IN THE VARIOUS LIIVEI,S OF'COMMANI)

WHEREAS, Section 26, R.A. No. 6975, as amendecl by R.A. No. g55l provides,
among others, for the powers and functions olthe Chiefl PNp, to wit:

"The command and direction of the PNP shall be vested in the Chief of the
PNP who shall have the power to direct and control tactical as well as strategic
movements, deployment, plocemend utilization of the PNP or any of its units and
personnel, including its equipment, facilities ancl other resources. x x x"

WIIEREAS, section 31 of R.A. No. 6975, as amended by R.A. No. g551,

identifies the appointing authority for police senior oflicers, as follows.

a. Police Inspector to Superintendent to be appointed by the Chief, PNp

b. Police Senior Superintendent to Director General to be appointecl by the

President

WHEREAS, evidently, while the appointing power for certain police senior
officers is vested with the President, the authority to assign and reassign such ollcers is
vested by law to the Chiefl PNP, subject to the constitutionally vested administration and ;l
controlpowers of the National Police Comnrission (NAITOLCOM); I

NOW' TI{EREFORE, in confurmity with the aforequoted statutory llrovisions,

this Commission, in the exercise of its constitutionally rnandated administration and
control functions, hereby issues the following guidelines:

A. Bromotion of Pol@
l. The PNP Senior Officer Placement and Promotion Boarcl (SOPPB)
conducts initial evaluation ancl draws up a list and ranking of qualified
promotables based on qualification stanclards and set criteria for
individual offrcer ranks, for submission to the Chief, pNp,
