distributed leadership depends on how it
is made easier, moved and given support

several rounds. Hence, this technique is a
flexible research technique well suited
when there is incomplete knowledge
about a phenomenon.
Next is the development of an innovative Recommendation (2 Marks)
instructional leadership measurement
model that can be used as the base and
guidance to relevant parties such as the
Polytechnic Education Department to
increase their administrative
professionalism specifically in the
technical institution

organization. Innovative leadership
supports the accomplishment of vision
and mission of an organization or a
group by using new technology and
processes. Innovative leaders possess
creative mindset to ensure continuous
success and to remain competitive
(Medvedeva, 2012).

and planning of education in Malaysia. ( At least 5 points/ justification with data and examples

Referring to the articles I have collected. It is clear that several models and methods can be used to
design and evaluate the effectiveness of a policy and planning in the educational institutions of
Malaysia. Among the areas that can be emphasised is that

1.Strategic plan and calendar planning.

2. Distribution of special duties by the standards from various sectors in the field of education.

3. Implementation of syllabin programs and arrangements in KSSR AND KSSM specifically in


schools.

4.Upgrading of annual work performance evaluation system.

5.Development of potential teachers and pupils globally.

Therefore, the justification for the above item refers to the entire plan and policy that has been
developed to engage local communities as well as knowledge-savvy communities. In fact it is
considered a guide to current issues that arouse and can be resolved more effectively. As such,
Education in Malaysia will improve and be sophisticated in the future.
