WHEREAS, Sec. 2 (m) R.A. No. 10121, otherwise known as the Philippine
Disaster Risk Reduction and Management Act of 2010, declares the policy
of the State to engage the participation of civil society organizations
(CSOs), the private sector and volunteers in the government’s disaster risk
reduction programs;
WHEREAS, volunteerism is a form of mechanism in order to augment the
impact of disaster to the victims by way of efficient mobilization of
resources through the volunteers’ effort;
WHEREAS, The Hyogo Framework for Action highlighted the need to:
Promote community-based training initiatives, considering the role of
volunteers, as appropriate, to enhance local capacities to mitigate and cope
with disasters;

b. Insurance
It shall be also the task of the Pamplona DRRM Volunteer Desk to institute
an awards and recognition mechanism for outstanding volunteers and
volunteer groups. Volunteers may be recognized through ceremonies and
events to be identified and organized by the Municipal Disaster Risk
Reduction and Management Office.

WHEREAS, Section 8 of Republic Act No. 10176, otherwise known as the Arbor Day
Act of 2012, “All able-bodied citizens of the Philippines, who are at least twelve (12)
years of age, shall be required to plant one (1) tree every year.”
WHEREAS, The Sendai Framework for Disaster Risk Reduction 2015-2030 (Sendai
Framework) highlighted the need to: To strengthen the sustainable use and
management of ecosystems and implement integrated environmental and natural
resource management approaches that incorporate disaster risk reduction;
WHEREAS, As the world population grows, and currently sits at over 8 billion,
humanity's ecological footprint grows, as more resources are needed to sustain the
increasing population. Ecological Footprint (EF), measure of the demands made by a
person or group of people on global natural resources. Ecological footprint is affected
based on the kinds of resources an individual or entity utilizes or consumes and not just
the amount. Some resources take longer to be replenished by an ecosystem than
others.
WHEREAS, it is fundamental for the municipality of Pamplona to set forth the planting
of trees as an additional requirement to the marriage license application in the Local
Civil Registrar’s Office of the Municipality of Pamplona to promote the protection and
preservation of the environment. The increasing number of couples getting married and
their offspring produced every year places demands on the planet’s capacity, including
the provision and processing of food, the construction, and maintenance of housing,
transportation, and the consumption of goods and services.
Section 2. Scope and Coverage – This Ordinance shall cover all marriage license
applications filed at the Local Civil Registrar’s Office in the Municipality of Pamplona.
a. Marriage License Applicants- Any person within the age of majority who files
an application for marriage license and who possesses all of the qualifications
and none of the disqualifications for the purpose of contracting marriage with
another.
b. Marriage License- A document issued by the Local Civil Registrar to qualified
marriage license applicants after proper compliance to the requirements set forth
under Executive Order No. 209 or Family Code of the Philippines.
c. Local Civil Registrar- The office and/or department at the Municipal Local
Government Unit (LGU) responsible for the civil registration program and shall
take charge of the following functions: develop plans and strategies and
implement them upon approval of the Local Chief Executive , accept registrable
documents and judicial decrees affecting the status of a person.
d. Local Government Unit- Refers to the Local Government Unit of Pamplona.
Section 5. Tree Planting Site Areas- The Office of the Municipal Mayor shall
designate the tree planting sites for this purpose or it may direct the Barangay Captains
concerned to identify the appropriate planting sites in their respective jurisdictions.
Section 7. Repealing Clause. All Ordinances, local issuances or rules which are
inconsistent with the provisions of this Ordinance are herby repealed or modified
accordingly.
Section 8. Effectivity. This Ordinance shall immediately take effect; upon its
approval.
