Bengaluru South has crossed several
milestones in 2022

An eventful year has just gone by. Bengaluru, India’s new-gen multicultural city, has progressed greatly
and grown multifold to become a much cooler and happening city in 2022.

The work to make our city better has never stopped. The Office of Tejasvi Surya, Member of Parliament
representing Bengaluru South, strengthened relations with citizens in 2022, planned several grassroot
campaigns in health, education and employment, maximized implementation of Prime Minister
Sri Narendra Modi Ji’s schemes in the constituency and raised vital infrastructure development matters
in Parliament. The work to make our city better is continuing.

It was also in this year that the country showed mettle and overcame a battle against a virus. With anoth-
er possible threat of the virus looming, the Office of Tejasvi Surya takes a look at the year that was.

HEALTH
HEALTH 3

Ramping up the healthcare system has been a top priority for the Honourable MP, so is creating
it accessible for all.

This year, the Hon’ble MP set up the country’s largest oxygen concentrator bank, organized free
eye screenings along with free power glasses, established the country’s first dialysis centre
without a billing desk and strengthened primary healthcare across the constituency.

In January 2022, the Hon’ble MP held a virtual meeting


with doctors and management of Private Hospitals in
Bengaluru South to monitor the Omicron variant of
the COVID-19 virus. He also reviewed the facilities and
vaccine drive at the BMCRI, Victoria Hospital,
Jayanagar General Hospital, Pobbathi UPHC, NR
Colony PHC and other Government healthcare
institutions.

EYE CAMP
In July 2022, over 2,000 children were screened in
Vijayanagar and Basavanagudi. Around 100 children
who needed power glasses were provided free
spectacles.

Through the year, the Hon’ble MP participated in


several health and blood donation camps in the
constituency. From September 17, 2022, starting with
the Birthday of Prime Minister Narendra Modi Ji, and
up to October 2 (Gandhi Jayanti), the Hon’ble MP
organized blood donation drives throughout the
country during this Seva Pakwada.

On the occasion of International Day of Persons with


Disabilities, the Hon’ble MP distributed free assistive
devices to the differently-abled.
HEALTH 4

JANAUSHADHI KENDRAS
These generic medicine stores provide medicines at
almost 70-90% reduced rates, helping citizens save big
on their medicine requirements. Before 2014, there
were just 80 Janaushadhi stores. Today, there are
8,819 Kendras across the country. In Bengaluru
South, the Honourable MP has made it a mission to set
up a maximum number of PMBJKs and alleviate the
medical expenditure of the poor.

While in 2019, there were 14 Janaushadhi Kendras in Bengaluru South Constituency, over the course of 3 years,
the number of kendras have increased exponentially to 94. In 2022, during Azadi ka Amrit Mahotsav, more than
28 stores were set up.

NaMo DIALYSIS AND DAYCARE CENTRE


The Hon’ble MP is setting up the country’s first dialysis centre with no billing counter at the KSRTC Hospital,
Jayanagar. More than 12 machines capable of rendering 3 sessions daily are being set up here. The haemo-
dialysis procedures being done here will be completely free.

“ In the medical education sector, Prime Minister Sri Narendra Modi Ji’s Government has
increased the total number of UG medical seats in the country from 51,348 before 2014 to
89,875 seats - a jump of 75% - and PG seats from 31,185 before 2014 to 60,202 seats now - a 93%


rise. The number of AIIMS in the country has tripled from just 7 in 2014 to 22 in 2022.

PMNRF MEET
The Hon'ble MP interacted with beneficiaries of the
Prime Minister's National Relief Fund on July 23.
Under the PMNRF scheme, poor patients can avail
assistance between Rs 50,000 and Rs 3 lakh for
medical treatments like cochlear implant surgery for
children, heart surgery, kidney transplantation,
cancer treatment of needy people, acid attack etc.
Around 60 citizens of Bengaluru South have been
able to save Rs 79 lakh by availing financial
assistance for their most critical treatments.

DISTRIBUTION OF FREE MEDICINES


The Hon’ble MP launched a campaign to provide free medicines monthly for the financially backward
patients in the constituency. So far, 308 people have availed free medicines worth over Rs. 8 lakhs.

With an expanded metro network, 900+ electric buses to the public transport system, a subur-
ban railway line in the making and a Satellite Town Ring Road on the cards, Bengaluru’s mobility
crisis is receiving a well-thought-out and thorough solution. Decongesting Bengaluru and setting
up global infrastructure for the city is a top priority for the Hon’ble MP.

BENGALURU
METRO

The Hon’ble MP was instrumental in Bengaluru Metro receiving the approvals for Phase 2A and 2B.
Connecting Silk Board to Whitefield and then the Bengaluru International Airport, this line is expected
to be completed by 2025, benefiting 7.5 lakh riders.

The Hon’ble MP is also working on fast-tracking the Central Government’s approval for Phase 3 of the
metro passing through Outer Ring Road (from Vega City junction to Kempapura Agrahara).

SUBURBAN
RAILWAY

After coordinating for its permissions with all cabinet ministers and Niti Aayog, the Hon’ble MP is moni-
toring the progress of the work. In December, the Hon’ble MP met Sri VK Tripathi, Chairman of the
Railway Board in Delhi, and had a detailed discussion regarding work on the Bengaluru Suburban
Railway Project.

TOWN RING
ROAD (STRR)

Satellite Town Ring Road (STRR) - The Hon’ble MP organised a meeting with Road Transport and
Highways Minister Sri Nitin Gadkari and Chief Minister of Karnataka Sri Basavaraj Bommai in
September 2022 to fast-track the construction of the STRR, which is expected to benefit all suburban
regions of Bengaluru.

In September 2022, the Honourable MP pushed for the Bengaluru Metropolitan Land Transport
Authority Bill to provide for an umbrella organization that integrates all the transport parastatals like
BMTC, KSRTC, Railways, Metro and Traffic Police. It was introduced in the Legislative Assembly in
September 2022.

ALIGNMENT

In October 2022, the Hon’ble MP reviewed the Phase 3 alignment of Namma Metro passing through JP
Nagar, Hosakerehalli and Nagarbhavi on ORR with BMRCL officials. He also reviewed the work at the
Rail Wheel Factory (RWF), Yelahanka along with Hon'ble Railway Minister Sri Ashwini Vaishnaw Ji.

ELECTRIC
BUSES FOR
BENGALURU

Bengaluru has been a big beneficiary under the Faster Adoption and Manufacturing of (Hybrid &)
Electric Vehicles (FAME) scheme with 300 buses operational and a total of 1500 buses set to be
made operational in the city soon. In the month of September, the Hon’ble MP took a ride on the
electric buses and commuted to Marathalli from Silk Board.

FLYOVER

Monitoring the quick completion of a 2.5 km flyover from Kendriya Sadan to Sony World Signal,
work for which started in 2018 and was only 45% completed even after 4 years. He held several
review meetings in September

TERMINAL 2 OF AIRPORT
Work on the second terminal of the Airport started in 2019 and in just 3 years, a state-of-the-art terminal
with top-notch facilities was completed in the month of November 2022 and inaugurated by
Prime Minister Shri Narendra Modi.

RAIL LINE CONNECTING ANEKAL AND BIDADI


Survey originally completed in 2012, the project was shelved due to environmental concerns around the
Bannerghatta Forest. Following the Hon’ble MP’s request in September 2022, a new survey has been
undertaken by the Railways for the rail line.

In 2022, the Hon’ble MP continued to transform children’s lives for the better with the NaMo Vidyanidhi, a
programme that provides scholarships of Rs 10,000 each to 10,000 children in Classes 8-12. Free
after-school classes and the redevelopment of schools also improved the interest in learning among children.

NaMo VIDYANIDHI
This initiative grants scholarships of ₹10,000
each to 10,000 meritorious underprivileged
children, paid directly to the respective
schools. Currently, scholarships have been
distributed to 500 student beneficiaries. The
Hon’ble MP handed over the cheques to the
beneficiaries.

NaMo VIDYA KENDRA


This initiative provides free after-school
coaching for Class 10 students across the
constituency connecting quality teachers to
children in need. With 100 students benefit-
ing currently, the target is to enrol 500 under-
performing students into the free-coaching
program.

revamped to design a state-of-the-art model

TEACHERS TRAINING
Among the underperforming schools in Bengaluru South, subject-wise teachers training workshops were facili-
tated to support teachers with guidance and motivation for improving the performance of their schools in SSLC
exams in the month of August.

Prime Minister Narendra Modi, External Affairs Minister Dr S Jaishankar and Minister of Civil Aviation Sri Jyotirad-
itya Scindia led the rescue efforts of Indians stranded in Ukraine at the start of the Russian invasion in February.
The Hon’ble MP coordinated the repatriation efforts of all stranded Kannadigas, numbering more than 149. All
were brought back safely.

BENGALURU SOUTH
SUMMER CAMP
Bengaluru South Summer camp was
organized by the Hon’ble MP in May 2022 and
aimed at the holistic development of children
between the age group of 10-16 years. Children
were trained to build their thinking and
creativity skills through this camp. It was a fun
learning activity for children, who missed
about 2 years of regular social activity due to
850+ kids, 16 activities, 15 days, and 14 partner organizations,
the COVID-19 pandemic. With a
grand Summer Camp was conducted at 7 different locations across theconstituency.

YOUTH CAN LEAD


The Leadership Program started by the
Hon’ble MP creates a platform to empower
youth and explore their potential through the
intersection of grassroots-level democracy
and exposure to policy-making and gover-
nance action. 45 young minds of the Youth
Can Lead Cohort 3 got a glimpse of adminis-
tration, fieldwork and policy analysis in two
months in March 2022. Cohort 4 also
commenced in December with 60 driven young citizens who are set to explore public governance and
administration from close corners over 8 weeks.

In April 2022, as the Hon’ble MP’s flagship Youth Can Lead programme turned one, YCL participants distributed
E-shram cards, books, stationery kits, and sanitary pads to underprivileged sections at MCT Quarters,
Vijayanagar, Bengaluru.

SCHOOL LEADERS’
COUNCIL
The Hon’ble MP instituted a ‘Bengaluru South
School Leaders’ Council’ on October 22, 2022.
The Council, comprising representatives from
about 40 top schools of the constituency, will
be responsible for independently conducting
quarterly events on the environment, sports,
arts, culture and civic responsibility. The
Council organized a Sarkari Shaala Kreedotsava, as part of MP Sports Utsava, for government school children
on December 23, 2022.

The main thrust of the Hon’ble MP’s MPLADS spending has been on school education and public
health. Be it lighting up colonies with brand new solar lights or installing solar power generators
in colleges, the Hon’ble MP has made the most efficient use of the Local Area Development
Funds.

In 2022, the Hon’ble MP achieved a personal goal of completing the Ironman 70.3 relay challenge
in Goa. Then, the MP Sports Utsava, the city’s largest sports tournament for the public, returned
to record a resounding success. And a new state-of-the-art skating rink gave just the right push
for sports and fitness in Bengaluru South.

On June 21, the Hon’ble MP led celebrations of


International Yoga Day 2022 at Kittur Rani Chennam-
ma Stadium. Later in July, he greeted the Indian men's
Hockey Team at SAI Bengaluru, before their departure
to Birmingham for the Commonwealth Games 2022.
The team secured the silver medal at the CWG 2022.

On August 15, the Hon’ble MP joined 750 riders in the


‘Cycle to Freedom’ 75km journey from Vidhana
Soudha to Kolar, commemorating India's 75th Year of
Independence.

state-of-the-art sports facility in Bommanahalli with
MLA Shri M Satish Reddy in December 2022, which will
be used by children of those belonging to lower-in-
come groups.

the 60th National Roller Skating Championships in

1ST MP TO COMPLETE AN IRONMAN RELAY CHALLENGE


The Hon’ble MP completed 90 km of cycling as part of Team New India in Ironman 70.3 in Goa with civil servant
Shreyas Hosur and entrepreneur Aniketh Jain, promoting Prime Minister Narendra Modi’s Fit India Movement.
It was the first time that any MP has taken up and completed an Ironman challenge, which is a pure test of
human endurance, grit and physical strength. The bigger message for the younger generation is to inculcate a
healthy lifestyle.

BENGALURU’S BIGGEST SPORTS FESTIVAL


MP Sports Utsava was held on 17th and 18th December 2022 where 5000+ players competed in badminton,
football, and table tennis across 42 avenues with India's football legend Shri Sunil Chhetri as Chief Guest.

Sarkari Shaala Kreedotsava was a Sports Fest held exclusively for children studying in Government-run schools.
Around 600 students competed in kho-kho, throwball, volleyball & badminton at Transcend Group of Institu-
tions. The idea was to provide these students exposure to standard facilities and give them a taste of the profes-
sional competitive spirit of an athlete.

PRE-BUDGET CONSULTATIONS - UNION BUDGET 2023-24

On 28th November, the Hon’ble MP held pre-budget


consultations with over 120 important stakeholders across
various sectors in Bengaluru and received important
inputs for Union Budget 2023-24. Representing different
sectors of the economy like real estate, startups, pharma,
health, hotels, food processing and trade, the CEO dele-
gates of the conference offered specific suggestions for
Budget 2023.

The Hon’ble MP also held in-depth sector-wise consultations with each of the industries throughout
December.

On 11th December 2022, the Hon’ble MP met with office


bearers and representatives of various industry bodies at
the Bengaluru Chamber of Industry and Commerce
(BCIC), Bengaluru.

On 17th December 2022, a consultation was held with the


real estate developers and representatives of CREDAI
National Bengaluru. The Hon’ble MP discussed the impact
of the Housing for All scheme and exchanged ideas on
ways to make the real estate sector transparent and afford-
able for crores of middle-class buyers.

On 18th December 2022, pre-budget consultation with


representatives & stakeholders from the semiconductor
industry in Bengaluru was held. Discussions were led on
ways to create opportunities for young engineers, PLI
Scheme impact & exchanged ideas to make Bengaluru a
semiconductor hub of the world.

Several suggestions and proposals for PM Shri Narendra Modi-led Government's Union Budget 2023
were deliberated in these sector-wise consultations.

DISCUSSION ON THE UNION BUDGET FOR 2022-2023


The Hon’ble MP has voraciously spearheaded the discussions regarding the historic Union Budget of 2022, with
impeccable suggestions to boost the recovery of the economy post the COVID-19 pandemic that gripped the
world.

Resuming the operations of Amrutha Varshini Channel by All India Radio


Being an ardent follower of the culture of Carnatic music, the Hon’ble MP put forth a request to the House to
resume the ceased operations of the Amrutha Varshini Channel by All India Radio Bangalore to provide a
diverse cultural experience for the citizens of Bangalore.

Creation of HAL Airport or create a new terminal at Bidadi or Anekal


After the inauguration of the T-2 Terminal at the Kempegowda International Airport, the Hon’ble MP urged the
Ministry to allow for an additional terminal to be constructed at Bidadi or Anekal in southern Bengaluru to
enable easier mobility to the Airport.

Request to the Finance Minister to add cities like Ben-

With a massive working population in Bengaluru and like-cities,
the Hon’ble MP urged the Hon’ble Finance Minister to add such
cities to the list of Metropolitan cities so that 50% of Housing
Rental Allowance can be claimed by the taxpayers of such cities.

Request to the Ministry to introduce Financial Literacy


as a part of the formal school and college education

The Hon’ble MP urged the Ministry of Education to introduce
financial literacy, a discipline that is paramount for growth and
sustainability in the 21st century for school and college students.
To empower these young minds through a fiscal dimension,
would be a boost to India’s inclusivity in the financial domain.

The Problem of Drug Abuse in the Country


The Hon’ble MP introduced the discussion on the ‘War on
Drugs', effectively led by the Hon’ble Home Minister Shri Amit
Shah, and conveyed the mission of the central government to
tackle the problems of drug abuse and narcotics in the country.

Expansion of Suburban Railway Network


The Hon'ble MP requested the Hon'ble Railway Minister to approve the expansion plan of the suburban railway
network.

"The suburban railway provides a sustainable method of commuting within Bengaluru. An expansion of the
network is essential to promote the economic growth of Bengaluru’s suburban centres like Tumkur, Ramanaga-
ra, Chikkabellapura and Hosur (in Tamil Nadu)."

High-Speed Rail Corridor to Hubballi


The Government of India made South India's first Vande Bharat Express operational between Mysuru-Bengalu-
ru-Chennai in the month of November. Hon'ble MP has requested the Government to consider another
High-Speed Rail Corridor connecting Bengaluru and Hubballi.

Protection and conservation of Hesaraghatta Grasslands


The Hesaraghatta Grasslands Region consists of 356 acres of grassland region surrounded by 1356 acres of the
Hesaraghatta Lake, 383 acres of Byrapura Lake, 165 acres of Byta Lake and 2750 acres falling under the Depart-
ment of Animal Husbandry, Government of Karnataka.

The Grasslands is the last remaining lung space of Bengaluru. The Hon'ble MP has urged the Government of
Karnataka to approve a proposal to declare the Hesaraghatta Grasslands into a conservation zone called the
‘Greater Hesaraghatta Grasslands Protected Reserve Zone’.

Removal of pension cut-off date for non-pensioned retirees from CPSEs


Those citizens who have retired from Central Public Sector Enterprises before 01.01.2007 cannot claim the
scheme benefits of the Pension Corpus. The Hon'ble MP supported the plea of The All India Non-Pensioned Cum
Senior Citizen Retirees’ Association to ensure that even retirees before 01.01.2007 be granted a pension.

Restoration of Ramayana and Mahabharata on the Web


Rashtriya Samskrit Vidyapeeta, Tirupathi, had built the Ramayana on Internet and Mahabharata on Internet
portals. After the change of the website and the institution of the National Sanskrit University, the links to the
website have been disabled. The Hon'ble MP requested that they be restored as soon as possible.

Keeping RWAs out of the purview of the GST


Section 2 (17) (e) of the CGST Act, 2017, considers the facilities or benefits provided to members by the RWA as a
deemed business. However, RWAs or housing societies mainly function as a non profit organisation run by
resident volunteers and providing goods and services for common use of its own members.

The Hon'ble MP requested the Finance Minister to reconsider the GST levied on Resident Welfare Associations.

Improving the Functioning of Jan Aushadhi Kendras


The Hon’ble MP made several policy suggestions for the better functioning of Jan Aushadhi Kendras, which
provide generic medicines at affordable prices to citizens.

CREATING ACCESSIBLE
PUBLIC PLACES

Wheelchair ramps were installed at 15 places in


Bengaluru South in a collaborative effort with NGO
RampMyCity and Delivery Service Provider Dunzo
in an attempt to make public places more
accessible.

Along with E9 Creatives, the Hon’ble MP also assisted in the renovation of the Police Station in Shankarpuram
and VV Puram. While the Bhumi Puja was performed in February 2022, the Shankarapuram Police Station itself
was completed in just 60 days and inaugurated in May 2022.

Blockchain Hackathon’ on August 7, held in collab-
oration with CoinSwitch Kuber and the Govern-

TEMPLE CLEANLINESS CAMPAIGN


In an endeavour to preserve Temples & restore their lost prestige, the Hon’ble MP started the ‘Temple Cleanli-
ness Drive’ in Bengaluru South. Commemorating Veer Savarkar’s Jayanti on 28th May 2022, the campaign was
started at Shri Someshwara Swamy Temple in Madiwala, BTM Layout with the participation of 125+ volunteers.

Ever since restrictions were placed on the Sri Guru Raghavendra Cooperative Bank in Bengaluru South, the
Hon’ble MP worked to protect the interests of depositors, who are mainly senior citizens with their retirement
savings invested in the bank. His interventions first made the Government increase deposit insurance from Rs
1 lakh to Rs 5 lakh, then brought regulation of all cooperative banks under RBI and finally ensured that deposi-
tors get their deposit insurance within 90 days of filing an application. The Government’s moves have benefited
98.3% of the depositors and 50.9% of the deposit value in all banks.

The bank had to repay the DICGC Rs 712.35 crore in five equal annual instalments from December 31. It owed
the DICGC 25% of the first instalment, or Rs 35 crore on December 31. However, this would have caused a huge
fiscal burden on the Bank.

With the Hon'ble MP's intervention with officials of the Reserve Bank of India and the DICGC, the bank got an
extension for repayment which positively helps in revival of the bank.

COMPLETION OF MANTRI SERENITY PROJECT

Construction of the Mantri Serenity Apartments in Kanakapura Road came to a standstill owing to the paucity
of funds. The Hon’ble MP had appealed to the finance minister on behalf of home-buyers and it is the first realty
project in Bengaluru to be completed using funding from the SWAMIH Investment Fund, a special scheme by
the Union Government to ensure completion of stalled housing projects. Apart from arranging for the gap fund-
ing from SWAMIH funds of SBICap ventures, the Hon’ble MP also monitored the completion of the project. In
December 2022, the apartments finally received the Occupation Certificates, benefiting around 1200+ families
of Bengaluru South.

Goa Pravas :
The Hon’ble MP spearheaded the Goa Election
Campaign on the 11th of February and inter-
acted with key voters in the constituency. The
MP visited the historic site Damodar Sal, where
Swami Vivekananda had stayed in September
1892. He later carried out a door-to-door
campaign in the Siolim and Fatorda
constituencies.

The Hon’ble MP joined the Yuva Sammelan in Mapusa Constituency of North Goa alongside
BJP candidate Shri Joshua D'souza. He attended a meeting of key Goan stakeholders in the
presence of Former Maharashtra CM Shri Devendra Fadnavis Ji at the Khorlim BJP Office.
