NJMPTI VISION
-JNTI commits to develop Jail Officers as
professionals and effective public servants by
instilling them the discipline based on knowledge
and respect for human rights, law and order,
performance-oriented, and self-reliance precepts
and promote in them service professionalism,
integrity and nationalism.
NJMTI MISSION
-Indoctrinate the BJMP uniformed personnel by
providing comprehensive training on safekeeping
and development of offenders to professionalize jail
services.
The Bureau of Jail Management and Penology was
created on January 2, 1991 pursuant to Republic Act No.
6975, replacing its forerunner, the Officer of Jail
Management and Penology (OJMP) of the defunct
Philippine Constabulary Integrated National Police
(PCINP). The BJMP has jurisdiction over all district, city
and municipal jails. It is a line bureau of the Department
of Interior and Local Government (DILG). As such, it shall
ensure the establishment of secured, clean, adequately
equipped and sanitary facilities and provision of quality
services for the custody, safekeeping and development of
district, city and municipal inmates, any fugitive from
justice, or person detained, awaiting or undergoing
investigation or trial and/or transfer to the National
Penitentiary ,and/or violent mentally ill person who
endangers him/herself or the safety of others as certified
by the proper medical or health officer, pending transfer
to a mental institution.
Pursuant to Republic Act No.9263 also known as “The
BJMP and BJMP Professionalization Act of 2004,’’ the
BJMP is envisioned to institutionalize a highly efficient
and competent jail service.
How’s the animal?
The animal at this stage is still lost and needs more
guidance from his upperclassman. But if given a few more
days of a week rapid growth and development the animal
will turn into a pony Sir!
Why rattle?
The nervous system of the JO1/T is not yet fixed due to
the confused responses from the feeble brain that was
brought about the sudden impact of the many forces
uncontrolled by the vulnerable defences or the still wear
and sluggard cadet.
In addition, sir, there is a sudden metamorphosis just
upon seeing the shadow of an upperclassman where in
the JO1/T reaction is determined whether it be right or
wrong.
Desiderata
GO PLACIDLY amid the noise and the haste, and
remember what peace there may be in silence. As far as
possible, without surrender, be on good terms with all
persons.
Speak your truth quietly and clearly; and listen to others,
even to the dull and the ignorant; they too have their
story.

lesser persons than yourself.

MANDATE
BJMP is mandated to direct, supervise and control the
administration and operation of all district, city, and municipal
jails nationwide with pronged tasks of safekeeping and
development.
MAJOR PROGRAM
There are four (4) major programs under the mandate of bjmp
and they are the following:
1. Inmates custody, security and control program
2. Inmates welfare and development program
3. Decongestion program
4. Good governance
How’s your wife?
My wife is the simplest and the most beautiful to live with but
the most complex to understand. My wife, Sir, needs constant
love and care. Every day, I have to wipe her face, her breast, her
body and , my everything below her. Often sir, I have to undress
and dissect her into parts in order to ensure everything is spic
and span. That is my wife sir, my wife is Cal. 5.56, Cal 7.62, Cal 45
and Cal. 38 Sir!
What is a Mess Hall?
A mess hall is the only first class restaurant in town sir!
What is a Parrot?
Of all the queer birds I ever did see, the parrot is the one that
has no secrecy. He talks too much about his life in the hut that is
why one day he was finally got shot, so that a trainee without
discipline and secrecy will someday meet the parrots end.
What is a combat shoe?
A combat shoe is but a rear extension wrapped around my foot
that adds discomfort while doing the duck walk.
Service
Sir, let me conceptualize to you in capsule form the real meaning
of the word service.
Learn to live without fear, go through such pains and sufferings
without complaining; serve the lowliest and the poorest without
counting the cost nor expecting something in return; learn to
appreciate the beauty of the common things around you; glad to
be alive but not afraid to die. Perhaps, then you will know the
real meaning of the word service, Sir!

What is Training?
Training is a grim struggle of winning supremacy over one’s self.
What is an Upperclassman?
An Upperclassman is a simple handshake of recognition
that gives him a title of an immaculate. He is a fully developed
animal that has gone through the dim world of plebe hood. After
asking the questions, what is the reasons of all the sufferings
under his superiors? He has endured pain, gave sweat, and come
near the end of his temperament.
Now, he is the king of all kings, the master of all things, the
roaring thunder of all corps. He has the strength of a bull and the
growling voice of the lion. The fury of a tiger, the cruelty of the
beast and the penetrating stare of an eagle that scrutinizes even
the slightest error of the dumb guard. But these are the mere
roles they have to play in the analysis of their real character, an
upperclassman is a good brother, a best friend, and a refined
individual who will soon become an officer and a gentleman.
MISSION
To enhance public safety by ensuring humane safekeeping and
development of Persons Deprived of Liberty(PDL) in all district,
city and municipal jails for their reintegration to society.
VISION
A premier institution highly regarded by society for the secure
and humane treatment of Persons Deprived of Liberty (PDL) by
its competent and motivated corps.
FUNCTIONS
In line with it’s mission, the Jail Bureau endeavours to perform
the following function:
 Formulate policies and guidelines in the administration of
all district, city and municipal jails nationwide;
 Implement strong security measures for the control of
inmates;
 Provide the basic needs of inmates;
 Conduct activities for the development of inmates;
 Improve jail facilities; and,
 Promote the general welfare and development of
personnel.

ito, ako at ang aking mga kapwa kawani ay kailangan tungo sa
isang maunlad, masagana at mapayapang Pilipinas.
