1.0 Introduction
This Environmental Monitoring Report (EMR) was prepared on behalf of the appointed
dredging contractor, PROPETCO SDN BHD for the “PROPOSED MAINTENANCE DREDGING
WORKS AT NORTHPORT AND SOUTHPOINT WHARVES FRONTAGE (WHARVES 1 - 25)
INCLUDING MARINE BASE”. The client, has requested in the document tender a monthly
EMR to be prepared and submitted for consideration.
The proposed project involves dredging area as shown in the following Figure 1.1.
Generally, the proposed Project shall comprise the following major components:
conditional approval was given on 12th January 2021 vide letter (Ref: (B)B37/101/100/125
Jld. 2(24) by the Department of Environment Selangor. This EMR is prepared to measure the
effectiveness of environmental control during dredging activity.

Equipment required for dredging activity to be carried out on site including trailing
suction hopper dredger (TSHD),
Equipment and project support resources such as site staffs, site office etc.
Hydrographic and bathymetry pre-survey on the coastal waters
All temporary facilities to be established will be temporarily connected to services
such as telephone lines, fresh water supply and electricity.
The works shall be conducted through the usage of Trailing Suction Hopper Dredger (TSHD).
A TSHD is a specialise type of dredger that trails its suction pipe while working. During
dredging operation, the marine sand is sucked and loaded into one or more hopper tanks in
the vessel.
When the hopper tanks are full, the TSHD will sails to the dumping ground and dumb the
material out of the hoppers through the bottom door. Figure 1.2 shows the location of
dumping ground. The coordinate of the dumping ground is shown in Table 1.2. The location
of dredging area is shown in Table 1.3.

For the test performed in the laboratory, the following methods were utilised:
• Standard Methods for the Examination of Water and Wastewater (APHA)
• United States Environmental Protection Agency (USEPA) methods
• HACH methods
For TSS testing, the sample is filtered through a weighed glass fibre filter and the residue
retained on the filter is dried to a constant weight at 103°C to 105°C for one hour. The

concentration is equivalent to the amount of the dried residue divided with the volume of
the sample used.
The reporting formats of these monitoring reports are as prescribed and required by the
DOE. A copy of these will be send to the DOE for records and reference.
2.3 Assumption
It is highly realised that one of the gravest concern with regards to the environmental
impact causes by reclamation as well as marine sand extraction activities is the decline of
water quality in terms of turbidity, the suspension of plume, dissolved oxygen, contents of
oil and gas, nutrient content, heavy metals and the water’s pH and temperature.
Such decline will surely affect aquatic organism lest they react rapidly to any changes of
environment. The increase of turbidity will affect phytoplankton and sight feeders. Changes
of pH and temperature, the decline of DO value and existence of significant amount of
nutrients, oil and gas will disrupt the physiology and growth of marine organism.
The generation and dispersion of sediment would result in greater value of turbidity which
consequentially causes significant increase to Total Suspended Solids (TSS) and reduction of
Dissolved Oxygen (DO) thus degrading the surrounding water qualities. Another possible
impact to the water quality could occur if there is an oil spill in the event of accident. As can
be seen in recent unrelated events, huge amounts of oil spill may be eventually washed up
to the nearest shoreline thus endangering the coastal mangrove ecosystem.
The oil slick may cause significant damage to the fishing gear while at the same time
destroying the marine ecosystem at a grim mass and rapid rate especially the plankton
communities (phytoplankton and zooplankton), fishes and crustaceans. The existence of
nearby fishermen’s population as well as their respective fishing ground in relative to the
project area, sand source area and spoil dumping area will also be affected due to
declination of catch and fish landings.

3.2 Inference
The tabulated data was compared with Marine Water Quality Index and Standard (2019) for
Class 3 as published by Department of Environment. Table 3.3 shows the index. The
following is the inference:

4.0 Suggestion
The only practical measures in order to minimise the impacts to the vulnerable marine
environment are utilizing modern technological advantages already installed onboard a
Trailing Suction Hopper Dredger (TSHD). These measures include the following:
a) In order to minimise resuspension of seabed sediments to the surface due to
impacts of dredge head and the seabed, the TSHD’s dredge head shall be lowered
gradually at moderate angle;
b) Vessel docking at port area to be all the time observed for the potential of oil spillage
accidentally;
c) For the purpose of minimizing the spillage of spoils into the sea, no overflow
discharge is allowed. Therefore, overflow valve inside the TSHD shall be raised into

its maximum level to avoid extracted marine sand being discharged again into the
sea;
d) The TSHD shall be navigated within cruising speed of maximum 1.5 knots in uniform
and straight pattern so that the risk of collapsing seabed trenches can be avoided.
While this measure is useful to avoid any burying of microbenthic organism, it is also
advantageous to avoid resuspension of sediment to the surface. Thus, it is utmost
important that the crew as well as the ship’s master are competent and well trained
to navigate safely within any sea conditions.
e) High suspended solids in the surface water during dredging activity needs be
mitigated by lowering the horsepower.
