NARRATIVE REPORT ON THE ORGANIZATIONAL PROBLEM THAT I

EXPIRIENCED DURING MY STAY AT DEPED.

“Irresponsible Employees and Messy and Untidy School and

Student/Pupils Files/Records”

Simple Introduction:

In every organization/company there are a lot of challenges that we

may encounter. Some will test how our patience ends. Some of it makes us

more stronger to work harder and some may disappoint us to continue our

battle. But the most important thing is we learn from it. Take it as a positive

one for us not to surrender because we cannot learn without those

problems.

Before I was hired at DepEd, I experienced many problems in my

working area/surroundings on my first job at Victory Liner Incorporated.

With my co-employee, the task that our company entrusted on me and

many more observations that I experienced during my stay in this company.

Although my work here was single job description. My only task is to sell

tickets to the passengers in my whole duty and after that we made report on

the sold tickets to be submitted to cashiers’ office and same on the other day

of my duty. But when it’s heavy traffic they are assigning me as Customer

Representative that assists all the passengers in our terminal. Also, I have a

duty as Customer Service Representative in our Call Center Department.

I stated this before I will go to my main problem because it's hard for

me to cope up on my new working area from private to public, my daily

routine on my working environment and to my co-employees.

I was hired as permanent employee of DepEd last September 25, 2017

as Administrative Assistant II. I am under the Office of the Schools Division

Superintendent (OSDS) but I was assigned to Aglipay High School as my

first station. We, the ADAS/s were assigned to different schools to perform

as Bookkeeper for ADAS III and Disbursing Officer for ADAS II. In short, our

task is more on financial reports of the school like making the report on

School MOOE, help preparing the Annual Procurement Plan (APP) Work

Financial Plan (WFP) and other related works that our immediate superior

(School Head) may assigned us to do.

I have two (2) Major Problems that I encountered on my past three (3)

School Assignment. First, being irresponsible of some of the faculty on their

logbook and DTR and messy and untidy school and pupil/students’

file/record. My first school assignment was at Aglipay High School then at

Dagupan Integrated School and Dumabel Integrated School.

Problem Encountered:

During my stay at Aglipay High School, our School Head assigned me

to perform as Cashier, School Registrar and In-Charge for the Logbook and

DTR of Faculty and Staff. My partner ADAS III was assigned to do all the

financial reports of the school. I have only encounter minimal problems

during my stay at AHS because their record was properly assorted and

arranged. The major problem that I encountered was their logbook and DTR

because some of them didn’t logbook when they arrived and when they went

home and some of them didn’t file their form 6 in advance before their leave.

This is also my problem when I was assigned at Dumabel Integrated School

and Dagupan Integrated School. I was assigned to this two (2) schools since

October 2019 to September 2022. At Dumabel Integrated School, I was

assigned as Designated Property Custodian, School Registrar and In-Charge

for the Logbook and DTR while at Dagupan Integrated School, I am the

acting Bookkeeper doing the School MOOE Liquidation Report and In-

Charge also in their Logbook and DTR. I encountered the second problem at

Dumabel I/S because their files are messy and untidy.

Factors that Contributed to the Situation:

In every problem in the organization, there are always reasons why

this was happened. Maybe it’s because of the laziness of the employees and

lack of interest to perform their duties and responsibilities. We cannot

please everyone and they can do what they want most especially if no one

correct what others are doing.

On the first problem, some faculty didn’t go to the office to log-in

maybe because they were late or they have forgotten that they didn’t yet log

on the logbook. The office was still closed when some teachers arrived in the

school that is why they didn’t log-in. They didn’t file their form 6 before their

absences because they have emergencies or they didn’t know their

obligations.

While on the second problem why the files were messy and untidy,

maybe because the assigned/designated teachers to do the task didn’t know

what he/she should do. They were not properly oriented and lack of

trainings and seminars to do all the needed reports and files on their

coordinatorship. The files/records were not properly arranged/filed because

of the irresponsible behavior of the assigned personnel on his/her duties

and responsibilities. I observed all of this and proven because the records of

some pupils and students of Dumabel I/S were missing. I also found out

that some of the records of the students and pupils were scattered and they

were being inserted to different folders. During my stay and as the acting

school registrar, I am the one encoding and releasing the requested forms

and some of the entries in their forms were incomplete and wrong. With

regards to the records of property custodian, there’s no documents that

being given to me. Instead, I made all the needed reports; inventory of all the

non-consumable supplies, equipment, buildings and infrastructures of the

school.

Concepts that helped me deal with the situations:

Yes, we cannot stop those problems that will arise in every

organization. But we can minimize and control it if we have the ability to do

it. In every problem that we may encounter makes us more firm, brave and

stronger than before. Give some determination to do it and make those

problems as your ladder to reach your goal in your organization.

With regards to the first problem, I talk to the school head what

should I do to address the problem. I also ask the help of our HRMO Officer

what should I do. I suggested to our School Head to have a simple meeting

and discussed to the teachers what are their duties and responsibilities

regarding in their logbook and DTR. I also discussed to them what are the

advantages and disadvantages in filing their form 6 when they got leave. I

advised them that they need to make as their daily routine in logging-in,

logging-out and writing on their DTR every day.

While on the second problem, I refer this also to the school head and

help me to solve, minimize and fixed it. The first thing that I have done was

to collect all the files and assort it properly. I think what will be the best way

to arranged those records of the students and pupils. I made soft copy of the

School Form 10 (SF10) so that when releasing the forms of the pupils and

students, I just encode all the details and the original copy will remain

because what they are doing before, they are giving the original copy to the

requester. Now, I proudly say that the files of the students and pupils before

I leave Dumabel I/S was properly arranged. I also advised that every school

year ends, they need to have their reading on their forms to double and

triple check if all the necessary data that being inserted to their School
