Bubong, Lanao del Sur

Bubong is 2nd class municipality in the province of Lanao del Sur.

According to the 2015 census, it has a population of 22,336 people
with 36 barangays. The driving distance between Marawi City and
Bubong is 27 kilometres with more or less 30 minutes travel time.

The town is currently hosting more than 300 displaced families from
Marawi City. Some of this IDPs are home based while more than 200
are temporarily sheltered in municipal gym and vacant rooms in the
municipal hall.

Findings
Severe tropical storm Vinta (known as Tembin internationally) caused flash floods to the municipality around
10:30 in the morning of December 22, 2017 following uninterrupted heavy rainfall that started around 4 am on the same
day. The heavy rain caused flash floods on 36 barangays but 8 barangays where particularly heavily affected namely
Bacolod, Salipongan, Batangan, Montian, Rogero, Miabalawag, Basingan and Punud. Roads are not passable because of
floods and residents are trapped into their houses or in higher residential houses in the municipality. More or less 1,000
families have been heavily affected but the relief operation held by the province of Lanao del Sur served only 400
families.

Shelter
According to Municipal Information Officer all affected families now returned to their residence, except for the
ten (10) families with fully damaged houses, they are now temporarily staying with their relatives within the
municipality.
Affected families are now busy cleaning their house and hoping to save some important household items such
as appliances, important documents and belongings. Almost all of their belongings have been damaged by the
flash floods.

WASH

Water supply in the municipality is still functional. Their source of water is from a spring developed into a water
system among households in the municipality.
Some household have their own hand pumps but the water became muddy because of current flooding.
Majority of affected families have their own sanitary facilities but most are full because of floods. Some
households shared latrines with their neighbors or relatives.
IPHO of Lanao del Sur is planning to conduct a medical mission in the municipality based on their report during
today’s press conference in the provincial capital.
Some of the affected population expressed a need for medicines to prevent leptospirosis.

Food Security and Livelihoods

Local government unit of Bubong and Provincial government provided food packs to the affected families but
the Municipal Information Officer admitted that they cannot sustain the needs of affected population with the
very limited resources they have, unless there is an increased help from national government and other
humanitarian organizations.
Affected population’s livelihood activities stopped temporarily. Farm inputs and machineries have been
damaged and may take several months to recover/be repaired.
Assessments on crops and livestock damages are on-going according to local government employees.
An undetermined number of livestock and poultry died due to flash floods.

Education

Schools are currently on their holiday break. School facilities have been damaged, including pupils’ learning
materials and text books.

Logistics
Phone network is available in the area, but only with Smart.
Barangays are accessible for 4 wheeled vehicles as well as for motorcycles though some of the roads are still
muddy and may not be passable during rainy days.

Recommendations

The number of affected families is not yet final as MDRRMO assessment is still on-going. With the current living situation
of the affected populations, immediate relief assistance is needed. Distribution of food packs, hygiene kits, kitchen
utensils, and clothing are the immediate needs of affected families. Cash assistance is also important to increase the
capacity of the affected population to access supplies and services they most need. Medicines to prevent leptospirosis
are also a primary concern of the affected population.

The LGU of Bubong may also need to take the lead for clearing operations in their municipality.
