HEALTH INFORMATION SYSTEM

A health management information system (HMIS), as defined by the World Health


Organization (2004), is an information system specifically created to aid in the management and
planning of health programs as opposed to the delivery of care. One of the six fundamental
building blocks for bolstering the health system is HMIS. It is a system for gathering data that
was created specifically to assist in planning, management, and decision-making in healthcare
facilities. Actually, HMIS is a collection of coordinated elements and processes set up with the
purpose of producing data that will enhance health care management choices made at all levels
of the health system. In order to plan and manage health services in their catchment region,
the Health Unit Management Committee and the Health Unit in Charge use HMIS. The relevant,
functional, integrated, and collected concepts were the foundation upon which HMIS was
established, according to the Ministry of Health (2010). The primary function of HMIS is to
deliver high-quality information to enable decision-making at all stages of the healthcare
system in any medical facility. In addition to promoting the use of health information in
hospitals, it also assists in creating performance goals at all levels of health service delivery and
supports performance evaluation at all levels of the health sector (Ministry of Health, 2010).
The Health Management System needs to be: Complete, Consistent, Simple, Clear, Cost-
Effective, Accessible, and Confidential.

The information from the HMIS can be used in planning, epidemic prediction and
detection, designing intervention, monitoring and resource allocation. The Function of the
HMIS are built upon the conceptualization of three fundamental information-processing
phases: DATA INPUT - includes Data Acquisition and Data Verification. DATA MANAGEMENT -
includes Data Storage, Data Classification, Data Computation and Data Update. DATA OUTPUT -
includes Data Retrieval and Data Presentation. The PRISM framework offers a paradigm shift by
putting emphasis on RHIS performance and incorporating the organizational, technical, and
behavioral determinants of performance. Furthermore, it conceptualizes and proses a
methodology for measuring the impact of RHIS on health system performance. This framework
identifies regions' strengths and weaknesses, as well as linkages between them. This analysis
supports in the development and prioritization of initiatives to improve RHIS performance,
which in turn improves the health system's performance. The PRISM conceptual framework and
tools assess RHIS performance's strengths and flaws. We know that greater data analysis and
usage leads to better health-program decision-making and, ultimately, better health outcomes
at MEASURE Evaluation.
