透過世盟奧運排名以及世盟大滿貫系列賽，各國家奧委會最多可取得男女各(4)名參賽名額，且各
量級最多(1)名選手參賽。
An NOC may qualify a maximum of four (4) male and four (4) female athletes through the
WT Olympic Ranking and WT Grand Slam Champions Series with a maximum of one (1)
athlete per weight category.

Qualification System- Tokyo 2020
透過各洲洲際資格賽，各國家奧委會最多可派男女各(2)名選手參賽，且各量級最多(1)名選手參
賽。
An NOC may qualify a maximum of two (2) male and two (2) female athletes through the
Continental Qualification Tournaments with a maximum of one (1) athlete per weight category.

3. 參賽名額分配方式
Type of Allocation of Quota Places:
國家奧委會參賽名額：
透過世盟奧運排名所取得之參賽名額，國家奧委會僅能提報於 2020 年 1 月 1 日至 2021 年 6 月
29 日間排名前 20 的選手。
The Quota place is allocated to the NOC.
If the quota place was obtained through the WT Olympic Ranking, the NOC may only enter
athletes(s) who have been ranked within the top 20 of the WT Olympic Ranking at point in
time between January 1, 2020 and June 29, 2021.

C、參賽選手條件
Athlete Eligibility

所有運動員必須遵守奧林匹克憲章的現行規定，包括但不限於第 41 條（選手國籍）和第 43 條
（世界運動禁藥管制規範和奧會活動賽事操控防治規範。只有符合奧林匹克憲章的運動員才可參
加 2020 東京奧運會。
All athletes must comply with the provisions of the Olympic Charter currently in force,
including but not limited to, Rule 41 (Nationality of Competitors) and Rule 43 (World Anti-
Doping Code and the Olympic Movement Code on the Prevention of Manipulation of
Competitions). Only those athletes who comply with the Olympic Charter may participate in
the Olympic Games Tokyo 2020.

年齡需求(規範 4.1 條):

Age Requirements (Art. 4.1 Competition Rules and Interpretation)

所有參加 2020 東京奧運的選手必須年滿 17 歲 (於 2004 年 12 月 31 日或之前出生).

All athletes participating in the Olympic Games Tokyo 2020 must be born on/or before 31
December 2004 (at least 17 years of age).

其他條件
Additional IF Requirements:

1. 持有國技院段證
Be a Kukkiwon Dan certificate holder

2. 持有世盟運動員證
Hold a WT Global Athlete License.

對於透過「三方邀請委員會」或是「主辦國名額」取得資格的選手，除了上述 2 項條件之外，另
須符合下列任一條件:
For those athletes qualified via the Tripartite Commission Invitations or through the Host

Country places they must, in addition to the above:
Meet one of the following requirements:

於 2018 年 5 月至 2020 年 4 月期間取得世盟主辦/認可之賽事前三名。

Be a medal winner (1st or 2nd or 3rd places) at any of the competitions enlisted on
the WT event calendar between May 2018 and April 2020.

於 2018 年 5 月至 2020 年 4 月 30 日期間曾被列入世盟世界排名前 20 (至少一次)。

Be ranked within 20th place at least once in the WT World Ranking between May
2018 and April 30, 2020.

於 2019 年世錦賽晉級至前 16 強或更高。

Have advanced to round of 16 or higher at either WT World Taekwondo
Championships (2019)

於 2018 年 5 月 1 日至 2020 年 4 月 30 日期間參加各洲跆拳錦標賽或各洲洲際資格賽打

進至少前 8 強或更高。
Have advanced to quarter-finals or higher at either Continental Taekwondo
Championships held between May 1, 2018 and April 30, 2020 or at Continental
Taekwondo Qualification Tournament, or

於 2018 年 5 月 1 日至 2020 年 4 月 30 日期間於全國跆拳錦標賽中獲勝。

Be the winner of national taekwondo championships held between May 1, 2018 and April
30, 2020.

D、參賽資格取得方式
QUALIFICATION PATHWAY

以下資格取得方式按照等級順序排列，每位選手僅能代表其國家奧委會取得(1)席名額
The qualification events are listed in hierarchical order of qualification. An athlete can qualify
a maximum of one (1) quota place for his/her NOC

透過世盟奧運排名以及大滿貫賽事系列制度
Qualification through WT Olympic Ranking and WT Grand Slam Champions Series
透過世盟奧運排名或大滿貫賽事系列制度，每一國家奧委會每一量級至多取得(1)席名額參賽。
A maximum of one (1) athlete per weight division can be qualified from a NOC through WT
Olympic Ranking or WT Grand Slam Champions Series.

每一國家奧委會可透過世盟奧運排名或大滿貫系列賽，最多取得(8)位選手參賽資格，男女各(4
名)。
A NOC can qualify a maximum of 8 athletes, 4 male and 4 female, through the WT Olympic
Ranking or WT Grand Slam Champions Series

Qualification System- Tokyo 2020
透過世盟奧運排名取得資格的總名額為(40)席 (男女各(20)席)，每一量級排名前(5)名選手可
代表其國家奧委會取得(1)席參賽名額，最後積分結算為 2019 年 12 月份大獎賽決賽。如出現積
分相同的情況，則在較高層級賽事中取得積分的選手可獲得參賽名額，比賽分級如下:
A total of 40 athletes (20 male and 20 female) will be qualified for the Olympic Games
through the WT Olympic Ranking. The top five (5) ranked athletes in each weight category
on the WT Olympic Ranking which reflected result until Grand Prix Final of December 2019
will qualify one (1) quota place each for their NOC for the Olympic Games.
In case of a tie in the number of WT Olympic Ranking points among qualifiers, the athlete
who won the ranking points at the higher graded events will receive the quota place. The
hierarchy of the grades is shown below:

透過大滿貫系列賽排名:
WT Grand Slam Champions Series:

透過大滿貫系列賽取得資格的總名額為(8)位(男女各(4)位)。每一量級獲得大滿貫積分最高的選
手可為其國家奧委會取得(1)席參賽名額，最後積分結算為 2019 年 12 月份的大滿貫系列賽結束
後。如出現積分相同的情況時，則參加大滿貫系列賽事(包括資格賽)次數較多之選手獲得參賽名
額。
A total of 8 athletes (4 male and 4 female) will be qualified for the Olympic Games
through the WT Grand Slam Champions Series.
The highest ranked athlete in each weight category on merit points standing of WT Grand
Slam Champions Series after the Grand Slam Champions Series of December 2019 will
qualify one (1) quota place each for their NOC for the Olympic Games.

In case of a tie in the number of merit point standing points among qualifiers, the athlete
who competed more number of World Taekwondo Grand Slam Champions Series including
qualification tournament will receive quota place.

Qualification through Continental Qualification Tournaments.

五大洲洲際資格賽名額分配如下，共(72)名選手、男女各(36)名
A total of 72 athletes (36 male and 36 female) will be qualified for the Olympic Games
through the five (5) Continental Qualification Tournaments, as per the table below:

2) 只有在世盟奧運排名或大滿貫系列賽制度取得男女各少於(2)席名額的國家奧委會才能參加各
洲洲際資格賽。
Only NOCs which have qualified less than two (2) athletes per gender through the WT
Olympic Ranking or WT Grand Slam Champions Series can participate in the Continental
Qualification Tournaments.

3) 如果各國家奧委會已透過世盟奧運排名或大滿貫系列賽制度取得男女各(2)席名額(或更
多)，則不得參加各洲洲際資格賽，除非該國家放棄透過世盟奧運排名或大滿貫系列賽制度而取得
的男女參賽席次。
If an NOC has qualified two (2) (or more) men and two (2) (or more) female athletes
through the WT Olympic Ranking or WT Grand Slam Champions Series, it cannot participate in
Continental Qualification Tournament unless it relinquishes quota places obtained through the
WT Olympic Ranking or WT Grand Slam Champions Series in the respective gender.

4) 奧運會主辦國不得參加該洲洲際資格賽。
The host NOC of the Olympic Games is not eligible to participate in the respective

continental qualification tournament.

3. 奧運主辦國名額
HOST COUNTRY PLACES

奧運主辦國可透過世盟奧運排名或大滿貫系列賽制度取得滿額參賽名額，如同其他國家。
The Host Country NOC may qualify the maximum number of quota places through the WT
Olympic Ranking, or WT Grand Slam Champions Series as all other NOCs.

如主辦國透過世盟奧運排名或大滿貫系列賽制度取得少於(4)席參賽名額時，主辦國可保障取得
(4)席參賽名額。
The Host Country is guaranteed up to a total of four (4) quota places, in case it qualifies
less than four (4) quota places through the WT Olympic Ranking or WT Grand Slam
Champions Series.

男女各(2)席參賽名額(每一量級各(1)名選手)，且選手必須符合(C. 選手資格)所述
之參賽選手條件。
Two (2) in men’s events and two (2) in women’s events, (with a maximum
of one (1) athlete per event), provided that the athletes meet the minimum
eligibility requirements as detailed in Paragraph C. Athlete Eligibility.

主辦國須於 2020 年 1 月 31 日 前確定並回報世盟參賽量級。

The Host Country is required to inform the WT of the weight categories that it wishes to
participate in, by no later than 31 January 2020.

4. 三方邀請委員會
TRIPARTITE COMMISSION INVITATION PLACES

1) 三方邀請委員會名額共有四席，分配給符合資格的國家奧委會參與東京 2020 奧運。

Four (4) Tripartite Commission Invitation Places are made available to eligible NOCs at the
Tokyo 2020 Olympic Games.

受邀請的男女各(2)席之量級將不同於主辦國之參賽量級。
Two (2) male and two (2) female quota places will be given to the weight
categories which were not chosen as Host Country places by the Host NOC.

選手必須符合(C. 選手資格)所述參賽選手條件。
Athletes must meet the minimum requirements as detailed in Paragraph C. Athlete
Eligibility.

2) 於 2019 年 10 月 1 日時，國際奧林匹克委員會開放所有符合資格的國家奧委會提出三方邀
請委員會的名額申請，截止日為 2020 年 01 月 17 日。
On 1 October 2019, the International Olympic Committee will invite all eligible NOCs to submit
their requests for Tripartite Commission Invitation Places. The deadline for NOCs to submit
their requests is 17 January 2020.

3) 三方邀請委員會將會在各單項運動資格賽結束後以書信方式將邀請名額分配通知各受邀之參

賽國。詳情請見: “Games of the XXXII Olympiad, Tokyo 2020- Olympic Games Tripartite
Commission Invitation Places- Allocation Procedure and Regulations.
The Tripartite Commission will confirm, in writing, the allocation of invitation places to the
relevant NOCs after the end of the qualification period for the concerned sport. Detailed
information on Tripartite Invitation places is contained in the “Games of the XXXII Olympiad,
Tokyo 2020 - Olympic Games Tripartite Commission Invitation Places - Allocation Procedure
and Regulations”.

E、參賽名額確認程序
CONFIRMATION PROCESS FOR QUOTA PLACES

1. 2019 年 12 月份的大滿貫系列賽事結束後，世盟將會在官網公布所有符合資格之選手，並通知
各國家奧委會所取得的奧運名額，國家奧委會需在 14 日內確認取得之參賽名額。
After the 2019 Grand Slam Champions Series in December 2019, WT will publish the all
qualifiers on its website at www.worldtaekwondo.org and inform the respective NOCs of
their allocated quota places. The NOCs will then have 14 days to confirm if they wish to
use the quota places.

2. 在各洲洲際資格賽後，世盟在官網公布結果並通知各國所取得的名額分配，國家奧委會需在
14 日內進行確認取得之參賽名額(參照段落 H.資格確認時間表)。
Following each continental qualification tournament, the WT will publish the results on its
website at www.worldtaekwondo.org and inform the respective NOCs of their allocated quota
places. The NOC will then have 14 days to confirm if they wish to use these quota places,
as detailed in paragraph H. Qualification Timeline.

F、重新分配未使用的名額
REALLOCATION OF UNUSED QUOTA PLACES

若國家奧委會未於截止日前完成名額分配的確認，或拒絕名額分配，則這些名額重新分配，方式
如下：
If an allocated quota place is not confirmed by the NOC by the confirmation of quota place
deadline or is declined by the NOC, the quota place will be reallocated as follows:

1.重新分配未使用的名額

如國家奧委會未能在截止日前確認該國已取得之席次，或是放棄使用所取得之參賽席次，則參
賽名額將會如下重新分配:
If an allocated quota place is not confirmed by the NOC by the confirmation of quota
place deadline or is declined by the NOC, the quota place will be reallocated as follows:

- 未使用之名額若是透過世界奧運排名制度或大滿貫系列賽制度取得的，則將由同一量級的
下一排名順位選手之國家奧委會遞補之，排名將依據 2019 年 12 月大獎賽決賽後世盟奧運
排名積分結果，然而因遞補而取得參賽席次的國家奧委會必須遵守參賽名額之規定 (見段

- If the quota place was obtained through the WT Olympic Ranking or WT Grand Slam
Champion Series, it will be reallocated to the NOC of the next highest ranked athlete
in the same weight category based on the WT Olympic Ranking which reflected result
until Grand Prix Final of December 2019, respecting the maximum number of athletes
per NOC specified in paragraph B. Athletes Quota

- 未使用之名額若是透過洲際資格賽取得的，則將由參加相同洲際資格賽同一量級的下一排名順
位選手的國家遞補之，然而因遞補而取得參賽席次的國家奧委會必須遵守參賽名額之規定
(見段落 B.選手名額)。
- If the quota place was obtained through a Continental Qualification Tournament, it will be
reallocated to the NOC of the next highest ranked athlete in the same weight division at
the respective Continental Qualification Tournament, respecting the maximum number of
athletes per NOC specified in paragraph B. Athletes Quota

如經由洲際資格賽而取得之席次因為下列原因而未額滿，例如(但不限於): 選手未能參賽，過磅
失敗，無下一位最高排名選手，或是因違反禁藥管制原因，參賽名額將依照下列原則重新分配:
If a quota place through a Continental Qualification Tournament was not filled up for the
following reasons, such as but not limited to athlete no-show, failed weigh-in, no next
highest ranked athlete, or a doping offence, the quota place will be reallocated according to
the principles below:

將會 WT 奧運積分排名，並按照每一國家最高參賽名額之規定(見段落 B.選手名額)，重新分配至
同一量級之下一排名順位選手。WT 奧運積分排名結算至 2019 年 12 月份的年終大獎賽。
- It will be reallocated to the NOC of the next highest ranked athlete in the same weight
category based on the WT Olympic Ranking, respecting the maximum number of athletes
per NOC specific in paragraph B. Athletes Quota. The WT Olympic Ranking must reflect
result until Grand Prix Final of December 2019.

重新分配主辦國未使用名額
REALLOCATION OF UNUSED HOST COUNTRY PLACES
如果主辦國已經透過世盟奧運排名或大滿貫系列賽制度取得參賽名額，則主辦國的名額分配應相
對減少，而主辦國未使用的名額將透過三方邀請委員會重新分配。
If the Host NOC has already qualified quota places through the WT Olympic Ranking or WT
Grand Slam Champions Series, the number of Host Country places shall be reduced
accordingly; the unused Host Country places shall be reallocated through the Tripartite
Commission Invitation Places.

如果主辦國選擇不使用主辦國的名額分配或是因主辦國推派的選手不符合資格，則主辦國未使用
的名額將透過三方邀請委員會的重新分配。
The same process applies should the Host NOC decide not to use the available Host
Country places or should the selected athlete(s) by the Host NOC not meet the minimum
eligibility requirements; these places shall be reallocated through the Tripartite Commission
Invitation Places.

若三方邀請委員會未能夠分配邀請名額，則未使用之名額將依據世盟奧運排名 (積分結算至
2019 年 12 月份大獎賽決賽)分配給同一個量級下一個排名順位之選手的國家奧委會，然而因遞
補而取得參賽席次的國家奧委會必須遵守參賽名額之規定 (段落 B.選手名額)。
If the Tripartite Commission is not able to allocate a Tripartite Commission Invitation Place,
it will be reallocated to the NOC of the next highest ranked athlete in the same weight
category based on the WT Olympic Ranking which reflected result until Grand Prix Final of
December 2019, respecting the maximum number of athletes per NOC specified in
paragraph B. Athletes Quota
