OER Development II
Dr Ajay Semalty
Department of Pharmaceutical Sciences,
H.N.B Garhwal University (A Central University)
Srinagar Garhwal-246174

Learning outcome-
After completing this module, you will be able to develop-
• Open Educational Resources (OER)
• Plan to develop OER/ MOOC

Lesson plan-
• What to develop as an OER?
• Student/Faculty perspective of OER development
• Types of OER
• Designing OER
• Submitting proposals for MOOC

What to develop as OER?

OER can be as small and simple and it can be in the form of as an individual picture or in the form
of an entire course. Whatever you know and which is factually correct can be developed in the
form of OER.

Types of OER
• Course/Instructor Resources (MIT, OCW, Coursera, Edx, Moodle)
• Full Distance Course Modules (OpenLearn UK)
• Course Modules/seminars
• Learning Objects
• Images (www.flickr.com)
• Video (www.academicearth.com, YouTube)
• Audio (http://itunes.stanford.edu)
• OpenTextbooks (www.wikibooks.org)
• Journals (www.doaj.org)
Module-40 OER Development II

Students’ perspective: OER

• Advancement in the field of knowledge/ research.
• Quick summary or key points: Know how & basics in presentable form or easy to learn.
• Own viewpoint on a topic.
• Any small lab based new workable model of research/method/ process.
• New use of old content/product/service/ equipment.
• Improve your Altimetric.
• The way you express yourself in social media is made the basis of selection by big
companies.
It may be your own creation. It may be critical analysis of previous body of knowledge. For
example, for chemical science chemistry student or pharmaceutical students if they want to show
a new technique or a method it can be developed into OER (Even it may be simple protocols of
chromatography technique or practical aspects of TLC development). These may be recorded, or
these may be developed in form of OER. Others kind of domain may be new use of old equipment,
process and methods. It may also be highlighting use of old contents /equipment /product or
service.

Faculty perspective-
• Making quick/smart class notes/ outline/ reminders for students
• Making routine /semester instructions/ SOPs as handy reference e.g. Lab manual/ referring
literature
• Making specific topic-based content
• Making the complex topics easier to understand
• Personalizing learning for student or group of students
Example-
I was given a handout ready reference book around 20-30 pages written in Japanese and English.
I found ready protocols, references of doing basic thing just like preparing the column for column
chromatography seeing the meniscus /pictorial presentation was there how to hold conical flask
below the burette basic thing were giving and standard protocol like switching of light AC using
instruments etc these type of things or instructions can be develop in to OER.
Making specific topic base content. Yes, like notes teacher can develop OER to make complex to
simple for understanding. OERs Can also be used to personalize learning to learners. Personalize
learning is key of online educational learning platform like topper learning etc.

SRINAGAR (GARHWAL) UTTARAKHAND, INDIA 2
Module-40 OER Development II

Major component is content writer-

Experienced academicians like in case of MOOC development as per as UGC guideline for UGC
MOOC faculty member of approved institutions with at least 5 year PG teaching experience can
be subject teacher expert or course coordinator where in case of other platforms there is no such
rule like if you want to create an OER. You can plan OER if you are scholar, faculty or student.
You can prepare good quality of content and upload it in OER platforms.
For project like MOOCs a single content writer is not enough, a good and efficient content
writing team is needed depending on subject, topic and subtopics. Depending on experience in the
field where they are working. A content writer must be comfortable with use of computer (use of
MS office), expert in planning the quality infographics.
Content writer should be familiar with the concept plagiarism because he/she is person who knows
from where the text has to be taken. Whether they are copied or written by a himself and content
writer must familiar with technique to avoid plagiarism.

Major type of OER -

• Simple image and / or text
• Multimedia based
o Video
o Audio
o Info graphics

✓ Simple image and / or text

• Write a page or pages / draw a figure or blend of both
• Scan the same, covert into the desired file format and Post to any OER platform (it may be
FB/ WhatsApp/ google classroom etc.)
✓ Multimedia based
• Use screen recording with or without voice over
E.g. presentation tube, DU recorder etc.
• Prepare ppts, use infographics, run ppts along with your voice over.
• Select the platform, upload the same to the platform. (e.g. Try YouTube: very simple to
upload in your own channel)
Note-Remember to use creative commons license while uploading in YouTube

✓ Audio/ Video

• Simple audio podcast is considered very effective due to the element of focusing and
require not much efforts. You just need a good voice. (limited to the topics which are
theoretical completely or do not require infographics).
• Record audio in your smart phone, upload in suitable platform and share with CC license.
• Video presentations are the most challenging. But it simplifies the topic most effectively.

Types of video presentation

• Talking head- As I am addressing all people this is talking heads.

• Presentation slides with voiceover.
• Picture in picture
• Text Overlay
• Tablet Capture (Khan Style/ Udacity Style)
• Actual paper/ Whiteboard/glass board
• Screencast
• Animation
• Classroom lecture
• Recorded seminar
• Conversation- may be one to one and it may be as group discussion.

Infographics
• Visual representation of information
• Data, presentations, concepts
• Information, timeline, process
• Use word art, SmartArt, vector images, self-drawn pictures, photos, animation etc.
• Info graphics reduce the text content load, increase the engagement and help in the easy
understanding.
Key features of OER
Some key features for OER development are as-
• Freely available educational content
• Quality
• Simple and effective
• Engaging
• Short/condensed with tight outline
• Factually correct
• Plagiarism free

Steps of development of OER are-

1. Planning (outline, tool, content, presentation style)
2. Content writing

To begin with OERs

• Do not jump in creating OERs
• First use OERs for flipped and blended learning
• Use WhatsApp, and Facebook like social media for teaching learning
• Screen and select suitable OERs from YouTube/ Wikipedia/ SlideShare/ UGC e content
and share the link with students.
• Enrich your knowledge in enrolling yourself in SWAYAM MOOC and get extra advantage
in CAS as per UGC regulation 2018.
• Make small OERs and share with CC license
• Make the proposal for developing MOOCs with a good team

Major Challenges-
• Lack of users’ capacity to access, reuse and share OER
• Language and Cultural barrier
• Insufficient inclusive and equitable access to quality content
• Lack of appropriate policy solutions
• People are still working in isolation although collaboration is promoted.
• Awareness and use of available OER repositories are significantly low.
• Not much support from employers/institutions
• Lack of skills
