As Legal Consultant and Social Worker: Afghanistan Development
Organization for Afghans (02/01/2019-25/12/2019)
Duties and responsibility:

 To communicate with the academic partners and conduct new research and
draw from the existing research and reports that have been produced in
house by the other resources as well.
 To obtain expert support as well as feedback during the entire project so
that the legal work procedures proceed without any interruptions.
 To conduct in depth analysis of the available data that is available on
temporary visa programs, labor abuses, visa regulations, etc., that are
occurring in various visa programs and to address the key policy issues.
 To finalize and draft the written summaries of the visa programs so that they
can be published on the website.
 To be involved in the planning and overseeing the dissemination of the
summaries.

In addition to the above responsibilities:

 Legal consultant is involved in drafting and reviewing agreements,


producing technically accurate quality standard work, drafting technically
correct opinions and reviewing the reports.
 He/she needs to interpret and apply the theoretical legal knowledge so that
it applies to practical business solutions.
 He/she needs to prioritize work so that the deadlines can be met and is
responsible for gathering the relevant information from various resources

Duties and responsibility:


 Collect the relevant data as indicated by Project MEAL plans and assessment
Scopes of Work to measure progress against indicators, expand contextual
knowledge of the organization, build positive relationships and trust with people
of concern and promote programmatic learning.

 Implement and update MEAL Plan in a timely manner for all projects in area,
including collection, entry, basic analysis and usage of data.

 Work in very close collaboration with Programme teams, following their work
plan and adapting MEAL work plan accordingly.

 Plan according to priorities set by the MEAL Specialists and HoMEAL,


including dissemination of work plans and respondent lists in advance.

 Conduct all, ad hoc or regular assessment, monitoring, post-monitoring and


evaluation data collection as per plan / Scope of Work of all project activities
present in respective area.

 Prepare and share weekly activity reports with Area Manager, Area MEAL
Officer, MEAL Specialists and HoMEAL.

Data collection tools development and use


 Lead field testing and piloting in field of tools and provide feedback and inputs
to MEAL Specialists and HoMEAL after piloting phase.

 Lead on translation of necessary documents such as data collection tools and


databases.

 Conduct all field data collection through mobile data collection for quantitative
data and paper forms for qualitative data.

 Proceed to digitalization of all data / transcripts that was collected via mobile /
tablet.
Data management, analysis and use
 Conduct systematic data quality checks and cleaning procedures before
submitting data for analysis.

 Ensure consistent, accurate and timely transfer / upload of data from tablets to
servers, and entry of into databases or digital transcripts, if paper forms used.

 Keep track of project activity implementation and progress against output


indicators as reported by project teams.

 Proceed to ad hoc verification of outputs as reported by the project teams at area


level by cross checking with paper-based documentation (signed attendance
sheets, beneficiary lists etc) and report any discrepancy to Area Manager.

 Feed the Programme teams, Area MEAL Officer, Area Manager, MEAL
Specialists and HoMEAL with successes observed and challenges encountered in
the field, lessons learnt and recommendations on best practices to implement in
the future in a Monitoring Follow Up report after each monitoring mission.

 Collaborate with Programme teams at area-level to ensure actions are taken


based on MEAL findings and recommendations, and document such actions in a
Monitoring Follow Up (MFU) sheet.

Duties and responsibility:
The Monitoring Evaluation Accountability and Learning (MEAL) Officer ensures
professional high-quality programmatic activities and results. The MEAL Officer
will also play an important role in improving information management and data
quality and in strengthening knowledge sharing and learning across the project.
S/he will be responsible for full-cycle monitoring and evaluation of project
developing appropriate methodologies and tools to design evaluations.

1. Develop implement and assess monitoring frameworks for the Education


Cannot Wait (ARCS) Project.
2. Develop the overall framework for project M&E systems in collaboration
with senior project staff including requirements reporting baseline and
evaluation surveys; develop and monitor project management plan to
systematically document performance.
3. Ensure the alignment of M&E activities with program goals
4. Contribute to the development of annual work plans to identify project
targets and ensure inclusion of M&E activities.
5. Maintain existing indicator tracking tools; develop additional databases and
tracking tools as needed to demonstrate the effectiveness of project
interventions.
6. Aggregate and analyze data from across project’s sites to contribute to
management decision-making and reporting.
7. Generate monthly indicator reports for tracking progress against key
indicators as needed.
8. Conduct field visits for data validation and to monitor the quality and
completeness of data sets; coordinate data collection at project sites to
monitor program development and ensure timely compilation and reporting
of data; capture and document lessons learned.

surveys and other analytic or evaluation processes and products
