the victim. Shakti Vahini Anti Trafficking
Initiative has been taking steps in this
direction by training and sensitizing police
officers at various levels. The strengthening
of criminal investigation and other law
enforcement capacity is a core component
of Shakti Vahini TIP Response Centre.
Technical assistance includes institutional
and operational capacity building of law
enforcement to strengthen investigation and
prosecution of organized crimes. Training is
offered to police investigators, prosecutors,
criminal intelligence analysts, and security
officials at Border and travel routes including
airports.

Shakti Vahini delivers a range of


trainings to law enforcement officers on
topics of relevance to fighting organized
crime in their local contexts. It also employs
modern technical training such as
computer-based training as well as
assistance in improving information
exchange between law enforcement
agencies, travel and border authorities.

VICTIM PROTECTION AND PROVIDING LEGAL AID /
LEGAL SUPPORT TO VICTIMS OF HUMAN TRAFFICKING
VICTIM PROTECTION
Human trafficking is a high profit, low risk crime for traffickers. The crime of human
trafficking is a criminal offence although it is often the case that criminal investigations do not
result in a conviction or, if a conviction is reached, it is usually lenient and does not reflect the
severity of the crime. Successful prosecutions with maximum enforcement of the law can act to
prevent and deter human trafficking. In order to achieve successful prosecutions, evidence and
testimony from the trafficked victim/s is often necessary during the criminal justice proceedings.
However, victims of trafficking are exposed to intimidations and various other risks and are often
afraid of cooperating with criminal justice. Responding to human trafficking therefore requires a
balanced approach that is based on enforcing the law against the traffickers and protecting the
human rights of trafficked victims. Protection and support measures for trafficked victims are
not only necessary to respond to the violations of the victims' rights, but also to support the law
enforcement response to human trafficking. Providing trafficked victims with protection and
support acknowledges and responds to the human rights abuse that they have suffered as a
result of being trafficked and ensures that they will not be treated as criminals themselves. It
allows victims the chance to recover from their trafficking ordeal and reduces the risk of re-
trafficking. Through the provision of protection and support, trafficked victims can gain the
confidence and security to provide evidence against their traffickers during the criminal
investigation. Evidence has shown that trafficked victims are more likely to cooperate in the
criminal investigation if they have access to protection and support services. Valuable evidence
provided by trafficked victims is extremely valuable to any prosecution case and can result in
the maximum enforcement of the law against the traffickers. Without evidence given by the
victim, the elements of the trafficking crime are extremely hard to prove in human trafficking
cases and it is probable that traffickers will receive a relatively light punishment in relation to the
severity of the crime they have committed. Therefore, without evidence and testimony from
trafficked victims, it is difficult to successfully prosecute the traffickers and implement the full
force of the law against them. Thus it can be rightly said that victim protection, are key to
successful prosecution cases and therefore to human trafficking prevention.

For trafficking in persons investigations, victim-witnesses are generally the most
vulnerable witnesses in the case. Measures for the protection and support of trafficked victims
should therefore be enforced to support the criminal justice system. The safety and support of the
victim during the criminal investigation is the priority given their vulnerability and the trauma they
have suffered as a result of being trafficked. Protection and support for the trafficked victim should
be made accessible as soon as the victim has been identified and be extended to their involvement
as a witness in the criminal justice system.

Planning for the safety and security of the trafficked victim-witness in the criminal court
proceedings is necessary. Measures need to be taken to ensure that the security and safety of
the victim-witness is maintained. Investigating officers and prosecutors each have a role to play in
this respect. Investigating officers are in a position to consider a wide range of witness protection
and assistance measures in preparation for the court proceedings. The victim-witness should have
the opportunity to meet with the prosecutors so that the criminal court proceedings can be
explained. Interpreters may be needed at this point. The victim-witness should be shown the court
room and the entry and exit points by which they will enter and leave. If the victim would prefer, a
screen positioned to shield them from the court room to ensure their anonymity should be
arranged. If this cannot be arranged, other methods for providing testimony or evidence may be
considered, for example, using a video or audio link to the victim-witness who may not wish to be
present in court.

Shakti Vahini Major Hub for Anti Human trafficking Interventions in NCR Region

Shakti Vahini runs a Trafficking in Persons Response Centre (TIP RESPONSE


CENTER) in Delhi which is a specialized unit having experts in child protection and
victim support. The TIP Response Centre specializes in rescue operations and has
developed excellent partnerships with law enforcement agencies across the country.
The centre works closely with Nodal Anti Human Trafficking Unit of different states and
Anti Trafficking Cell of Ministry of Home Affairs, Government of India.

The strong advocacy of TIP RESPONSE CENTER with local police and police
agencies from different source states makes Shakti Vahini a hub for assistance in Anti
TIP Police Interventions. The training provided by Shakti Vahini to the police personnel
of various hierarchy starting from State level training of senior officials at Police
Academies to cutting edge level training of policemen has created a very strong
network of Law Enforcement Officers across the country who respond proactively in
cases of Missing Children and Trafficked cases.

STRENGTHENING SPECIAL JUVENILE POLICE UNITS IN DELHI
Shakti Vahini has been designated the are trained in handling children related

Shakti Vahini through its offices in

CHILDLINE GURUGRAM -1098
CHILDLINE1098 is a toll free, 24x7 free emergency phone services for the children who are in
need of care and protection across the country (India). It helps in connecting the kids to services
for long term care and rehabilitation. CHILDLINE India Foundation (CIF) is the nodal agency of
the Ministry of Women and Child Development (MoWCD) acting as the parent organization for
setting up, managing and monitoring the CHILDLINE 1098 services.

Shakti Vahini has been running the CHILDLINE service in state of Haryana in Gurugram district
since 2006.

Under the banner of CHILDLINE Shakti Vahini reaches out to all the children of the age group 0-
18 years and in extreme conditions/ emergencies it also reaches out to provide services and
help to young adults up to the age of 25 years. The CHILDLINE Gurugram on an average
intervene 350 cases annually.

TARGETED INTERVENTION PROJECT
Shakti Vahini with support and funding by the Delhi State AIDS Control Society (DSACS) and
National AIDS Control Organization (NACO) Ministry of Health and Family Welfare Govt. of
India started a long term STD/HIV intervention and prevention Initiative in the largest red light
area in Delhi in the year 2004 with a objective is to prevent new HIV infection spread among high
risk population.
As part of Joint TI Project initiative Shakti Vahini reaches out to 4000 Victims of commercial
sexual exploitation providing them support in terms of Health, Shelter and Child education.

Achievements 2019-2020:
Under the Target Intervention project, the RMC is increased in the year 2019-2020 as compared

to previous years. Similarly, VDRL has also increased as compared to previous years.
Advocacy meetings has been conducted/ organized in different Brothels. The purpose of the

advocacy is to create awareness among the group about the importance of HIV testing, RMC
and VDRL testing etc. And make the group competent enough to share the information and
share the knowledge with other community members.
AADHAR camp is organized for the HRGs. Bank account has been opened for the

beneficiaries/HRGs with the help of TI Project Staff. Regular Follow up of PLHIVs has been
done through peer navigation.
Joint TI project has conducted an exposure visit To ANONDITA HEALTHCARE where the

HRGs have been indulging in various activities and also took part in various group activities.
Training of peers has been conducted by the expert where they have been told and

discussed about the scenario of HIV/AIDS in India, its prevalence, and services under
DSACS and NACP. Training sessions were conducted on covid-19 pandemic by Dr. Vinod,
he spoke about awareness, its signs, symptoms and precautions.

CRISIS INTERVENTION CENTRE -DELHI COMMISSION
FOR WOMEN, GOVT. OF NCT OF DELHI
Crisis Intervention Centre is a program of the Delhi Commission for Women, Govt. of NCT of
Delhi. Expert counsellors supervised by experienced lawyers provide legal services to the
victims.The Crisis Intervention Centre assist the prosecutor in the trial, facilitate recording of
statement under section 164 of the code of criminal procedure.

Police station in all Districts of Delhi inform about a sexual assault incident and the
commission's helpline takes over to inform the concerned Crisis-Intervention-Center to
promptly follow up the case and provide trauma counselling and other support to the victim.
This is a 24 hours emergency service.

Shakti Vahini has been managing Crisis Intervention Centres in the District of Central Delhi
and New Delhi since 2015.

THE PROTECT PROGRAM -
Prevention, Tracking, Education and Transformation
The goal of PROTECT project is elimination of labor, sex and OSEC related trafficking activities
in Nepal, Bangladesh and India through a multi-layered, comprehensive, community-based
model of support.

The project activity being run by Shakti Vahini is preventing, reducing the likelihood of, and
empowering young children and their communities, in the fight against trafficking in persons
(TIP) in the Bihar and Uttar Pradesh

Shakti Vahini organized a
Five-Day Hockey Training Camp –
“One Win Leads to another”with tribal girls in the age group of 12-18 years from various districts
of Jharkhand. The Camp was convened from 27th January 2020 to 1st February 2020 at
SERSA Astro Turf Hockey Stadium Ranchi. The Camp was organized in collaboration with US
Consulate Kolkata who provided a team of 12 women hockey coaches from United States of
America. The Hockey Training Camp was conducted by these coaches led by CoachKatharine
DeLorenzo

Campaign Goals:
• Providing Expert Training Camp for five Days
• Empowering Tribal Women and Girls
• Fostering Youth Leadership and Development
• Strengthening Resiliency Against Violence against Women and Children
• Increasing English Education and Academic Opportunities

The Camp was an opportunity for the girls to strengthen their playing skills and be part of the
wider network of empowerment. The Camp was attended by 106 tribal girls from different

The camp's field hockey training was augmented by informational sessions on violence against
women and children, combatting human trafficking, and leadership building by social activist of
Shakti Vahini and Resource Persons from the Storytellers- Performative Theatre Group, Kolkatta.
Storytellers- Performative Thatre Group, Kolkatta trained the players and prepared 8 Tableaus
on these issues which was much appreciated on the Final day. The evening sessions were very
lively and the players enjoyed and appreciated the sessions.
8 story telling Videos Produced in collaboration with Amy Hill, US Based Resource Person from
Story Centre which will be released in July during the International Day Against Human
Trafficking, July 31, 2020. A Meeting of US Coaches and Players with Chief Minister Shri
Hemant Soren was also organized.
In the evening a award ceremony was organized at the Xavier Institute of Social Service,
Ranchi.A impactful and wonderful theatre performance was presented by the Storytellers
Group from Kolkatta which got a standing ovation from the audience.
Five Players from the Group were selected to Visit the Middlebury College , Vermont, United
States for Hockey training and Exposure Visit. The list of selected players included :Pundi Saro,

Replicating Swayangsiddha-
“One to Many Ignite the Force” -
Anti Child Trafficking Awareness Project in Eastern India
Shakti Vahini in partnership with US Consulate
Kolkatta launched a project to replicate the West
Bengal model initiative “Swayangsiddha” in the
three eastern states of Bihar, Jharkhand & Assam.
To start the initiative aTwo-Day State Level
Intensive Training of Stakeholders consisting of
Education Department, Panchayat Raj, Law
enforcement, Legal Services, College Youths etc
was convened in Guwahati, Ranchi, & Patna from
January 2020 to March 2020.

Pursuant to the State Level initiatives intensive


focussed campaign in Sitamarhi, Morigaon
&Simdega was conducted to train school teachers,
community workers, child protection agencies,
school students, anaganwari workers and law
enforcement agencies.

The project got an extension to undertake a one-


year intensive anti trafficking prevention campaign
in North and South 24 Parganas in view of the
vulnerabilities caused by COVID 19 pandemic and
natural disasters like Yaas and Amphan.

The objectives from THE Youth Champion conclave:
1. Create a strong curriculum which will expose youth leaders to understand various
dimensions of human trafficking including mental and psychological conditions of victim
and survivors the related issues of sensitive handling of trafficking cases.
2. Bringing a select group of activists in India Nepal Bangladesh and Bhutan who can mentor
the youth leaders
3. Using case studies, best practices and creative tools to start discussions on various
aspects of Human trafficking
4. Using the pool of resources from PAS Kolkatta experiences and alumni to create a very
informative and knowledge sharing workshop process.
5. Use the information and knowledge to create next generation of youth leaders and to
provide the youth viable and effective tools to address human trafficking.
6. Equip the youth with specialized techniques to use theatre, mainstream media, social
media to amplify their prevention campaigns.
7. Create and strengthen youth networks across India, Nepal and Bangladesh in order to
have a collaborative approach to this global issue of human trafficking.
8. Empower the youth and provide for necessary mentorship so that they can initiate local
initiatives in their communities and campuses.

Brief Report including Beneficiary Details


Activities on Prevention of human trafficking WAS been initiated in 30 College Campuses and
10 Universities in West Bengal, Jharkhand, Bihar, Assam, North East India, Uttar Pradesh and
Delhi.

Innovative campaigns and social media initiatives were initiated by students which made deep
impact on awareness. Anti-Human trafficking campaigns have been institutionalized and many
of the initiatives will be repeated every year by the educational institutions as their faculties have
been involved in the initiatives.

College Campuses were provided awareness materials, resources, contact of local NGOs and
active mentoring by Shakti Vahini to ensure that Universities and college campuses continue to
take up human trafficking campaigns.

The Conclave has been successful in bringing Universities, campuses and students in the fight
against human trafficking. The effect of the Youth Conclave will be felt for many years as the
college campuses continue to take up anti-trafficking campaigns every year on their own
motion.

One Win Leads to Another
Shakti Vahini in partnership with US Consulate Kolkatta and Middlebury College, United States
launched a project to train 106 tribal girls from various district of Jharkhand. The project worked
with district level stakeholders in Simdega, Gumla, Khunti, Ranchi, Lohardagga, Chaibasa and
Singhbhum to select the 106 girls to take part in 6-day training camp which was organized from
25TH January to 2 February 2020.

The objectives of the Camp included -

Bolster cross-cultural understanding, foster the exchange of ideas and values, reduce

stigma, transcend language barriers, and promote respect for diversity between the U.S.
and India.
Develop hockey skill and game comprehension to continue opening up opportunities for
?
girls in tribal areas of Jharkhand to play at district, state and national level.
Develop leadership and cultivate ambassadors of positive social change in local
?
communities and villages - especially social change benefitting women.
Increase awareness about the child trafficking crime and provide girls with tools to mitigate
?
risks of being subject to trafficking.
Cultivate an environment that encourages peer-to-peer connection, communication, and
?
meaningful relationship building among participants as well as participants and coaches.
Build a sustainable and financially independent program financed by the Middlebury
?
College administration and Middlebury Field Hockey Foundation, thereby cultivating long-
standing mentor/mentee relationships, and expanding opportunities for Indian participants
to visit, play and study in the US.
Expand access to English education and exposure to English language development
?
opportunities.
Utilize sport and community to create a more stable and safer region for young girls, and use

local media attention to promote this environment.

Digital and Performative Story Telling

Purpose
1. Create powerful set of video tools to amplify the powerful voices of survivors
2. Work with group o0f survivors and empower them to be community leaders and
changemakers
3. Create Awareness tools on Anti Human Trafficking in rights based prespective which can be
easily circulated and accessed.
4. Showcase the voices of survivors to create a campaign during the International Anti
Trafficking Day
5. Raise awareness on Anti Trafficking in College Campuses by providing the Youth
Champions of the Conclave with Digital Tools.

Context of the Films:


Shakti Vahini has produced 8 short films in partnership with Storycenter and Theatre
Alliance and US Consulate Kolkatta where each short film talks about the survivors, sharing
their heart wrenching stories on how they fell into the trap of trafficking at a young age and
the huge trauma it has created in their lives. The survivors shared about the ways in which
they were tricked into moving out of their homes and were further being forced into
prostitution and forced labour. Their stories also provide an insight on the different gender-
based stereotypes and violence that is prevailing in the society, which in turn makes them
more vulnerable to the crime of trafficking. The aim of these stories, is not only to provide
knowledge to its viewers about the crime of human trafficking but also to leave an emotional
impact by making them understand the difficulties, the survivors faces in pushing
themselves up to live a respectable life in a society that judges them at every step they take.

Audience:
The target audience for the showcasing of the films have been all the law enforcement
officers, Judicial officers, Child Protection Officers, students and several other stakeholders
to the crime, who play an extremely important role in not only providing justice to the
survivors and who also further help them in living a respectable life. It is important for the
stakeholders to emotionally connect with the stories of the victims and to understand their
trauma at a personal level.
