Proposed Resolution Introduced by

HON. LEVY LLOYD B. ORCALES

A RESOLUTION GRANTING THE AUTHORITY TO BAGUIO CITY
NATIONAL HIGH SCHOOL, SLOWFOOTRUNNER EVENTS MANAGEMENT,
AND INTREPID SPIRIT, INC. TO CONDUCT FUN RUN/FOOT
RACES/EVENTS IN THE CITY OF BAGUIO, SUBJECT TO CONDITIONS.

WHEREAS, the 1987 Philippine Constitution, particularly Article XIV, Section 19

(1) provides that: “The State shall promote physical education and encourage sports
programs, league competitions, and amateur sports, inducing training for international
competitions, to foster self-discipline, teamwork and excellence for the development of a
healthy and alert citizenry.”;

WHEREAS, Section 15 Article II of the 1987 Constitution states that the State shall
protect and promote the right to health of the people and instil health consciousness
among them;

WHEREAS, representatives from the Baguio City National High School,

Slowfootrunner Events Management, and Intrepid Spirit, Inc. sent their respective letters
to the Office of the Committee on Youth Welfare and Sports Development requesting for
their allowance to conduct fun run/ foot races/events pending the approval of their
application for accreditation as event organizers;

WHEREAS, the event organizers are set to conduct fun run/foot races/events on the
following dates:

WHEREAS, according to the World Health Organization (WHO), sedentary

lifestyles increase all causes of death, double the risk of heart disease, diabetes, obesity and
increase the risks of cancer and high blood pressure, depression, and anxiety;

WHEREAS, running and other foot race activities offers proven benefits to improve
heart condition, boosts weight loss and enhances emotional and psychological well-being;

WHEREAS, considering the easing up of restrictions in the City of Baguio to

conduct outdoor sports and physical activities, it is therefore beneficial to allow the
abovementioned race organizers to organize and conduct fun run and other foot racing events
to encourage our athletes and race enthusiasts to participate and showcase their skills, talents,
and build sportsmanship and camaraderie among them.
NOW THEREFORE, on motion of Hon. Levy Lloyd B. Orcales, duly seconded, be
it
 RESOLVED, as it is hereby resolved, to grant authority to Baguio City National
High School, Slowfootrunner Events Management, and Intrepid Spirit, Inc. to conduct fun
run/foot races/events in the city of Baguio.

RESOLVED FURTHER, to require the organizers to comply with the provisions of

Ordinance Numbered 46, Series of 2016 [PRESCRIBING RULES AND REGULATIONS
IN THE CONDUCT OF FUN RUN AND OTHER FOOT RACES IN THE CITY OF
BAGUIO] and the minimum health protocols prescribed by the Inter-Agency Task Force for
the Management of Emerging Infectious Diseases; including the safety of the runners and
pedestrians; and that the city has no liability for any untoward incident that may happen.

RESOLVED FURTHERMORE, that copies of this resolution be provided to the

City Administrator’s Office – City Sports and Recreation Division.
