(i) INSTRUCTIONS TO VENDORS

Provision of Hourly-Rated Temporary Staff


(Junior Officer – Research Support Executive)
From 4 July 2016 to 3 October 2016

1 The Office of Education Research (OER) of the National Institute of Education (NIE)
invites vendors to quote for the provision of Hourly-Rated Temporary Staff (Junior
Officer – Research Support Executive) from 4 July 2016 to 3 October 2016.

2 The documents enclosed in this Invitation-To-Quote (ITQ) include:


(i) Instructions to Vendors
(ii) Annex A –Price Schedule
(iii) Document A – Ownership Status and Particulars of Directors/Partners
(iv) Annex C – Data Intermediary Clause
(v) Invitation-To-Quote Terms and Conditions

3 The procurement is for a once-off purchase for the Hourly Rated Temporary Staff
(Junior Officer – Research Support Executive).

4 Interested vendors are advised to read the enclosed documents carefully before
finalizing their offer(s) for submission. The onus is on the vendors to ensure that a
complete offer is submitted.

5 The quotation shall be valid for 60 days from the closing date.

6 NIE reserves the right not to accept the lowest price or any quotation, and shall not
be bound to assign any reason therefore.

7 NIE reserves the right to award the contract in part or in full.


8 NIE reserves the right not to consider quotation with incomplete submission of
documents and inaccurate information.

9 NIE shall not entertain any request made after the closing date for bid variation or
submission of additional quotes for items left out in the original ITQ submission on
any ground whatsoever.

10 This ITQ opens on 9 June 2016 (Thursday) and closes on 17 June 2016 (Friday).

11 Interested vendors must submit the following items via GeBIZ by the closing date of
17 June 2016 (Friday), 1 p.m. (Singapore Time).

SUBMISSION THROUGH GEBIZ:


a) Hourly Rate for Temporary Staff (Price quoted shall include CPF, SDF, admin
fee and all other necessary costs, if any);
b) Ownership Status and Particulars of Directors/Partners (Document A);
c) CVs of candidates meeting requirement specifications mentioned below;
d) Track record of similar projects (past and present) handled by the vendor; and
e) Any other relevant information which the vendor deems useful to NIE for its
evaluation

REQUIREMENT SPECIFICATIONS

12 Contract Period:
a) The contract period of service required is from 4 July 2016 to 3 October 2016.
b) The appointed staff shall work from the NIE’s designated office and fulfil an
estimated of 42 working hours per week. The working hours have to be
endorsed by the NIE’s officer-in-charge at the end of every day. Our official
working hours are as follows:
Monday to Thursdays : 8.30am to 5.45pm
Fridays : 8.30am to 5.15pm
(Includes a lunch break of 45 minutes)
c) NIE reserves the right to change the working hours of the staff as and when
appropriate.
d) Where there is a termination of service by either party before the end of the
contract period, a one week notice period is required to be served by the
initiating party

13 Responsibilities of Hourly Rated Temporary Staff (Junior Officer – Research Support


Executive):
a) Processing and checking of invoices, claims and related financial documents
b) Processing and checking of Human Resource documents
c) Assist in procurement for research projects
d) Assist in writing meeting minutes
e) Assist in administrative and clerical tasks including filing, record-keeping and
dispatch
f) Work in OER’s Research Support Unit to assist with tracking of projects
g) Provide reports and updates on education research in NIE
h) Maintain and manage project databases
i) Generate reports from databases and perform basic analysis
j) Manage project data archiving and digitizing
k) Any other duties assigned

14 Requirements
a) A Polytechnic Diploma or equivalent
b) Preferably relevant work experience in a related field (e.g. procurement and
administrative work)
c) Preferably familiarity with government financial policies and systems
d) Ability to work independently and as a team
e) Meticulous and strong organizational skills
f) Good communication and interpersonal skills
g) Ability to multi-task and work within tight deadlines
h) Proficiency in Microsoft Office applications, especially in Excel

15 All shortlisted suppliers may be required to attend an interview.


EVALUATION CRITERIA

16 The assessment of the quotation will be based on the following criteria and weighting:
