1. Purpose of the position

The position helps the judiciary and the courts in carrying out their respective mandates by
facilitating administrative services provided through the office of the Registrar, who is the chief
Administrator and accounting officer of the Judiciary. He/ She will create and maintain
stakeholder’s confidence and leadership that promotes ethical decision making, and act
truthfully, fairly and in the public interest.

2. Duties & Responsibilities

The Chief Registrar of Judiciary is the leader of the entire judiciary departments, and will
discharge the following functions:
 Be responsible for the overall management, record keeping and day-dayadministration of
the Judiciary;
 Offers Professional support for technical activities that involve records management,
Procurement, Performance evaluation and human resource management
 Perform the judicial functions vested in the office of the Chief Registrar;
 Exercise powers vested by virtue of any regulations and give effect to the directives of
the Chief Justice;
 Administer the Judiciary Fund and act as the accounting officer;
 Be the authorized officer for the Judiciary who is responsible for efficient management of
the day-to-day operations and administration of human resources in the judicial service;
 Be in-charge of support services in the Judiciary and in particular planning, development
and organization of staff;
 Monitor and enhance administration of office procedure to maximize quality of service;
 Plan, prepare, implement and monitor the Judiciary budget;
 Prepare reports and proposals on administrative issues;
 Maintain and develop co-operation with the Ministry of Justice in view of collaborating
on policy issues;
 Perform such other duties as may be assigned by the Chief Justice from time to time
3. Requirements for Appointment
 For appointment to the position of the Chief Registrar, the applicant must possess the
following qualifications and Experience.
 Has a relevant Bachelor’s degree in Management, Administration, Law or related fields
 Has demonstrated competence in the performance of administrative duties for not less
than five years.
 Have a high moral character, integrity and impartiality.
 Master’s degree is desirable

1. Purpose of the position


 This position is a managerial position responsible for managing the administrative
functions of the Ministry such as human resource planning, control and the
implementation of HR service through employee cohesive relation, evaluating human
resources policies, programs, and practices. Prepare effective administrative monthly
payroll of the ministry staff according to the JSS PFM policies. Maintain proper
accounting policies and procedure. Provide and interoperate financial information on
monthly and annually basis. Assist with internal /external audit and support yearly
ministry budgeting plan.
 The incumbent will liaise with other departments to ensure that relevant information is
available to realise ministry objective goals. In consultation with the Civil Service
Commission (”CSC”) support the implementation of people-related services, policies,
and providing information in relation to Human Resources issuesCSC legislations.

2. Duties & Responsibilities


 Facilitate employee relations and welfare including health, safety, sports and culture;
 Provide registry, managerial and courier services; and manage office records.
 Facilitate general custodian services to include maintenance of office equipment.
 Maintain a documented system of accounting policies and procedures
 Analyze and present financial reports in an accurate and timely manner; clearly
communicate monthly and annual financial statements;
 Support annual audit process, liaise with both the internal and external auditors, and
assess any changes necessary.
 Support annual budgeting process in conjunction with the other departments of the
ministry.
 Effectively communicate and present the critical financial matters to the managing
director
 Providing and interpreting financial information;
 Producing accurate financial reports to specific deadlines
 Coordinate implementation of ethics and value promotion activities including
prevention of corrupt practices;.
 Make request to the CSC on recruitments, placements, resignation confirmations,
promotions and transfers of staff under the directives of the director general.
 Carry out human resources planning to determine supply and demand for
professionals under the Ministry;
 Coordinate implementation of Open Performance Review and Appraisal System
assess the appraisal results; prepare implementation reports; and make follow-ups on
the implementation of the recommendations on individual OPRAS forms;
 Process and update records of various leaves of absence;
 Facilitate orientation/induction programs for new entrants in the service;
 Prepare effective administrative monthly payroll of the ministry staff according to the
JSS PFM policies
 Carry out training needs assessment for the Ministry and prepare training programs in
liaison with the CSC;
 Prepare weekly and monthly report as per the directives of the ministry management
 Carry out any other duties as assigned by the management.

3. Qualifications and experiences


 An undergraduate degree in Human resource, business administration.
 Masters degree in business or human resource management is desirable
 Sound human resource management skills.- essential

 Computer literacy and familiarity with accounting software packages.- essential
 The position requires at least 4 years’ experience obtained by working in the area of
human resource or business in a public sector department or institution at a senior
level.

1. Purpose of the Position

 This position is the head of the Treasury Department and is a managerial position
responsible for all financial management processes of the Jubbaland State of
Somalia(JSS) including revenue recording, budget release and commitment control,
payment processing, cash management services, management of the financial
management information systems (FMIS), preparing Government statutory statements for
audit, and providing periodic financial
management reports in relation to accounting for the actual budget and the necessary
financial reporting to the JSS and citizens at large.
 Duties include working with other members of the senior Management of the Ministry of
Finance to monitor and evaluate financial policies and strategies that impact (JSS).The
Treasurer will also provide written regulations, Expenditure procedures and guidelines on
the processes to be followed by Ministries when Seeking payments based on the
approved budget and on other financial matters as set out in the Public Financial
Management Decree
2. Responsibilities and Duties
The Treasurer will:

 Oversee performance and service delivery standards in the


Treasury Department. This includes:
o Ensuring that the public financial legislation financial
management procedures and policies are adhered to in the
performance of duties and in delivering services.
o Managing staff and performance to ensure that staffs are
fully utilized to obtain optimal productivity;
 Work with the senior management of the JSS Ministry of
Finance to monitor and evaluate financial policies and strategies
that impact on the delivery of the Jubbaland State of Somalia
("DA") services.
 As Head of the Treasury, be responsible for the custody, control
and disposition of all government finances through putting in
place effective financial systems, financial regulations and
financial administration.

 Oversee the provision of financial management processes for the JSS.


 This includes:
o Leading the Treasury team in monitoring of public financial
management recordkeeping and reporting by Ministries and
Departments in accordance with the public financial
management legislation and the related policies and guidelines;
o Monitoring the financial performance of Ministries and
Departments with respect to ensuring that supplier
payments are processed and managed in an efficient and
cost effective manner;
o Devising mechanisms to manage and monitor cash flows to
ensure sufficient funds are available out of every
appropriation to discharge any commitments payable
during the financial year in which the commitment is
made. Developing standard operating procedures with
respect to cash management to ensure JSS's cash position
is closely monitored and reported on;
o Overseeing the accurate recording of receipts, payments and
income and ensuring regular reconciliation of the bank
account and reporting any defect hi control of revenue,
expenditure or property;
o Ensuring proper control and access is maintained over the
JSS's Financial Management Information System (FMIS);
o Preparing Government's financial accounts for auditing purposes;
o Controlling the issues out of the JSS Consolidated Fund
and ensure that no payment is made which has not been
authorized in accordance with the Interim Jubbaland
Administration's (JSS) legislation and policies and no
payment is made except for the purpose appropriated;
o Developing standard operating procedures with respect to
the control of expenditure to ensure JSS's creditors are paid
in a timely manner

 Set accounting standards for Government and supervises their implementation.


 Prepare financial statements and financial management reports.
Record and report to the [Cabinet of Ministers] on expenditures
and revenues of the Jubbaland State of Somalia Consolidated
Budget
 Provides impartial, accurate and timely advice to the Minister of
Finance on financial policy matters.
 (Viii) Supervise Treasury Department staff by:

o Assigning work schedules and preparing job descriptions;


o Monitoring progress;
o Mentoring staff and promoting their professional development;
o Appraising performance;
o Identifying and recommending training for staff; and
o Initiating disciplinary action

 (ix) Perform any other related duties as may be required

3. Qualifications and Experience


 Degree in financial management and accounting-desirable
 Professional accountancy qualification (CA, ACCA, CIPFA, CPA or
equivalent)
 5 years with similar work experience

FMLS

 Obtaining confirmation of balances for audit or as and when requested
 Maintenance of the bank register ensuring information is reviewed and up to date at
all times to include up to date signatories/authorities for each banking arrangement

management.

1.Purpose of the position

 Under the supervision of the Director, Training and Research Officer is expected to
support the Ministry programs and activities in all research and training related activities
through ensuring efficient implementation of research and data analysis processes and
systems in the department of tanning and research. He/she will be in‐charge of
conducting various types of legal and policies related research through data analysis,
questionnaire design, maintain the network of outside of the department and provide
technical input and support on the day‐to‐day works related to research and assessment.
The officer will also be required to contribute in the civil servants capacity building,
mentoring and couching of the different departments in the state ministry of constitution.
2. Duties & Responsibilities

Training and Research Officer is responsible in conducting training activities and ensuring
efficient Researchimplementation and data analysis processes at the ministry, And will discharge
some of the following functions:
 Ensure timely review of regulations and legislations literature which are relevant to the
Ministry of Constitutional affairs mandate.
 Support in the Development of training programs for the various departments in the
Ministry.
 Ensure knowledge transfer and team building, coordinate creation of action plan, follow
implementation of the action plan and management of the team.
 Prepare research training materials, tools and train research personnel on conducting
research and data analysis and reporting
 Contribute substantial input to development of work plans, research questions, project
concept notes, and field research guides;
 Help to coordinate the multiple branches of the departmental program and the wider
ministry program team;
 Provide insights into the findings of field research, using substantial local knowledge
(political, institutional, cultural, etc);
 Identify and develop possible areas for partnership with local organizations, universities,
research institutions, etc;
 Represent the department program in coordination meetings, staff meetings, workshops,
and meetings with stakeholders;
 Assist in authoring research reports, briefing notes, policy papers, and other materials as
required;
 Help to develop and coordinate research dissemination and follow-up activities, including
providing substantive advice on the future direction of the program; and

 Meet regularly with the Procurement Department Director to ensure currency with
procurement policies, procedures and SBDs. Ensure current documentation is used for
all Consultancy procurement activities.

1. Purpose of the Position


The secretary will work in the ministry by providing secretarial support to ensure efficient
record keeping in the ministry.

2. Responsibilities and Duties


 Responsible for providing confidential executive support to the Ministry for
managing day-to-day functioning of the office.
 Responsible for providing secretarial, clerical and administrative duties.
 Prepare agenda, attend staff meeting, take follow up notes and disseminate to the
relevant staff.
 Receive incoming and out doing electronic communications, and maintain proper
office files for keeping records.
 Maintain a smooth follow of work in a concordance with changing priorities
 Act as primary point of contact for clients and ensure that a high level of service is
provided.
 Provide accurate information on services offered by the ministry to clients and the
entire Jubbaland state of Somalia if requested so.
 Deal with all enquiries in a professional and courteous manner.
 Facilitate booking and scheduling of appointments by guests and staff
 Ensure the reception area is clean and tidy at all times
 Ensure office protocol is observed and act as a role model to others
 Prepare office reports if requested by the management.
 Carry out any other duties assigned by the managements.
3. Qualifications and experiences
 Secondary Certificate is essential.
 Diploma in business Administration is desirable.
 Excellent computer skills.
 2 years experience of which should be in office management
 Previous work experience in secretary is an added advantage.

2. Duties And Responsibilities

 Responsible for all cash and cheque collections as payment of document in his possession
and issue revenue receipt for same to clients
 Collects cash and cheques corresponding with changes issues cash receipts upon collection
 Reconciles all cash collected on a daily basis
 Maintains good customer relations
 Keeps in safe custody all revenue receipts and stamps entrusted to him/her.
 Proceeds to bank miscellaneous petty cash received by the receiving cashier after reconciling
the physical cash handed over to him against the revenue receipts for the day.
 Supervise dispatching of all Cheques to bonafide recipients
 Prepares pay program for mid and end month salaries.
 Keeps keys for the strong room.
 Receives all payment claims for processing by clerks.
 Verifies vouchers for payments for staff claims.
 Liaise with members of staff on the status of their payments
 Ensures that all claims are processed in good time.
 Maintains daily payment register and balances on daily basis.
 Keeps register of unpaid wages.
 Confirms that he/she pays the rightful people by ensuring full identification of the payees.
 Ensures safe working procedures are adhered to at all times.
 Carry out any other duties as assigned through Revenue Officer.

3. Qualifications And Experiences

 Secondary certificate or Diploma in Accounting, Finance, Business Administration or


in any other relevant field from a recognised institution.
 Two years of relevant experience.
 Thorough knowledge in Port Operations and Infrastructure.

 Clean and wash down windows and ensure that they are dried properly
 Cook refreshment tea for the ministry staff if requested by the management.

 Replenish towels, soap and toilet paper in bathrooms on a regular basis
