    A constitution can be abrogated

    The constitution sets limits, the constitution itself has limits.

    Aquino Case – No constitution gave her power. The 1973 constitution became abrogated, and anyone
    can issue proclamation but the difference is Aquino’s proclamation were agreed by the people. It is
    political a question, the decision was made by the people outside the framework of the constitution.
    There is no law where the court can interpret if that is illegal or not. – De Jure Government law is the
    agreement of the people.
