Step by step towards more Open Source

Open source software is a real alternative to proprietary systems for administration.
Dataport has developed an IT workplace based on open source. A report from the open
source workshop.

The advantage of using open source software, i.e. software whose source code is open, is that users can
change and develop it as they wish. A good argument for using them in public administration as well,
because with open source the administration retains control over the software it uses. It does not get into
technical dependencies on manufacturers and their business models, as can happen when using
proprietary software - i.e. software whose use and further development is decided solely by the
manufacturer.

Open source for a contemporary IT workplace

For many users, however, the established proprietary software products have become a familiar habit in
everyday use. So are open source applications in administration a real alternative? The answer is yes. For
example, various open source applications can be combined to form a modern, web-based IT workplace.

We are developing an alternative IT workplace for office work and virtual collaboration for administration
and education in the Phoenix project. E-mail, calendar, word processing and video conferences are based
on one hundred percent open source software.

In the implementation, we proceeded iteratively, step by step, in order to first successfully convert selected
software and work areas to open source. As a result, we have developed a web-based workplace that
replaces Microsoft's proprietary office software with open source products in coordinated sub-components.
When making our selection, we focused on selecting products that come very close to the existing
programs in terms of functionality and operation. We will always integrate two similar software products
into Phoenix for each function. This prevents us from being dependent on just one product. We also want to
avoid dependencies with open source.

Open and for everyone: the software

Which solutions do we use for Phoenix? We use the Open-Xchange software to map contacts, calendars
and mail, and store and share data with OwnCloud or Nextcloud. Use software from the manufacturer
OnlyOffice for office applications such as word processing or spreadsheets. We use the open source
solutions Matrix and Jitsi or NextCloud and Talk for interactive virtual collaboration via chat, messaging and
video conferences.

Modelliert haben wir Phoenix als Stack, also als eine Plattform von aufeinander abgestimmten Software-
Komponenten. Phoenix kann als Gesamtpaket oder modular genutzt werden. Wir betreiben den Stack in
unserem Hochsicherheitsrechenzentrum. Aber, und auch das ist ganz im Sinne der Philosophie von Open
Source, wir reichen Phoenix auch weiter an Partner*innen, die den Stack in ihrem eigenen Rechenzentrum
betreiben wollen.

So wird Phoenix Erfolg haben

Entscheidende Kriterien für den Erfolg von Phoenix werden sein, dass die Mitarbeiter*innen in den Behörden
gut mit ihrem alternativen Arbeitsplatz zurechtkommen und dass unser Stack massenhaft in Behörden
eingesetzt werden kann (Enterprise-Fähigkeit). Die eingesetzte Software muss dafür sehr gut skalierbar sein
und in Umfang und Nutzerzahlen wachsen können, ohne dass es Einbußen bei der Performance gibt. Auch
das waren entscheidende Kriterien für die Auswahl der Software.

Open Source wird in der Community weiterentwickelt, die mit Engagement und viel Wissen ihre Software
stetig weiterentwickelt und optimiert. Die Weiterentwicklung von Phoenix stellen wir über externe
Dienstleister sicher. Sie sind unsere Verbindung zur Community, deren Stärke wir nutzen wollen und
müssen, und er wird uns auch im Support unterstützen.

Die erste Schicht von Phoenix bedeutet erst einmal, die primäre Büroarbeit auf Open Source umzustellen.
Im nächsten Schritt werden wir , den Arbeitsplatz so erweitern, dass Mitarbeiter*innen in der Verwaltung
auch auf ihre Fachverfahren zugreifen können. Hier müssen wir individuell für jedes Verfahren klären, ob es
an Open Source angebunden werden kann. Ein weiterer Schritt, weit in die Zukunft gedacht, könnte sein,

auch Betriebssysteme von Verwaltungs-Computern auf Open Source umzustellen. Für Phoenix selbst ist es
erst einmal egal, auf welchem Betriebssystem es läuft – als webbasiertes Tool ist unser Arbeitsplatz mit
jedem Browser erreichbar. Eben ganz offen. Schritt für Schritt.
