Bids are invited online through GeM Portal for auction of Unserviceable Condemned
items/Equipments/Electronic items from the authorized and eligible bidders on “AS IS WHERE IS BASIS”. The
bids will be received online through GeM (Forward Auction)
(https:forwarddauction.gem.gov.in/eprocure/home) only and shall be opened as per provision of GeM.
The items shall be sold to the bidder who will quote the consolidated highest rates. The bids are
invited for the whole lot (i.e. All the items contained in the list of obsolete items as detailed at Annexure-1 as
a whole and no bid would be accepted for any part of the same.
Scope of Work:
Disposal of unserviceable & obsolete items such as CPU, Monitors, Printers, UPS etc. These items have been
discarded and are no longer usable by this office. Detailed list of unserviceable and obsolete stores proposed
to be disposed is as under:-

Eligibility Criteria:
1. Copy of PAN No., GST No.& Aadhar/Address Proof, in the name of the
proprietor/owner/firm/company is required to be uploaded on the GeM Portal. The document to be
uploaded should be legible. In case the uploaded documents are not readable, the bid will be
rejected.
Terms and conditions
1. The Unserviceable Material/items will be available on Auction on “As is where is basis”. The
Unserviceable Materials/items can be inspected by the interested parties on any working day
between 09.00 AM to 05.00 PM by contacting the Store Keeper, Haryana Kisan Kalyan Pradhikaran,
2nd Floor, New Office Building, Krishi Bhawan, Sector 21,Panchkula
2. Bidder may note that electronics waste material is required to be disposed in an eco-friendly manner
by following the guidelines of Govt of India in this regard.
Therefore, frir discarded electronic items only e-waste handling firms havlng a valid registration for
this purpose with Ministry of Environment and Forests/Central or State Pollution Control Board, shall
be eligible to bid. Scanned copy of the valid certificate issued by Ministry of Environment and
Forest/Central or State pollution Control Board for disposal / handling of e-waste (having validity at
the time of filling of tender as well as at the time of actual lifting of the e-waste) should be uploaded
on the portal otherwise bid will be Iiable for rejection.
3. The bid shall remain valid for 90 days after the date of bid opening. lf any bidder withdraws his / her
bid before the said period, this office shall without prejudice to any other right or remedy, be at
libertv to forfeit the Bid Securitv absolutely.
4. Conditional bid shall not be entertained.
5. Evaluation criteria: The successful bidder will be the one who offers the highest total price for the
entire lot of scrap as detailed in Annexure l. No part Iifting ofthe items shall be allowed.
6. The Unserviceabte Material/items are to be lifted up within 10 days on the issue of Release Order on
making full payment in the form of an Account Payee Demand Draft (DD) in favour of Chief Executive
Officer, Haryana Kisan Kalyan Pradhikaran. No claim for damage done by the way of theft, fire or
any other unforeseen calamity will be entertained after realizing full payment against the
Unserviceable Material/item.
7. The successful bidder must lift all the Unserviceable Material/item at his own cost.
8. The lifting of items must be done during working office hours between 9 am to 5 pm.
9. Th,e{iftinC of the items shall be done without damaging the premises /roads / drains / etc. The buyer
shall compensate the damages, loss, etc., in the event of any occurrence otherwise.
L0. No selection or sorting whatsoever ofthe goods will be allowed. The entire lot should be cleared by
getting proper Gate Pass from Haryana Kisan Kalyan Pradhikaran.
11. Any uncleared or un-noticed materials left ovei by the successful bidder within the premises cannot
be claimed later.
12. No enquiry of bidder shall be entertained once the material is lifted by them.
13. The nTaterials being disposed are to be treated in line with applicable
rules/notification/guidelines etc. as may be prescribed by the Government. The successful bidder
shall be responsible to ensure this action.
14. Haryana lcsan Kalyan Pradhikaran may modify the bidding document by amendment thereto at any
time. The amendment will be notified on Haryana Kisan Kalyan Pradhikaran website only, which will
be binding on bidders. Bidders should regularly visit the website b!!p!/hkkp.r9!&!! - to keep
themselves updated. I
15. Tenders not complying with the above conditions are liable to be re.iected.
16. The Chief Executive Officer, Haryana Kisan Kalyan Pradhikaran reserves the right to accept or reject
any or all the bids received without assigning any reason thereof.
17. AII disputes including court proceeding shall be settled within the Panchkula jurisdiction only.
