INTRODUCTION
To accelerate the efforts to achieve universal
sanitation coverage and to put the focus on
sanitation, the Prime Minister of India Mr.
Narendra Modi launched the Swachh Bharat
Mission on 2nd October 2014 at raj ghat ,New
Delhi.
Swachh Bharat Mission (SBM), Swachh Bharat
Abhiyan(SBA), or Clean India Mission is a
country-wide campaign initiated by the
Government of India in 2014 to eliminate
open Deflection and improve Solid Waste
Management .
It is a restructured version of the Nirmal
Bharat Abhiyan launched in 2009 and carried
out by predecessor Manmohan Singh that
failed to achieve its intended targets.
Phase 1 of the Swachh Bharat Mission lasted
till October 2019.
Phase 2 is being implemented between 2020–
21 and 2024–25 to help cement the work of
Phase 1.
At a rally in Champaran , the Prime Minister
called the campaign Satyagraha se
swachhgrah in reference to Gandhi's
Champaran Satyagraha launched on 10 April
1916.
The mission was split into two: rural and
urban. In rural areas "SBM - Gramin" was
financed and monitored through the Ministry
of Drinking Water and Sanitation(since
converted to the Department of Drinking
Water and Sanitation under the Ministry of Jal
Shakti) whereas "SBM - urban" was overseen
by the Ministry of Housing and Urban Affairs.
As part of the campaign, volunteer known as
Swatchhagrahis, or "Ambassadors of
cleanliness".
They promoted the construction of toilets
using a popular method called Community-
Led Total Sanitation at the village level.Other
activities included national real-time
monitoring and updates from Non
Governmental organization such as, The Ugly
Indian, Waste Worriers, and SWACH Pune
(Solid Waste Collection and Handling).
the mission, all villages, Gram Panchayats,
Districts, States and Union Territories in India
declared themselves "open-defecation free"
(ODF) by 2 October 2019, the 150th birth
anniversary of Mahatma Gandhi, by
constructing over 100 million toilets in rural
India.
To ensure that the open defecation free
behaviours are sustained, no one is left
behind, and that solid and liquid waste
management facilities are accessible.
Prime Minister launches Schemes for
transforming Urban Areas- AMRUT 2.0 and
Swachh Bharat Mission-Urban 2.0 in 2021.
The Mission is moving towards the next Phase
II of SBMG that is ODF-Plus. ODF Plus
activities under Phase II of Swachh Bharat
Mission (Grameen) will reinforce ODF
behaviours and focus on providing
interventions for the safe management of
solid and liquid waste in villages. The
campaign was financed by the Government of
India and state governments.
The former released $5.8 billion (Rs 40,700
crore) funds for toilet construction 700,000
villages. The total budget for the rural and
urban components was estimated at $28
billion, 93 per cent for construction and the
rest for behaviour change campaigns and
administration. The Campaign was described
as “beyond politics “ and “inspired by
patriotism”.
OBJECTIVE
● Improving the quality of life in rural areas
through cleanliness and personal hygiene.
● To make India free of open defecation
within five years, till 2nd October 2019.
● To construct 90 million toilets in rural
areas at an estimated cost of Rs 1.96 lakh
crore.
● To encourage private sectors for making
capital expenditure in the project or into
the operational and maintenance cost.
● To convert unsanitary toilets into the
toilets with flush.
● Create awareness among communities
towards sanitation and cleanliness.
● To bring about behavioural changes in the
people towards sanitation and hygiene.
● Motivating the communities for adopting
a proper sanitation model for better
health and life.
● To tell people how sanitation is linked to
their overall health and happiness.
● To encourage and acknowledge new
technological innovation in the field of
sanitation or cleanliness.
● To rope in proper support from eminent
personalities and notable public figures to
raise awareness among the people.
● To devise a proper, door to door, waste
collection and disposal system, both in
villages as well as urban areas.
● To make necessary changes in the local
bodies in order to strengthen their
functions and efficiency.
● To ensure proper availability of water in
rural areas through a network of pipes.
● To construct separate toilets for boys and
girls in all the schools throughout the
country.
● To provide clean drinking water in all the
schools and also to ensure availability of
toiletries like soap etc.
WHY IS IT NEEDED?
● Swachh Bharat Abhiyan will help India in
becoming open defection free and rural
area to be healthy and happy.
