CHAPTER I

INTRODUCTION

Background of the Study

Community extension is an important program that is

organized by schools in order to help in the development of

communities within the areas where the school or any

specific learning institution is inhabited.

Conducting community extension service is about the

relationships in building communities through teaching. It

is geared toward helping people by empowering them through

sustainable programs to reduce poverty and inequality by

generating employment and a source of income among poor

households. It is in this aspect that the Iloilo State

College of Fisheries Barotac Nuevo Campus engages in a

particular project called the “COCOBAN SLP” Coconut Banana

Sustainable Livelihood Project. This is the continuation of

the “COCOBAN SLP” wherein Dr. Annelyn Juntoria-Deasis was

the Project Leader. The project was collaborated by the

Department of Social Welfare and Development (DSWD) and

ISCOFBN last December 2016. It was sustained by a series of

similar projects until 2018. Cabilauan was the chosen

barangay recipient of the Barotac Nuevo Local Government

Unit. The abundant supply of Coconut and Banana in

Cabilauan, Barotac Nuevo leads to Extension Services and

Community Development of ISCOF Barotac Nuevo Campus to

create a Livelihood Project that can make use of the

available crops of the said barangay. As a student and a

researcher that was invited during the re-opening Program

of CocoBan SLP on June 18, 2022, we have observed that this

project has a big potential to create a source of income

for the 4P’s beneficiaries in Cabilauan, Barotac Nuevo.

Therefore, the researchers will assess the impact and

clients’ feedback towards CocoBan Project implementation in

Cabilauan, Barotac Nuevo, Iloilo. Specifically, the

researchers will Determine the attainment of project

objective in terms of knowledge and skills acquired by the

participants in the preparation of CocoBan products;

Describe the quality of project implementation in terms of

aspirational, appropriateness, and acceptability, and;

Enumerate the clients' feedback regarding their experiences

and on how the project be improved. The purpose of this

Livelihood Project is to create new products that generate

extra income and impact in the community of Cabilauan.

Statement of the Problem

General Objectives:

The researchers will assess the impact and the clients’

feedback of CocoBan Project implementation in Cabilauan,

Barotac Nuevo, Iloilo.

Specifically, the study aims to:

1. Determine the attainment of project objective in terms

of knowledge and skills acquired by the participants in the

preparation of CocoBan products;

2. Describe the quality of project implementation in terms

of aspirational, appropriateness, and acceptability;

3. Enumerate the clients' feedback regarding their

experiences and on how the project be improved.

Theoretical Framework

This study is anchored to the Sustainable Livelihood

Approach by (Chambers & Conway1992. p.6). This theory

explains that sustainable Livelihood Approach is a holistic

approach that tries to capture, and provide a means of

understanding, the fundamental causes and dimensions of

poverty without collapsing the focus onto just a few

factors (e.g. economic issues, food security, etc.). It

tries to sketch out the relationships between the different

aspects (causes, manifestations) of poverty, allowing for

more effective prioritization of action at an operational

level. The SL approach or approaches – given that there is

no set way of doing things) aims to help poor people

achieve lasting livelihood improvements.

Conceptual Framework

The researchers will assess the impact and the clients’

feedback towards CocoBan Project implementation in

Cabilauan, Barotac Nuevo, Iloilo. The first objective will

determine the attainment of project objective in terms of

knowledge and skills acquired by the participants in the

preparation of CocoBan products The second objective will

describe the quality of project implementation in terms of

aspirational, appropriateness, and acceptability. Last

objective is to enumerate the clients' feedback regarding

their experiences and on how the project be improve.

Significance of the Study

The result of the study may be beneficial to the following:

Community. This study will be of great help in the

community of Cabilauan, Barotac Nuevo, Iloilo. This study

will determine the impact of CocoBan to the community. This

will help them in showcasing their crops which are the

coconut and banana.

Research Extension Office. The result of this study will be

beneficial to Research Extension Office. Because this study

could help them to create new Livelihood Project for the

poor people of another Community.

Future Researchers. The result of this study will provide

baseline data to certain groups who may find the study

useful and relevant in their area of concern.

Students. The finding of the study will be an input to the

students and could be a reference in their study related to

livelihood.

Scope and Limitation

This study is limited only in assessing the impact and the

clients’ feedback towards the CocoBan Project

implementation in Cabilauan, Barotac Nuevo, Iloilo.

Specifically, this study will determine the attainment of

the project objective in terms of knowledge and skills

acquired by the participants in the preparation of CocoBan

products, describe the quality of project implementation in

terms of aspirational, appropriateness, and acceptability,

and enumerate the clients' feedback regarding their

experiences and on how the project can be improved. The

respondents of the study are the 40 4Ps participants of the

CocoBan Sustainable Livelihood Project. This study will be

conducted in Cabilauan, Barotac Nuevo, Iloilo.

Definition of Terms

For a clearer understanding of this study, the

following terms were given their conceptual and operational

meanings.

Impact assessment refers a formal process used to

measure the effectiveness, relevance, and sustainability of

an organization’s current and proposed actions and

interventions (sureimpact.com). As used in this study,

Impact Assessment will be used as a measurement to the

effectiveness in terms in project objective attainment and

quality of project implementation of CocoBan SLP.

Feedback refers to information about rections to a

products, a person’s performance of a task, etc. Which is

used as a basis for improvement (Oxford Languages, 2022).

As used in this study, Feedback will be used to gather

respondents comments about the their experiences and how

the Project be improve.

Livelihood Program refers to a capability-building

program for poor, vulnerable, and marginalized households

and communities to help improve their socio-economic

conditions by accessing and acquiring the necessary assets

to engage in and maintain thriving livelihoods (Corpus,

2019). As used in this study, a Sustainable Livelihood

Program referred to the CocoBan SLP as means of livelihood

of the 40 4P’s recipients of Cabilauan, Barotac Nuevo,

Iloilo.

Sustainability refers to fulfilling the needs of

current generations without compromising the needs of

future generations while ensuring a balance between

economic growth, environmental care, and social well-

being(Merriam-Webster Unabridged Dictionary, 2020). As used

in this study, Sustainability referred to the CocoBan SLP

which helps or augments the family income of the 40 4P’s

recipients.

Assessment refers to the systematic basis for making

inferences about the learning and development of students.

It is the process of defining, selecting, designing,

collecting, analyzing, interpreting, and using the

information to increase students’ learning and development

(westminster.edu). As used in this study, Assessment

referred to whether CocoBan SLP has any contributions to

the family income and education of the children of the 40

4P’s recipients.

Livelihood refers to the methods and means of making

a living in the world. The concept revolves around

resources such as land/property, crops, food, knowledge,

finances, social relationships, and their interrelated

connection with the political, economic, and sociocultural

characteristics of an individual community

(sciencedirect.com). As used in this study, livelihood

referred to CocoBan SLP as means of support or subsistence

necessary for life.

CocoBan refers to Coconut and Banana which are

considered to be the popular products of Cabilauan, Barotac

Nuevo, Iloilo as source of livelihood.(Research Extension

Chapter II

Review of Related Literature

Sustainable Livelihood Program (SLP) is a

livelihood assistance program of the Department of Social

Welfare and Development targeting working-age members of

poor households (Corpus, et al., 2019). Community extension

projects through a variety of activities and services

develop and support individuals and communities. Extension

projects are the function of Higher Education Institutions

(HEIs) to address social needs and to initiate community

development (Mojares, 2015, as cited in Pizana, et al.,

2021.

Since 2011, the Philippines Department of Social

Welfare and Development has taken the lead in providing

opportunities for income-generating activities/livelihood

development through the implementation of the Sustainable

Livelihood Program (SLP), with the objective to reduce

poverty and inequality by generating employment among poor

households and by moving highly vulnerable households into

sustainable livelihoods and toward economic stability. This

note describes the design and core processes of the SLP and

reflects on the opportunities that the program has to

improve and complement other Social Protection programs to

make an impact on households’ welfare, and provides

recommendations to maximize its impact (Acosta & Avalos,

2018). Orbeta, et al. (2020) stated that the SLP has been

subject to a number of process evaluations, but there has

been no quantitative evaluation of its impact to data.

Pantawid Pamilyang Pilipino Program (4Ps)

4P’s is a program that provides conditional cash transfers

to poor households. Aside from that, the program also

provides social protection, social assistance, social

development, and other means to improve the lives of the

people. Based on a report from World Bank, the program has

grown from serving 46,000 families in 2011 to 340,000 in

2015, and 166,000 families in 2017. Today, the 4P’s

operates in all 17 regions in the country, covering 79

provinces, 143 cities, and 1,484 municipalities. This

program is a great help for low-income households,

especially in the time of COVID-19 (Child Hope Philippines,

2021).

Perhaps starting is the hardest part of any journey.

However, gaining support and skills aid through SLPs makes

it easier for our street youth to strive for progress.

Through the SLPs, they were able to gain knowledge that

they could use to make money for their needs. Moreover,

these projects also help street youth gain viable profit

and provide for their families in the long run (Child Hope

Philippines, 2021).

Foreign Studies

Kamwi et al. (2018) found that Agriculture alone is

not a sufficient source of money for rural families. Just

focusing on agricultural growth will not be enough to

overcome poverty. Promoting Creative livelihood activities

and skill development might be an essential method for

augmenting rural populations’ income and ensuring equitable

rural growth.

According to Md. Monirul Islam et al.(2022), the

Bangladesh government has taken some initiatives to build

livelihood opportunities for the Rohingya community in

Bhashan Char. The livelihood of the Rohingyas is mostly

dependent on the humanitarian aid provided by the

Bangladesh government and other national and international

donor organizations. In addition, they are involved in

small income-generating activities such as agricultural

farming, fishing in the waterbody, cutting and collecting

wood, small business, wage market, remittance, and non-food

transfer, mainly as part of the capacity development

support monitored by local and international agencies

working there.

Project Evaluation and Its Importance.

Project evaluation is the process of measuring the success

of a project, program or portfolio. This is done by

gathering data about the project and using an evaluation

method that allows evaluators to find performance

improvement opportunities. Project evaluation is also

critical to keep stakeholders updated on the project status

and any changes that might be required to the budget or

schedule (Landau, 2018). Levine (2021) states that

Evaluation data provides a window into whether, why and how

programs achieve their goals. Evaluation is also essential

to ensure that limited resources are utilized most

efficiently for the greatest possible impact.

Chapter III

Research Design

This study will employ a concurrent mixed-method

research design. This research design will both gather

qualitative and quantitative data roughly the same time

(Bell, et al., 2022). The quantitative phase will described

the attainment of the project objective in terms of

knowledge and skills acquired by the participants in the

preparation of CocoBan products and the quality of project

implementation in terms of aspirational, appropriateness,

and acceptability. The qualitative phase will enumerate the

client's feedback regarding their experiences and on how

the project could be improved.

Locale of the Study

This study will be conducted in Cabilauan, Barotac

Nuevo, Iloilo wherein the Local Government Unit (LGU) of

Barotac Nuevo had chosen as the recipient of the said

project. Cabilauan is abundant in Coconut and Banana crops,

which enables them to focus on their livelihood project.

Respondents of the Study

The respondents of the study are the selected 40 4Ps

mothers of Cabilauan, Barotac Nuevo, who are also the

participants of the CocoBan Sustainable Livelihood Project.

Sampling Technique

This study will be using the Purposive Sampling

Technique in determining the respondents of the study.

Purposive sampling refers to a group of non-probability

sampling techniques in which units are selected because

they have characteristics that you need in your sample. In

other words, units are selected “on purpose” in purposive

sampling (Nikolopoulou, 2022).

Research Instrument

To gather data needed for this study, the researchers will

utilize a checklist questionnaire and one-on-one interview.

Checklist Questionnaire. A checklist questionnaire will

utilize to determine the attainment of project objective in

terms of knowledge and skills acquired by the participants

in the preparation of CocoBan products and to describe the

quality of project implementation in terms of aspirational,

appropriateness, and acceptability.

One-on-one Interview. Through One-on-one interview

respondents could enumerate feedback regarding their

experiences throughout the project implementation. Also,

they could voice out their suggestions and recommendations

on improving the project.

Data Gathering Procedure

The researchers used the following procedures in

data gathering:

A letter of permission was sent to the office of the

barangay captain for approval to conduct the study.

After the observation of the CocoBan SLP activities

in Cabilauan, the researchers will formulate a

questionnaire and it is secured that the questions will be

in Hiligaynon so that the participants can provide accurate

responses.

As soon as the letter was approved, the researchers

will personally distribute the questionnaire and interview

the participants. After gathering the questionnaire the

data will be tallied, tabulated, analyzed, and interpreted

using statistical tools.

Data Analysis

To assess the impact and clients’ feedback towards

CocoBan Project in Cabilauan, Barotac Nuevo, the data

gathered from the respondents are analyzed using

statistical tools.

Mean. This will be used to interpret the results of the

checklist questionnaire from the respondents to assess the

impact regarding on the attainment of project objective in

terms of knowledge and skills acquired by participants in

preparation of CocoBan products and the quality of project

implementation in terms of aspirational, appropriateness,

and acceptability. and clients’ feedback towards CocoBan

Project in Cabilauan, Barotac Nuevo, Iloilo.

Thematic Analysis. This tool will be used in interpreting

the feedback of clients to Coconut-Banana (CocoBan) Project.

As described by Braun and Clarke (2006), as cited in Kiger

and Varpio (2020), Thematic Analysis is a method for

analyzing qualitative data that entails searching across a

data set to identify, analyze, and report repeated patterns.

Kiger and Varpio (2020) also added that thematic analysis

is a method of analysis for seeking to understand

experiences, thoughts, or behaviors across a data set.
