PROJECT BRIEFER

Project Title DOST Science and Technology (S&T) Fellows Program

Brief Description The project provides job opportunities to science and technology
experts to fill in contract-of-service (COS) positions within the
various DOST agencies. These experts are referred to as “S&T
Fellows”.

Project Duration July 1, 2021 - June 30, 2026

Budget P 800,458,940.73

Project Objectives The project aims to increase and strengthen the human resources
complement of the DOST R&D group through a pool of qualified and
competent S&T Fellows who participates in policy and funding
development, implementation of the Monitoring and Evaluation
Protocol, and more importantly, in conceptualizing, proposal, and
implementation of R&D programs and projects which would result to
valuable outputs such as publications, patents, products, policies,
partnerships, and people services.

Specifically, the project aims to:


(1) Provide job opportunities to S&T Fellows to do meaningful work
in the country while enjoying very good compensation
(2) Have S&T Fellows in DOST’s R&D Institutes who can undertake
R&D in specific areas as needed by the country from
conceptualization to technology transfer
(3) Have S&T Fellows in Councils who can direct specific R&RD
agency from conceptualization to technology transfer
(4) Have S&T Fellows participate in the legislative process involving
technical review of draft legislation, engage in policy decisions, lend
expertise to legislators and staff, and be champions for S&T policy
and thereby R&D engagements

Project Methodology (1) The project engages qualified and competent researchers,
scientists, engineers, technologists, and experts as S&T Fellows.

(2) These S&T Fellows are deployed to the DOST R&D Institutes
(ASTI, FNRI, FPRDI, ITDI, MIRDC, PNRI, PTRI), Councils
(PCAARRD, PCHRD, PCIEERD, NRCP), and other attached
agencies (NCBP, NAST, OUSECSTS).

(3) The S&T Fellows are engaged on a contractual basis, with a


contract renewed annually for a maximum of 5 years. The S&T
Fellows report directly to the respective heads of the agency to
which they are deployed.

(4) The terms of reference of the S&T Fellows are determined by


the agency to which the S&T Fellow is deployed. These terms of
reference shall be aligned to the mandate of the agency to which
the S&T Fellow is deployed.

Project Updates For its first year of implementation, the S&T Fellows Program was
able to engage the services of forty-four (44) S&T Fellows.

The outputs of the first batch of S&T Fellows are as follows:


- 9 Scopus-indexed journal publications and another 9 submitted
for publication, contributed 6 book chapters
- 21 R&D proposals submitted for funding
- Established linkages and collaborations with 41 various HEIs,
NGAs, and private entities including the National Bureau of
Investigation, Bureau of Plant Industry, Department of Trade
and Industry, De La Salle University, Aqua Tierra Farm, Merl’s
Native Delicacies, University of Tokyo, Hokkaido University,
Chulalongkorn University, British Geological Survey, and
University of Leicester
- Contributing to the establishment of 7 facilities including the
Nuclear Medicine Research and Innovation Center and
laboratories in the future Virology and Vaccine Institute of the
Philippines
