PROJECT PROPOSAL

IV. OBJECTIVES:

The goal of the Refill Revolution in the city is to primarily reduce the use of plastic
among households and establishments by encouraging every household to avoid regular purchase
of products in plastic sachets or containers and bring reusable containers when buying products
such as shampoo, conditioners, soap, laundry detergent, cooking oil, condiments, or basically
anything that is usually sold in plastic packs. 

The project will help the city to reduce its garbage production, less packaging and less
cost of personal care products and condiments.

The project will also help the to encourage every households and consumers to avoid
regular purchase of products in plastic sachets or containers.

The community has to wage war on plastic and fight pollution before we experience its
worse effects in the coming years. This is also done to help reduce plastic wastes in our waters
that stream down to Manila Bay.

The project will also improve segregation policies and promote the City if Palayan into a
Plastic-Free City

V. INTRODUCTION:

One of the causes of the garbage problem is packaging, especially plastics and non-
recyclables. A good example is sachet, a small and cheap retail version of everything from
personal care products to condiments. It rides on the pinoy “tingi” culture and allows low income
consumers to buy quality products at affordable prices.

Refill revolution was first launched in Central Luzon on Earth Day last year, in Guiginto,
Bulacan local initiative is only a one-day refilling event for condiments (vinegar, soy sauce and
fish sauce, including cooking oil) toiletries and other household essentials. Prices of product
refills are significantly lower than the existing retail prices. Aside from Bulacan, this activity was
also held in the City of San Fernando last June 2018. About 1,500 residents participated, the city
garners an 81 percent diversion rate through different programs such as saving discarded
resources through composting and selling in junk shops.

The concept of refill revolution revolves around recycling used bottles for food essentials
and other cleaning agents instead of throwing them away.
Refill Revolution has been staged in the City of San Fernando and it is part of the city’s
campaign in reducing plastic pollution. The City of Palayan thru Environment and Natural
Resources division intending to adapt “Refill Revolution” in the city to put up refills station in
four (4) cluster of the city.

INFORMATION EDUCATION COMMUNICATION PROGRAM

The Palayan City Environment and Natural Resources division will be establishing initial
barangay-based diversion programs (Caimito, Ganaderia, Malate, Santolan, Caballero) which
will be held the first ever Refill Revolution Caravan that have significantly reduced the amount
of waste thrown into the landfill. 
With Refill Revolution the households/buyers will refill their clean and reusable plastic
containers with kitchen condiments, toilet aids and other household items. Those items will sell
at prices lower by as much as 50-70% than the actual retail prices in supermarkets.
Nutri Asia Incorporated, the country’s top condiments maker, is one of the regular
retailers and manufacturers will support this activity.
IEC campaign on “Refill Revolution” which aims to lessen if not eliminate the use of
single use plastic packaging through reintroducing the concept of “tingi” and bulk buying which
has been overtaken by sachet-based economy these past few decades. Sachet economy refers to
the practice, especially in poorer communities, of buying consumer products - such as detergent,
shampoo, powdered milk, or beverages - in single-use packages. The products are packaged in
small, disposable plastic bags called sachets.

RECOMMENDATION :

In view of the significance of this activity, may we request the approval of this project proposal.
