AN ORDER DESIGNATING BARANGAY KAGAWAD _______________
AS FOCAL PERSON OF HAPAG BARANGAY PROJECT OF
BARANGAY ____________________
WHEREAS, the COVID-19 pandemic has further worsened the country’s food
insecurity, disrupting the availability and access to fresh and nutritious foods at
affordable prices that would lead to hunger;
WHEREAS, food insecurity remains to be a challenge despite the enactment and
implementation of various laws and initiatives and strategies to ensure sustainable and
resilient food production and availability
WHEREAS, Section 16 & 17 of the Local Government Code of 1991 provides
that local government units shall pursue undertakings to promote health and nutrition of
its inhabitants;
WHEREAS, to support the thrust of the current administration and cognizant of
the role of the barangays as essential partners of the national government in
contributing to addressing hunger, and ensuring food security in the countryside, the
DILG has introduced the Halina’t Magtanim ng Prutas At Gulay (HAPAG) sa Barangay
Project;

WHEREAS, to carry out the objectives of the above-said project and pursuant to
DILG Memorandum Circular No. 2023-001 dated January 3, 2023 mandates the
barangays to strengthening of Barangay Nutrition Committee and to designate a
Sangguniang Barangay Member to lead and manage the establishment of the barangay
community garden;
NOW, THEREFORE, I, ______________________________________, Punong
Barangay of ______________, _________________, Oriental Mindoro by virtue of the
powers vested in me by the Local Government Code of 1991, do hereby designate
____________________________ as the focal person of HAPAG Barangay Project, to
be assisted by the following barangay personnel:

Section 1. Roles and Responsibilities
1. Lead and manage the establishment and maintenance of the barangay
community garden;
2. Identify the area/s where the barangay community garden shall be
established;
3. Coordinate with the City/Municipal Agricultural Offices for any available
agricultural training, seminars, and capacity building, as well as
seedling materials, and other agricultural equipment and facilities, that
would help them in the operations of the barangay community garden;
4. Facilitate the following strategies: recording of the over-all operations
of the community garden such as the types of seedlings planted,
number of seedlings per plant planted, and he number of vegetables
and fruits harvested; promotion of barangay community gardening and
agri-business to the community; enactment of an ordinance regarding
the setting-up and operations of barangay community gardens and
allocation of funds to sustain its operations; and the establishment of
volunteer groups to help in the establishment and maintenance as well
as in the advocacy campaign
5. Cause the submission of necessary reports to the office of the
C/M/LGOOs.
Section 3. Effectivity
This Order shall take effect immediately.
