ABSTRACT
The objective of this study was to explore the performance of duties and responsibilities of
barangay security police officers. Barangay officials, barangay police or tanod and other
constituents participated in the study. Data collected by means of respondents’ demographic
profile, performance question assessed by their duties and responsibilities. Employing a
descriptive-correlated design, significant difference was being explored. Interviews with
experienced law enforcers like police personnel and people with reputation were conducted to
support and validate findings. Recommendations on enhance training programs for them to
efficiently discharge their duties and responsibilities and amendments to honorarium was
proposed to compensate the risk and sacrifices of barangay police in their service. This study
was anchored on the duties and responsibilities that are provided under the Memorandum
Circular 2003-42 with the subject “Guidelines on Professionalizing the Barangay Police”.
The researcher tested the hypothesis, “there is no significant difference between the
constituents (including barangay police) and barangay officials (including barangay councilor
and staff) in the perception of the performance of Barangay Police Security Officers or
Tanod’s duties and responsibilities. The descriptive method of research was used in the
conduct of this study, and the use of questionnaire checklist. The statistical used were
frequency, percentage distribution mean and t-test. The level of significance was established
at 0.05 level.

Introduction
Peace and order is an essential constituent in maintaining Economic Development ,Social

order and political stability. According to the local government code of 1991, Republic
Act No. 7160. The role of the barangay in assures the peace and order in the Barangay
level. Barangay Police have a variety of functions related to maintaining peace and order
in their respective communities. They are front liners in the preparation and response to
any type of public disorders, emergencies and even disasters or man-made calamities that
threaten peace order and public safety.
In response to the COVID-19 pandemic, the Barangay Police were mobilized to enforce
community quarantine rules and safety health protocols in their respective communities.
Barangay Police is the basic function of the Police. Police visibility is one of the main
force of Barangay Police activity, especially when pandemic started without this , it would
be very difficult to maintain peace and order. However , enhanced police visibility may
not work in all situations or far to achieve. Its objective and addressing criminality. This is
where the police must share the mantle of responsibility for fighting crime with the
members of the community, which is the Barangay police, community cooperation and
support is indispensable. In the study of Nelson G Laruan and Penny L ,2015 entitled
performance of the Barangay Police, their performance was high as an entire group when
classified as to age as to elementary to high school graduate, length of service and training
attended these manifest the seriousness and dedication of Barangay police in performing
their task as law enforcement in the Barangay

Statement of the Problem
This study evaluates the performance of the Barangay Police in maintaining peace and
order amidst pandemic of Barangay Catotoran Sur , Camalaniugan , Cagayan for the
year 2021-2022. Specifically , it will answer the following Questions

2. What is the performance of Barangay police in every Barangay of Catotoran Sur,

Camalaniugan , Cagayan in relation to their extent of implementation on their duties
and responsibilities and extent of participation in disaster risk reduction management.
3. Are the factors influencing the extent of implementation of the duties and
management?
4. What are the factors influencing the participation of Barangay police in disaster risk
reduction?
5. What measures can be proposed to address the extent of implementation of the duties
and responsibilities of Barangay police and their participation in disaster risk
reduction management?
Significance of the Study
The result of the study will make the citizens realize the importance of performance of the
Barangay Police in maintaining peace and order.

Definition of Terms
Awareness – the quality or state of being aware knowledge and understanding that something
is happening or exists.
Barangay – the smallest administrative division in the Philippines and is the

native Filipino term for a village, district or ward.
Observance – the action or practice of fulfilling or respecting the requirements of law,

morality, or ritual.
Outbreak – the sudden or violent start of something unwelcome, such as war, disease, etc.
Peace and Order – an essential ingredient in maintaining economic development ,social order
and political stability 
Safety – is the state of being safe the condition of being protected from harm or other non-
desirable outcomes.
REVIEW OF RELATED LITERATURE
This chapter provides a review of relevant literature and studies to the current study and
support the importance of the present study. These writing and studies gave knowledge
gathered from the perspectives on the specialists and writers.
LOCAL LITERATURE
The Chapter 1 of Local Government Code of The Philippines Book III discussed the role and
creation barangay. In the Article 384 of this book, it states that the Barangay serves as the
primary planning and implementing unit of government policies, plans, programs, projects,
and activities in the community, and as a forum wherein the collect views of the people may

be expressed, crystallized and considered, and where disputes may be amicably settled.
Pursuant to the E.O No. 366, every barangay is mandated to create a Barangay Peace and
Order Committee as the implementing arm of the city/municipal Peace and Order Committee.
Addition to this, the Memorandum Order No. 2015-130 also discussed the responsibilities of
Barangay Peace and Order Committee where it should formulate a Barangay POPS Plan
which shall be incorporated in the Barangay Development Plan ,recommend measures to
improve or enhance peace and order programs and projects at the barangay level; serves as an
information gathering mechanism and monitor and report to the appropriate authorities
suspicious illegal activities and personalities involved within their jurisdictions
including insurgent activities .According to Punong bayan (2018), as stated to his article,
A barangay has a variety of powers, responsibilities, and functions. The Punong Barangay is
tasked with, among other things, enforcing all laws and ordinances, maintaining public order,
ensuring the delivery of basic services, enforcing laws and regulations pertaining to
pollution control and environmental protection, adopting measures to prevent and
control the proliferation of squatters, and adopting measures to prevent and eradicate drug
abuse, child abuse and juvenile delinquency. The Sangguniang Barangay can enact
ordinances ;levy taxes and other revenue measures; provide for construction and
maintenance of barangay facilities and other public works; regulate use of public facilities,
including waterworks; etc. He also added that, for more effectiveness, the Punong Barangay
should not be made an appendage of the municipality or city mayor. He should continue to
bounder the authority of DILG, thus, establishing a check and balance. Caliwan (2020), in his
news article titled “PNP makes gains in maintaining peace ,order amid Covid-19” discussed
that under Gen. Archie Gamboa's term, Community quarantine measures in the country
during the Covid-19 have been in effect for six months, and crime incidences have
decreased by 47%. During this time, Lt. Gen. Guillermo Eleazar, then-commander of
Joint Task Force Covid Shield, revealed that from September 15, 2019 to March 16, this year,
there were only 16,879 occurrences of target crimes reported. During the 184 days of the
community quarantine, there were an average of 92 cases per day, compared to 172 cases per
day during the six-month pre-quarantine period .Addition to this, DILG (2020) in their Year-
End Report 2020, it stated that the agency continued to carry out the government's campaign

for a whole-of-nation approach to achieving long-term peace development while also stepping
up peace and order and public safety services to keep our communities peaceful, safe, and
protected, particularly from criminals and lawless elements. The COVID-19 epidemic is a
national security concern thus, law enforcement agencies have been deployed to keep the
peace and ensure public safety, particularly by strictly enforcing community
quarantines and public health measures across the country. The Philippine National Police
(PNP) and the Bureau of Fire Protection (BFP) formed the Joint Task Force Corona Virus
Shield (JTF CV Shield)with the Armed Forces of the Philippines (AFP) and other
agencies to combat the epidemic.
FOREIGN LITERATURE
According to Kimanuka (2018) in his article in The New Times titled “Why peace and security
are essential enablers of development”, he said that peace and security is an essential factor of
human life. Because it influences all facets of a country's economic and social growth, a
peaceful and safe environment is a sine qua non for the fulfilment of human rights. These
have immediate implications for the establishment of sound, competitive, and
equitable economic development, which, in turn, benefits the entire society. We must also
keep in mind that the world we live in is becoming increasingly complicated, with new
security issues emerging on a daily, if not hourly, basis; counter-terrorism, counter-insurgency,
international peace-keeping rebuilding operations, to name a few. He also stated that no
country can flourish or grow economically unless its citizens live in peace. The fastest-
developing countries are those that have the best security mechanisms or
infrastructure, as well as peace and calm. While according to Popple well (2018) in his article,
Positive peace offers a fresh perspective on how communities might grow in order to maintain
peace or recover from violence. Too often, the focus is on dealing with violence or the fear of
violence. The Positive Peace schema was developed empirically by the Institute for
Economics and
Barangay police are not exempted from the risk of the COVID-19 due to being exposed to
public areas. Aside from health risks, these front liners are also a mistreatment subject from

violators. Thus, this study is conducted during the pandemic and gathered data through a
phone interview. It is conducted to explore the lived experiences of Barangay police and how
they adjusted to the drastic change in the work environment, health risk exposure to COVID-
19, and the threat of danger caused by different factors during community quarantine. It also
determines the specific challenges in the work environment and the changes in policing
strategies, and how they cope. Lastly, it aims to map out how these experiences and impacts
will improve preparations and the development of policing strategies in future crises.
Moreover, three major conclusions emerge from this study's findings:(1) Barangay police
faced difficulties in the sudden shift of their work environment (2) Most of the barangay
police received incentives from the government to supply their health and sanitary needs (3)
Barangay police reflected on their experiences to further improve as public servants and to be
prepared for future crisis.(Rhoyet Cruz, E Frontuna, Jhoselle Tus 2021)
Barangay enforcers are in the vanguard of the effort to maintain peace and order in every
barangay in the country. This paper was written to explore the level of knowledge of
barangay police safety officers in the performance of their duties and responsibilities. This
study ought to determine the respondents’ demographic profile, their level of knowledge
about their duties and obligations, their first responder’s function, as well as patrolling and
hazard identification duties. This study made use of the descriptive-correlational design of
quantitative research by utilizing a researcher-made instrument which is in the form of a
questionnaire checklist to scientifically measure the level of knowledge of barangay enforcers
and an interview guide to determine the veracity of their answers. The respondents of this
study are the existing enforcers of Barangay San Roque, San Isidro, Nueva Ecija, Philippines.
Nineteen barangay enforcers were present at the barangay hall when the instrument was
distributed. The result of the study disclosed that the majority of the barangay enforcers
belong to age above 55, male, married, elementary graduates, high school undergraduates,
high school graduates, have 1 - 3 years of experience as barangay enforcers and receive only
1 - 3 training which is related to their functions as enforcers. Based on the data gathered, the
respondents are highly knowledgeable when it comes to their duties and responsibilities. The
respondents professed that they are highly knowledgeable about their role as first responders.
Allegedly, they are likewise highly knowledgeable in patrolling and hazard identification

duties. That being said, it is highly suggested that the proposed training plan be funded and
implemented to improve the barangay enforcers’ knowledge and skills in the areas
highlighted as needing improvement.(Januaryn Jose B Aydinan 2021)
Efficient allocation and dispatch of emergency vehicles is a common problem encountered by

law enforcement and public safety agencies. An example of such agencies is the traffic patrol
department, which has the responsibility of regulating and managing the movement of road
traffic as well as responding to road incidents in a timely manner. A brief analysis of the
patrol car allocation problem is presented. The problem involves determining the minimum
number of patrol cars required to maintain a required service standard and the optimum
location of patrol cars to achieve the best response times. An algorithm for determining the
optimal number of patrol cars and the prepositioning of the vehicles is presented. The
algorithm combines an analytical model with a Monte Carlo simulation, keeping execution
times manageable. Even when applied to large geographic areas, the computational
requirements of the algorithm remain modest.(Hussain Al-Harthei, Viktor T Toth, Atef Garib,
Samy A Mahmoud 2017)
RESEARCH DESIGN
The researchers made use of descriptive methods of research in the study ,the profile of
research in this study ,the profile of residents and other factors to gather information about the
existing conditions of the performance of Barangay police in maintaining peace and order.
Questionnaire will be used to gather data. The questionnaire will be tested before it will be
floated
RESPONDENTS OF THE STUDY
The respondents of the study will be the residents of Barangay Catotoran Sur, Camalaniugan
To determine the number of respondents, stratified random sampling will be used and

Slovin's Formula will be employed to attain its reliability and validity.
SCOPE AND DELIMITATION
The researchers will only limit their investigation within yhe parameter set fort by the main
problem itself . Hence this study will focus on the Performance of the Barangay police in
maintaining peace and order amidst pandemic.
DATA GATHERING PROCEDURE
The researchers will be asked permission to the Dean of the College of Criminology of
Lyceum of Aparri after his approval, the researchers immediately proceed to the area where
the study will be conducted.
The researchers will be asked permission to the barangay captain and residents of Barangay
Catotoran Sur ,Cagayan to allow them to conduct the study and float the questionnaire.
Collecting, tabulating and recording will be followed.
RESEARCH INSTRUMENT
The statistical tools that will be used in this research are frequency counts and percentage
and these will be used to determine the rate of performance of the barangay police in
maintaining peace and order amidst pandemic in Barangay Catotoran Sur, Cagayan.

Table 1 shows the age of the respondents. It is evident that age 16-30 has the largest number
with the frequency of 44 or 44% of the respondents. It was followed by age 1-15 and 31-45
with19 or 19%. While ages 46-60 has 12 or 12%. The lowest has 6 or 6% which is ages 61

largest number with the frequency of 52 or 52% of the respondents. It was followed by single
respondents with 41 or 41%. The lowest has 7 or 7% which is widowed. This implies that
respondents who experienced domestic violence are married.

CHAPTER V
SUMMARY OF FINDINGS, CONCLUSION AND RECOMMENDATION
This chapter presents the summary of findings, conclusion, and recommendation based on the
data gathered on the study.
SUMMARY OF FINDINGS
After gathering the data and based on the results, the researchers obtain the following findings.
The researchers found out that there are more female respondents. Ages 16-30 has the highest
frequency in the ages of the respondents.. Most of the respondents are married.
The researchers also found out that all respondents observed the performance and satisfied to the
performance of the barangay police in their barangay. In implementation on their duties and
responsibilities shows that they are active and reliable.
CONCLUSION AND RECOMMENDATIONS
The performance of the Barangay police security officer of their duties and responsibilities as
enumerated in accordance under DILG MC No. 2003-042; Under participation in disaster risk

reduction management that being performed Always (5) as assessed by the researchers . 2 out of
5 enumerated sub items were described as being performed Always (5) The No.2 duties and
responsibilities of barangay police, assesses by the researches were being performed Always (5).
Under implementation of the duties and management of the barangay constituents answers
implies that 0 out 5 enumerated sub items were described as being performed Always (5). No. 3
duties and responsibilities of barangay police, shows that 1 out 5 enumerated sub items were
described as being performed Always (5) under factors influencing the participation of barangay
police in crime prevention. And 4 out of 5 enumerated sub items were described as being
performed Always(5).
Community satisfaction on Barangay Police performance in Catotoran Sur, Camalaniugan,

Cagayan is very high. The residents positively perceive the outstanding commitment and
dedication of Barangay Police in performing its task as law enforcers at the barangay level.
However, the delivery of Barangay Police services on crime prevention has to be improved.
Provision of proper facilities and training for crime prevention may be helpful for Barangay
police. The Local Government officials and PNP in Buguey, Cagayan may also consider what
other support to provide for Barangay Police that will make it more effective in performing its
duties .
