Re: Drug and Alcohol Testing Process

Effective immediately, whenever it is determined that an employee must submit to


Breath and Urinalysis testing, the manager on duty is responsible for ensuring the
employee submits to a Breathalyzer test within two (2) hours from the time of the
incident.

The Transit Operations Manager will contact Control Center Operations to request a
tester to respond to the hospital, Bus Garage or Rail Terminal. The garages and
terminals are authorized test sites and meet the requirements of the Federal
Regulations.

Managers do not have to wait until they are physically on the scene or at their work
location to contact Control Center Operations to request the tester.

the notification form if the testing is not performed with two (2) hours of the
incident.

Things to consider:

Breathalyzer testing administered at the hospital:


e The Breathalyzer test will occur within two (2) hours of the incident.
e ifthe Breathalyzer test is administered at the hospital, the tester will have
testing forms in their possession. However, the managers responding to the
scene should keep blank forms in their vehicles as a precaution and be prepared
to take the forms to the scene of the incident.
e The Transit Operations Manager must make provisions to have the Urinalysis
test completed as soon as possible.
Breathalyzer testing administered at the bus garage or rail terminal:
® The Breathalyzer test will occur within two (2) hours of the incident.
e {fthe Breathalyzer test is administered at the bus garage or rail terminal, the
Urinalysis test should also be completed.
Breathalyzer testing administered at Concentra locations:
@ The Breathalyzer test will occur within two (2) hours of the incident.
« {fan employee is taken to Concentra for observation and treatment, the
manager should request for Concentra to conduct Breath and Urinalysis testing.
Testing administered for 10-60’s:
@ ACTA Reasonable Suspicion test should be administered in these cases under
