PLGU Kalinga conducted the joint Provincial Development Council (PDC) & Provincial Peace and

Order Council (PPOC) meeting on November 18,2022 at Davidson Hotel and Restaurant, Bulanao,
Tabuk City.

The following Agenda were discussed & approved:


1. Alignment & Synchronization of Local Development Plans
2. The Provincial Peace and Order & Public Safety Plan 2023-2025.
3. Quarry Management
4. Kalinga Founding Anniversary/Bodong Festival
5. Approval of the Collaborative Province-led Agriculture & Fisheries Extension Program
(CPAFEP)
6. Other Matters:

Municipal and Sectoral concerns:

PPDC Flor G. Moldero presented the guidelines on the Alignment and Synchronization of
Local Development Plans relative to Joint Memorandum Circular No.1 series of 2016. The said
guidelines covers the execution of Harmonized Local Planning, Investment Programming, Resource
Mobilization, Budgeting, Expenditures Management and Performance Monitoring and Coordination
in Fiscal Management. These are mechanisms designed to synchronize the planning as well as the
implementation of the development efforts of the LGUs.

PPDC Moldero also presented the 8 Point Agenda of the present leadership led by Governor
James S. Edduba summarized in the tagline "LUMIN-AWA" Kalinga, which is aligned to the 8-point
agenda of President BBM and to the country's long-term vision "Ambisyon Natin 2040" & the
United Nations' Sustainable Development Goals otherwise known as the SDG 17.

Provincial Legal Officer Atty. JP Baguiwan likewise presented for approval the provincial
Peace and Order & Public Safety Plan (POPS Plan) 2023-2025. The formulation of the POPS Plan
was spearheaded by the Provincial Planning and Development Office (PPDO) and the Provincial
Legal Office (PLO) in coordination with the different line agencies concerned.

During the meeting, PGENRO Head, Engr. Dominic Sugguiyao also presented the quarry
operation and management best practices of the Province of Pampanga. This stems from the bench
marking conducted by PLGU Kalinga in the province of Pampanga last October 26-27,2022. Some
of these best practices may also be adopted in the province with the corresponding regulations to
boost local income particularly from quarry operations.

Also presented and approved during the meeting was the upcoming 28th Kalinga Founding
Anniversary & 4th Bodong Festival to be conducted on January 30-February 17, 2023. The highlight
of the celebration will be "The Call of a Thousand Gongs, the Dance of a Thousand Pots".

The Collaborative Province-Led Agriculture and Fisheries Extension Program was also
approved. It was presented by Ms.Sol Lawagan, who represented the Provincial Agriculturist,
Engr.Domingo A.Bakilan who was on official travel.

In attendance during the meeting were Congressman Allen Jessie C. Mangaoang, Governor
James S. Edduba, Mayors Alfredo "Chao-ig" Malannag, Almar P. Malannag & Joel Tagaotao of
Pasil, Balbalan and Lubuagan respectively. Other Mayors were represented by their Planning
Officers. Also present was Gen. Audrey Pacia, Commanding General of the 5th Infantry Division of
the Phil.Army in Upi, Gamu Isabela.
