Technical Solution Description
1. Introduction
This document provides a description of Nokia’s technical solution proposal to Mobifone
Corporation in line with tender “PURCHASING OF RAN EQUIPMENT” under project “RADIO
NETWORK QUALITY IMPROVEMENT IN MIDDLE PROVINCES YEAR 2020”. The document, in
addition to the technical details of offered solution, contains further details of proposed
products, features functionality and hardware dimensioning to ensure that the supplied
hardware is fully compliant to all technical requirements defined by Mobifone in bidding
documentation.
The comprehensive technical solution designed as a part of the current proposal will address
the following business objectives derived from the current RFP:
Nokia’s proposed solution is the most versatile system in the market, supporting many
different network scenarios and an evolutionary path to new technologies. It has already
been chosen by several Operators and by those engaged in the earliest and largest Radio,
Transmission rollouts to date.
• A data over LTE Solution based on Nokia’s best in class Multiradio platform. Field-
proven Fleximultiradio 10 Base Station platform with AirScale radio module which
is modular, zero footprint solution supporting fast rollout and easy site solution -
anywhere, everywhere
• Future proof products with advanced features for best end user experience
resulting in reduction of CAPEX and OPEX
• Solution based on Nokia best in class product capabilities, consolidating
elements, supporting distributed architecture with reduced functional
redundancy
• Centralized Management System for monitoring the whole network from
centralized location

count including 351 LTE radio, 181 EPC and 100 VoLTE core customers.

2. Solution overview
The high-level network topology has shown in the below:
✓ RAN scope: Based on the Technical RFP the RAN scope of supplying is divided into three
main scope groups:
❑ Group #1- CRAN: Adding new 3G/4G cells into 71 3G/4G collocated BTS site(46
CRAN, 19 IBS and 6 especial BTS), which divided into 3 small groups depending on
BTS type:
o 46 CRAN site: 100% CRAN sites are collocated 3G/4G BTS. The 3G and 4G
BTS logically are separated BTS, only located at the same BTS room. The
scope of this CRAN site:
▪ Site solution#1: add 33 RFM and 48 RRH which are dedicated radio
module for band 1: 2100 MHz to deploy remote new 294 WCDMA
1T2R cells using existing 3G/FSMF baseband module.
▪ Site soluton#2: Add 33 RFM and 48 RRH which are dedicated radio
module for band 3: 1800 MHz to deploy remote new 147 FDD LTE 2x2
MIMO cells using the existing 4G/FSMF baseband module.
o 19 IBS: 100% IBS sites are collocated 3G/4G BTS. 3G and 4G BTS, they are
logically separated sites, only located the same location. The scope of this
IBS:
▪ Site solution#3: add 61 RRH which are dedicated radio module for
band 1: 2100 MHz to deploy remote new 122 WCDMA 1T2R cells
using existing 3G/FSMF baseband module.
▪ Site soluton#4: Add 61 RRH which are dedicated radio module for
band 3: 1800 MHz to deploy remote new 61 FDD LTE 2x2 MIMO cells
using the existing 4G/FSMF baseband module
o 6 especial BTS: 100% especial sites are collocated 3G/4G BTS. 3G and 4G
BTS, they are logically separated sites, only located the same location. The
scope of this especial BTS:
▪ Site solution#5: add 6 RFM which are dedicated radio module for
band 1: 2100 MHz to deploy remote new 36 WCDMA 1T2R cells using
existing 3G/FSMF baseband module.
▪ Site soluton#6: Add 6 RFM which are dedicated radio module for
band 3: 1800 MHz to deploy remote new 18 FDD LTE 2x2 MIMO cells
using the existing 4G/FSMF baseband module
▪ Site Solution#1, Site Solution#3 and Site Solution #5: for adding
new WCDMA 1T2R cells into existing WCDMA NodeB, Nokia offer two
type of latest Airscale radio modules for band 1: 2100, one is 3in 1
RFM( ARGA) and the other one is RRH( AHGA). Both supports full 60
MHz instantaneous DL/UL bandwidth and support WCDMA, WCDMA-
LTE RF sharing mode. Both two radio modules require SRAN19
software release onward with WCDMA activation. In this offer Nokia
offer “WCDMA19 upgrading to SRAN20C” for BTS which handle these
radio modules. The software release of 3G BTS shall be WCDMA19 at
this project starting time under scope of 2G/3G software release
upgrading project.
- 3 in 1 RFM: ARGA AirScale RFM 6T6R B1 480 W, which support
WCDMA, WCDMA-LTE sharing mode.
- RRH: AirScale RRH 2T4R B1 120W AHGA, which has 4 ports, two
ports for TX/RX and the other two ones for RX only.
❑ Group #2-FDD LTE 2100: Mobifone plan to deploy S111 2x2 MIMO 5 MHz B1: 2100
MHz for 158 existing collocated 3G/4G eNodeB. The target of this FDD LTE 2100
MHz deployment is trying to reuse the existing BTS hardware as much as possible.
During solution building phase, Mobifone confirmed that there are 52 existing
3G/4G collocated BTS which has 3G radio module in band 1: 2100 MHz are ready to
support 2x2 MIMO- they are 6x60 W FRGUs or 2x60W FRGYs radio module, Based
on that Nokia offer two site solutions for FDD LTE 2100 MHz deployment. Two
baseband module WCDMA and FDD LTE are required to connect with together. In
scope of this offer Nokia provide the length of cable is 2m only with assumption that
3G and 4G baseband are located on the same rack. The longer cables are not scope
of this offer, Mobifone has responsibility for longer optical cable- the allowed
maximum length of optical cable is 20m.
o Site solution #7-cRFS (Classical RF sharing)- this site solution applied for 52
3G/4G collocated BTS. The cRFS means that FDD LTE 2100 will be shared
radio module with existing WCDMA RAT, while the 3G and 4G baseband
modules are separated- one for WCDMA and the other one for FDD LTE. In
current our solution the radio module for FDD LTE 2100 is the existing of
WCDMA BTS: FRGUs or FRGYs in WCDMA-LTE sharing mode, while the
baseband module for WCDMA kept the existing WCDMA baseband and 4G
baseband module is the existing 4G baseband module which manage 3 cells
FDD LTE 1800 MHz until now. The newly integrated 3 cells FDD LTE 2100 MHz
will be handled by new baseband capacity expansion module: FBBC. In order
to activate WCDMA-LTE RF sharing one additional optical interface required
between existing WCDMA radio module to 4G baseband module and two
baseband module 3G-4G shall be synchronize with together via one optical
cable. The available RF power of existing radio module will be shared between
WCDMA-LTE. The FRGU is 6x60W radio module and supported 3 sectors
WCDMA in one hardware. With 2 PAs available per sector, it is ready to
configure 2T2R for FDD LTE 2100 MHz. So totally 6x20 W RF output power is
needed for FDD LTE 2100 MHz, then 6x40 W remained for WCDMA, it is
enough for S222 WCDMA deployment.
For cRFS there are not RAN software release upgrading is required, but LTE software
release shall be at least FDD LTE18A onward in order to having compatibility with
WCDMA19 at WCDMA BTS. In term the cRFS support both Rel’2(FSMD/FSME) and Rel’3
FSMF baseband module. However, please find the 3G/4G software release Compatibility
Matrix required for cRFS in Table 2. Based on Table 2, the new FDD LTE2100 MHz shall be
deploy on top of existing FDD LTE which has software release newer then FDD LTE18A. It
means that FDD LTE2100 cannot deploy for 4G eNodeB which has existing software
release is FDD 16A. The upgrading from FDD LTE 16A to at least FDD LTE18A is required
and not scope of this offer.

o Site solution #8-L2100 SRAN solution: this site solution applied for 106
3G/4G collocated BTS. In this site solution we will modernize the existing 3G
radio module by new ARGA Airscale RFM 6T6R B1 480 W. The AirScale RFM
ARGA is supported by SRAN 19 software release onward. So, this solution is
required upgrading both existing 3G/4G single RAT software release to
Single RAN(SRAN) 20C software release. Nokia SRAN software release make
3G/4G as single logical SBTS – “all sharing everything” it is shared fronthaul
interface, backhaul interface, radio module, baseband module, OML etc… In
this solution the offered new 6x80W AREA is able to support multiRAT
sharing between WCDMA-LTE. One fronthaul optical cable is needed between
AREA and 4G baseband module- no fronthaul optical cable is required
between this radio module and 3G system module, since the 3G signal will
forward from 4G system module to 3G system module via two baseband
synchronization cables which connected 3G and 4G system module together.

❑ Group #3-FDD LTE 4x4 MIMO upgrading: Mobifone plan to 4x4 MIMO 15 MHz for
132 existing 2x2 MIMO 15 MHz. The hardware of existing eNodeB do not support
4x4 MIMO deployment yet. The site solution to upgrade the existing 2x2 MIMO 15
MHz to 4x4 MIMO 15 MHz includes:
o Radio module: adding one new 6x80W AREA B3 RFM into each eNodeB. The
AREA RFM has 6x80W ports, one of them support both TR/RX concurrently
for multiRat. In this solution offered AREA used for FDD LTE only. With adding
2x80W TX/RX ports into each sector, the existing 2x2 MIMO BTS will be
capable of configuring 4x4 MIMO.
o Baseband module: One FSMF core element/ FBBC able to config to one basic
cell set (BSC). One BSC support up to 3 FDD LTE 15/20 MHz or 6 FDD LTE 10
MHz cells. In order to support 4x4 MIMO then Extended Cell Set( ECS) is
required, which combination of FSMF+FBBC is needed. In this offer Nokia
provides one new FBBC to upgrade the existing FSMF baseband module to
be ready for 4x4 MIMO 15 MHz.
There are two site solutions for this group#3 depending on type of existing radio
module of existing 4G eNodeB. There is not differentia in term of 4x4 MIMO upgrading
solution for two site solutions, only RF connection diagrams between radio module and
baseband module is different. Nokia offers one new RFM AREA for each 4x4 MIMO
upgrading 4G eNodeB to handle newly added 2 TX/ 2 RX. However, additional antenna
for upgrading eNodeB is not on scope of this offer. Mobifone has responsibility to
provide the additional new antenna for this upgrading. One more two ports X- Pol
antenna is required for each sector meaning that additional 3 X-pol antenna per
eNodeB.

✓ RNC software release: Nokia offers SRAN20C for new 3G cells and FDD LTE2100
MHz cells, which required the software release of RNC at least RNC19. So the
software release of RNC which manages new single 3G SRAN cells and FDD LTE 2100
RF sharing 3G SRAN cells shall be ready RNC19 at this project rollout. The WCDMA
software release upgrading from RNC18 to RNC19 on progress under 3G/4G
software release upgrading project in Middle central. The Software release
upgrading is not under scope of this offer.
✓ NetAct (OMC-R):
• The existing 3G NetAct in Middle central will handle all SRAN cells included
both 3G and 4G SRAN cells, totally 452 3G SRAN cell and 318 FDD LTE 2100
MHz SRAN cells. The 3G NetAct cluster hardware is able to handle additional
all mentioned SRAN cells, however Nokia offers SRAN20C for new SRAN cells(
3G and 4G SRAN cells), which requires NetAct19 SP2004 with fast pass FP716.
So NetAct upgrading to this version shall be ready before this project starting,
the upgrading is under scope of 2G/3G software release upgrading and on
progress now.
• The existing middle step configuration of 4G NetAct cluster in Mobifone
Middle is unable to handle newly added 382 FDD LTE cells(not SRAN cells)
from this tender. So, Nokia offer NetAct hardware expansion from middle
step to EX- step. The NetAct software release is NetAct is Netact 18A SP1904
+ Fast Pass which is compatible with all existing RAN software release in
Mobifone Middle area.
✓ EdenNet (SON): SON functionality is not scope of this offer
✓ OMS: no new OMS hardware is provided in scope of this offer. The existing OMS in
Middle network is reused for new cells. Take note that FDD LTE SBTS are connected
directly to MME without LTE OMS.
3. Solution components
3.1. Radio access network

Nokia Flexi Multiradio 10 BTS is the world's most compact, high capacity, software-defined
base station for GSM/WCDMA/LTE /LTE-A technologies. No additional cabinet or shelter is
needed for its installation as the BTS is perfectly suited for indoor as well as outdoor use.
The modular design of Flexi Multiradio 10 BTS enables us to start with small configurations
and scale up as market grows.
Flexi Multiradio 10 BTS allows easy expansions, starting with remote software upgrades,
thereby adding capacity sub-modules and by chaining additional radio modules. Its compact
design and high integration level make Flexi Multiradio 10 BTS a benchmark in energy
consumption allowing additional cost savings.
Flexi Multiradio 10 BTS is the only BTS available in the market which can be optimized for
all applications like: macro or micro, small or large configurations, indoors or outdoors and
distributed or feederless BTS solutions.
The Flexi Multiradio 10 BTS consists of two modules viz., System Module (the Baseband) and
the Radio (RF/RRH) Module. The RF module is connected to the System Module via a high
capacity OBSAI link (up to 6 Gbps) and supports up to six sectors (with 6-pipe RF module)
with one 3U high module.
System module
Nokia Flexi System Module, FSMF contains all the controls and baseband functions required
for the supported radio access technologies. It is a common software-defined system
module for all technologies. FSMF is an outdoor system module with a high capacity core
module.
It supports a capacity of 3x20 MHz (or 6x10 MHz) with MIMO enabling 450 Mbps downlink
and 150 Mbps uplink data speeds. FSMS system module supports up to two Capacity
Extension Sub-Modules (FBBA/C). One FBBC provides the same capacity as FSMF.

Flexi Multiradio System Module Outdoor is optimized for Ethernet transport and supports
the following integrated transport functions:
FBBC provides additional capacity to the BTS. One FBBC brings additional capacity of 3x20
MHz (or 6x10 MHz) with MIMO enabling 450 Mbps downlink and 150 Mbps uplink data
speeds in LTE. Up to two FBBCs are supported per Flexi System Module FSMF providing the
possibility for a very high capacity LTE solution.
In scope of this offer Nokia do not provide any new FSMF baseband unit, all required site
solution is based on the existing FSMF BTS. To handle the new 3G/4G cells, 4x4 upgrading
configuration under this contract, Nokia offer the new capacity expansion FBBA/FBBC
module to expanse the existing FSMF 3G/4G capacity.
Nokia AirScale multiRAT RF module(RFM) ARGA has six transmitters and six receivers, which
support full 60 MHz instantaneous bandwidth for both DL/UL in 3GPP band 1 (uplink: 1920
- 1980 MHz, downlink: 2110 - 2170 MHz). ARGA has six 80W PA(Power Amplifiers) to support
MultiRat(WCDMA,LTE) in sharing mode. It means that total 80W RF output power is able to
share between RAT, for example 40W for WCDMA, the rest 40W power can use for FDD LTE.
It is optimized solution for 3 sectors site.
Nokia AirScale multiRAT RF module(RFM) AREA has six transmitters and six receivers, which
support full 75 MHz instantaneous bandwidth for both DL/UL in 3GPP band 3 (uplink:
1710-1785 MHz;downlink: 1805 - 1880 MHz). AREA has six 80W PA(Power Amplifiers) to
support MultiRat(GSM,LTE,NR) in sharing mode. It means that total 80W RF output power is
able to share between RAT, for example 40W for GSM the rest 40W power can use for FDD
LTE. It is optimized solution for 3 sectors site
Nokia AirScale Remote Radio Head (RRH) AHEB with four transmitters and four receivers for
3GPP band 3 (uplink: 1710 - 1785 MHz, downlink: 1805 - 1880 MHz). AHEB has four power
amplifiers to support one sector with up to 4x40 W 4TX MIMO output power at the BTS
antenna connectors. This RRH is optimized for distributed macro BTS installations. AHEB
filter bandwidth supports the whole 3GPP band 3 (75 MHz).
Nokia AirScale Remote Radio Head (RRH) AHGA with two transmitters and four receivers for
3GPP band 1 (uplink: 1920 - 1980 MHz, downlink: 2110 - 2170 MHz). AHGA has two power
amplifiers to support one sector with up to 1x60 W and 4TX for multiRAT(LTE, WCDMA)
sharing at the BTS antenna connectors. This RRH is optimized for distributed macro BTS
installations. AHGA supports full 60 MHz instantaneous DL/UL bandwidth of 3GPP band 1.
The idea behind Single RAN is simple – operating different radio technologies on a single
multi-purpose hardware platform. In its most developed form, Single RAN will comprise one
radio installation with common transport and operational and management system with
integrated unified security across radio access technologies (RATs). In addition, it enables
the coordination and operation of different RATs in a unified way, as well as being able to
use existing RATs to bring the best performance by coordinating their advantages.
Modularity is a key enabler, allowing capacity to be scaled up in line with demand, and new
and existing spectrum to be used more efficiently. In addition, operational efficiency can be
improved through network sharing, energy efficiency of the radio network will be raised, and
software can be used to define the functions of the hardware for ultimate flexibility,
performance and cost effectiveness. Single RAN is already helping many operators to
achieve substantial benefits, but the coming years will see the technology evolving
substantially. When it comes to Single RAN, the best is yet to come.
Despite its widespread adoption, Single RAN defies a common definition. Single RAN is not
standardized by an industry body, and equipment vendors offer different features under the
Single RAN banner, some based on 3GPP standards, with others being proprietary. Operators
typically expect Single RAN to deliver a variety of benefits, including:
o Efficient use of spectrum and re-farming
o Efficient shared use of hardware
o Smooth evolution of GSM, HSPA, LTE and 5G
o Simplified network architecture
o Reduced energy consumption
o Converged planning, operations and management
o Simplified, fully IP-based transport
o Automated 3GPP compliant security
o Lower costs and growth in top line
All these benefits are possible, in re-farming, sharing, modernization and evolution, enabling
operators to simplify their networks, reduce costs, grow their business and balance their
investments more easily and in better ways.
• An evolving technology
Although Single RAN has its roots in 2008 and is today simplifying many radio access
networks, the technology is clearly still far from maturity and will evolve further to deliver
substantial new benefits for operators.
Single RAN is focused on simplifying the macro network resulting in lower cost network
evolution. That’s becoming increasingly important as operators deploy LTE to meet the
accelerating mobile broadband boom. It is arguable that LTE was the main trigger for Single
RAN as the industry recognized the sheer complexity of adding another radio technology to
existing GSM and HSPA layers. Not only is a new radio technology involved, along with a raft
of new frequency bands, but IP-based transport needed for LTE must be added to existing
ATM and TDM transport links.
Single RAN cuts through the complexity by running different technologies on one hardware
platform, to move from separate installations for each radio technology with its own
transport and operational needs, to single installations with a common transport and
operational and management system.
This sounds straightforward, but is technically complex to achieve because GSM, HSPA, LTE
and 5G are distinct technologies, developed independently and standardized separately.
Features available in one technology may not be available or applicable for the others. In
addition, operators expect that the Single RAN products available since 2008 can be re-used
with the latest equipment, for example for Re-farming and RF-sharing. This means all four
technologies need to be developed in parallel with strong backwards compatibility to
maximize the benefits of Single RAN.
Security threats are growing as operators move to all-IP networks, which require dedicated
measures to protect both the infrastructure and end users. There are several sources of
security risk, as networks evolve to all-IP open environments and become vulnerable to the
kind of attacks familiar from the IT world. As a fully IP technology, 5G, LTE creates
vulnerabilities not previously seen in GSM and HSPA networks.
The use of IP transport networks for the backhaul, which are inherently more open than
traditional transport networks, means that customer data needs to be protected against
eavesdropping. Operator networks must be secured against misuse and other threats, such
as denial of service attacks, between the base station and packet core. In addition, modern
technology and miniaturization enables smaller base stations to be installed in public places,
physically accessible to unauthorized tampering. Another issue is the involvement of diverse
players like application developers and value-added service providers, which also leads to
higher and more complex security risks.
Today, Single RAN has overcome many obstacles to create much-simplified hardware. In the
future we will see that simplification being applied to the software to bring greater flexibility
to network operations. Coordination of RATs will bring performance enhancements to the
end user and cost savings for the operator. This will not happen overnight. Radio access
network projects are huge and in much the same way that Single RAN has taken several years
since 2008 to reach its current state of development and implementation by hundreds of
operators, we can expect its further evolution to take place step-by-step over the coming
years. Nokia Single RAN Advanced solution is adopted.
Single RAN is all about sharing multi-purpose hardware, with functionality determined by
shared software, and common Operations and Management, transport, and network
performance optimization and configuration. The evolution of more advanced Single RAN
capabilities will develop these sharing capabilities to simplify network management and
bring greater flexibility, scalability and resiliency for mobile broadband operators.
Flexi Multiradio 10 BTS with Flexi System module, is the most compact, software-defined
base station for all technologies i.e. GSM/WCDMA/LTE/LTE-A. A single module for all the four
technologies increases the RAN performance by ten folds thus gives tremendous cost
savings. The ultimate capacity experience i.e. over 10 Gbps per site with advanced
configuration makes Flexi BTS a market leader in the Multiradio domain. Flexi Multiradio 10
BTS will provide the following benefits to Mobifone:
Software defined most compact Multiradio Base Station for all technologies
Energy efficiency is another area where Nokia has been extremely active as compared to
other vendors. This is reflected in the power consumption values for the Flexi BTSs, which
are much lower as compared to the others, contributing to reduce OPEX.
The power consumption of the Flexi Multiradio 10 BTS is significantly less, thus providing
lower Total Cost of Operation (TCO) for Mobifone.
Flexi Multiradio 10 BTS introduces a new revolutionary flexible way to build BTS sites using
modules. Flexi Multiradio10 BTS modular design extends the installation options to wall and
pole mounting and enables hidden sites. Installation cost for Flexi Multiradio 10 BTS is
significantly reduced as all modules can be easily carried and installed by one technician.
• Flexi Multiradio 10 BTS fits all traditional as well as new site locations.
• Flexi Multiradio 10 BTS maximize the use of existing infrastructure, minimize
number of new sites.
With low footprint-to-capacity ratio, Flexi Multiradio 10 BTS uses existing site space more
efficiently with different possible installation option as shown below:
High Reliability
Flexi Multiradio 10 BTS is designed to meet availability targets of the highest standard even
in basic configuration. High reliability is achieved by the high integration level and reduced
number of components in Flexi Multiradio 10 BTS. Very high MTBF for repair means few site
visits and reduced total BTS network OPEX costs.
Typical value of MTBF for Flexi Multiradio10 BTS is 150000 Hours. MTBF value varies with
number of modules and power used in Flexi Multiradio 10 BTS configuration.
This feature provides shared transport function for the SBTS and describes how multiple
RATs share the transport resources of the SBTS concurrently whereas the system appears
on the Transport Layer towards the network as a single IP host.
SR000374 introduces Timing over Packet with frequency synchronization support in SBTS
over IPv4 in unicast mode. Feature SR000724 IPv6 for S-plane enables Ipv6 for ToP-F.
PTP profile used by ToP-F
ITU–T recommendation G.8265.1 specifies PTP profile - “Precision time protocol telecom
profile for frequency synchronization” that describes architecture and provide other
necessary details to consistently utilize IEEE 1588−2008 for packet−based frequency
distribution in telecommunication networks.
SR000383 introduces Timing over Packet with phase synchronization support in SBTS over
IPv4 in unicast mode and over Ethernet in multicast mode. Feature SR000724 IPv6 for S-
plane enables Ipv6 for unicast mode
consistently utilize IEEE 1588−2008 for packet−based phase and time distribution
in telecommunication networks:
- ITU–T G.8275.1 defines PTP profile for network scenarios
with the full timing suport over multicast Ethernet
- ITU–T G.8275.2 defines PTP profile for network scenarios
with a partial timing suport over unicast IP
• Nokia Telecom2008, preserved for backward compatibility with legacy LTE891
deployments (based on the draft version of the ITU−T G.8275.2 profile) in
combination with Microsemi TP5000 GrandMaster and works in IP unicast mode.
With SR001749, user can follow selected Antenna line VSWR and RWTP/RSSI current value
and trendline from BTS Element Manager.
Possible monitoring:
Existing NetAct LTE cluster (NetAct 18A SP1904) will be expanded to handle new enodeB in
this tender. The key OSS elements in the offered solution are outlined in the table below:

The above figure describes the proposed OSS solution that helps MobiFone to monitor,
control, analyze and manage the network in an efficient way. To efficiently manage the
complete network, Nokia is proposing the OSS solution as below:
NetAct 18A is offered for O&M tasks of proposed network. It gives MobiFone one
consolidated view over any network, even the most complicated multi-domain, multi-
technology system. Nokia NetAct is proposed to manage LTE only.
Nokia OSS provides industry leading network management solutions. Nokia NetAct is a new
generation network management system for multi-vendor and multi-technology networks.
We have been successful with 500+ virtualized NetAct installations. Nokia NetAct gives user
one consolidated view over any network, even the most complicated multi-domain, multi-
technology system. NetAct is virtualized for minimal downtime and resilience and provides
full visibility and control over your network, whether traditional or cloud-based.
NetAct provides a comprehensive suite of premium, modular applications for managing all
network domains. NetAct comprises a common computing platform; an adaptation and
mediation layer; an application layer and VMware Hypervisor layer.
• The adaptation and mediation layer- is responsible for converting the network
element data to NetAct internal format and for adapting the applications to, for
example, a certain network domain and technology. It also provides the application
layer with services not specific to any network management operation, for instance
access control and logging.
• The application layer- contains the applications for common management tasks,
such as fault, configuration, performance management and optimization. These
are accessible through user workstations. Depending on MobiFone Corporation
installation, the tools allow management of part or all the network domains.
• VMware Hypervisor- is installed on physical servers which provide the HW
virtualization capability. Virtualization is a software technology, which uses physical
resources such as a server and divides it up into virtual resources called virtual
machines (VM's).
Virtual Machines (VMs) allow the sharing of the underlying physical server resources between
different virtual machines, each running its own instance of operating system. Servers
simply add I/O, CPU and RAM computing resources to the HW “resource pool”.
Virtualization provides a logical view of data, computing power, storage capacity and other
server resources. Within each logical replica virtual machine, a guest operating system may
run independently of other guest operating systems running in other virtual machines
The OSS solution comprises the solution that completely adheres to the requirement to
manage underlying network efficiently from a centralized location. The solution provides
seamless multi-technology support with highly intuitive GUI oriented applications.
The key benefits and features of the solution are outlined below:
Availability guaranteed
Nokia NetAct is virtualized so MobiFone Corporation gets automatic operational continuity
in case of hardware failure. Virtual OSS also means zero downtime for hardware maintenance
and near zero downtime for upgrades.
NetAct’s virtualized platform allows for efficient hardware utilization. Being virtual also
means near-zero downtime during upgrades and improved availability. NZDT is not a part
of current offer.
Reduced costs
Increasingly automated management solutions mean fewer personnel resources are
devoted to maintenance and operations, as well as making it easier to plan new networks
or to introduce new technologies. All this adds up to a big drop in OPEX.
Making the most of existing network capacity also means lower CAPEX, as does the
deployment of a common NetAct platform in place of separate, proprietary solutions.
NetAct helps in increasing the revenue with reduced total cost of ownership. The proposed
OSS systems aim to not only improve the efficiency of planning and operations teams, but
they also contribute significant financial benefits to a company’s overall CAPEX and OPEX
network equipment budgets.

4. Other assumptions.
✓ There are different hardware items in current submitted BoQ vs budgetary BoQ due
to different reason stated in table below. The replaced items has the same or better
technical specifications that of old ones- it ensures the good performance in
Mobifone network and the best one suitable for this RFP.
LKs are not physically downloaded to the eNodeBs. They are kept in
the CLS from NetAct SW Entitlement Manager (SWEM) assigns right-
to-use( RTU) to particular eNodeB(s). There is one CLS per the whole
operator’s network. The CLS cooperates with SW Entitlement
Managers (SWEMs) in NetAct Regional Clusters (NetAct RCs). When
number of each LK is assigned by CLS for each eNodeBs), then they
are unable to reassign to other ENodeBs, CLS use LK pool to
distribute LKs for new eNodeB only. The NE’s license capacity is
returned back to pool, when a network element is removed from
customer’s network and BTS site ID is removed from NetAct CM data.
▪ SWEM continuously check the number of cells where the feature is
active and compares it with the available SW license capacity in pool.
If SW license is missing (missing RTU), the SWEM generates a License
Missing alarm. In additional to checking configuration dat, some
dedicated capacity units are controlled by counters:
• For data users(connected UEs)- M8049C0 Max Number of
Active UEs used to monitor connected UE. The eNodeB
continuously send measurement report to NetAct.
Measurements are stored in NetAct PM with a granularity of
15 minutes. The SWEM checks the databased periodically
(once a day) and takes daily max value for license capacity
checking.
• For data volume the following counter is used

▪ In additional SWEM generates a limitation action (a commend) for the
ENodeB to limit eNodeB functionality. There are 14-days grace
period after the License Missing Alarm is raised. Only when that
period expires are the limitation imposed.

✓ Limitation of data users
In case of missing SW licenses, the SWEM is initiating a CM
command to limit the number of data users according to
licensed capacity. Note that the limitation does not impact
ongoing calls. Handovers, re-establishments, and emergency
calls are still accepted. Over time, the number of data users
will be dropped down to licensed capacity.
✓ Limitation action of User Plane Data volume
The limitation action which is applied is the throughput
limitation. It starts moderately, but it becomes more impactful
over time. After every week there is a throughput reduction up
to 50%. The traffic limitation starts at 100% of maximum
traffic rate and is reduced by ~ 5% every week down to 50%
until CLS is refilled with new licenses. The initial allowed peak
rate is determined based on measurements of the two-week
traffic.
