Revision status Record: Revision | Date Page no. | Details of Changes Reason for No. changes Document Approval sheet: Prepared by ‘Signature Core team members | MV VS Srinivas & Team i (po Reviewed by ‘Signature " HOD A Lakshminarayana ~ ‘s Heke ay Issued& Controlled by Signature MR C Holiram Approved by ‘Signature Station Head Jayant Sagade Nw r- | CONTROLLED COPY | ‘Standard Operating Procedure Page 1 of 4 & SIMHAPURI ENERGY LIMITED Document No. Issue No/Date Revision No/Date CaS SEL/EMD/SOP/02 01/24.04.2014 00/24.04.2014 Title Procedure for Block out restoration. 4.0 Purpose: This Procedure is intended to provide guidance and instructions for Block out restoration 2.0 Scope: This procedure is applicable to Block out restoration of station. 3.0 Responsibility: 3.1 Alllthe personnel involved in carrying out /supervising the above activities are required to ensure implementation of this procedure and may consult any other relevant documents indicated under Reference section below. 3.2 In the event of any changes required in the procedure such changes may be requested with Site MR, who would take appropriate action with approval from respective departmental heads. 4.0 Procedure: 4.14 Details of Hazard Involved 4.1.1 Electrical shock due insulation failure of contro! wiring. 4.1.2 Fire due to short circuit 4.2 Safety Precautions 4.2.1 Stand on Insulated rubber mat while doing any operations on panels. 4.2.2 Ensure proper earthing of panel. 4.3 Activities Block-out condition: ‘Sudden outage of two transmission lines and tripping of all units in station is referred as block- out condition, Under block-out condition non-availability of normal AC supply is sensed by AMF Panel and ON command will be issued to DG sets and charges the Emergency DG switchgear with DG supply by closing the DG supply incomer breakers. EMCC panel is supplied through DG switchgear and necessary TG and Boller auxiliaries will be supplied through EMCC panel till the resumption of grid supply Once the Grid supply is resumed the following steps are to be carried out to restore the startup power to plant auxiliaries, At 400kV Switchyard: 4.3.1 Ensure the availability of grid supply and the voltage is within the required limits 4.3.2 Ensure all earth switches provided in the Line-1 bay and BUS-2 are in open condition and either side isolators of Line-1 breaker are in closed condition, Standard Operating Procedure Page 2 of 4 CONTROLLED COPY & SIMHAPURI ENERGY LIMITED Document No. Issue No/Date Revision No/Date MILAPUML EME ‘SEVIEMD/SOPIO2 09724.04.2014 (00/24.04.2014 Title Procedure for Block out restoration. 4.3.3 Close the Line-1 breaker from SCADA/BCU and check the healthiness of BUS-2 voltages 4.3.4. Confirm the clearance from BTG electrical engineer to charge GT-1 and close the TIE-1 breaker, Now GT-1, UAT-1A & UAT-18 are charged. 4.3.5 Close the GT-1 breaker to charge BUS-1 and check the healthiness of BUS-1 voltages. 4.3.6 Confirm the clearance from BTG electrical engineer to charge GT-2 and close the GT-2 breaker. Now GT-2, UAT-2A & UAT-28 are charged. 4.3.7. Confirm the clearance from BTG electrical engineer to charge GT-3 and close the GT-3 breaker. Now GT-3, UAT-3A & UAT-3B are charged. 4.3.8 Confirm the clearance from BTG electrical engineer to charge GT-4 and close the GT-4 breaker. Now GT-4, UAT-4A & UAT-4B are charged. 4.3.9 After obtaining necessary clearances from other end of interconnection line close the Line-2 and TIE-2 breakers. 4.3.10 Ensure that all necessary interlocks are satisfied and close the line & Tie breakers of Dia-3 & Dia-4 At MCR and Switchgear Room: 4.3.11 Ensure the availablity and healthiness of GT and UATs secondary voltage and adjust the tap from OLTC panel if required. 4.3.12 Ensure the availablity of incomer line voltage at UAT panel, ensure the reset condition of master trip relay and no protection is active on panel and close the incomer breaker. 4.3.13 Check the healthiness of Bus voltage and give clearance to start MV motors. 4.3.14 Check the respective MV breakers are in close condition to charge the Auxiliary transformers of USS and SSS LV boards. 4.3.18 Ensure the availabilty of 415V supply at incomers, ensure that no protection is active on board and close the respective board incomer ACBs to charge USS and SSS boards. Normally both incomers are available and Bus coupler ACB will be in OFF condition. In case of non-availability of one incomer, Bus coupler ACB will be closed to extend supply from other end of panel 4.3.16 As soon as the SSS board is charged supply will be extended to DG switchgear incomers, AMF panel senses the healthiness of normal supply, synchronizes the DG supply with normal supply by closing the normal supply incomer breakers, opens the DG supply breakers and stops the DG sets automatically. 4.3.17 As soon as the USS board is charged supply will be extended to Boiler MCC and STG cc. 4.3.18 Now start up supply is available to all MV and LV auxiliaries. 5.0 Reference: + Switchyard drawings Standard Operating Procedure R Document No. sUMMIAEURLENEROY. | SEL/EMD/SOP/O2 SIMHAPURI ENERGY LIMITED.
