“PRIMO: A Proposed Medium Rise Residential Community for the Chosen Low-Income

Families

in Naga City”

CHAPTER I

THE PROBLEM

Introduction

City of Naga, also known as the Pilgrim City of Naga, is a first-class independent

component city in the Bicol Region of the Philippines. It is one of the largest and most important

cities in the Bicol region, being its center of almost everything. It is the center of commerce in

the province of Camarines Sur and is the core of the organized Metro Naga.

Developing regions are experiencing rapid urbanization, mainly characterized by population

growth and migrations from rural to urban areas. In this respect, Naga City is a significant

example: based from 2015 Census by the Philippine Statistics Authority (PSA) the household

population of Naga City in the 2015 Census was 194,348 broken down into 42,152 households

or an average of 4.61 or five (5) members per household. Additionally, it was discovered that at

least one in three households lacks a significant source of income to meet their basic needs for

food and non-food items, which demonstrates the town's ongoing poverty and housing shortage.

Because of the rapid growing of population in Naga City insufficiency of residential

lands and unit occur resulting to housing congestion in some places in the area, while

unfortunately some can’t afford to have their own houses. This leads to limited access to

infrastructure and services, poor housing condition, no tenure security, social insecurity and

instability, flooding problem, inappropriate location, and uneconomic use of land.


Housing improvement is one of the most important sectors of the economy, which ensures the

prosperity of urban development. and sustainability. Compared to commercial buildings, the

residential design must correspond to day-to-day concerns of people's lives and address problems

related to their life experience and ambience. In fact, Naga City government has its existing

projects to assess this housing problem such as: One Time, Big Time and the Urban Poor

Balatas. Many Nagueños benefit from these developments, but some of the people are compelled

to return to their old homes, while others simply sell their lands to others because they are

located far from the Naga central business district (CBD) and there aren't enough jobs or other

sources of income there. Therefore, the researcher aims to provide an innovative solution that

will answer both housing problems and unemployment for the chosen low-income families in

Naga City.

The name “PRIMO” derives from the Latin “prīmus“, meaning “first”, This signifies the project

proposal signifies as the first medium rise residential community in Naga City which will benefit

the chosen low income families of the city. This is a way to design residential community that

adjust to life, to our needs, to our moods. This will adapt to our space, our functionalities and our

needs that change continuously and even to our sense of beauty, itself in continuous motion.

The purpose of this study is to provide the chosen low-income families in Naga City with

an environmentally friendly medium rise residential community. This project aims to reduce the

number of homeless families in Naga City and build the residential community in the town

through environmentally friendly design. The housing will have a preschool facility to ensure
that children of city residents can complete the basic education curriculum before moving on to

the next step of education. It will also have a skill and training facility for the residents to have

enough capability to make their own incomes that will suffice for their needs.

A medium rise building has a vertical built form that is moderately taller than single family

homes or horizontal multiple housing. This will lead to the creation of more homes, which will

only occupy a smaller building footprint than housing with a single dwelling. The building

design incorporates sustainable strategies such as passive cooling methods, energy generation,

rainwater harvesting, CO2 consumption, vertical Integration of vegetation, natural ventilation,

daylight penetration and constructed wasteland for rainwater treatment.

“Architecture is based on the past and built in the present to take care of the future.” Barangay

Tabuco, Naga city was the selected site as a prototype residential community of a developing

city. Developing city as Naga city are often more challenging because of its population growth

that have huge impact on future environmental and economic issues. As urban reality shows,

increasing population, demand for limited resources and depletion of natural environment

strengthen this default that as urbanization gains pace, more people will find themselves living

close together than ever before. The quality of urban living spaces will be even more significant

in future. Architecture can change the way we think, we feel and embrace the future.

Statement of the Problem

Due to the rapid growth of population in Naga City, insufficiency of residential lands and units
occur in the central business district area resulting in housing congestion in some barangays.

Some cannot afford to have their own houses. This leads to poor housing conditions, no tenure

security, social insecurity and instability, and limited access to infrastructure and services. 

PRIMO aims to address these problems through the design of a medium rise residential

community which will benefit the chosen low-income families in Naga City. Additionally, skill

training facilities will be established for the residents to provide source of income within the

residential community. In addition to this, a preschool facility will be built to ensure access to

education for the children.

Furthermore, the study aims to answer the following sub-problems:

1. What modifications and improvements to the existing housing are needed for the medium

rise

residential community?

2. What services and facilities would be provided in the medium rise residential community?

3. What are the needs and preferences of the project's intended users?

Significance of the Study

The importance of the study is to provide a new residential community housing approach in the

city as well as giving an in-house source of income to the chosen families of the proposed

project. As the rapid growth of population in Naga city it will prepare the city in the future to

enough housing with less building footprint.

To Architecture:
This project will be a significant variable to architecture as it will promote having complete

community needs in the medium rise residential buildings with an innovative passive design,

eco-sustainability, and usage of vernacular materials.

To the chosen low-income families of Naga city:

The proposed project will be a long-term solution for the chosen low-income families as it will

provide a best housing condition, tenure security, social security and stability, in-house access to

preschool facilities, and skill training amenities that will give a source to suffice their everyday

needs as well as savings.

To the Community:

The proposed project will help the community to innovate and explore new approach in

addressing rapid population growth. This will serve as an early approach to the vivid housing

problems in the community. This will also lessen the number of homeless people in Naga city.

To Future Researchers:

This study would help the future researchers to be aware and knowledgeable of the processes

involved in the whole study. It would help them to be better analyst and it can be a help as a

future reference for more studies in the future.

Scope and Delimitation

The study aims to understand the current housing situation in Naga City, the unfavorable

family conditions, the governing rules, laws, and ordinances that need to be considered in the
design solution. It will also concentrate on providing useful and contemporary architectural

solutions to the community suffering from urban sprawl and congestion through mid-rise

residential community design.

The study is delimited to architectural planning and design, structural concepts, and

building materials. On the contrary this will not be comprised of the engineering works including

detailed structural, electrical and mechanical plan. But will be delimited to the basics of

plumbing, sanitary and sewage system which will be great assistance for an eco-friendly and

self-energy generating design.

Definition of Terms

Building footprint

A building footprint provides the outline of a building drawn along the exterior walls, with a

description of the exact size, shape, and location of its foundation. Building footprint is the most

basic information necessary for evaluating the vulnerabilities of a building for a specific hazard.

Infrastructure

The basic physical and organizational structures and facilities such as; buildings, roads, power

supplies needed for the operation of a society or enterprise.

Medium rise building (MRB)


Medium rise buildings might be as low as floor floors or stories in height, but also, as much as

five to six floors or stories. Unlike low rise buildings, which are generally unequipped with

elevators and instead rely on stairs, medium rise buildings usually have elevators. 

PASSIVE DESIGN

It maximizes the use of 'natural' sources of heating, cooling and ventilation to create comfortable

conditions inside buildings. It harnesses environmental conditions such as solar radiation, cool

night air and air pressure differences to drive the internal environment. Passive measures do not

involve mechanical or electrical systems.

Residential community

A residential community is a community, usually a small town or city, that is composed mostly

of residents, as opposed to commercial businesses and/or industrial facilities, all three of which

are considered to be the three main types of occupants of the typical community.

Tenure security

Security of tenure is a term used in political science to describe a constitutional or legal

guarantee that a political officeholder cannot be removed from office except in exceptional and

specified circumstances.

Urbanization

Urbanization is the increase in the proportion of people living in towns and cities. It occurs

because people move from rural areas (countryside) to urban areas (towns and cities).

This chapter contains laws, guidelines, and foreign and local literature and studies that are related

to the study which are vital on conceptualizing to formulate an effective disaster resilient and

sustainable elementary school.

REVIEW OF RELATED LITERATURE AND STUDIES

Several published articles and studies that conducted previously which are similar to the

researcher ‘s study is gathered and served as an additional information, bases and guidelines.

This section includes the ordinances, published literatures, related case studies from local and
foreign as well as the existing structures that will help in the process of formulating design in

accordance with the principles. Frameworks such as theoretical, design and conceptual that plays

an important role in this study are also be presented here.
