1.0 PURPOSE
Bashair Nimr International Asso. is awarded with the Project PA-000151 Call Off Contract for 3
Years Electrical and Instrumentation Services in block-3 & block-4. This document shall act as a guide
to construction personnel on how to carry out the works safely and in accordance with CCED Project
Standards, HSSE & Quality requirements.

The objective of this Method Statement is to describe the method for below to provide general
guidelines for fiber optic cable Installation for the project.

2.0 SCOPE
To provide safe working surroundings by establishing a procedure that addresses the
sequence of construction activities for performing FO cable laying at Blocks 3 and 4 on Call-Off
basis as follows:

5.0 RESPONSIBILITIES
The following personnel with the responsibilities entrusted to them shall be
responsible for carrying out the works mentioned in the scope of work.
5.1 PROJECT MANAGER

PM will be Muscat based.

 Shall be responsible for providing all equipment, materials and other resources
required for the works as per approved project schedule.

 Reports to CEO .
5.2 SITE IN CHARGE

 Responsible to the Project Manager.

 Ensuring sufficient plant and equipment is in suitable safe working order and
calibrated as necessary.

 Ensuring that all construction operations are carried out to schedule and in
accordance with quality and safety requirements

 Ensure the filling of journey management plans for all transport, delivery and
transit.

 Responsible for the upkeep of welfare facilities at site.

 Shall be responsible for training and awareness programs for all personnel
deployed for the activity and ensure the work completion as per the approved
project schedule.
5.3 CONSTRUCTION MANAGER

 Responsible to the Site in Charge.

 Planning and acquisition of labor resources

 Planning and shifting of Materials and accessories to locations as per schedule.

 Ensuring that all construction operations are carried out to schedule and in
accordance with quality and safety requirements

 Ensure the filling of journey management plans for all transport, delivery and
transit.

 Ensure for the upkeep of welfare facilities at site.

 Implementing the Quality systems at site in accordance with Quality plans,


Inspection & Test plans and procedures

 Preparing all Quality Control documentation.

 Preparing all pre-construction documentation with respect to Control of all Civil &
Electrical works

 Liaising with COMPANY QA/QC representative to follow Quality procedures.

 Co-ordination of Company inspection personnel with site inspectors.

 Planning and execution of internal & external Audits.


5.4 QA/QC ENGINEER

 Ensure the implementation of quality control procedures according to contract


requirements.

 Liaising with construction team representative to follow Quality procedures.

 Carry out inspection as per the ITP and contract requirements.

 Co-ordination of Site inspections with CCED.

 Co-ordination and execution of Audits as per the requirements.

 Prepare & compile daily reports.


5.5 SITE ENGINEER/SUPERVISOR

 Responsible to the Construction Manager.

 Supervision of all workers under his authority.

 Ensuring plant and lifting equipment is maintained in good order.

 Ensuring material handling, cleanliness and storage activities are performed in


accordance with the project procedures and specifications.

 Supervising personnel involved in lifting operations and ensuring of their


competence.

 Carry out on site tool box talks.


5.6 HSSE OFFICER

 In addition to the roles and responsibilities as disseminated generally in the


Contract Specific HSSE guidelines, the following activity specific functions shall
be carried out.

 Disseminate HSSE Policies specific to the activities involved and facilitate


implementation.

 Provide inputs for work specific Job Risk Assessment and Mitigation.

 Implementing the Project Health & Safety Manual.

 Implementing statutory safety regulations at site.

 Ensuring all plant and equipment has the relevant certification.

 Preparing site safety plans.

 Issuing corrective action as appropriate and review of corrective actions.

 Liaising with the Company on environmental issues.

 Reports to the Project Manager and interfaces (functional reporting) to HSSE


Manager on HSSE related matters and to the Project Engineer on day to day
matters of the project.

 Delivering the Project HSSE execution plans and monitoring, auditing and
reviewing implementation throughout the project.

 Supporting line managements in the implementation of the HSSE management


system, contract HSSE plan and monitor the effectiveness of the plan.

 Advising on HSSE procedures and legislations.

 Provision of assurance that Risk Assessment and Method Statement are being
followed.

 Monitoring the effectiveness of all elements of the HSSE program including the
required HSSE trainings.

 Assess field activities by conducting onsite audits and site visits to ensure HSSE.

 Comply and extend assistance for external safety audits.

 Accountable for integrity of all HSSE data, record keeping and administrative
reporting in accordance with Company and Contractor policies.

 Implement and assist emergency procedures and conduct drills to


assess effectiveness of such plan; and,
 Implement safe system of works, i.e. Journey management, permit-to-
work procedure and other safety programs.
 Responsible for all BNI and their Subcontractors Journey Management.

6.0 GENERAL PROCEDURE TO FOLLOW

 Strictly follow HSSE guidelines provided.

 Permit to Work system shall be strictly adhered to while operating.


 Tool Box Talk shall be conducted before commencement of work.
 All the equipments deployed at site are to be inspected and approved by the Company.
 Erect sufficient warning signs and warning tapes to prevent unauthorized access.

7.0 PROCEDURE FOR PROCESS

7.1 RECEIPT AND STORAGE OF MATERIAL


 Check and ensure no damage to the cable on receipt and ensure cable and accessories are
complying with project specifications and approval drawings.
 It shall be ensured that during transport, storage, and installation, cable ends of all
type of cable are suitably sealed to avoid ingress of water.

 Fiber Optic Cable Drums shall be visually inspected to reveal any transportation
damage during shipping and before the drum is further transported to the site all
damages shall be noted. The drum number and the number of the delivery document
are to be verified. This is inspection shall be done at the cable yard

 Generally, all Cable drums must have appropriate, legible cable Drum Number marked on the
drum either done during receipt or storage as to avoid mix-up or inadvertently diminishing
identification label particularly the packing list.
 The material received from client shall be stored in designated area of store.
 Arrangements shall be made to protect against effects of weather and environment.

7.2 PRE-INSTALLATION CABLE TEST PROCEDURES


This test will be conducted prior to receipt of the cable from the lay-down yard. This includes visual
inspection of the cable and test using an Optical Time Domain Reflectometer to check that the fiber
optic cable exhibits no abnormal light blocking, scattering or reflective events that have been induced
during transportation.

7.2.1 Visual Inspection

The purpose of the Visual Inspection is to verify that the cable sustained no damage during shipment
and to verify that the number of fibers and their color coding complies with the contractual
specifications. An evaluation of the quality of cable spooling onto the delivery drums and their visual
appearance shall be conducted. Cable Specifications shall be verified against the Manufacturers’
Cable Test Report supplied with each reel of cable.

All cables shall be inspected to verify fiber counts, fiber coding, spooling and visual appearance. Cable
marking shall be checked against the Manufacturers’ Cable Test Report.

7.2.3 Acceptance Criteria

Fiber count and coding shall be as specified on the Manufacturer supplied Cable Test Report. The
cables shall be coiled onto the delivery drum in even layers, allowing final packaging to prevent the
cables from uncoiling and the layers on the drum tangling during transport. Visual inspection shall
confirm that there is no physical damage to the cable drum and cable.

7.3 Pre-Installation Cable Reel Test (non-scope)

This test will be conducted by another contractor (Barik)

7.4 Fiber Optic Cable Laying

The cable shall meet the following requirement for installation without damage or degradation
of performance. There shall be no cracking, splitting, or other damage to the sheath, no fiber
shall lose optical continuity, and fiber attenuation and dispersion shall not be degraded.

 Before the laying of the cable, the duct/trench and cable tray shall be inspected
and approved by the company as per the AFC drawings.
 Loading of cable drums has to be done by using suitable crane, there after it is
transported by means of cable trailer/ jack. The access up to the trench should be
checked before transportation.
 Cable pulling shall be done under strict supervision during the entire period of
operation. Safety norms shall be observed and shall be stick to the standards
requirement of the company
 Cable shall be laid directly into the inner duct or trench as they come off the drums, A
sufficient number of workmen shall be employed by contractor to avoid pulling of the
cable sheath along the ground
 During the laying operation, precaution must be taken to prevent slippage of the
cable sheath over the core. Cables may be rejected where appreciable slippage
has occurred.
 Check that the cable jacks provided are suitable for the weight of the cable drum.
 Underground cables shall be installed in accordance with standard AFC drawing
 When underground raceways containing optical cable enter a structure, the
raceway shall be sealed to prevent the entry of gases in to the structure,
 In laying fiber optic cable inside the buildings, the cable shall be installed
through a cable tray/ sub duct as per CCED Engineering Standards, Cable ties
shall not be cinched too tightly, and shall have the free tab cut off, to prevent
over tightening in the future.
 When pulling optical cable in to conduit, cable trays or raceways, the strength
member of the cable shall bear all or nearly all of the pulling force. Cable

jackets shall not be directly pulled unless designed for the purpose, or unless
the run is very short and requires a minimal pulling force. Optical cable shall not
be pulled into place by applying tension directly to the fiber (pulling the fiber).
 The number of 90-degree bends shall be minimized as per manufacturer's
recommendations.
 Due care shall be taken that the outer sheath of the cable is not damages in any way.
 All Installation hardware fittings, supports fasteners, and other materials as required at all
existing manhole/ hand holes or other facilities in compliance with CCED engineering standards.
 All Fiber Optic cable shall be secured, designated and tagged at splices, manholes/ hand
holes and terminals, at least five matters of the extra cable along with the inner duct shall
be kept coiled at each hand hole
 A length of free cable shall be provided at each end of cable pull, Loops of cable
(commonly called service loops) shall be provided at all intermediate pulling points, such
as in manhole and hand holes, the cables minimum bending radii shall not be violated.
 Cable route markers shall be provided at every change of direction in the routing and at
both sides of road or pipeline crossings, except when cable routing is already indicated by
colored concrete pavement
 Both ends on each cable shall be firmly sealed with insulating tape or other sealing
materials to prevent the entrance of water.
 Before backfilling works, the following inspection for cables inside trench or in
underground cables shall be performed and recorded as per approved drawing:
a) Check cable size, type, and numbering are correct as per cable schedule.
b) Check cable bending radius is correct.
c) Check any physical damage on cables.
d) Check cable route according to layout drawing.
e) Check cable tags and arrangement according to cable schedule and layout drawing.
f) Check sealing status of cable end after cutting.
g) Check proper preservation from any mechanical damage.
h) Check proper cable support/fixing according to detailed drawing.
i) Check splicing of cable done according to proper procedure if approved. Any
splicing of cables must be formally approved by Company.
j) Ensure layering of cables does not exceed maximum specified, is correct and neat -
minimal crossing etc.

7.5 PRECAUTIONS
7.5.1 EXISTING INSTALLATIONS
 No work in the immediate vicinity of existing electrical installations shall be allowed without
valid permit to work.
 Where it would be required to work in the vicinity of electrical equipment all necessary
precaution to avoid accident contact with live conductors etc would be taken.
 A competent qualified electrician shall carry out installation modification or work in the
immediate vicinity of any electrical equipment under full time supervision.

7.5.2 NEW INSTALLATIONS


 All the pre-assembled racks (PAR’s) pre-assembled units (PAU’s) and vendor
assembled units (VAU’s) shall be pre-installed with the secondary lighting system. Only the
interconnection to be carried out at site.
 All the modular buildings (VSD and substation) shall be pre-installed with the internal
wiring, only the interconnection to be carried out at site.
 Cables on cable trays shall be protected from welding sparks and other falling objects
by using GI sheet etc.
 Cables insulation scraps shall be removed on daily basis from panels/ control rooms.

7.5.3 SCAFFOLDING
 Scaffolding shall not be disturbed or altered by any unauthorized persons where
alterations are required an authorized Scaffolder would be used to carry out the work
under competent supervision per safety tag system.
 Where materials are to be positioned on scaffolding it shall be ensured that the
scaffolding is not overloaded.
 Scaffolding shall be inspected regularly for suitability.

8 SAFETY INSTRUCTIONS

During the installation all measures shall be adopted to ensure safe working.
 CCED site management system shall be implemented.
 All personal involved shall use necessary PPE.
 All equipments shall be inspected by HSE prior to use.
 Access and good housekeeping shall be maintained.
 Fire extinguisher shall be available at all work fronts.
 All activities at heights shall be provided with suitable working platforms.
 When working at height proper fall protection measures shall be taken.
 All access ladders and scaffoldings shall be secured and safety tagged before use.
 Waste management shall be strictly followed to keep the job site neat and clean.
