1. The Contractor shall be fully responsible to provide qualified staff and Engineers, specialist
and labour, trained operators, trained mechanical, electrical and instrumental technicians,
safety officers, transportation, tools or implements, accommodations and furnishings and
generally for all means used for the fulfilment of the contract requirements which undertakes
to carry out the works completely within the contract period.

2. The Contractor shall be responsible to submit catalogues, brochures and other relevant
technical details, operation and maintenance manuals of the sludge Incinerators with odour
control system and other appurtenances of minimum three (3) manufacturers within one
month from the Date of Enterprise for approval by the Engineer.

3. The Contractor shall submit to the Engineer his recommended lists containing the names and
addresses of all suppliers and manufacturers (OEM: Original Equipment Manufacturers),
including trademarks and qualities of spare parts and materials.

4. The meaning of the specifications mentioned in the documents of the contract or specified
and/or entered in the document bills of quantities. These specifications are meant to
provide the Contractor with minimum requirements of his obligations. These documents
should not be expected to cover each and every aspect of the works. Any claims brought
on the grounds for the lack of knowledge or misunderstanding of any of the forgoing of
the contract requirements shall be rejected. The sum of the contract price shall be deemed to
cover all obligations mentioned in this contract.

5. It is the Contractor's responsibility to obtain certified permission manner to incinerate the


accumulated sludge (tons) completely in accordance to the regulations of the legal authorities,
EPA state of Kuwait and municipality prior to execute the works.

6. The approval of the Engineer is a must before commencement of any sort of works specified
herein. All the works shall be done under the supervision of ministry staff. The Engineer has
right to reject any material supplied or fixed without his approval. The Contractor shall
minimize nuisances and work in a safe manner.

7. The Tenderers shall require to visit Kubd WWTP, Sulaibiya WWTP, Rekka WWTP and Umm
Al Hayman WWTP to estimate the total capacities of sludge production (tons) piled in the
disposal area and total dewatered digested sludge production (tons/day) completely for the
whole duration of the contract period.

8. The Contractor shall coordinate with other contractors from Sulaibiya WWTP, Rekka WWTP
and Umm Al Hayman WWTP completely without any rejection to allow dumping sludge
in the disposal area in Kubd WWTP.

9. The Contractor shall acquaint himself with the latest issue of the rules and regulations of
Electrical installation work of the Ministry of Electricity and water (MEW) in Kuwait. It is the
Contractor responsibility to obtain the latest copies of these regulations at his own expense
and there will be no consideration for any such unawareness of these requirements.

Requirements:

Section A. Sludge Incinerators with odour control system and other related
appurtenances:

1. The Contractor shall be responsible to develop and optimize the most advanced state of
the art and innovative and applicable technology, provide, safe transport, safe handling,
install, erect, starting-up and adjustment, test, commission new sludge incinerators (3 Nos. :
capacity of each incinerator 50 tons per day) with odour control system and other related
appurtenances with shelters against rain storm and sand storm, and shall include but not
limited to fully automatic oil burner operation, auto loading mechanism, pH meter, flue gas
treatment system and filters for trapping pollutants and highly efficient gas purification system,
safeties and controls for the smooth operation of the sludge incineration system, air pollution
control (APC) systems, environmentally friendly sound and healthy operation, function in
any type of weather without leakages, computerized monitoring and control system, PLC
automation with printer, fire fighting system, emergency system in a case of power failure,
continuous stack monitoring device (CSME), emergency stack vent, casing of the fans shall be
mild steel rubber lined with impeller of SS 316 L and all other components complete within one
year from the Date of Enterprise and will continue for the whole duration of the contract
period to incinerate total capacities of the existing accumulated sludge (tons) piled in the
disposal area complete until the Date of Enterprise and the total new sludge production (tons)
starting from the Date of Enterprise for the whole duration of the contract period complete.
Certified permission is required from EPA - State of Kuwait regulations laws and all other
legal authorities. The location of sludge incineration system and other related appurtenances
as directed by the Engineer.

The extent of works shall include but not limited to develop and optimize the most advanced
state of the art and innovative and applicable technology, provide, safe transport, safe
handling, install, erect, test, commission sludge drying system to ensure that sludge
concentration will be Dry Solids (DS) content = 90% - 100%, so that the new sludge
Incineration system will burn the dried sludge completely into ashes within one year from
the Date of Enterprise and will continue for the whole duration of the contract period completely in
accordance to the regulations of the legal authorities, EPA State of Kuwait regulations laws
amendments and Engineer approval. The location of the new additional sludge drying system as
directed by the Engineer.

The extent of works shall include but not limited to develop and optimize the most advanced
state of the art and innovative technology and applicable system , provide, safe transport,
safe handling, install, erect, starting-up and adjustment, test, commission, automatic operation
and planned preventive maintenance further De-ashes treatment system, so that not to
harm the environment in accordance to the regulations of the legal authorities, EPA State
of Kuwait regulations laws and amendments.

Also, the heat recovery obtained from the incineration system shall be used to offset
energy consumption.

2. The extent of works shall include but not limited to arrange and conduct internal professional
training program of the sludge incinerators with odour control system and other related
appurtenances to introduce for MPW staff Engineers sewage concerning operation and
maintenance of the sludge incineration system and shall include but not limited to In additional, the
Contractor shall develop individual training sessions for selected five (5) Engineers and
Technicians of MPW staff per year for the whole duration of the contract period and shall include but
not limited to Operation and Maintenance manuals, safety manual, odour control treatment,
equipment/instrument adjustment and calibration, planned preventive maintenance, safety precaution,

trouble-shooting, major maintenance and recommended spare parts by manufacturer, etc. and other
related works as directed by the Engineer. The training course language shall be in English and
shall award certificates to MPW staff for attendance the training program.
3. The extent of works shall include all other required works but not limited to civil and structural
works including foundations, platforms, ladders, drains, roofing, control room, lightings,
painting externally with two coats with all required materials, supplies, fuel, fire extinguishers,
safety tools, cables, utilities and services, connections, installations and all associated chamber
and other related components and appurtenances complete in strict accordance with
manufacturers' specifications within one year from the Date of Enterprise and will continue for
the whole duration of the contract period.

4. The extent of works shall include but not limited to provide, safe storage, transport, install, test
and commission adequate quantities inventory of original spare parts as recommended by
the manufacturers for prompt repair or replace of the defective parts of electro/mechanical
equipment, electrical equipment and instruments found through testing and inspections
equipment and instruments of the sludge incinerators with odour control system and other
related appurtenances in strict accordance with manufacturer's instructions to avoid failures,
breakages and unexpected maintenance or unplanned disturbances to operate efficiently
within one year from the Date of Enterprise and will continue for the whole duration of the
contract period. Certified inspections shall be required for approval by the Engineer.

5. The Contractor shall provide, install, test and commission adequate fire extinguishers and should
be refilled and inspected by KFB yearly for the whole duration of the contract period and tag
indicating the date of recharging or inspection should be affixed. The tag shall also be signed
by the Safety Supervisor and stamped by the Contractor. Certified inspections shall be
required for approval by the Engineer.

6. The extent of works shall include but not limited to provide, safe transport, safe handling,
deliver, laying, construct, install, test, commission new transformer of appropriate capacity
with shelter, HT cables of suitable size from HT feeder to proposed location of transformer,
Low Tension (LT) switch boards, LT cables and all other associated necessary components in
strict with the latest issue of the rules, specifications and regulations of Electrical installation
work of the Ministry of Electricity and water (MEW) in Kuwait within one year from the Date of
Enterprise and will continue for the whole duration of the contract period.

The source of power can be taken from the 11 KV HT (High Tension) switch board of
Substation SS/1 Spare feeder. The HT cable of suitable size to be laid from the substation #1
same to the proposed location of transformer installation. The transformer should be of
appropriate capacity and should be housed in a shelter( UDS ). The Substation of the same
transformer to be equipped with appropriate protection equipment for the proper working of the
system. All works shall be carried on as per rules, specification and regulation of Electrical
installation work of MEW in Kuwait and also without disrupting the present plant operation and
maintenance.

Source of Power Supply :11KV HT(High Tension) spare switch board of Sub Station #1

1. All equipment shall be connected to the new Motor Control Center with new cables, and
configured on the control board.

2. The Contractor shall provide, install, test, commission, operation and maintenance of a
new motor control centre, enunciator power supply panel, control relay panel, motor
starters, distribution boards and other auxiliary equipment, electrical power cables,
instrumentation control cables, earthling and bonding, fittings, supporting brackets and
all other associated necessary components. The Contractor shall be responsible to house

the new MCC in a separate room erected in the building. The newly room for the
MCC shall be provided with Air Conditioner split type in sufficient nos., so that the
temperature of the panel room shall be maintained to 20oC at any given time.

3. The Contractor shall be fully responsible for any civil works required for the panels
foundation, seal all sleeves of the cables, wiring, cable trays, trunking, conduits and
conduit boxes, cable trench and ducts shall be protected with waterproofing membrane.
All works, specifications and materials shall be subject to the Engineer approval.

4. The Contractor shall prepare on his own a safety place as spare parts store to keep,
which required for maintenance works during the contract period.

5. Any failure of equipment or a part of it shall be replaced with new tested without any
extra cost to MPW.

6. Maintaining and rectification of all damaged utilities and other services affected
during the works at no extra cost.

7. All works, specifications and materials shall be subject to the Engineer approval.

7. The extent of works shall include but not limited to provide, install, test, commission and
maintenance new Fiber Optic Cables in Ducts, including but not limited to all types of civil,
mechanical, electrical and instruments works according to manufacturer recommendation to
connect sludge incinerators with odour control system and other related appurtenances with
existing DCS on site complete as directed by the Engineer within one year from the Date of
Enterprise and will continue for the whole duration of the contract period. Certified
inspections shall be required for approval by the Engineer.

8. The extent of works shall include but not limited to provide, install, erect, test, commission,
operation and maintenance as minimum (2 Nos.) new outdoor landscape LED flood light
poles (500 W) with high quality fixtures (2 Nos.) to illuminate of the sludge incineration
system and other related appurtenances complete as directed by the Engineer within one year
from the Date of Enterprise and will continue for the whole duration of the contract period in
accordance with MEW standard specifications for exterior flood lights poles.

9. The extent of works shall include but not limited to modification, Supply, Install, erect, test and
Commissioning existing Sludge Storage Kirby Building into open free space Kirby structure
building and shall include but not limited to odour control system and all associated duct
works, ventilation system, electrical operated fire resisting rolling shutter doors as approved by
the Engineer for safety free space access and egress, mobile loading and unloading Skips
(Containers) for disposal off-site dewatered sludge from the existing belt conveyor and
transport to sludge disposal area on site, removing and replacing Skips (Containers) and truck
loader and all the required ancillary equipment, improving interior lightings, safety equipment,
installation, connections and appurtenances complete.

10. The extent of works shall include but not limited to provide, install, erect, test, commission all
necessary safety equipment such as fences, barriers, signs, lights, walkways, guards and
implement of the safety precaution and applications for all personnel working according to
OSHA (Occupational Safety and Health Administration) regulation requirements.

11. The extent of works shall include but not limited to provide qualified safety supervisor for the
whole duration of the contract period whose duty shall be the prevention of accidents. This
responsible person shall have the authority to take immediate action to correct unsafe or

hazardous conditions and to enforce safety precaution and fire protection on site. The safety
supervisor shall be qualified for this position and the Contractor shall submit supportive
documents to prove his qualifications and experience for such position.

12. The extent of works shall include but not limited to provide, transport, test and commission,
tractors, loaders, tippers, cranes and other machineries need for proper completion of the
works. The machineries and tools shall remain the property of the Contractor at the end of
the contract. The Contractor shall minimize nuisances and works in a safe manner.

13. The extent of works shall include but not limited to all required mechanical and electrical
installation, instruments, pipes and duct supports, fittings and all other related accessories.

Environmental Impact Assessment:


The Contractor shall engage a qualified specialist Consultant approved by EPA to study and
prepare an Environmental Impact Assessment Report within one (1) month from the Date of
Enterprise. The Contractor must receive approval of the report by EPA and submit a copy to the
Engineer.
Warranty:
The sludge incineration manufacturer shall guarantee the units being supplied to the Ministry
against defects in workmanship and material for a period of one Year under normal use,
operation and services. The sludge incinerators with odour control system and other related
appurtenances suppliers must demonstrate the ability to repair any unit within three months
period. The guarantee shall be in printed form.

The extent of works shall include but not limited to submit Letter of Certification for approval
and guarantee operation of the sludge incinerators in fully automatic operation continuously
and efficiently without troubles from the Original Equipment Manufacturer.

Section B. Operation and Maintenance:

1. The Contractor shall be fully responsible for the automatic operation and planned preventive
maintenance of the sludge incinerators (3 Nos. : capacity of each incinerator 50 tons per
day) with odour control system and other related appurtenances efficiently for continuous
running by day and night 24 hours basis everyday including operation and planned preventive
maintenance , in strict accordance with manufacturers' specifications and in compliance with
EPA State of Kuwait regulations laws and amendments and Engineer approval within one year
from the Date of Enterprise and will continue for the whole duration of the contract period.

2. The extent of works shall include but not limited to automatic operation and planned preventive
maintenance De-ashes treatment system within one year from the Date of Enterprise and will
continue for the whole duration of the contract period, so that not to harm the environment in
accordance to the regulations of the legal authorities, EPA State of Kuwait regulations laws and
amendments. The heat recovery obtained from the sludge incineration system shall be used to
offset energy consumption.

3. The extent of works shall include but not limited to automatic operation and planned preventive
maintenance screw conveyor, so that to fill residues phosphate into unlimited quantities of special
anti-leakage bags (250 kg, 500 kg, 1 ton, etc. ) with sealing ropes or non-woven clothes and tags
(Type of product, Date of production, weight, etc.) for storage on site within one year from the
Date of Enterprise and will continue for the whole duration of the contract period or carted away

to tippers off site, transport outside the site to unlimited distances locations areas in the state of
Kuwait in accordance to the regulations of the authorities, municipality, EPA and Engineer
approval.

4. The extent of works shall include but not limited to operation and planned preventive
maintenance of sludge drying system to ensure sludge concentration will be Dry Solids (DS)
content = 90% - 100%, so that the sludge Incineration system will burn the dried sludge
completely into ashes completely within one year from the Date of Enterprise and will continue
for the whole duration of the contract period. in accordance to the regulations of the legal
authorities, EPA State of Kuwait regulations laws amendments and Engineer approval.

5. The extent of works shall include but not limited to provide, transport, safe handling, test and
commission fuel and other consumption completely for starting up and continuous
operation of the sludge incinerators by day and night 24 hours basis everyday including
holidays within one year from the Enterprise and shall continue for the whole duration of the
contract period.

6. The extent of works shall include but not limited to provide, transport, safe handling, test
and commission consumables completely for continuous operation and maintenance of the
sludge incinerators by day and night 24 hours basis everyday including holidays within one
year from the Enterprise and shall continue for the whole duration of the contract period.

7. The extent of works shall include but not limited to provide, transport, safe handling, install,
erect, test and commission screw conveyor, automatic bags packing system and unlimited
quantities of anti-leakage big bulk bags (50 kg, 250 kg, 500 kg, 1 ton, 2 tons, etc. or any other
different bags sizes as recommended by the Engineer with sealing ropes or non-woven
clothes) with tags (Type of product, Date of production, weight, etc.) in Kirby structure
building with shutter door for safety indoor storage system in free space area with all required
electrical installations safety precaution, lightings, odour control system, fire alarm system, fire
fighting system, fire extinguishers and all related utilities and services according to KFB
complete, so that to fill residues phosphate (ashes) to reuse for fertilizer or other purposes or
carted away to tippers off site, transport outside the site to unlimited distances locations areas
in the state of Kuwait in accordance to the regulations of the authorities, municipality, EPA and
Engineer approval.

8. The extent of works shall include but not limited to incinerate the total capacities of the
following accumulated sludge (tons) piled in the disposal area complete within one year from
the Date of Enterprise and will continue for the whole duration of the contract period complete.

1.1 Total huge capacities of the existing accumulated sludge production (tons) piled in the
disposal area until the Date of Enterprise from Existing Kubd WWTP and total new
sludge production (tons) starting from the Date of Enterprise for the whole duration of
the contract period complete within boundary wall fence area (800 m x 800 m) of Both
Existing and Extension of Kubd WWTP.

- Total estimated capacities of the accumulated existing dry and wet sludge production
(tons) piled in the disposal area until the Date of Enterprise as minimum 65,000
cubic meter

- Dry Solids Content of dewatered digested sludge = 30% - 40%

- Total capacities of dewatered digested sludge production of Existing Kubd WWTP


starting from the Date of Enterprise and will continue for the duration of thirty six (36)
months period = 30 tons per day

- Total capacities of dewatered digested sludge production of Both Existing and


Extension of Kubd WWTP for the duration of twenty four (24) months period = 45
tons per day

1.2 Total huge capacities of the accumulated existing sludge production (tons) piled in the
disposal area until the Date of Enterprise from Sulaibiya WWTP and total new sludge
production (tons) from Sulaibiya WWTP starting from the Date of Enterprise for the
whole duration of the contract period complete, which shall be transported by other
contractor and dumped in the disposal area of the new additional external boundary
perimeter chain link fence (1807.79 m + 1063.81 m + 1807.79 m + 1063.81 m) of Kubd
WWTP.

- Total estimated capacities of the accumulated existing sludge production (tons) piled in
the disposal area until the Date of Enterprise from Sulaibiya WWTP as minimum 35,000
cubic meter

- Dry Solids Content of dewatered digested sludge = 15-20 %

- Total capacities of dewatered digested sludge production starting from the Date of
Enterprise and will continue for the whole duration of the contract period
= 120 tons per day

1.3 Total huge capacities of the accumulated existing sludge production (tons) piled in the
disposal area until the Date of Enterprise from Rekka WWTP and Umm Al Hayman
WWTP and total new sludge production (tons) from Rekka WWTP and Umm Al Hayman
WWTP starting from the Date of Enterprise for the whole duration of the contract period
complete , which shall be transported by other contractor and dumped in the disposal
area of the new additional external boundary perimeter chain link fence (1807.79 m +
1063.81 m + 1807.79 m + 1063.81 m) of Kubd WWTP.

Rekka WWTP:

- Total estimated capacities of the accumulated existing sludge production (tons) piled in
the disposal area as minimum 117,000 cubic meter

- Total capacities of sludge production starting from the Date of Enterprise and will
continue for the whole duration of the contract period = 25 tons per day

Umm Al Hayman WWTP

- Total estimated capacities of the accumulated existing sludge production (tons) piled in
the disposal area as minimum 16,000 cubic meter

- Total capacities of sludge production starting from the Date of Enterprise and will
continue for the whole duration of the contract period = 3 tons per day

9. The extent of works shall include but not limited to provide, safe storage, transport, install, test
and commission adequate quantities inventory of original spare parts for prompt repair or
replace of the defective parts of electro/mechanical equipment, electrical equipment and
instruments found through testing and inspections equipment and instruments to avoid failures,

breakages and unexpected maintenance or unplanned disturbances for the whole duration of the
contract period. Certified inspections shall be required for approval by the Engineer.

10. The fire extinguishers should be refilled and inspected by KFB yearly and tag indicating
the date of recharging or inspection should be affixed for the whole duration of the contract
period. The tag shall also be signed by the Safety Supervisor and stamped by the Contractor.

11. The extent of works shall include but not limited to all required mechanical and electrical
installation, instruments, pipes and duct supports, fittings and all other related accessories.

12. The extent of works shall include but not limited to planned preventive maintenance of Fiber
Optic Cables in Ducts, including but not limited to all civil, mechanical, electrical and
instruments works according to manufacturer recommendation to connect sludge
incineration system with existing DCS on site. Certified inspections shall be required for
approval by the Engineer.

13. The extent of works shall include but not limited to planned maintenance and replace the
defective lamps of outdoor flood lighting poles in accordance with MEW standard
specifications. Certified inspections shall be required for approval by the Engineer.
14. The extent of works shall include but not limited to provide, transport, test and commission,
tractors, loaders, tippers, cranes and other machineries need for proper completion of the
works. The machineries and tools shall remain the property of the Contractor at the end of
the contract. The Contractor shall minimize nuisances and works in a safe manner.

15. The extent of works shall include but not limited to planned preventive maintenance of the
transformer, HT cables, LT cables motor control centre, enunciator power supply panel,
control relay panel, motor starters, distribution boards and other auxiliary equipment,
electrical power cables, fiber optic cables, instrumentation control cables, foundation,
earthling and bonding, fittings, supporting brackets and all other associated necessary
components.

16. The Contractor shall provide qualified and trained four (4) site shifts operators (3 working
shifts and 1 standby shift 24 hours per day, 7 days per week, 52 weeks per year) and adequate
skilled labors for each operator in each shift as approved by the Engineer within one year from
the Date of Enterprise and will continue for the whole duration of the contract period.

17. The extent of works shall include but not limited to provide, test, commission and maintenance
valid safety equipment, tools and materials to cover three (3) shifts operators and shall include but
not limited to masks with valid filters against toxic gases such as, multi gases detectors such as
H2S gas (0–50 pm), ammonia gas detectors, First aid kit, rechargeable torch lights and
other safety and protective requirements , in particular the risks of physical injury from inhaling
dangerous and poisonous gases, bacterial infection, etc . These safety equipment, tools and
materials shall remain the property of the Contractor after completion of this contract.
