AN ORDER RECONSTITUTING THE PROVINCIAL PROJECT MONITORING


COMMITTEE (PPMC)

WHEREAS, Executive Order No. 376, Series of 1989, as amended by Executive Order No.
93, Series of 1993, provides for the establishment of the Regional Project Monitoring and
Evaluation System (RPMES) as an institutional mechanism for monitoring and evaluating
projects at the national, regional, provincial, and city/municipal levels;

WHEREAS, the said issuances mobilized the Project Monitoring Committees (PMCs),
established through Memorandum Order No. 175, Series of 1988, to operationalize and
implement the RPMES at the provincial, city, and municipal levels;

WHEREAS, with the passage of RA 7160, or the “Local Government Code of 1991”,
monitoring and evaluation (M&E) of programs and projects have been devolved to LGUs,
thus, the DILG issued Memorandum Circular No. 2004-78, Series of 2004, to facilitate the
organization and reconstitution of PMCs nationwide and to further strengthen the roles of
said committee in ensuring transparency and accountability in the implementation of local
development programs and projects;

WHEREAS, with the current emphasis on transparency, accountability, and initiative of the
national government to strengthen alignment of development thrusts and priorities across
different levels of government, the DILG issued MC No. 2019-188 to ensure functionality of
PMCs particularly in coordinating, monitoring, and evaluating project implementation at the
sub-regional levels.

NOW THEREFORE, I, Manuel N. Mamba, Provincial Governor, by virtue of the powers


vested in me by law, do hereby reconstitute the Cagayan Provincial Project Monitoring
Committee (PPMC).

SECTION 1. COMPOSITION. The Cagayan PPMC shall be composed of the following:

SECTION 2. DUTIES AND FUNCTIONS. The PPMC shall perform the following duties and
functions:

a. Provide the list and schedule of all projects to be monitored to NGOs involved in
project monitoring;
b. Collect and process reports of implementers and NGO monitors on the status of
project implementation for the information of the PDC and next higher-level PMC;
c. Determine problems related to the implementation of programs and projects and
verify information to be submitted for analysis and action of the PDC;
d. Provide feedback on the remedial actions of the PDC and follow up implementation;
e. Prepare and disseminate periodic project monitoring report on the status of project
implementation to the Regional PMC (RPMC); and
f. Elevate to higher level bodies (e.g., National PMC (NPMC), RPMC) issues and
problems which are not resolved at the PPMC level.

SECTION 3. MEETINGS. The PPMC shall convene once every semester. However, Special
Meetings may be called for prior to the conduct of M&E activities of the PPMC.

SECTION 4. SECRETARIAT. There shall be a Secretariat to the PPMC to provide all


necessary secretariat services during meetings and other activities of the Committee. The
Secretariat shall be composed of the following:

SECTION 5. REPEALING CLAUSE. All prior issuances or parts thereof inconsistent with
this Executive Order are hereby repealed, amended, or otherwise modified accordingly.

SECTION 6. EFFECTIVITY. This Executive Order shall take effect immediately upon signing
hereof and shall remain effective until revoked or amended.
