Because critical path decides duration of the project.
Non-critical path does not decide duration of the project, so if you want to compress the schedule,
crashing / fast-tracking of the critical path activities will help not non-critical path activities.
Pareto chart shows those critical few causes which lead to majority of problem. It is used in trouble
shooting and is based on Pareto Law (80-20 rule- means 80% problem happens due to 20% causes).
