Dear Sir/ Ma’am,

Greetings!

We write you to seek for your support on our advocacy under the BarFreeM Project.
The content of the said project is explained below.
Education gives opportunities to everyone to fight poverty and it equips humans in
dealing with challenges towards building a peaceful society. So,  every child has the right to
quality education regardless of their backgrounds, ability, age, and needs. It is laid- out on the
Sustainable Development Goal  4 (SDG 4) that aims to  ensure inclusive and equitable quality
education and promote lifelong learning opportunities for all ( United Nations International
Children’s Emergency Fund [UNICEF], 2022). Thus, the Department of Education (DepED)
committed itself in delivering quality education among learners through the implementation
of Inclusive Education. Yet, children’s disabilities are some of the most serious barriers to
education around the globe and they are often overlooked in policymaking which results to
limiting their access to education and their ability to participate in social, economic, and
political life.
Therefore, our school, the San Jose- Litex Senior High School (SJLSHS) under the
Department of Education (DepED) committed itself in delivering quality education among
learners through the BarFreeM Project which aims to:
1) create a barrier- free school environment; and
2) mainstream learners with special needs (LSN) through interventions,
school activities, and immersion.

The categories of learners with special education needs or exceptionalities served are
"Medical Model," which includes people with visual impairment, hearing impairment,
learning disability, intellectual disability, autism spectrum disorder, emotional/behavioral
disorder, orthopedic disability, speech/communication disorder, cerebral palsy, health/chronic
illness, and multiple disabilities, and "Social Model," which includes people who have trouble
with vision, hearing, applying basic knowledge, remembering, concentrating/paying attention,
and multi-disability.
Currently, we are planning to start our advocacy of inclusion of learners with special
needs through their physical environment. We would like to propose to transform one(1)
comfort room (CR) into a CR for PWD. Our learners spend more or less six(6) hours in
school; so, they should have access to clean and functional comfort rooms where they can
practice and experience proper hygiene to prevent spread of sickness. We have conducted
needs assessment to our learners with disabilities and almost all of them strongly agreed that
they need to have accessible comfort rooms and wash area. Most of the time, our learners
with disability have the least privilege of using clean and functional comfort rooms specially
if the CR is not designed nor accessible according to their needs.
Therefore, the SJLSHS is seeking for your support to accomplish this project and
create a significant impact to our learners with disabilities in terms of inclusion. Attached
herewith is the copy of our project proposal. Should you have any question, kindly contact
Dr. Godfrey “Butz” Dulla, the OIC for operations of SJLSHS.

Thank you and May God bless you so much more.

Very truly yours,

DR. GODFREY L. DULLA
