Introduction
The previous session of the Istorya Lawod: Story of our Oceans presented the Fisheries
Management Areas (FMAs), specifically the initiatives from different agencies and institutions in
the Philippines. The effective management of these areas are crucial to sustain our fishery
resources on a large scale scenario. The FMAs are composed of several small units of
management areas and one of those is the Marine Protected Area (MPA). According to the
International Union for Conservation of Nature (IUCN), MPAs are protected natural areas that
are managed according to predetermined conditions for a variety of objectives, including
economic resources, biodiversity conservation, and species preservation. Also, MPAs support
fisheries, local economies, and the maritime environment in a variety of ways. Furthermore, the
success of these MPAs' management practices could be a critical aspect in ensuring the
long-term viability of our fisheries resources and a comprehensive approach to the sustainability
of fisheries in FMAs.
The Philippines is known as a good example in MPA scale up. Inter-local-government
alliances are usually the key initiative to scale up locally managed MPA’s. Adjacent local
government units are the ones that form these alliances within a fishing ground or bay which are
managed and supported by organizations, academe, and non-government organizations.
Alliances usually start when neighboring local government units realize that the responsibilities
to the same problems that they have like overfishing and pollution could be shared with other
local government units to have a unified response to it. In the Philippine setting, alliances tend
to adapt as time passes by. An alliance aims to collaborate and share experiences to conserve
and manage coastal resources (e.g. enforcement, awareness campaigns) and to establish a
mutual fund system. As the experience continues to increase in an alliance, coordination
between them leads to more MPA’s being established which forms MPA networks.
Born out of the need for awareness raising and capacity building on marine protected
areas, networking and tourism activities in MPAs in Southern Iloilo, the third Istorya Lawod is
aimed to bridge that knowledge gap and to promote and connect the coastal community, the
government, concerned agencies, and the MPA’s.
Objectives
This webinar episode aims to (a) increase the awareness on the importance of MPA
monitoring, (b) strengthen the community engagement and importance of MPA establishment
and management in Southern Iloilo, and (c) know the current status of established MPA’s.
Specifically, to have a discussion on what are the best practices that can be implemented in
Southern Iloilo municipalities and the status of the tourism track.
Methodology
Istorya Lawod: Stories of Our Oceans is a bimonthly webinar hosted by the Institute of
Marine Fisheries and Oceanology of the University of the Philippines Visayas. This month of
July, the Fish 298 Seminar Class of AY 2020-2021 is tasked to plan, organize and implement
the third Istorya Lawod. This month’s webinar is entitled “iMPAct of fisheries MANAGEMENT:
Sana all effective!” which will discuss the following themes through our invited resource
speakers:
1. Mr. Jomel Baobao, Fisheries Resource Management Specialist, USAID Fish Right
Program, Path Foundation Phils, Inc. (PFPI) on Marine Protected Areas networking:
What are lessons learned, best practices and implications to governance?
2. Ms. Carmela Ellaga, Community Officer for Philippine Reef and Rainforest Conservation
Foundation, Inc. and ProCoast, a GIZ-funded Project on strengthening MPA
management in the Southern Negros Marine Key Biodiversity Area (SNMKBA), on
community engagement and experiential learning as a tool for a holistic approach to
tourism in marine protected areas.

To boost the coverage of this webinar and to maximize the connectivity via world wide
web, the following offline and online strategies will be used:
1. Social Media Platforms (Facebook, twitter),
2. Partner with other organizations regarding publicity (UPV GRASFA, CFOS, UP Visayas
Admin Page), and
3. Direct letters of invitation (hard copy or email) will be sent to Coastal LGUs of Panay.

This webinar will be intended for undergraduate and graduate students from SUCs,
faculty and staff, community organizations, and local officials who are interested in the topic.

Virtual Platforms
The webinar proper will be held via ZOOM Meeting Room with a capacity of 500
participants and will be simultaneously streamed via Facebook Live on IMFO’s Official page.
Evaluation of Participation
Certificates will only be given to those who have accomplished the evaluation form. The
certificates of participation will be distributed to the participants via their registered emails using
an auto-generated Google Chrome Extension application.
