The angular work wa ch eked by 57 azimuths.
The mean variation of'the magnetic needle, calculating on all the azimuths
observed, is 2° 07' 40" ea t of th true north.
A connection was mad with one great trigonometrical station, viz., llarihar
Nath l' mple, and its value was inc rporat d in th travorse table .
Of the 13,957 new stations at which angl wer ob rved, 13,495 have
b en perman ntly mark d. Of the e, 1,6 7 w r tri-junction points at whi h
598 stones and 1,089 large cylind 1'S were emb dded, and the balance of 11,808
stations were marked by the 2/1 clay cylinders.
In addition to above, 462 sta.tions on disputed lines wer t mporarily
marked by peg, which will be replac d by permanent mal'ks by the cadastral
sections when the disputes are decided,

The Traver8e Survey.
59. Only one mauza, which had not been previously pointed out by the
proprietors, was traver ed during the year. It has nn area of 1 3 acros and
required the observation of 9 angles only.
One sub-Burv yOI' was employed on revision from the 4th ecember] 94
to the 20th Janual Y 189,~ .
The cost has been Hs. 411.
TIle Cada8tral Survey.
60. On the 4th December 1 94, the establi hment left Calcutta, and surv~y
work was start d g ner~l1y on the th December.
There wore 15 bounda.ry di8putes which the Settlement Officer decided
during the fi ld sea on.
The boundaries of mauzus, according to the old r venue survey maps,
wer shown on the cadll tral maps after measurement was completed and before
khanapuri was started.
Owing to the gr Ilt nurober of disputes, progre s in record-writing was
mi erably slow. At fir t 2,424 on tries out of 2,772 were di puted, that i,
about 8 per cent. of the total numb l' of kbasra entries. The amins had first
to record the disputes in the di pute lirst.
The Settlement ill r, in the course of his in&pections, u ed to dedd the
ditlpute , and the Iltnins had th n to make the entries again in the kha ras.
The ground was thu gon vel' twice.
, 'rho di pute wel'e principally between the zamindars and tenants. Th
majority of tho di putes w 1'0 owing to the following causes:-
(a) Incultivation the zamind rs denied the existence of any intel'l1,1ediate
tenure.
(b) The zamindars claimed all wa te, tank, &0., as their" khas," even
though ('he ' wer in the pOt! ssion of raiyats,
(c) The zamindars disputed all claims t o I' nt·fre lands.

The Oado8tral Survey.

came to Calcutta to requ t that a neld survey might be undertaken 0 0 1y hON

portions of the estate which they held" khas " where they had direct dealings
with the raiyats, and that for the remainder a surrey of the exteruru limits of
howlaa, or tenures of fh'st, instance, would meet their requirements. This request
was disallowed by the Dll'ector of Land ecords, and the whole estate has been
measured in the usual manner on the scale of 16" to the mile.
In a considerable p ort.ion of the cultivated area there are no ridges
marking the boundaries, and the attendance of oultivators during the measure-
ment work was th'refore absolutely necessary.
The southern portion of the estate is cultivated by non-resident raiyats,
who live at some distance from the spot, and the assistance of the con ector
had to be asked t o enforce the attendance of these men.
The Deputy Collector, acting as Settlement o ffi cor, arrived at the estate
early in June, and the steps he took to make cultiva.tors attend were so effective
that complaints of non-attendance were thereafter ve.:y few.
Record-writing was carried out entirely under the supervision of the Settle-
ment Officer, who settled disputes as tll y arose, so that on complotion of the
work no ,disputes existed.
'I'he outturn of cadastral survey and record-writing du.ring the season under
report is in 8 mauzas with 4,376 fields, area 20 square mil s.
The average size of the field is 2'92 acres. In the 3,476 numbers t here are
1,237 tenanci s.
The check surv ys of all kinds are 42 linear miles, which gives an inci-'
dence of 2'1 lineal' miles per squal'e mile, or 5 miles per mauza.
Bosides attending on the S ttlement om er during t.he settlement of
dispute, and having correct entries made in the kha 'ras, the Head lnsp ctor
checked 430 entri s, or 10 per cent. of the total number.
rrhe cost of cadastral survey, including record-writing) has b en Rs. 2,843,
and the rate per square milo for survey Rs. 107'2 and for r.:cords Rs. 3 '7.

Part IlI.-Surveys of Wards' Estates.


• BURDWAN DIVISION.
BANKURA, ROOOHLY, AND BURnWA'l DISTRICTS.

64. Although no cadastral field work was done in these estat during the
survey year under report, yet some of the vernacular papers were finished after
30th Soptem bel' 11 91.
The papers were s nt to the Settlement Offic r by June 1895, and the
expenditure mCUlTed on thi work during th yeal' wa RE. 745.
An a,p plication was made by the Manager of the estat to have tri-
junction marks omb dded 011 t~)e boundaries (1£ 45 villao-es in district Burd wan,
which wer left unmarked dunng the r.OUI' e of the cadastral Eiurvey as the Haj
authorities were ihen doubtful about their boundaries.
Two hUll(ired marks have now been placed in po ition at a cost of Rs. 227

J'ilcari Wards' Estates.
65. In Gaya the traver e operations under this head were in continu-
ation of tho e of previous seasons.
The work accompli hed i in 49 villag s with an area of 28'47 square miles.
The 49 villag s traver ed ar cattered all over the district, and are
omissions from the travel' e orOl'ation of previou seasons.
There were 150'56 roeal' mil s of new chaining.
The theodolite was set up altogeth r 925 times, or, omitting commencing
and closing angl ,at 727 new tations .•
Of the above 727 new stations, 642 were permanently marked as
follows :-116 tri-junction points by large tones and 526 ordin ry tations by
the 2" clay cylinder. 'rne remaining 85 stations are on di putes, and have
been temporarily marked by p g .

The average size of the field is 0'69 acres .
. 69. In the Gaya district the cheek survey- aO'O'regate 1 1lioear miles, of
which 2 9 linear miles were run by the Asslstao ts or independently after the
map had 1J en lodged in office, and 49 linear miles were run by lnsp ·ctors.
The incid nc of the 'Yhole is 3'22 lin ar miles per quare mile of survey.
'rhe numb r of entries in the khasra whieh were ch ck d amounts to 42,220.
The number of boundary di put 8, forwarded to the settl ment, is 86
in the rrikari Ward's tate. n the 20th of AuO'ust thel'e were 1 remaining

for tb eompari on, admitted that all the villages of last season's survey were
in po sion of the Raj.
Th ' 8 difficulties show how much the survey was required.

The total area traversed has been 959 square miles, and the area topo~
graphically surveyed has been 1,013 square miles, which is exclusive f 310
squa.re miles, all water of the Chilka Lake. An overlap of 13 square miles of
Madras was also surveyed in order that the lake might be fully mapped, for
the south-west extremity of the luke is in the Madras Pre idoncy, and also in
in order t.hat the lino of the Ea t Coast Rail way, con tructed from Madras to
Cuttack, skirting- the western shore, might be shown in the new publication of
the standal'd sheets of Orissa.
, The graticules for the field sheets were projected in !1izes 7i' X 3t' or 3t'
X 3t' when found moro suitable. All the sections were filled in with detail
survey befOl'e the close of the season.
Intermediate heights were obtained by means 01 tho clinometer from
heights derived by the great trigol1ometrical survey of hills and bench marks;
each line of contour r lprescnts an interval of 50 feet.
The boundaries Df 1,258 villages were mapped on the 2" scale in the course
of the operations.

'rhe detail was surveyed in 17 sections and tested by check lines passing
through each of the sections and aggregating in all 17 miles. The country
being open with sandy wastes (where not cultivated), the work stood the te t
very well.
The island of N albano on the Chilka is submerged during the greater part
of the year, -its shape and size being indicated by the reeds growing on it; the
other i lands in the lake are of rocky formation and uncultumble.
In connecting the 10 islands which lie in the Chilka, 162 stations were
observed at with 52} miles of chaining.
The trttversing ho. cost Rs. 3,962, and the topographical survey Rs. 1,4.06;
the rates are for traversing Rs. 32-2, and for topographical survey Rs. 8 per
square mile.

liquid m d paddy is sown, which matures within tItre mOlltllB.
Bi hanpUJ' is an pen weH-cultivated parO'ana, but of HUl'jspur tho gr utor
portion, more particularly towards the sa-coast, oonsists of jungle, wat'r, and
sand.
The great trigonometrical pillar station of Dusomat WtlS connected w'th ;
but a. the djacent onos could not be £ounu, being prol)ably COy red oV'r
by sand. The Dompara Raja l' ndered very willing assistanc , and his p ople
help d the party to the best of their ability. As the parganu] for tll m at part,
consist of hills cov red with jungle, any opposition would have caused much
trouble and delay.
The Kalk.ala Raja was very attentivo,and his p opl wer~ ahvays r ady
to rend l' any a sistance requir d, which in a great measuro holped the rapia
completion of he work. The eastern boundary, tnuching killa Darpan, b mA'
:und r dispute, he claims of both parties were tiurvey d, and on the map was

matter to ascertain which party is in po. session, but the boundary, according to

The Sukinda estate h us boundary di. putes with all it neighbours : the
dispute with killa Madhupur was not of much cc;msequcn e, and was A ttled and
demarcated during this ti Id season. The dispute with killa henkttnal was
Burveyedla tseRson at the l{,aja:'s requ st and on the promise to pay all expenses.
At th north-west corner of the estate, exterior of the boundary, are a few
cattered temporary huts of migratory cowherds and iron- molt!:!r , whioh the
Raja claimed as part of his estate. '1'his claim covers approximately over
30 square miles and is well within Dh nkana], which becoming apparent on
transferring the boundary from th previoulj topographical survey Olap of
1837-42, the traverso and surv y of the tract had necea arily t o be discon-
tinued, much to the annoyance and disappointUlAut of the Raja who gave much
trouble and delayed the survey. .
Of Darpan, 57 square miles being irrigated tracis of the High L vel Canal
had been previously traversed and cadastrally Burv yed; th e remaind 1', having
an area or 42 '71 squaro miles, came within the present eason's work and

The bounda.ry b tween Moharbhanj State and parll'anas Bhelora. ohour
and J eUasore, according to the pr ent urvey, is very different from that
shown in the map of 1 38. It appear that Moharbhanj has been steadily
encroaching on tho BaJasore village, several of which have been entirely ab-

of the map and kbasl'a be pI' 'pared for the Ra.j. This is being done, and the
trace and records will be handed over oon.
The total cost of the snrvey and preparation of the l'ecord and additional
map for the Municipality is Rs. 805. As the Municipality have now a k d for
two wall maps on tho 32/1, these will be put in hand, but it will be some months
before they recoive them, for tb penta rapbing of the numerous minute details
will be u laboriou undertaking, n ons itating considerable care. The balance
will probably be sufficient to cover the cost.

81. A c~nside1'!l.ble amount of progress has heen made with th Be sheets,
on which the reater .part of the Drawing Office establishment has b 'n em-
ployed. 'file neccssity for correcting and l'evising a considerable num bel' of
tho h ets drawn in ris a has, however, much delayed the work. The plotting
was found to have been cal' less1y doue. The co·ordino,t s are now being
revised and the plotting corr cted when neces ary. A larO'e number of the
villaO'e names typed on the finished sLeet have also now to be correoted, as
they were found to differ with the corrected names on the 16" sheet .
But the great rea on for not obtaining a larger outturn has been the
difficulty in procuring a 1: gular supply of shoets fl'oIQ the field parly or rather
in retaining the sheets, when rectliv d long enough to make use of them as they
were l'equll'ed again in the office of the party.
All through the year consignment of sheet were received from the
field party, but had bal'dly been entered in the offi e books when urgent
d mands wor made for the roturn of some or all of the sheet for revisi ns,
&c., in the fi ld. With work thus scatter d, it is almost impos ible for the
supervising offict>rs to check the draft men's progress.
The sy tem of pentaO't'aphing reductions from the 16" ho ts, de cribed
injaragraph 363 of last year's report, has been adopt d tbl'o\1ghout tho year,

Colleg , Engineering Branch, now at Sibpur, and has been head-mast r since
the foundation of th school. 'Ph r are two class of one term, ach of a
Y4 ar's duration. There are 23 stud ntl:! in the upp l' term and 25 in the lower.

The chool fees are only s. 6 per month. Eleven of th 48 students aro

MO~GHYR DISTRICT.

(Narltan Estate.)
92. Tho Narhan Estate, which is under the manaO'ement of the COUl1; of
Wards, possesses 84 villages, including tola , situated in the district of Monghyr,
and one village in the district of Patna. It has been found that the rent-roll of
t hose villages is not trustworthy. A proposal· has therefore been made f l'
having a field.survey of these villages and a cOl'roet rent-roll dilly prepared.
The 4 villages, which are in the MonO'hYl' district, are in one compact
block, being in the three pargana of Bhushari, Naipllr, and Imadpur, and are
situated in the north·western part of the diatrict. . '
Out of th 84 villages, the cstat owns 16 annas share 10 60 villages
with tal as, 8 annas in 8, and Ie than nnas in 16 villages. Three parat
lists duly classed undor the thre separate heads, in accordance with the respec-
tivo Shl11'e of the villages, have beon propared .

D partment of Land Records, iD accordance with

erumont of Dongal. should be made of the villages in Panharpur cir Je
in the north of the Muzaffarpur district.
'1'he cadastral survey of those estates, which are situated in tho Darbhanga
district, ha not yet beon decided on, as it is !;t que tion whether a revisio
of Mr. Finucano's records Rnd non-professional maps of 1 7 ·79 will not
l:3 uffice.
But in the meantime tho villages on which the Maharaja is sole proprietor
are t be omitted from next sea on's trav&'se, as directed in Board's letter
No. 1407A., dated 24th Ootober 1895. If tho revision is preferred there will
b a saving as a certained by the oxp rimental rovision made in certain
village during the past seasoD, vide para.graph 7 of this report.
The old maps which are u oless without the area columns of the kha 1'a ,
fo), the dimeDsions as recorded therein do not al wo.ys agree with those which are
6caled on the maps, arc quite out of date and will prove 11 poor sub titute for'
accurately urv yed maps as an index to the new record of rights of the
Mahar ja's valuable proporty. In fact they may be looked on as iHust tive
of the location of th fi Ids with respect to each other merely; and as long
a they ar upheld for workinO' pUl'poses, they mu t be accompaniod by th it'
field books. Mr. Macpherson thinks tho Id maps have done ood service for •
1601' 17 year i but as flllteration of field numbers will nece itate much reri ~on
of the rent-r 11, the question is, has the time not come for putting somethin
better in their place?
.In ?ase of a revision of t.he old maps the procedure to be adopte~ is
detlllled ill Government order No. 879'1'. ., datod 22nd October 1 94, to the
Board:-
(a) Village ites should be surveyed in detail.
(b) New fields crolltl:)d out of fallow, and the en,cl'oachment of old nelda
on fallow should be surveyed.
(c) Divided fields bould be mark d off, provided they are really
divided. For instance, fields which ha e been divided among the
three sons of an original cultivator should appear as three fields;
but if the division i due to sal of portion of a holding, which
·the landIol' h not recognised, uoh portions should not bo
separately shown.
Cd) In some co. es the map show several serie of numbers. This should
b corrected and one series adopted.

for the purpose of obtaining deorees whioh will oertainly not be looked upon with favour
by the Olvil Oourts, even unner the most favourable oiroumstanoes, and which will in
many oaSBS be treated by them as of no lega.l value whatsoever. I think that we should
confine our settlement prooeedings to the preparation of a reoord whioh will oarry B presump-
tion in favour of the orreotness of the entries in it, and that all our enquiries should be
summary in their nature and untrammelled by the proQedure of Oourts whose decisions are
deorees. And I fully believe that aU parties oonoerned would weloome suoh 0. ohange, the
present law having failed alroady to give satisfaotion to parties who wish for a final settle-
ment of their disputtls and an end to litigation."
. This decision of the High Court, that the -powers o£ Settlement Officers to~
settle disputes with the authority of a Civil Court under section 106 of the l' paooy
Act are confined. to disputes between landlord and tenant and do not extend to
disputes between landlOl'd and landlord and tenant and. tenant. is a serious blow
to the completeness of the record of rights, and defeats the intention of the
Legislature. It is one of several points as to which Sir Charles Elliott ho.s dl'awn
up a Minute showmg in what respects amendment of the law is necessary in
orde!' to make the settlement procedure simple and !3fficient.
12. In consequence of ill-health, the Settlement Officer, Mr. E. G. Colvin,
Cham had to take leave from the 231'd February 1895, and
puao. Mr. Lyon was placed in charge of thIS district as
well as of Saran" in addition to his duties as Settlement Officer of Muzaffarpnr.
During the greater part of the field season of 1 94-95, when the settlem~nt
staff was at its maximum, nine Assistant Settlement Officers were employed in
Champal'an, four on record-writing, four on attestation, and one on case-
work; and th1'ee wore engaged on case-work throughout the recess. The
programme of work was p) the attestation of the records of 500 square
miles, (2) supervision of l'ecord-writing and di posal of boundary disput 8 in
1,168 square miles, and (3) case·work under sections ]04, 105, aun 106 in the
500 square miles to be attested. Record-writing was inspect d in 542 villages,
and orders passed on 362 boundary disputes. Twenty-one appeals in village
boundal'y cases were decided, in 19 of which the orders of the Revenue Officers
were upheld, in one case modified, and in one reversed. The attestation
programme was practi ally completed before the end of April, and the average
outturn of wOl'k for each officer per mensem amounted to about 21,500 plots.
The following is an extract from the Settlement Officer's report:-
" On the whole the attestation work wa.s oarried through with a remarkable a.bsenoo of
friotion. A large proportion of the areo. dea.lt with wo.s held by three large indigo ooncerns;
and very greo.t atisisttIDoe wo.s given to us in the prepo.rl.ltion of the reoords by the managers
and assistants of the faotories. Tbe attendanoe both of landlords o.n(l raiyats was good j and
with the help or oarefully kept and systematically o.rrauged zamiudari po.pors most of the
diffioulties of the attestation work werequiokly surmounted."
Applications for settlement of faiJ:-rents have b en filed in much greater
numbers in this District and in Saran than in Muzafiarpur. Fair llents have
been settled in Ohamparan for not quite 20 per oent. of the 142,4.91 tenants
for whom existing reots had been recorded down to the end of eptember
1895, and the porcentage of increase of rent for tho 35,001 tenants for whom
rents have been settled is 11'35. Duri~g the year 323 co. es against 17,896
tenant have been decided, and an enhancement of Rs. 15,438, or 10'5 percent.,~
decreed. Of this total, only Rs. 780 wore given on the ground of prevailing
rate, and the remainder on account of excess areas, no enhancement having
been decreed on the ground of rise in prices. A la.rge part of the increase ha
been decreed in accordance with compromises arranged between the landlor<u
and tenants. The Director observes that there has been a noticeable decrease .
in the percentage of increase given, as the work has pl'ocecdcd bom ar as in

19,418 plots. This is a great improvement o~ the rate of work in the preced-
