I- INTRODUCTION/ RATIONALE

The Department of Social Welfare and Development Office, Olongapo City Branch Office was
devolved to the local government of Olongapo in 1992 by virtue of the Local Government Code
of 1991. The Local Government then, is mandated to provide Social Welfare Programs, services
and projects on Child and Youth Welfare, Woman’s Welfare, Family and Community Welfare,
Elderly and Disabled Persons, Community Based Rehabilitation Programs for vagrants, beggars,
street children, scavengers, juvenile delinquent and victims of drug abused, livelihood and other
pro-poor projects, nutrition services and family planning services are also included. (Sec. 17 (b)
2 (iv).

In 1997, the Olongapo Center for Assistance Rehabilitation and Empowerment, was conceived
and launched in coordination with the City Social Welfare and Development Office. Initially it
was a multi-purpose center that served as Child Minding, services for disabled persons,
psychotic vagrants and woman in difficult circumstances. Later, it has evolved as a Drop-in
Center for the Street Children. Now it primarily serves as a reception and action center for
curfew violators, truants, lost and missing persons, child trafficking, mentally ill, pre-delinquent
youth and children in conflict with the law, vagrant, mendicants, homeless children and families,
physically and sexually abused male-minors, abandoned, neglected and street children.

The clients served with social welfare program and services are already part of governance of
Olongapo, which is awarded as the Most Child Friendly City. This is also in consonance to the
protection and promotion of the rights to life of every Filipino as contained in the Bill of Rights
of the Philippine Constitution of 1987.

It also served thousands of residents of Olongapo City, old and young, as well as clients from the
nearby towns and provinces.

In 2009, the CENTER FOR YOUTH was constructed through the prize from winning the Most
Child Friendly City in three consecutive years. It became operational on August 2009.
Since then and until now, the center continues to be the shelter of protection for the clients
mentioned as the city takes pride servicing its constituents.

II. VISION, MISSION, GOAL AND OBJECTIVE


VISION

Center for Youth is a facility under the City Social Welfare and Development Office that
rehabilitates and empower its clientele to become productive and contributing citizens. Provide
protective services and a bastion of genuine public service.

MISSION

To be able to give the children the necessary care, protection, nurturance and importance for
their rehabilitation and empowerment.

GOAL:

To develop the confidence of the children so that they could be able to face the challenges of life.

OBJECTIVES:

1. To provide temporary shelter, care, protection and immediate social services to needy
children.

2. To provide guidance and counselling to strengthen and rebuild the family relationship

3. To provide opportunities through vocational and trade skills training and to prepare them
for reintegration with their families / guardians;

4. To establish strong networking and linkages with other community institutions for
effective implementation of programs and services.

5. To prevent children from committing crimes and ensure their rehabilitation and
reintegration with their families and communities.
