner Secretary in the School Education
Department of J&K.
Jammu & Kashmir announces Rs 5 lakh Free Health Insurance under Ayushman Bharat
On March 18, 2020, The Jammu & Kashmir (J&K), Union Territory (UT) administration has sanctioned J&K Health
Scheme to provide free cost of Universal Health Coverage of Rs 5 lakh as health insurance to all the residents of UT in
convergence with Ayushman Bharat- PMJAY (Pradhan Mantri Jan Arogya Yojana). The decision was taken by the
administrative council under the chairmanship of J&K Lieutenant Governor Girish Chandra Murmu.
Key Points:
i.Nearly 1.25 crore residents of the UT will be benefited & at present 5.95 lakh families are eligible for benefits under
the center’s Ayushman Bharat- PMJAY scheme.
ii.Benefits of the scheme: The scheme also covers 15 lakh, additional families, under J&K health scheme & the
beneficiaries will receive free health insurance of Rs 5 lakh per family per year on the floater basis & there is no
restriction for family size, age or gender.
iii.All employees, pensioners and their family members are also covered under the scheme.
iv.The employees shall continue to get Rs 300 per month as medical allowances for OPD (Outpatient Department)
treatment.
v.The eligible families registered under the health scheme are recognized on the basis of socio-economic census of
2011 & the families left out in the census can be enrolled on the basis of definite process.

Jammu & Kashmir administrative council to implement the dairy cooperative scheme
On March 20, 2020 Jammu & Kashmir (J&K) administrative council approved the implementation of the Dairy
cooperative scheme for dairy cooperative society with the support & sponsorship of the National Cooperative
Development Corporation (NCDC). The administrative council is headed by Lieutenant Governor G C Murmu.
Key Points:
i.The scheme aims to increase the milk production in J&K by empowering dairy cooperatives with easy financial
support for production, processing, marketing & crate infrastructure for milk processing.
ii.The government will provide 50% of the loan & 20% of the share capital to the beneficiaries of cooperative
societies and 25% of subsidy & owners contribution will be 5%.
iii.It will facilitate the establishment of integrated dairy programs with the provision for technical inputs for farmer’s
organizations, mobile veterinary care & artificial insemination.
iv.Apex level monitoring committee is also established for smooth implementation of the scheme, the committee is
headed by the Registrar Cooperative Societies J&K.

Central govt redefines domicile for J&K; Perks and Privileges of ex-CMs of J&K Withdrawn
On March 31, 2020, a new definition for domicile for Jammu and Kashmir was introduced which has stated that a
person residing in the Union Territory of Jammu & Kashmir for at least 15 years or has studied for a period of seven
years in Jammu and Kashmir and appeared in Class 10 or 12 examinations will now be eligible to be a permanent
resident of the UT. This new rule was issued under the Section 3A of the Jammu and Kashmir Reorganisation
Adaptation of State Laws Order 2020, under the Jammu and Kashmir civil services decentralisation and recruitment
Act.
This new provision also mandated that all the Gazetted and non-GazettedClass IV posts are reserved for domiciles
only under Section 5A of the act.
It authorizes the Tehsildar as competent authority for issuing the domicile certificateor any officer specially notified
by the state government by way of a gazette notification.
Eligibility for J&K domicile:
-The new definition of domicile also included children of those central government officials, all India services officers,
officials of PSUs and autonomous body of central government, public sector banks, officials of statutory bodies,
officials of central universities and recognised research institutes of central government who have served in the UT of
J&K for a total period of 10 years or children of parents who fulfil any of the conditions in sections.
-Additionally, persons registered as a migrant by the Relief and Rehabilitation Commissioner (Migrants) in the UT of
J&K, will also be included in the definition.
In a 1st, NTPC to launch 20 hydrogen fuel bus and cars for Leh & New Delhi; seeks global EOI
On April 26, 2020, NTPC Vidyut Vyapar Nigam (NVVN) Limited, a wholly owned subsidiary of India’s largest energy
conglomerate NTPC Limited (formerly known as National Thermal Power Corporation Limited), has called for a
global expressions of interest (EoI) to buy 10 Hydrogen Fuel Cell (FC) based electric buses & 10 Hydrogen Fuel Cell
based electric cars to operate them in Delhi and Leh.
Key Points:
i.Aim: The procurement is the first of its kind project in India to develop a complete solution ranging from green
energy to fuel cell vehicles & aims to reduce carbon emissions in the transportation sector.
Other cities for release of FCEVs (fuel cell electric vehicles) at other locations may also be included.
ii.Pilot project: For this initiative, consent has also been taken from the Ministry of New and Renewable Energy
(MNRE) for production of hydrogen and its storage and distribution facilities. The EoI has been issued by NTPC’s
wholly-owned subsidiary, NTPC Vidyut Vyapar Nigam (NVVN) Limited.
iii.How does Hydrogen fuel cell work?
Here, the hydrogen is passed through a fuel cell, where hydrogen breaks down into electrons and protons within the
cell. At the same time, the separated electron is sent into a circuit, which produces electric current and heat, which in
turn helps reduce carbon emissions.
iv.Steps taken by the NTPC for e-vehicles:
NTPC is working on different technologies to make electric vehicles fully available under e-mobility as public
transport.
In this regard, 90 public charging stations in various cities & battery charging and swapping stations for e-three
wheelers in Faridabad (Haryana) have already been commissioned. Similarly, e-bus solution scheme has been
implemented for Andaman and Nicobar administration.

Panchayat Awards 2020: Jammu and Kashmir’s & Odisha’s 3 panchayats get prestigious national award
On the occasion of National Panchayati Raj Day on 24th of April 2020, three Panchayats in Jammu and Kashmir
(J&K) Union Territory-UT & Odisha’s (State) has clinched national awards under separate categories for their
outstanding performance in strengthening rural democracy.

In a 1st, PoK’s Gilgit-Baltistan & Muzaffarabad included in the meteorological forecast list of IMD
On May 7, 2020, In the midst of Coronavirus (COVID-19) Crisis, the Regional Meteorological Centre of the Indian
Meteorological Department (IMD), has included the areas of Gilgit-Baltistan and Muzaffarabad, which are parts
of PoK (Pakistan-occupied-Kashmir) in its weather forecasting for the 1st time.
The department taken this decision as it says that it is a part of India and the country always maintains its position
that PoK belongs to India.
Key Points:
i.The agency has included the regions as part of its meteorological sub-division of Jammu and Kashmir (J&K) in its
daily forecast for ‘north-west India’.
ii.According to IMD, these cities of PoK fall under the North-West Division of IMD. The North-West Division of IMD
has nine subdivisions. These include Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Delhi-Chandigarh-
Haryana, Punjab, east Uttar Pradesh, west Uttar Pradesh, east Rajasthan and west Rajasthan.
iii.Background: The inclusion in the forecast comes amid the Supreme Court of Pakistan, in its recent order, allowed
the amendment of the ‘Government of Gilgit Baltistan Order’ of 2018 to conduct general elections in the region.
Immediately after this, India had objected that Pakistan does not have the right over the territories which it has
occupied by force and illegally.

Centre approves modified DPR of Ujh Multipurpose Project in Jammu and Kashmir
On 16th May 2020, The Centre approved to modification of the Detailed Project Report (DPR) of the Ujh
multipurpose Project (MPP) located on the river Ujh, main tributaries of river Ravi in Kathua district of Jammu and
Kashmir at the estimated cost of Rs.9,167 crore.
Key Points:
i.The advisory committee of Department of Water Resources, River Development and Ganga Rejuvenation (DoWR,
RD & GR) approved the DPR of Ujh MPP project chaired by Union Secretary U P Singh.
ii.The Central Advisory Committee considering the techno-economic viability of major and medium irrigation, flood
control and multipurpose project proposal accepted the project proposal with conditions of keeping the strategic
importance from Indus Waters Treaty and the regulations of water flowing across the borders in view.
iii.The Irrigation and Flood Control Department in Jammu and Kashmir framed the modified proposal for the
inclusion of a culturable command area(CCA) of 23973 hectares (Ha) in addition to the already approved with the
proposed irrigation intensity of 187%.
iv.The DPR of Ujh project was declared as a national project in 2008 and was prepared by the Indus Basin
Organisation of the Central Water Commission in 2013
v.The dam is proposed in the site in Barbari village which is about 1.6 Km downstream of Panchtirthi and the power
house site is 9.5 Km downstream of the dam site near Deoli village.
vi.The proposal is for a 116.00 m high dam at the river with full reservoir level(FRL) at 608 m.
vii.The installed power capacity of the main powerhouse was 186 MW with a dam to power house comprising four
units of 2.5MW to harness the hydro-electric potential of the water for environmental release. The total capacity is
196 MW.
e-NAM reaches target 1000 mandis across 18 states and 3 Union Territories
On 15th May 2020, The Ministry of Agriculture announced that the e-NAM reached target 1000 mandis across the
nation in 18 states and 3 union territories(UTs) with 38 new mandis integrated with the e-NAM platform of
electronic agriculture trading portal.
Key Points:
i.The 38 new mandis include 19 from Madhya Pradesh, 10 from telangana, 4 from Maharashtra and one each in
Gujarat, Haryana, Punjab, Kerala and Jammu and Kashmir.
ii.e-NAM launched in 2016 to create a network of Mandis as a common online market platform as ‘one nation, one
market’ for agricultural commodities became a tool for social distancing in the global pandemic lockdown.
iii.The states and UTs are promoting the platform to reduce the human intervention in trading and handling of
produce online.
iv.The registered user base of e-NAM consists of 1.66 crore farmers, 1,31,000 traders and 1000 Farmers Producers
Organisations.
e-NAM:
i.The e-NAM was aimed to reduce transaction costs, bridging information asymmetries and to help in expansion of
market access for the farmers and stakeholders.
ii.e-NAM is implemented by the Small Farmers Agribusiness Consortium under the Ministry of Agriculture and
Farmers Welfare.
iii.The e-NAM has 3 new modules named

J&K administration inks MoU with Tata Technologies to built 2 CIIIT centers
On April 30, 2020, In a bid to promote skill development, the Jammu and Kashmir (J&K) administration has signed
an MoU (Memorandum of Understanding) with Tata Technologies limited to set up 2 Centres for Invention,
Innovation, Incubation and Training (CIIITs) in the Union Territory(UT), one each at Government Polytechnic
Colleges at Jammu and Baramulla.
Key Points:
i.Setting up these two centers will cost around Rs 360 crore, with Tata Technologies spending about Rs 300 crore.
Each center will start 18 courses and will have a capacity of 1825 seats.
ii.The UT will provide space to set up these centers. At the same time, Tata Technologies will provide industrial
hardware, tools, equipment and machinery.
iii.Tata Technologies will train students for 3- years through the ‘Train the Trainer program’ & the special thing about
these two centers is that after training in various courses, students will be given 100 % placement.
iv.The move will help improve the academic and training curriculum in technical education & innovators will also be
helped to develop new products to promote technology startups.
v.The MOU was signed through video conferencing by Navin Kumar Choudhary, Principal Secretary to the
Government, Technical Education Department, on behalf of UT government, and Anand Bhade, president of Tata
Technologies Ltd in the presence of J&K Lieutenant-Governor GC Murmu.
Jammu and Kashmir notifies new rules for issuing domicile certificates
On 17th May 2020, The administration in the Union Territory (UT) of Jammu and Kashmir issued a new set of rules
named “Jammu and Kashmir Grant of Domicile Certificate Rules 2020” which defines the rules for issuing
domicile certificates in the UT.
Key Points:
i.The Jammu and Kashmir Grant of Domicile Certificate Rules 2020” will define the basis for issuing domicile
certificates to the people who satisfies the conditions stated in the Centre’s gazette notification introduced the
domicile clause through an amendment to the J&K Civil Services (Decentralisation and Recruitment) Act,2010.
ii.These rules will provide a time-bound and transparent procedure in the issuing of domicile certificates.
iii.The Deputy Commissioner, Relief and Rehabilitation Commissioner, Financial Commissioner Revenue or Secretary
GAD will direct the tehsildars to issue the certificate within 7 days if the application is processed within 15 days and
the officers will be penalised Rs. 50,000 if failed to provide the domicile certificate.
Overview of “Jammu and Kashmir Grant of Domicile Certificate Rules 2020”:
i.This amended rule allows the eligible non-local and all permanent resident certificate holders and their children
living outside J&K to apply for the certificates.
ii.Kashmiri migrants living inside or outside the J&K can get the certificate by producing their permanent residence

SKIMS in Srinagar gets its first of it’s kind Infectious Disease Block facility
On May 25, 2020, Jammu and Kashmir (J&K) Lieutenant Governor’s adviser Baseer Ahmad Khan inaugurated first of
it’s kind Infectious Disease Block (IDB) facility at Sher-i-Kashmir Institute of Medical Sciences (SKIMS) at Soura in
Srinagar, J&K. It was an initiative for the treatment of COVID-19 and other pathologically infected patients.

i.The Adviser stressed on regular health check-up of staff as well as patients are safe while visiting or staying at the
block. He also gave instructions to ensure optimum use of booths for screening of patients and emphasized for
maintaining proper social distancing protocol.
ii.About IDB: The Infectious Disease Block is equipped with superlative quality facilities which consists of a 40-bed
isolation ward, 15-bed high dependency isolation ward & an intensive care unit (ICU).
iii.The centre will also have a four-bedded RO (Reverse Osmosis) and dialysis unit, independent portable x-
ray, USG (Ultrasound sonography) machine and ECG (Electrocardiogram), lab facilities for haemogram coagulation
studies arterial blood gas and electrolyte analysis, biochemistry etc.
iv.The newly established IDB will be headed by Dr. Ajaz Nabi Koul, Consultant Infectious Disease and in-charge
COVlD-19, SKlMS. He is a trained specialist in the management of infectious diseases and is playing a crucial role in
the campaign against Coronavirus pandemic.
SC orders to set up high-powered committee headed by Secretary of MHA to restore 4G internet services in
J&K
On May 11, 2020 Supreme Court(SC) orders to set up a high-powered committee to look into the demands by
petitioners who seek restoration of 4G internet services in the Union Territory(UT) Jammu and Kashmir(J&K). It is

3 Indian photojournalists won 2020 Pulitzer Prizein feature photography
The three Indian photojournalists namely Dar Yasin, Mukhtar Khan and Channi Anand from Jammu and Kashmir
who work for Associated Press (AP) have won the 2020 Pulitzer Prize in feature photography. The award recognized
their exceptional coverage of Jammu and Kashmir during the lockdown that was imposed on Jammu and Kashmir by
the Central Government after the revocation of Article 370 on August 5, 2019.
The winning photographers captured images of protests, the police, paramilitary action and daily life in Jammu and
Kashmir after phone and internet services were shut down in August 2019, making it difficult for the world to gain
access to the region.
Somehow, they managed to reach the airport and convinced Kashmiri passengers to carry photos stored in drives and
disks to Delhi and hand them over to the Associated Press staff.
Yasin and Khan are residents of Srinagar in Kashmir while Anand lives in Jammu.

CSIR-IIIM & Reliance Industries Limited (RIL) to develop RT-LAMP based test for Coronavirus
On May 26, 2020, The Institute of Integrative Medicine (IIIM) in Jammu has collaborated with Reliance Industries
Limited (RIL) to develop and increase a new Reverse Transcriptase-Loop Mediated Isothermal
Amplification (RT-LAMP)- based COVID-19 diagnostic kit. A Memorandum of Understanding (MoU) has also been
signed between CSIR-IIIM, Jammu and RIL.
Key Points:
i.COVID-19 RT-LAMP: COVID-19 RT-LAMP test is a nucleic acid-based test carried out from nasal or throat swab
samples from patients. This is a rapid test which can be done within 45-60 minutes, a cost-effective and accurate test.
ii.The RT-LAMP test has been developed & successfully demonstrated using synthetic templates.
iii.Advantage: RT-LAMP-based COVID-19 kit components are easily available and completely manufactured in India.
iv.Besides, the RT-LAMP test can be done with minimal expertise in a very basic lab setup like mobile units or kiosks
for testing at airports, railway stations, bus stands and other public places.
v.The end detection of the test is a simple colored reaction, which is easily visible in UV light, and now is being
modified to detect in regular light.
vi.The current COVID-19 testing is done by real-time PCR (Polymerase Chain Reaction) and their components are
widely imported. These tests are highly expensive & require highly trained manpower, relatively high-end lab, costly
instruments and cannot be deployed at remote locations in quarantine centres, railway stations and airports.
vii.Dr. Ram Vishwakarma, Director and Dr. Sumit Gandhi, Principal Scientist from CSIR-IIIM and Dr. Santanu
Dasgupta, Senior Vice President, R&D (Research & Development) and Dr. Manish Shukla, General Manager R&D from

Centre Sanctions Additional Rs 1,691 crore For Road Construction in J&K, Uttarakhand
On June 28, 2020, In a major development, the central Government has sanctioned an additional Rs 1,691 crore for
the construction of highways by the Border Roads Organization (BRO) in Jammu and Kashmir (J&K) and
Uttarakhand during 2020-21 in the wake of clashes with China in Ladakh.
Of this amount, Rs 1,351.10 crore has been allocated for the construction of BRO roads in the border areas of J&K.
While, Rs 340 crore have been sanctioned for road-building in Uttarakhand.
Additional Assistance:
-In addition to these, an additional Rs 71 crore has been allocated for road works in Jammu and Kashmir, Ladakh,
Sikkim and Tamil Nadu under the State Public Works Department.
-It has been said in the dialogue that the limit of approval for Nagaland under Tribal Sub-Plan (TSP) has been
increased from 1,081 crore to 1,955 crore.
J&K Lt Governor launches salary tracker mobile app “MeraVetan (Version – 1)” for government employees

version of the Salary Tracker Mobile app “MeraVetan” developed by the National Informatics Centre(NIC) – J&K
State Centre on the Android Platform to provide end to end computerization of JK Payment
System(JKPaySys) application, at the Raj Bhavan

On 17th June 2020, The Jammu & Kashmir Administration approved the Agriculture Production Department’s
proposal to change its nomenclature to “Agriculture Production & Farmers Welfare Department” and announced
new rules for appointments to various posts.
Reason for the rename:
i.The purpose for the proposal to rename the department is not only to address the role of the agricultural
productions but also to focus on farmer’s welfare and help to evaluate the value of their produce.
ii.Focusing on Farmers welfare, the department extends its role beyond extension activities and on-farm activities.
iii.The decision of J&K administration lines with the centre’s decision in renaming the Ministry of Agriculture as the
“Ministry of Agriculture, Cooperation and Farmers Welfare”.
New Rules for Appointment:
i.This new rules for appointment is known as “Jammu and Kashmir Probationer (condition of Service, Pay and
Allowances) and Fixation of Tenure Rules,2020”
ii.Under the new Rules:
The probation period of the new appointees is reduced to 2 years from 5 years.
The new appointees are entitled to annual increment, dearness allowance, house rent allowance and city
compensatory allowance and others which are sanctioned by the government after the probation period.
After the initial appointment the new appointees should serve the fixed five-year tenure.

World’s Lightest Attack Helicopter -HAL’s Two LCH Deployed for Operations at Leh, Ladakh
On August 12, 2020, Hindustan Aeronautics Limited (HAL) manufactured two Light Combat Helicopters (LCH) have
been deployed for operations at high altitude (Leh, Ladakh sector) to support Indian Air Force (IAF) missions amid
prevailing situation on the India-China border.
• Notably, the twin engine LCH is the lightest attack helicopter in the world designed and developed by HAL to
meet the specific and unique requirements of Indian Armed Forces under the “Atma Nirbhar Bharat”.

MHA notifies ‘Rules of Transaction of Business’ for the UT of Jammu & Kashmir
On 28 August, 2020 the Ministry of Home Affairs (MHA) notified the ‘Rules of Transaction of Business’ for the
Government of Union Territory (UT) of Jammu & Kashmir (J&K). The rules have been issued under the exercise of
powers conferred by section 55 of the Jammu and Kashmir Reorganization Act, 2019, read with the Proclamation,
dated 31st October, 2019 issued under section 73 of the said Act.
Key Points:
i.The new notification delineates roles and responsibilities between the Centre-appointed functionary and Legislators
(to be elected in future).
ii.Police, Civil Services and anti-corruption bureau of Jammu and Kashmir will be under the Lieutenant Governor.
iii.If the Lieutenant Governor (LG) and Council of Ministers differ on any issue, the LG is required to refer the matter
to the President and the LG will act according to the decision taken by the President.

J&K Lt Governor launches ‘SPARROW’ – A Online Performance Appraisal System for JKAS officers
On September 4, 2020, Jammu & Kashmir Lieutenant Governor Manoj Sinha launched the online portal, Smart
Performance Appraisal Report Recording Online Window (SPARROW) for Jammu & Kashmir Administrative Service
Officers (JKAS).
i.The SPARROW system will benefit around 1289 officers and is aimed at bringing more transparency, avoiding loss
of Appraisal Reports (APR) during transition, ensuring better monitoring and timely completion of performance
appraisals of JKAS officers.
ii.The project will be implemented by J&K e-Governance Agency, Information Technology Department in
collaboration with National Informatics Centre and General Administration Department.
iii.Using the Sparrow System, an applicant can file APR from anywhere and anytime. It is expected to make the
process seamless, quick and convenient due to in-built alert mechanisms and providing online status checks.

‘Operation Green’s TOP to TOTAL’ scheme to cover all Fruits & vegetables in J&K
On September 07, 2020 Government of India extended Price Stabilisation interventions under ‘Operation Greens’
scheme for majority of fruits and vegetables grown in Jammu and Kashmir (J&K) to extend support to farmers in J&K.
The initiative is aimed to support farmers of Fruits and Vegetables under Atma Nirbhar Bharat Abhiyan in order to
prevent distress sales, Price Stabilization interventions under Central Sector Scheme – ‘Operation Greens’.
It has been extended from Tomato, Onion and Potato (TOP) to all notified fruits and vegetables (TOTAL) for a period
of six months on a pilot basis.

i.The Fruits and Vegetables notified in J&K are Apple, Almond, Pear, Capsicum, Carrot, Cucumber, Okra, Orange,
Kinnow and Lemon.
Under the scheme, Union Food Processing Industries Ministry will be providing 50 % subsidy for the following:
• For cost of transportation of notified crops from production clusters to consumption centres
• For cost of hiring appropriate storage facilities for a period of upto 3 months for notified crops.
• If the price of crops falls below the average of the last three years or 15% below last year’s price.
J&K Governor Announces Universal Health Insurance Scheme for All Residents of UT
On September 12, 2020, Jammu & Kashmir (J&K) Governor, Manoj Sinha announced Universal Health Insurance
Coverage Scheme for all residents of the Union Territory at an annual expenditure of Rs 123 Crores. The scheme will
have the same benefits as the Ayushman Bharat Scheme.
Through the scheme which is the first of its kind in the country, beneficiaries can avail cashless treatment at all
hospitals under the Ayushman Bharat Scheme across the country. The Governor invited suggestions from the public
for naming of the J&K Health Scheme.
Beneficiaries:
i.The scheme would include all the residents, employees and retired officers of Government Services of J&K and their
families.
ii.The scheme will cover 15 lakh families, more than the 5.97 lakh families covered under Ayushman Bharat Pradhan
Mantri Jan Arogya Yojana (AB-PMJAY), with an annual health insurance cover of Rs 5 Lakh Per Family. iii.The scheme
will be implemented through insurance service provider Bajaj Allianz General Insurance Company Ltd.
Key Points:
i.Cancer, Kidney Failure and treatment of Covid-19 will be covered under the scheme.
ii.All treatments of Oncology, Cardiology and Nephrology shall be covered from day one while high-end diagnostic
treatments during hospitalisation will also be covered.
iii.There is no restriction on family size or age. All pre-existing medical conditions are also covered under the scheme.
iv.The Scheme will provide cover for 3 days of pre-hospitalisation, hospitalisation and 15 days of post-hospitalisation
costs, including diagnostic care and expenditure on medicines.
v.The Health Department of J & K will launch a beneficiary registration drive to distribute Golden Cards (e-cards)
amongst the beneficiaries.
Other Schemes:
Jammu & Kashmir Integrated Grievance Redress and Monitoring System (JK-IGRAMS)
i.The Lieutenant Governor (LG) also launched Jammu & Kashmir Integrated Grievance Redress and Monitoring
System (JK-IGRAMS), through which people can file complaints.
ii.JK-IGRAMS is a revamped and decentralized system, where people can file and also track their complaints.
iii.It is linked with Centralized Public Grievance Redress and Monitoring System (CPGRAMS), through which
grievances related to the Union Government can be forwarded to the Central Government.

of State (Independent Charge) Development of North Eastern Region(DoNER) laid the e-foundation stone of the Arun
Jaitley Memorial Sports Complex in Hiranagar, Kathua. This first of its kind multipurpose sports complex in the
Northern Region is a tribute to the former union Minister of Finance Arun Jaitley.

Secretary of Sports and other dignitaries and cricketer Mithun Manhas were present at the event.
About the Sports Complex:
i.The development of this complex is estimated to cost around Rs.58.23 crore which has been undertaken by the
Prime Minister’s Development Package (PMDP).

Government of India increases Scholarship amount under “Pragati and Saksham” Scheme for J&K Students
The Government of India announced an increase in Scholarship amount for the students of Jammu & Kashmir (J&K)
under the ‘Pragati’ and ‘Saksham’ Scholarship Schemes. The amount has been raised from Rs. 5, 000 Per Annum to
Rs. 50, 000 Per Annum from the Current Academic Year (2020-21).
The Ministry of Education (formerly known as Union Ministry of Human Resource Development) launched the
schemes. It is being implemented and offered by All India Council for Technical Education (AICTE) to provide
financial assistance for advancement of girls and supporting specially abled students for Technical Education.
Pragati & Saksham will provide scholarship to students studying within J&K.
‘Pragati & Saksham’ Schemes:
i.Under Pragati Scheme, all girls of J&K belonging to families having an Annual Income of less than Rs. 8 Lakh, and
who are pursuing education in AICTE approved institutions for session 2020-21 will be eligible for the Scholarship.
ii.Under Saksham Scheme, all specially abled students with 40 percent disability pursuing technical education at
Degree or Diploma level belonging to families with an Annual Income of less than Rs. 8 Lakh are eligible for the
scholarship.
iii.The application for availing the scholarships will be invited for registration once in a year through National e-
Scholarship Portal (NSP) of Government of India.

ARIES, HNBGU hold International Online Conference on Aerosol Air Quality, Climate Change and Impact on
Greater Himalayas
Aryabhatta Research Institute of Observational Sciences (ARIES), Nainital an autonomous research institute under
Department of Science and Technology (DST), Ministry of Science and Technology, and Hemvati Nandan Bahuguna
Garhwal University (HNBGU), a central university in Srinagar, Pauri Garhwal, Uttarakhand jointly organized an
International Conference on ‘Aerosol Air Quality, Climate Change and Impact on Water Resources and
Livelihoods in the Greater Himalayas’ at ARIES, Nainital from September 14-16, 2020.
The International Conference will discuss the effect of Aerosols on the Himalayan Regions in India, Nepal and
Bangladesh.
The Conference has been organized as part of the celebrations of the Golden Jubilee Commemoration Year of DST.
It is the first online international conference to be held at ARIES, Nainital during the Pandemic.

i.Speakers were invited from various parts of the globe and they delivered lectures under the theme of Growing air

Atmospheric Aerosols:
i.Atmospheric Aerosols (known as particulate matter) are solid or liquid particles suspended in air.
ii.They are originate from both natural (sea salt, desert dust, forest fire) and anthropogenic sources (fossil fuels,
biomass vehicular emissions, industrial emission)
iii.Due to Industrialization and urbanization, air pollution and aerosols have been increasing tremendously.
iv.These particles have significant impact on the air quality, visibility degradation, cloud formation, Himalayan
Climate, glaciology, monsoon patterns, water availability and human health.
Global hotspots of pollution:
The Indo-Gangetic plains (IGP) and nearby Himalayas are considered as one of the global hotspots of pollution due
to natural and anthropogenic emissions.
Causes of Pollution:
i.During the pre-monsoon/summer months, regular dust storms are observed throughout the region and as a result
very high concentrations of aerosols and air pollutants are found.
ii.During the post-monsoon/winter months, the region witnesses worst air quality due to crop reduction, biomass
and biofuel burning.
iii.The black carbon deposition on glaciers in the Himalayas are important topics for discussion on Pollution in the
Himalayas in India, Nepal and Bangladesh.
ARIES, Nainital:
i.ARIES started its research activities in the field of atmospheric science and climate change before two decades.
ii.It has installed a series of modern instruments at Manora Peak, a strategically important location in Central
Himalayan Region for measurements of optical, physical and chemical properties of aerosols and Trace Gases ( gases
which occur in small concentrations, such as Hydrogen , Helium , Neon, Krypton and Xenon)
iii.It has established National and International collaborations in these areas.

On 15th October 2020, Manoj Sinha, Lieutenant Governor (LG) of Jammu and Kashmir (J&K) announced the “My
Town My Pride” programme to deliver services governance at doorsteps to the people in urban areas. This 2 day
programme will be held on 19th & 20th October 2020 as a part of the public outreach initiative in the towns of J&K.
Objective of “My Town My Pride”:
The programme is initiated with 3 main objectives,
• To enable Public outreach in towns
• To Strengthen democracy at grassroot level.
• To deliver the service at doorsteps.
Features of “My Town My Pride”:
i.The “My Town My Pride” programme anticipates the time bound delivery of documents like domicile,
SC/ST/RBA/ALC/OBC certificates, revenue services.
ii.This programme will also ensure the time bound delivery of benefits of various welfare schemes like pensions,
scholarships, PMAY, KCC, Health golden cards, Ladli Beti, etc.

PFC Signed & Exchanged Agreement with JKPCL for Liquidity Infusion Scheme Under “Aatmanirbhar Bharat
Abhiyaan”
On 16th October 2020, Power Finance Corporation Limited(PFC), India’s leading Non-Banking Financial
Company(NBFC) owned by Government of India and Jammu Kashmir Power Corporation limited (JKPCL) signed and
exchanged an agreement for Liquidity Infusion Scheme under “Aatmanirbhar Bharat Abhiyaan” for the Union
Territory(UT) of Jammu and Kashmir(J&K).
Key People:
The agreement was signed in the presence of Rohit Kansal, Principal Secretary, Power Development
Department (PDD) and the officials of Jammu and Kashmir Power Development Department(JKPDD), Kashmir
Power Distribution Corporation Limited (KPDCL), Jammu Power Distribution Corporation Ltd (JPDCL), PFC and
Rural Electrification Corporation (REC).
Purpose of the agreement:
PFC has sanctioned Rs.2790 Crore to JKPCL for the clearance of the outstanding dues of Central Public Sector
Undertaking (CPSU), Power Generating Companies (GENCOs) & Power Transmission Companies (TRANSCOs),
Independent Power Producers(IPPs) and Renewable Energy (RE) Generators as on 31st March 2020.
Note:
i.The utilities will get the loans at economical rates from PFC and REC under the liquidity infusion of Rs 90000 crore
for discoms which was announced by the government in May 2020.
ii.The package of the liquidity infusion was increased to Rs.1.2 lakh crore.

Managing Director(CMD) of Jammu & Kashmir(J&K) Bank for another 6 months, effective from October 10, 2020 or
till the appointment of Managing Director(MD) and Chief Executive Officer(CEO), whichever is earlier.
• Prior to this, he got an extension of 3 months with effect from July 10, 2020.

i.R.K. Chhibber(Non-Independent Executive Director) was appointed as interim CMD in June 2019, following the
removal of Parvez Ahmed from the post by the state government.

MoHFW Launches 3-Month accelerated SAANS Campaign to Reduce Childhood Pneumonia Deaths
On November 12, 2020 The Union Ministry of Health & Family Welfare (MoHFW) launched a 3 month accelerated
SAANS (Social Action and Awareness to Neutralise Pneumonia Successfully) campaign to reduce
childhood pneumonia deaths. The scheme focuses to raise awareness regarding childhood pneumonia and its early
intervention, enabling the caregivers across the country to identify critical symptoms at early stages and immediate
care-seeking with qualified providers.
Target of the Initiative– To reduce less than 5 pneumonia deaths, per a 1000 live births, to less than 3 deaths by
2025 through the accelerated SAANS (Social Action and Awareness to Neutralise Pneumonia Successfully) initiative.
About SAANS campaign
SAANS campaign was launched in 2019. It complements the national childhood pneumonia management guidelines
through a three-pronged approach to protect, prevent and treat pneumonia among children.

• In order to increase the efforts to alleviate the burden of pneumonia in India, Save the Children, the United
Nations Children’s Fund (UNICEF) and the Clinton Health Access Initiative (CHAI) have also partnered with the
MoHFW.
• One of the key objectives under the National Health Mission(NHM), is to reduce the child mortality, more so
from preventable diseases.
Statistics in regard to India’s Child Mortality:
i.India has a higher decline in the reduction of child mortality (71%) in comparison to the global reduction of 59%
between 1990 and 2017
ii.Under the NHM, the Under Five Mortality Rate (U5MR) has decreased in a fast manner between 2008 and 2018,
with a compound annual decline of 6.5% per year, compared to the 3.3% compound annual decline observed
between 1990 and 2007.
iii.For the first time, the U5MR of India is 36 per 1000 live births less than the global U5MR of 39 per a 1000 live
births.
iv.From the current levels, the National Health Policy targets to reduce it to 23 deaths by 2025.
v.The USMR target that was set under the National Health Policy (23 per a 1000 live births by 2025) and Sustainable
Development Goals-SGG (25 per a 1000 live births by 2030) have been achieved by 7 states/ union territories,
namely Kerala, Tamil Nadu, Delhi, Maharashtra, Punjab, Jammu and Kashmir and Himachal Pradesh,

Govt Provide 50% Subsidy for Air Transportation of Fruits, Vegetables from NE, Himalayan states
As a part of “Operation Green Scheme TOP to TOTAL”, the Ministry of Food Processing Industries (MoFPI) has
announced a 50% air transportation subsidy for 41 notified fruits and vegetables from North East and Himalayan
states to any place in the country.
• In this regard, Airlines will provide the transport subsidy directly to the supplier/ consignor/ consignee/
agent by charging only 50% of the freight charges and will claim the balance 50% from MoFPI as subsidy.
• Apart from above relaxation, all consignment of notified fruits and vegetables irrespective of quantity and
price would be eligible for 50% freight subsidy for air transportation from eligible airports.
List of notified 21 fruits and 20 vegetables eligible for air transportation subsidy:
Fruits: Mango, Banana, Guava, Kiwi, Litchi, Mousambi, Orange, Kinnow, Lime, Lemon, Papaya, Pineapple,
Pomegranate, Jackfruit, Apple, Almond, Aonla, Passion fruit, Pear, Sweet Potato and Chikoo
Vegetables: French beans, Bitter Gourd, Brinjal, Capsicum, Carrot, Cauliflower, Chillies (Green), Okra, Cucumber,
Peas, Garlic, Onion, Potato, Tomato, Large Cardamom, Pumpkin, Ginger, Cabbage, Squash and Turmeric (dry) are also
eligible.
Airports under air transportation subsidy:
The air transportation of above mentioned commodities is allowed from all the airports in Arunachal Pradesh, Assam,
Manipur, Meghalaya, Mizoram, Nagaland, Sikkim (Bagdogra), and Tripura from North-East, and Himachal Pradesh,
Uttarakhand, and Union Territories of Jammu and Kashmir and Ladakh among the hilly states.
Earlier, the transportation subsidy was extended under Operation Greens Scheme for Kisan Rail Scheme with effect
from October 12, 2020.

On 27th November, 2020 BSE Limited (formerly known as Bombay Stock Exchange Ltd) signed four Memorandum of
Understandings (MoU) with Mission Youth, Government of Jammu & Kashmir (J&K) to spread financial awareness,
support economic development, encourage sustainable livelihood in the Union Territory of J&K.

Objective:

ii.The performance is analysed in context of sustainable development defined by 3 pillars – Equity, Growth and
Sustainability, 5 Themes, 13 Sustainable Development Goals, and 50 Indicators.
Least Performers:
i.Uttar Pradesh (-1.461), Odisha (-1.201) and Bihar (-1.158) finished at the bottom of the ranking of Large States.
ii.Manipur (-0.363), Delhi (-0.289) and Uttarakhand (-0.277) finished at the bottom of the ranking of Small States.
iii.Dadar and Nagar Haveli (-0.69), Jammu and Kashmir (-0.50) and Andaman & Nicobar (-0.30) were the least
performers in the Union Territory Category.
Delta Analysis:
i.The report included Delta Analysis in which the results on state performance and ranking measured as the Delta
value over the last five years from 2015- 16 to 2019-20 was covered by PAI 2020.
It is based on Equity, Growth and Sustainability.
Equity:
i.In the Large States Category, in terms of Equity, Bihar followed by West Bengal, Odisha are the top performers, while
Kerala, Punjab and Maharashtra feature at the bottom.
ii.In the Small states, Mizoram is the top performer, Goa is placed at the Bottom.
Growth:
i.Among Large states Bihar, Assam and Odisha showed the highest improvement, while Kerala, Karnataka, Uttar
Pradesh and Tamil Nadu feature at the bottom.
ii.Among small states, Mizoram, Meghalaya have the highest growth with Manipur at the bottom. Himachal ranks 2nd,
but has least improvement in Delta value.
Sustainability:
i.In terms of Sustainability, Odisha and Haryana show the highest improvement.
ii.Bihar, Gujarat, Maharashtra and Assam are placed at the bottom among the Large States.
iii.Among small states, Goa is the top performer followed by Delhi and Tripura, while Meghalaya and Mizoram feature
at the bottom.
Key Findings:
i.Female Worker population ratio has a negative relationship with growth, meaning that Gender Disparities are
increasing in high performing states.
ii.Agriculture distress is persistent in both high performing states and poor performing states.
iii.Rural indebtedness is increasing with a positive correlation between rural indebtedness and farmer suicides.
iv.Female labour force participation is a driving force in the case of high and middle performing states but not in the
case of low performing states.

30 Indian cities Will Face ‘Water Risk’ by 2050; Jaipur tops: WWF report
In accordance with the World Wide Fund (WWF) Water Risk Filter, an online tool, co-developed by the WWF for
Nature and Germany’s Deutsche Investitions- und Entwicklungsgesellschaft (KFW DEG), nearly a third of the 100
cities in the world susceptible to “water risk” are in India means 30 Indian cities are expected to suffer increased
water risks by 2050. The list of Indian cities was topped by Jaipur (Rajasthan) which is followed by Indore (Madhya
Pradesh) and Thane (Maharashtra).
• Among 100 cities, Jaipur ranked 45th and Indore featured at 75th.
• As per Risk Filter, an urgent action is required to mitigate this risk.
• On the global front, the cities such as Beijing, Jakarta, Johannesburg, Istanbul, Hong Kong, Mecca and Rio de
Janeiro are included in this filter. China accounts for almost half the cities.
• Globally, populations in areas of high-water risk could rise from 17% in 2020 to 51% by 2050.
WWF Water Risk Filter evaluates the severity of risk places faced by graphically illustrating various factors that can
contribute to water risk. The factor varies from droughts to floods.

–The analysis gave cities a risk score out of five in 2030 and 2050 where anything above 3 is a ‘high risk’ and anything
above 4 is a ‘very high risk’.
• Notably, all 30 Indian cities received a score of at least three or above for both 2030 and 2050,
and Ludhiana, Chandigarh, Amritsar and Ahmedabad topped the list with an overall score of 4.9, 4.8, 4.7
and 4.6, respectively.
–The 100 global cities that are expected to suffer the greatest rise in water risk by 2050 are home to at least 350
million people.
–Urban planning and wetland conservation need to be integrated to ensure zero loss of freshwater systems in the
urban areas.
• In this regard, there is a requirement of scaling up of initiatives where groups can come together and revive
wetlands such as Bashettihalli wetland in Bengaluru (Karnataka) and the Sirpur Lake in Indore.
–The scenarios of Water Risk Filter are aligned to the Task Force on Climate-related Financial Disclosure (TCFD)
recommendations which can help companies, and cities, in making more effective corporate action on climate and
water resilience.

released Rs 2,200 cr for 42 cities to improve air quality
On November 9, 2020, the Fifteenth Finance Commission (XVFC) led by Chairman Nand Kishore (NK)
Singh submitted its Report titled “Finance Commission in Covid Time” for the period of five years from 2021-22 to
2025-26 to the President of India Ram Nath Kovind. The cover of the report has a figure of scales indicating the
balance between the States and the Union.
• Members of the Commission: Ajay Narayan Jha, Prof. Anoop Singh, Dr. Ashok Lahiri and Dr. Ramesh Chand
• According to the XVFC’s terms of reference (ToR) set by the President, the commission has examined and
recommended the devolution of funds between the Centre and the States for a five years period along with
wide-ranging recommendations in different sectors.
• It also addressed the unique ToR of considering a new non-lapsable fund for financing national security and
defence spending, and offering performance incentives for States.
• The Commission was also asked to examine and recommend performance incentives for States in many areas
like power sector, adoption of DBT, solid waste management etc. The Commission was also asked to examine
whether a separate mechanism for funding of Internal Security ought to be set up and if so how such a
mechanism could be operationalised.
–Health Care Scenario Added for 1st Time
It should be noted that this is the first time that a chapter on the health care scenario of the country is introduced
along with recommendations in order to boost public-health spending in a post-pandemic era.
• The target is that the Centre alone should be able to spend at least 2.1% of GDP (Gross Domestic Product) on
health in the next five years.
–Volumes of Report:
This Report has been organised in four volumes.
• Volume I and II contains the main report and the accompanying annexes.
• Volume III is devoted to the Union Government and examines key departments in greater depth, with the
medium-term challenges and the roadmap ahead.
• Volume IV is entirely devoted to the States i.e. State-specific considerations are taken to address the key
challenges that individual States face.
Point to be noted:
i.Originally the recommendations are to be made for the period 2020-21 to 2024-2025, but the Commission had
submitted an interim report for 2020-21 in 2019, stressing due to unclear projections for five years due to economic
slowdown due to GST (Goods and Service Tax) and the insolvency code.
• The interim report had reduced States’ share in the divisible pool of taxes from 42% to 41% for the current
year, after the dissolution of Jammu and Kashmir as a State.
The Report will be available in the public domain once it is tabled in the Parliament by the Union Government.
Centre releases Rs 2,200 cr for 42 cities for improving air quality; Greater Mumbai received highest
Based on the recommendations of XVFC, the central government on November 9, 2020 released Rs 2,200 crore as the
first installment to 15 states for the improvement of air quality measures in their cities. Under this, 42 cities will be
covered with a population in excess of a million.
This grant will be used under the National Clean Air Programme (NCAP) to improve air quality in these cities.
• The states (State Finance Department) shall transfer grants-in-aid directly to all local bodies
• The local bodies in the list shall entrust one urban local body as a nodal entity to receive the grants.
• Greater Mumbai (Maharashtra) has received the highest share of funds, Rs 244 crore followed by Kolkata,
West Bengal (Rs 192 crores), Bengaluru, Karnataka (Rs 139.5 crore) and Chennai, Tamil Nadu (Rs 90 crore).

India adds Ladakh’s Tso Kar Lake Complex to list of Ramsar Sites; Becomes India’s 42nd & Ladakh’s 2nd
Ramsar Site
On December 24, 2020, Union Minister for Environment, Forest & Climate Change (MoEFCC), Prakash Javadekar
announced that Tso Kar Wetland complex in Changthang region, Ladakh has been added to the list of Ramsar
Sites (Wetlands of International Importance). It will be India’s 42nd site & UT Ladakh’s 2nd Ramsar Site.
• Tso Kar Wetland complex is the 2, 443rd site of Ramsar.
• Tso Kar Wetland Complex consists of 2 principal waterbodies – Startsapuk Tso, a freshwater lake & Tso
Kar, a hypersaline lake.
• The complex is situated 4, 500 metres above sea level.
• India has the highest number(42 Sites) Ramsar Sites in South Asia.
Key Points:
i.The name ‘Tso Kar’ refers to white salt efflorescence on margins of the lake caused by evaporation of saline
waters. Tso Kar covers 9, 577 hectares of land.
ii.Tso Kar is an A1 Category Important Bird Area (IBA) as per Bird Life International and is an important place of
stopover for migratory birds in the Central Asian Flyway.
iii.In November, 2020, Sur Sarovar Lake in Agra, Uttar Pradesh & Lonar Lake in Maharashtra were added as the
40th & 41st Ramsar sites in India.
Note – On 2002 Tso Moriri or Lake Moriri or “Mountain Lake” was the 1st site in Ladakh to get Ramsar recoginsation.
Biodiversity:
i.The site attracts a large number of threatened species such as Endangered saker Falcon (Falco
cherrug) and Asiatic wild dog or dhole (Cuon alpinus laniger) & snow leopard (Panthera uncia).
ii.It is one of the most important breeding areas in India for the black-necked crane (Grus nigricollis) & others birds
such as Great Crested Grebe (Podiceps Cristatus), Bar-headed Geese (Anser Indicus), Ruddy Shelduck
(Tadornaferruginea), Brown-headed Gull (Larus Bunocephalus), Lesser Sand-Plover (Charadrius Mongolus) and
many other species.
Importance of Wetlands:
i.Wetlands are vital for human survival, they are the cradles of biological diversity upon which various species of
plants & animals depend for survival.
ii.Ramsar convention’s definition of wetlands includes – lakes, rivers, underground aquifers, swamps & marshes,
wet grasslands, peatlands, oases, estuaries, deltas & tidal flats, mangroves & other coastal areas, coral reefs.
iii.It also adds human-made sites such as fish ponds, rice paddies, reservoirs & salt pans.
PM Modi launches Ayushman Bharat PM-JAY SEHAT – Health Insurance Scheme to cover all residents of J&K
On December 26, 2020, Prime Minister Narendra Modi launched the Ayushman Bharat Pradhan Mantri-Jan Arogya
Yojana Social Endeavour for Health & Telemedicine (PM-JAY SEHAT) Health Insurance scheme for covering all
the residents of Jammu & Kashmir (J&K).The scheme will operate on insurance mode in convergence with PM-JAY.
Union Ministers Amit Shah, Dr Harsh Vardhan, Dr Jitendra Singh and Lieutenant Governor of J&K, Manoj Sinha were
present during the virtual event.
Objective – The scheme will ensure Universal Health Coverage and focus on providing financial risk protection and
ensuring quality and affordable essential health services to all individuals and communities.
Gist of PM-JAY SEHAT introduced in J&K:
i.The main aim of PM-JAY SEHAT is to provide free of cost insurance cover to all citizens of J&K.
ii.Financial cover of upto INR 5 Lakhs per family per year on a floater basis to all residents. A family floater policy is
a health insurance plan which covers the entire family on the payment of a single annual premium.
iii.All the hospitals (both private & public) enshrined under PM-JAY scheme will provide services under the
scheme.
iv.The benefits of the scheme will be portable across India, the scheme covers Oncology, Cardiology,
Nephrology and will also cover medical procedures up to 3 days of pre-hospitalisation & 15 days post-
hospitalisation expenses such as diagnostics & medicines are also included in the scheme.
v.Around 6 Lakh Families in J&K have benefitted from Ayushman Bharat Scheme and now around 21 Lakh
Families are expected to get the same benefit through SEHAT scheme.
vi.The scheme would work in convergence with Pradhan Mantri Jan Arogya Yojana (PMJAY)
PM-JAY SEHAT:
i.The scheme was launched by the Government of India in 2018 for providing free access to healthcare for 40% of
residents in India.
ii.Under the schemes, the Government provides a cover of up to INR 5 Lakh per family per year for secondary &
tertiary care hospitalization.
iii.The eligibility criteria is determined from Socio-Economic & Caste Census (SECC) 2011.
iv.There is no restriction on family size, age or gender.
Other Projects:
IIT and IIM in Jammu and Kashmir would be set up. These Institutes will help in providing quality higher education to
the students. He said two AIIMS and two cancer institutes are also being built in Jammu and Kashmir. Paramedical
students will also get training in these institutes.

On December 8, 2020 Ram Nath Kovind, President of India appointed Justice Rajesh Bindal as the Chief Justice of
the Common High Court(HC) for the Union Territory(UT) of Jammu and Kashmir(J&K) and Union Territory
of Ladakh. He will take charge on December 9, 2020. He succeeds Justice Gita Mittal, the 1st female Chief Justice of
this court.

About Justice Rajesh Bindal
i.Prior to his appointment as chief justice of the common HC for the UT of J&K and UT of Ladakh, he served as the
senior-most Judge of this court.

iii.He was transferred to J&K High Court on November 19, 2018.
