I. PURPOSE

The purpose of this Method Statement is to explain the method, nature and procedures for the
testing and air balancing of FCU. This activity should be performed with strict compliance and
implementation of Safety Requirement Procedure and project specifications.

This document is for submission to the Consultant, for their review and concurrence. This
document, if deemed necessary will be revised to accommodate circumstantial changes &
modifications; which cannot be foreseen at this stage.

This document is applicable to the works related to MAYAN YAS ISLAND LIVING Project

II. SCOPE

The scope of this Method of Statement covers the works as follows,

 Testing & Air Balancing of FCU’s – 1824 Nos

This work will be carried out by Choices Evaluation Services.

IV. SAFETY

 All individual operation will be set up and expedited to ensure the compliance with project
approved HSE Management Plan.
 Workers should use proper Personal Protection Equipment.
 Workers will be advised of hazards (Tool Box Talks) prior to start the activities.
 Suitable and sufficient sign boards shall be provided (traffic sign, mandatory sign,
prohibition sign warning sign; emergency contact numbers sign boards etc.)
 Only qualified and experienced personnel will conduct the operation.
 The safety of the works will be closely monitored by Competent Safety Officer.
 Approved method statement and task specific risk assessment shall be followed.
 Daily inspection of the equipment involved must be implemented, resourced and recorded.
 Temporary rest shelter and drinking water must be arranged at site, but with safe from any
construction activities.
 Manual handling training to be conducted for all workers prior to the works.
 Task specific lifting plan shall be submitted prior to any lifting activity at the site premises.
 Since it is summer, all necessary precaution related to safety in heat will be followed.
 Prior to start the TAB works, equipment’s cable termination to Electrical DB shall be ensured
and only competent worker shall be engaged.
 Lock-out Tag-out procedure shall be followed.

V. RESPONSIBILITIES

The following Personnel are responsible for the Testing & Air Balancing works under the control of
Contractor and supervision of Consultant.

1) Project Manager

 Responsible for co-ordination with Commissioning Engineer and Sub Contractors for
execution of work

2) Commissioning Engineer

 Responsible for co-ordination with Main Contractor and all Sub-Contractors, for execution of
the work.
 Co-ordination of Daily site activities with Project Supervisors of each discipline.
 Attend Commissioning progress meetings.

 Prepare, monitor and review and schedules and reports.

3) EHS Manager

 The Main Contractor EHS Manager is responsible to review MSRA and ensure all EHS
requirements are followed.

4) EHS Officer

 The Sub Contractor EHS Officer shall conduct briefing along with supervisor to all work
group on the MSRA and ensure all EHS requirements are followed.

5) Project Supervisor

 Testing & Air Balancing of FCU

Overall responsibility for each discipline of works – Reports to Commissioning Engineer.

6) Technicians

 Testing & Air Balancing of FCU

Responsible for execution of work in site in co-ordination with project supervisors. Reports
to Commissioning Engineer & project Supervisor of each discipline.

VII. MANPOWER:

Sufficient manpower, as required to meet the safe, satisfactory and timely completion of the job
shall be deployed and these will consist of; but not limited to the following:

← T&C Engineer - 2 Nos

← Specialized Technician - 4 Nos. (Min.)

← Supporting Helpers - As required.

VIII. EXECUTION OF WORKS

1. PRE START CHECKS

The purpose of these procedures is to check that the installation is in a satisfactory and safe
condition before starting up
 All the equipment and duct installation as per “As built” drawing and approval from
consultant is available before start up
 Installed equipment and project specifications are same
 All Terminals are fitted and VCD are open
 Thermostat installation is as per drawings
 Ductwork, chambers and components are cleaned
 All fire dampers are fully open
 Air leakage tests are successfully completed
 Filter installation is correct and condition is good
 Cooling Coil condition is good
 Fan and motor bearings are properly lubricated
 Access doors are securely fitted
 Fan Impellers rotates freely

 Motor insulation tests are complete


 Electrical terminal box is clean

2. START UP CHECKS

The systems will be tested in manual operation.

 Direction and rotation of fan is proper


 Motor, drive and fan are free from vibration or undue noise
 Run the fan and check the motor current. Ensure that its design full load value is not exceeded
 Measure the total flow rate at the terminals since there is only few terminals for FCU’s
 Check and verify the motor speed control with thermostat.
 Check Actuator is working in accordance with thermostat

 Measure the flow rate at different speeds

Note: Before starting the testing, it is essential that the building ceiling, partition doors and
windows are installed. Ensure windows and doors are in their normal or closed state. If spaces are
not architecturally sealed, abnormal pressure distributions will unbalance the system and lead to
inconsistent results.

3. WORK PROCEDURE

FCU’s are having lesser terminals and hence the duct air flow measurement is not applicable. The
system flow rate is measured in the terminals and the sum obtains the result. Take initial reading in
terminals and calculate the actual percentage flow rate in terminals. Do the proportional balancing
for the calculated flow rate in terminals. Adjust the VCD for terminal having higher flow rate and
bring it to the required proportional flow rate. The other terminals will be automatically adjusted.
Do the same on each terminal and mark the VCD position. Now take the final terminal flow rate and
check the values for tolerance limit. Measure the Suction and discharge static pressure values

Note: Vane Anemometer and Balometer Hoods will be used to measure the air flow rate in grills
and diffusers as per their size.

IX. QUALITY CONTROL PROCEDURE

 All works shall be ensured by the Project Manager and T&C Engineer to conform with the
MOS, specification and manufacturer recommendation.
 Upon completion of Testing & Air Balancing of each equipment, Inspection Request (WIR)
shall be raised to consultant approval as per Inspection test plan.
 QA/QC shall double check the work procedure along with the site team, if it is compiled as
per approved MOS, project specification and manufacture recommendation.
 QA/QC will invite the Engineer for work inspection at site.
 Once WIR is approved, further activity will proceed.
 If WIR is rejected, QA/QC immediately inform the site team to rectify the Engineer’s
comments. Once rectification completed, Work Inspection Request (WIR) shall be raised
again to consultant approval as per Inspection test plan.

X. ENVIRONMENTAL

 All waste shall be segregated and disposed as per waste management plan.
 Dust shall be suppressed by water spraying as and when required.
 Necessary dust bin or waste collection box will be provided to collect the wastages.
 Appropriate drinking water shall be provided according to the man power.
 Main contractor will ensure emergency procedure as per the site HSE Plan.
 All the chemicals shall be stored, handled and disposed as per MSDS only

XI. EMERGENCY PROCEDURE

 General: Site general safety procedures will be followed. In case of emergency the Safety
Officer will stop the work. He will put into action the emergency arrangements and report to
assembly points as indicated during the Site Induction Course.

 Fire Precautions: No significant fire risk is associated with this activity but general fire
prevention measures will be taken. In case of small fire use the fire extinguisher, if you
know how to use the fire extinguisher.

 In case of Eye and skin contact of coating chemicals : Immediate information will be
given to site male nurse who will be provide first aid treatment.

 Heat stress management plan: Approved heat stress management procedures shall be
followed without any deviation.
