MEMORANDUM OF UNDERSTANDING (MOU)

Between
DEPARTMENT OF EDUCATION BUTUAN CITY
and
REGIONAL CIVIL SECURITY UNIT XIII

This document constitutes an agreement between the Department of


Education Butuan City, an agency delivering basic education services located at
Rosal Street., Butuan City and Regional Civil Security Unit XIII, located at
Doongan, Butuan City.

1. Objective

The objective of this MOU is to express the willingness of both parties to engage
in an effort to bring together all education champions and supporters to contribute to
nation building by helping all Filipino children learn how to read in the context of
partnership.

Specific activities under this MOU will be identified through consultation


between the two parties.

Regional Civil Security Unit XIII, agrees to partner with DepEd Butuan City school
(Doongan Integrated School) in the implementation of Brigada Pagbasa Program.

DepEd Butuan agrees that Schools Division Offices or public schools partner with
Regional Civil Security Unit XIII in the implementation of the Brigada Pagbasa
Program.

General Terms of MOU

1.1 Duration of MOU: This MOU shall be operational upon signing and will
have an initial duration of the entire School Year 2021-2022 (September
2021-August 2022). All activities conducted before this date within the
vision of collaboration related to Brigada Pagbasa Program will be deemed
to fall under this MOU.

1.2 Termination of MOU: The partnership covered by this MOU shall


terminate upon completion of the agreed upon period. The agreement may
also be terminated with a written one month notice from either side. In the
event of non-compliance by one of the parties of the obligations binding
upon it, the other party may terminate the agreement with immediate effect.

1.3 Extension of Agreement: The MOU may be extended provided the parties
agree upon and can provide the necessary resources.

2. Mutual Understanding
2.1 In order to carry out and fulfill the aims of this agreement, each party will
designate an appropriate person (s) to represent its organization and to
coordinate the implementation of activities. DepEd Butuan City, Doongan
IS along with division ASP/Brigada and reading coordinators, school heads,
and school reading coordinators and Regional Civil Security Unit XIII will
meet regularly (preferably quarterly and virtually) to discuss progress and
plan activities.
2.2 All notice and other communication under this agreement in connection
herewith shall be sent to the last known email or fax of the concerned
party. Any notice shall be effective from the date on which it reaches the
other party.
2.3 The Brigada Pagbasa Program Roll out shall be 30 minutes to 2 hours

reading remediation session per learner (Story Telling, Teaching Beginning
Reading, Drills).
2.4 Parties understand that there shall be no monetary compensation given to
student-volunteers, professional volunteers, and other involved personnel
in activities related to Brigada Pagbasa Program.
2.5 Parties understand that the implementation of the reading remediation
program shall be conducted virtually/limited face to face (Considering the
IATF/City LGU EO in Covid19 Pandemic Current Protocols).

3. Responsibilities of Deped Butuan City or Doongan Integrated School:


3.1 Ensures that Schools Division Office (SDO)or Doongan Integrated School
have identified, mapped the struggling or non-reader learners who would be
recipients of Brigada Pagbasa Program. The accurate profile of struggling
and non-reader learners (grade level, specific location/address, and number
of struggling and non-reader learners per barangay/location) shall be
communicated to RCSU XIII.
3.2 Ensures that Schools Division Office (SDO) or Doongan IS utilize DepEd
prescribed Reading Remediation Toolkit and/or quality-assured locally
developed reading materials.
3.3 Ensures that Schools Division Offices (SDOs) or Doongan IS arrange
the online conduct of remediation program with Regional Civil
Security Unit XIII.
3.4 Ensures that Schools Division Office (SDO) or Doongan IS utilize
standardized pretest and posttest reading assessment tools.
3.5 Ensures that student volunteers and/or professional volunteers undergo
orientation and training (virtual/limited face to face) related to the
methods and techniques of handling reading remediations prior to
deployment for Brigada Pagbasa.
3.6 Ensures that Schools Division Office (SDO) or Doongan IS coordinate and
formalize partnership with Regional Civil Security Unit XIII regarding the
details and agreements of Brigada Pagbasa Program implementation.
3.7 Ensures that Schools Division Office (SDO) or Doongan IS monitor the
actual conduct of reading remediations with student volunteers and/or
professional volunteers.
3.8 Requires SDOs or public schools to issue Certificates of Completion and
Recognition to student-volunteers and/or professional volunteers.
3.9 Recognizes all SUCs/Higher Education Institutions (HEIs)/Barangay LGU
with active MOU during the Pasidungog sa mga Kabulig, an annual
recognition to partners and stakeholders that contributed to DepEd’s
programs, projects, and activities.
4. Responsibilities of Doongan Women’s Association:
4.1 Coordinates and formalizes partnership with Schools Division Office (SDO)
or Doongan IS regarding the details and agreements of Brigada Pagbasa
Program implementation.
4.2 Identifies and endorses a list of student volunteers (officially enrolled)
and/or professional volunteers (active in the service) to Schools Division
Offices (SDOs) or public schools (elementary or secondary) for the
implementation of Brigada Pagbasa Program. These volunteers should be
living within the same purok, barangay, sitio, community or locality with
the target struggling and non-reader learners.

4.3 Ensures that student volunteers and/or professional volunteers participate
in the training and orientation (virtual/face to face) prior to deployment
for Brigada Pagbasa Program implementation.
4.4 In the absence or insufficiency of reading materials for specific grade levels
in the schools or SDOs, Regional Civil Security Unit XIII (identified partners
such as SUCs/HEIs/National Agencies/Religious Organizations/Private
individual etc.) utilizes their reading materials that are appropriate to the
learners.
4.5 Monitors the attendance of student volunteers and/or professional
volunteers in the entire duration of Brigada Pagbasa Program
implementation.

5. Other Provisions

5.1 This agreement will be administered in accordance with prevailing standard


provisions and policies such as but not limited to Child Protection Policy
(Policy and Guidelines on Protecting Children from Abuse, Violence,
Exploitation, Discrimination, Bullying and other forms of Abuse), and
Republic Act 7877, an Act Declaring Sexual Harassment Unlawful in the
Employment, Education and Training Environment and for other purposes.

5.2 The implementation of activities related to Brigada Pagbasa Program shall


be compliant with the: (a) required health protocols and health monitoring
system; (b) stringent social distancing measures; (c) quarantine rules and
regulations; and (d) related issuances from the IATF, Local Government
Units, DepEd, CHED, subsequent DepEd and CHED Task Force,
Department of Health, and national government issuances on COVID-19.

6. Liability

Students volunteers and/or professional volunteers and the


SUC/HEI/Barangay LGU renounce or waive any claim against the Schools
Division Offices, public schools (elementary or secondary) for any injury or loss
that the volunteers may sustain or may suffer, personal or pecuniary, in the
performance of their duties, functions and responsibilities under the Brigada
Pagbasa Program.
IN WITNESS WHEREOF, the parties hereto have executed this MOU on the (7th) day
of January, 2022.
