SUBJECT: EXTERNAL INTELLIGENCE SUMMARY SEPTEMBER 2022

OBJECTIVE:

Belize Coast Guard continues to maintain control of Belize’s maritime sea spaces. We continue
to provide maritime safety, maritime security, and serves as the naval defense of the state. In
doing so, our patrols are launched strategically to support other law enforcement agencies in
upholding law and order at sea.

GENERAL:

The following are significant operations and event for the month of September carried out by the
Belize Coast Guard.

AIRTRACK OF INTEREST

The month of September was a quiet month in matters of ATOI. The BCG operation centre has
only recorded one ATOI declared the 10th of September. This ATOI is still missing and no
whereabouts has not yet been confirmed.

September 9th information circulated on social media of the crash landing of a Cessna aircraft in
Isla Perez, Progresso, Yucatan. Open-Source information states that a Cessna aircraft with more
than 400 kilos of cocaine was found by local fishermen in the nearby reef of Isla Perez. Despite
the Mexican Navy has a Forward Operating Base in that area the information was never passed
through them. It is presumed that the airplane had done wet drops prior to it crash landing and it
had as final destination Isla Perez where the remainder of the cargo would be received by the
Mexican Navy situated in the island. The drug is suspected to have originated from Panama and
belong to the Cartel de Ovidio Guzman ( El Chapito).

Comments:

ATOI activity has decreased significantly for the year 2022. Nevertheless, constant information
of low flying aircrafts in Belize’s airspace is reported by sources and informants. in reference to
the maritime domain this information is constantly reported in the Caye Chapel, Caye Caulker,
Hopkins and Riversdale area. Is suspected that these aircrafts are evading radar detection by
flying low and doing small hopes from nearby countries like Honduras and Guatemala and

subsequently doing wet drops in the area. The BCG continues to gathere more information in this
matter

OPERATION NORTHERN SEAL

Deriving from the Border Commanders meeting held in June of this year, it was agreed that joint
operation be conducted within boundaries every two months to combat Trans-national Organized
Crime. In September the first Northern Seal Operation was conducted. BCG coordinated
operations with SEMAR ( Mexican Navy) from the 22nd – 25th September. The areas of concern
for BCG were Corozal Bay, Sarteneja, Rocky Point and west of Bacalar Chico to intercept illicit
activities. Consejo patrol conducted several patrols in the early mornings and late evenings
within the Chetumal Bay and Rio Hondo River, four miles lagoon. Bacalar Chico focused on the
west side of Ambergris Caye as far as Deer Caye. Operation Northern Seal was concluded on
26th September with a debrief linkup with the Mexican Navy, nothing unusual was discovered.
