Message from the Principal’s Desk


Education and institutions have traditionally been the hub of our communities, not only for the
wisdom and knowledge that they create for our present and future, but for the connections that
they create amongst a community.

As quoted by Sydney J. Harris, a Journalist, the whole purpose of education is to turn mirrors
into windows. The function of education is to teach one to think intensively and to think
critically. Intelligence plus character - that is the goal of true education.

As society continues to change, institutions need to adapt to best serve our students for their
future as well as their present. Those that are willing to adapt and learn from change now will
be the ones that are most likely to be successful in the future. We, at Anna Leela College of
Commerce and Economics and Shobha Jayaram Shetty College of BMS look to develop the
next generation of honest, ethical and humane citizens of tomorrow in our institution. While we
look and build on what has worked in the past, we also continuously look forward.

Tom Peters states that “leaders don‟t create followers, they create more leaders.” We strive to
follow the dictum. Every faculty of the institution is given an opportunity to enhance his/her
capabilities as a potential leader.

Education is not preparation for life; education is life itself. One of those changes in our world is
the need to shift to an open and transparent environment. By opening the doors to our
classrooms through both physical and virtual environments, we have the opportunity to change
the conversation at home. Parents are able to be actively involved in the process of learning,
leading to a higher opportunity for success of each child. The more we can involve parents in
this process at home, the more likely students will be successful in institution, and beyond. This
community support is imperative.

By building relationships, developing leadership, and focusing on institution as the “hub” of our
community, we are more likely to create an environment where our students are building a
bright future both today and tomorrow.

I, along with my team of faculty hope to realize the goals set for the institution and look forward
to a future of fulfillment of the dreams that our students visualize.

I welcome all the students to the new academic year and wish them success in their ventures.
May the Lord shower His blessings on all of us in this academic year and fulfill our dreams and

About Bunts Sangha Mumbai & College


BUNTS SANGHA MUMBAI

Bunts Sangha established in 1927 is a socio-cultural organization of Bunts community of


Mumbai and endeavors to promote Socio-economic, cultural and educational aspects of its
members. A community dedicated to the welfare not only of its own people but also the society
at large. The Bunts Sangha Group is a pioneer in the field of education and its foray extends
back to over five decades. The Sangha established two night schools for needy children as early
as 1950. These night schools have produced thousands of excellent students and some of them
have gone on to become distinguished industrialists, bankers, lawyers, doctors and chartered
accountants. The SM Shetty School and Jr. College established in 1998 now impart education to
almost 9000 students every year.
The Bunts Sangha aptly realized the need and importance of higher education. Hence, in its
Platinum jubilee celebrations in 2003 the Sangha decided to establish Higher Education
Institutions for the needy students of Mumbai. In the year of 2008 the Sangha established Anna
Leela-College of Commerce & Economics and ShobhaJayaramShetty College for BMS
affiliated to the University of Mumbai.

Anna Leela College of Commerce & Economics, affiliated to University of Mumbai, is


managed by Bunts Sangha Mumbai (Charitable Trust) fostering intellectual and physical
development along with social and ethical awareness by imparting quality education that
transforms lives, builds communities and evolves society. The college is devoted to endorse and
spread quality education with relevance and excellence. The mission of the college is to build
conscious, enthusiastic, responsible youth by providing them with strong conceptual knowledge
along with practical application to inculcate in them a sense of discipline and develop them into
multifaceted personalities. Presently college offers B.Com, B.A.F, B.M.S, B.A.MMC (BMM),
B.Sc. IT, M.Com (Advanced Accountancy and Management), programmes with more than 1500
students on roll. Recently college has started several ADD-ON courses for the students after
taking into account the current Industrial & employability requirements. The College looks
forward enthusiastically to a persistent and innovative rendezvous in the field of education with
the challenges of time

Achievements

The college believes in holistic development of students and to realize this, various platforms are made
available to students to showcase their talent and mettle. Academically, students have been participating
in intra and intercollegiate competitions at various levels and winning prizes. Our faculty also
participated in the Research program Avishkar, conducted by the Mumbai University.

Sports have been a strong point of the college and it was ranked 23rd in the Mumbai University among
823 affiliated colleges. Students have participated at national and international levels and won laurels for
the college. Akshay Shetty, Siddesh jadhav are two such students. Our Tug of War teams have been
felicitated at international levels.

College has been encouraging students to participate at Youth Festival organized by Mumbai University
and our students have performed excellent in performing arts. Ms. Shardi Shetty and Siddesh jadhav
along with Ms. Surekha Shetty, faculty were selected to be a part of the University delegation to
Mauritius for cultural program.

Lateral Transfer from Self Financing Courses to B.Com

In case of lateral transfer from Self Financing Courses to B.Com. Courses like BMS and BAF the credits
awarded to a successful student at Semester I and Semester II of these courses is 42 i.e. 21 + 21.
Similarly in case of BBI and BFM the credits awarded are 36 i.e. 18 + 18. Whereas in case of B.Com. 40
credits are awarded to a successful student at Semester I & Semester II taken together i.e. 20 + 20.

I. In case of learner who has successfully completed FYBMS/FYBAF and is admitted to the
Second year of the regular B.Com. Course i.e. S.Y.B.Com., the learner should undertake the
study and the examinations for all the subjects at the SY and TY. The passing criterion and
admission criterion to higher classes shall be applicable to such candidate. However while
preparing the grade card for SY the performance of such a learner at FC course in Semester III or
IV whichever is lower should not be included in the final grade sheet.
II. In case of a learner moves from FYBMS to SYBAF or from FYBAF to SYBMS the credits and
grade are carried forward.
III. In case of a learner who has failed in one / more courses at FYBMS/FYBAF and is admitted to
the Second year of the regular B.Com. Program or is admitted to SYBMS / SYBAF after
studying FYBAF/FYMBS respectively will have to pass the subject(s)/course(s) failed at the
BMS/BAF program under the parent program from the parent college only.

Eligibility for Second Year B.Sc.


A reference is invited to the Ordinance relating to the B.Sc. degree program vide this office Circular No.
UG/12 of 2009, dated 27th January,2009 and the Principals of the affiliated Colleges in Science are
hereby informed that the 25th March,2014 has been accepted by the Academic Council at its meeting
held Management Council under section 54(1) of the Maharashtra Universities Act, 1994 and the
Orinance 3933 relating to the eligibility for Second Year B.Sc. examination is amended, which is
available on the University‟s web site (www.mu.ac.in) and that the same has been brought into force with
effect from the academic year 2014-15 which is read as under.

O.3933 :- A candidate for being eligible for admission to the Second Year B.Sc. course commencing
from June, 1981, and thereafter must have (1) either kept terms for the First Year B.Sc. course in the
examination or (2) have kept terms for the First Year B.Sc. course in the academic year commencing
from June 1980 and thereafter and have failed at the First Year B.Sc. examination in heads of passing
carrying not more than 200 marks in which case he will required to appear for the First Year examination
in the remaining heads in which he was failed either previously or simultaneously with the Second year
examination, his result of the Second Year examination will not be declared unless he has passed in the
remaining subjects of the first Year examination in accordance with the provision of O.213
OR
A candidate who has passed post H.S.C. Diploma (one year after XII Std) of Maharashtra State Board of
Technical Education or A.I.C.T.E. approved or any other recognized Government body in Information
Technology / Computer Technology / Computer Engineering / Computer Science / Electrical, Electronics
and Vide Engineering and Allied Branches / Chemical and Allied Branches / Production and Allied
Branches / Mechanical and Allied Branches is eligible for direct admission to the Second Year of the
B.Sc. degree course. Further that such students of Engineering / Technology course should offer
Foundation Course II and any two of the following subject at S.Y.B.Sc: Physics, Chemistry,
Mathematics, Statistics, Computer Science, Geology and Economics.
OR
A candidate who has passed post H.S.C. Diploma in Pharmacy (D.Pharm) two years after XIIth or any
other recognized government body or its equivalent is eligible for direct admission to Second Year of the
B.Sc Degree of this University.

Further to that such students should offer Foundation Course II and any two of the following subjects at
SYBSc - Zoology, Botany. Life Science

(Note : In case Student offers Computer Science as one of the subject at SYBSc., additional 2 seats per
batch of sanctioned Strength) can be offered for Diploma holders eligible for direct admission to
S.Y.B.Sc. (Computer Science) However, if the Repeaters are admitted in SYBSc. (Computer Science) or
in T.Y.B.Sc. (Computer Science) in addition to regular students of the same college, a new batch to be
started if the strength exceed 30 subject to permission from University.) “Where a subject consist of two
theory papers only the Maximum marks of the combined heads of passing the theory papers will be
considered for the purpose. Where a subject consist of two or more theory papers and practical the
maximum marks of the combined heads of passing of theory and maximum marks of the head of passing
for practical‟s, will be considered for the purpose.

Refund of Fees Paid


Degree College (Subject to revision from time to time) Ordinance relating to the refund of all the fees
shall be related to all the faculties

O.2859: Refund of Tuition, Development and all other fees after cancellation of admissions: The
candidates who have taken admission in under graduate courses in Govt. colleges, in Govt. aided and
unaided courses conducted by affiliated colleges, and recognized institutions may request for refund of
fees after applying in writing for cancellation of their admission to the course. The refund of fees as
applicable shall be made on or before 30th day after the date of cancellation and thereafter. The
percentage of fee for the course shall be refunded to the candidate after deducting changes as follows: -

NOTE: The total amount considered for the refund of fees from the commencement of academic term of

1. All the fees items chargeable for one year are as per relevant University circular for different Faculties
(excluding the courses for which the total amount is fixed by other competent authorities.
2. The fees charged towards group insurance and all fees components to be paid as University share
(including Vice- Chancellor Fund, University fee for sports and cultural activities, E-charge, disaster
management fund, exam fee and Enrollment fee) are non-refundable if payment is made by the college
prior to the date of cancellation.
3. Fee collected for Identity card and Library card, admission form and prospectus, enrollment and any
other course specific fee are not refundable after the commencement of the academic term.

4. All refundable deposits (Laboratory, Caution Money and Library etc.) shall be fully returned at the
time of cancellation.
Provided that wherever admissions are made through centralized admission process for professional
and/or for any other courses by other competent Authorities, the Refund Rules are applicable if specified
by such authorities (as per the rules of relevant agencies) for the 1st year admission. In case of admission
to subsequent years of the course, O.2859 is applicable for cancellation of admission. Provided further
that this refund rules is concurrent with the rules and guidelines of other Professional statutory bodies
appointed for admission to relevant courses. Further that O.2859-A & O.2859-B have been repealed and
the amended O.2859 relating to the refund of Tuition Fees, Development and all other fees after
cancellation of admission for the Under Graduate Courses has been brought into force with effect from
the academic year 2008 - 2009
College Discipline & Code of Conduct
The Institution attaches utmost importance to discipline and character building. Therefore, the
rules mentioned below must be followed by the students:

 Students shall not be allowed to enter the college premises without showing the valid Identity
Card. They should wear the Identity Card around their neck as long as they are in the college
premises.
 Students shall attend all classes, tutorials ,seminars, practicals and college examinations
according to the time-table. Students remaining absent shall submit leave note signed by their
parents/guardian stating reasons for their absenteeism over three days should be immediately
brought to the notice of the Principal.
 Students must produce/present identity cards for inspection or verification when demanded by
any college staff. Refusal to produce I-card for inspection amounts to indiscipline and will be
punishable.
 Students shall be in their classes in time. Late comers may not be allowed to enter the class.
 Students shall not bring with them unauthorized persons into the college premises.
 Students shall take proper care of all college property. Any damage done to the property of the
college by disfiguring walls, rooms, windows and fitting or breaking the furniture and such
things is a breach of discipline and will be punishable .As such damage done to the college
property will have to be repaired by the concerned class student/s. The students shall not throw
papers/wrappers/empty bottles or any other material which makes the premises dirty .Students
shall take eatables inside the canteen only .Anyone found eating outside the canteen will be
liable to punishment.
 The Students should come formally dressed to the college and in the formal uniform on
specified days.
 Collecting funds for any purpose is strictly prohibited unless scrutinized and permitted by the
Principal.
 Associations/Organizations will be formed only with the prior permission of the Principal.
 No meeting, demonstration party or picnic will be permitted without prior permission from
principal and undertaking from students.
 For inviting a person to preside / address/ participate in association / organization / visits etc.
prior permission of the Principal is necessary.
 Subjects/topics selected for debates/lectures/seminars etc.must have the written approval of the
Principal.
 Students are liable to be removed from the college for misconduct or any other serious breach of
discipline.
 Any grievance regarding academic matter should be first brought to the notice of the Head of

Every bonafide learner shall ordinarily be allowed to keep terms for the given semester in a
program of his enrolment, only if he fulfills at least seventy five percent (75%) of the attendance
taken as an average of the total number of lectures, practicals, tutorials etc. wherein short and/or
long excursions/field visits/study tours organized by the college and supervised by the teachers
as envisaged in the syllabus shall be credited to his attendance for the total no of periods which
are otherwise delivered on the material day/s. Further it is mandatory for every learner to have
min 50% attendance for each course & average attendance has to be 75%. 3)

The same ratio shall be applied for computing the attendance of the learners by crediting the
number of periods which are missed while participating in an extracurricular/co-curricular
activity/competition/camp/ workshop/convention/symposium/seminar etc. where the said learner
is officially representing the college/ University/ District/ State/ Country with the permission of
the Principal /Director/ Head of the College/ Institute/ University Department or by the direction
of the University Officer as the case may be wherein for the purpose of computing the average
attendance the periods missed for what is envisaged here-in above, at Sr. No 2, shall be deemed
to have been attended by the said learner .

Examinations are held by the affiliated colleges on behalf of University of Mumbai. Introduction
of Choice Base Credit System (CBCS) system with ten point credit for F.Y. classes came into
effect from June 2016 -17. For S.Y. Classes the draft for change from 2017-18; i.e. in the

The performance of the learner shall be evaluated in two components (for all self-financing
courses and for FC)
1. Internal Assessment 25% marks by way of continuous evaluation.
2. Semester End exam - 75% marks by way of conducting the theory examination.
3. For aided courses for all papers except Foundation Course, the learner shall be evaluated by
way of conduct of theory examination for 100% marks in each semester. There will be no
additional examination on medical grounds or for those (learner) students representing College
University in Sports, cultural, NCC, NSS or extension activities. The learner will have to appear
in the ATKT examination which will be conducted after declaration of results. ATKT
examination for all classes (Sem I, II,III and IV) will be conducted once in each term. Standard
of Passing: To pass a course a learner must score 40% marks in the Internal/Practical/Semester
End Exam
R.8438 Rules for ATKT - Arts and Commerce:
a) A learner shall be allowed to keep term for Semester II irrespective of number of coursesof
failure in Semester-I.
b) A learner shall be allowed to keep term for Semester-III, if he/she passes each of Semester-I
and Semester-II OR A learner who fails in not more than four courses of Semester-I and
Semester-II taken together with not more than TWO courses at each of Semester I & II.
c) Alearner shall be allowed to keep terms for Semester IV irrespective of number of Courses of
failure in Semester III.
d) A learner shall be allowed to keep terms for Semester V, If he/she passes semester I,
semester II, semester III and Semester IV

A learner shall pass Semester I and Semester II and fails in not more than FOUR Courses of
Semester III and Semester IV taken together with not more than TWO courses at each of
Semester III and Semester IV
e) A learner shall be allowed to keep the term for Semester VI irrespective of number of courses

f) The Learner can appear for Semester VI Examination (subject to d and e above) but the result
of Semester VI shall be kept in abeyance until the learner passes each of Semester I, II, III, IV

Amended R. 8438 - Eligibility for Admission to all the Under Graduate Programs (aided and
non-aided) in the Faculties of Arts and Commerce under Credit Based Semester and Grading
System Eligibility criteria for a learner, to be admitted in Semester V (Third year) of UG
programs (aided and non-aided) in Faculties of Arts and Commerce is amended as follows:
a) Shall have passed I, II, III and IV in full OR
b) Shall have passed Semester I and II in full and secured ATKT in the Second Year but failing
in not more than 2 Courses in each of Semester III and Semester IV

1) Applying for Photo copy of the Answer book and applying for revaluation will be 2
independent processes.
2) Applying for the Photo copy of the answer book or having Photo copy of the answer book
shall not be a pre-requisite for applying for revaluation of the answer book in the said subject
3) The student can independently apply for revaluation OR Photo copy or both simultaneously.
4) If the examinee is not satisfied with marks awarded, he/she may independently apply for
revaluation in prescribed form within the period and in the manner prescribed whether or not
he/she has applied for Photo copy / ies of the same.
5) The revaluation Facility shall be for theory papers only.
6) The revaluation of answer book shall not be permitted in respect of the marks awarded to the
scripts of practical examination / term work / seasonal work / project work / dissertation /
internal assessment / term work (including theory part) and in viva voce / oral / practical
examination.

7) All Examinees can apply for the revaluation of the answer book(s) with whatever marks
he/she secured and even the Zero Marks as per Circular No. VCD/I of 2016.
8) The prescribed application form for revaluation of answer book can be obtained from the
Examination Room No. 112 First Floor
9) The non-refundable prescribed fees of Rs. 500/- per subject per answer book for the purpose
of revaluation shall be paid by the examinee.
10) The prescribed application form for revaluation of answer books duly filled in and signed by
the applicant /examinee only is to be submitted along with the statement of marks, prescribed
fees as above and question paper/s for which he/she intends to apply for revaluation with TEN
(11) working days from date of declaration of the results of the respective examination or from
the date on which the statement of marks whichever is later. Incomplete form and form not
accompanied by relevant documents may be rejected without assigning any reason whatsoever.
Under ordinance No. 119,120, 125 of the University of Mumbai, a learner is required to attend
minimum 75% of the lectures in each subject and concerned practicals during the academic year,
failing which he/she shall render himself/herself liable for cancellation of term, and be debarred
from appearing in final examinations.
As per Circular No 4077 of 2008 of the University of Mumbai, Visually and Partially Visually
Impaired Students, Physically Challenged Students and Students affected by Cerebral Palsy are
permitted a Writer for their examinations, and will also be provided Extra Time for completion
of their papers.
As per the University of Mumbai Circular No CERT/CONV/1058 of 2008, students who
“intend to apply for duplicate copies of their statements of marks, certificates of passing, degree
certificates as well as special certificates have to produce an affidavit on a Non Judicial Stamp
Paper of Rs. 50/- made in that behalf before the Metropolitan Magistrate or a Notary appointed
by the Government to that effect, the Reason for issue of the duplicate copy of the aforesaid
documents mentioning therein so also, the First Information Report(FIR) registered in the Police
Station for the reasons what so ever, i.e. Loss, Damage of the same etc. to check the misuse of
the aforesaid documents. On completion of these formalities and payment of necessary fees, the
required duplicate certificates will be issued to the concerned students”.

ADMISSION FEE CONCESSION POLICY FOR SPORTS QUOTA STUDENTS

1. The eligibility for Fee Concession is restricted only to the Students securing admission under
sports quota (Cricket) in Bunts Sangha’s Anna Leela College of Commerce & Economics and
Shobha Jayaram Shetty College of BMS.

2. The Fee Concession will be restricted to the extent of Tuition Fees, Term Fees, Admission fees,
Development Fees only. Any fees that are in the nature of re-imbursement to the University
of Mumbai, Uniform, and Students’ Mediclaim etc will not qualify for concessions.

3. The eligibility for concession in fees would be decided on the basis of participation of student in
cricket tournaments played at School, College, District, State and National level.

4. Based on participation of students in various cricket tournament the students would be placed in
any one of the three categories mentioned under;
Category A:

 Students who have represented India at international level in Under 19 cricket


tournament and also those who represented state in Under 14, Under 16 level cricket
tournament at national level.
 Students who have been a member of Winner and Runner up school Team at District
level cricket tournament, Harris Shield and Giles Shield Cricket Tournament, Coca Cola
Cup, Kanga League, MCA tournaments or equivalent federal matches.

Category B: Students who have been a member of school/college Team and reached Semi-Final
matches at District level cricket tournament, Harris Shield and Giles Shield Cricket Tournament.

Category C: Students who have been a member of school/college Team at District level cricket
tournament, Harris Shield and Giles Shield Cricket Tournament.

5. The Quantum of concession in the fees would be based on the category under which student has
been admitted;
Category Concession in Percentage
Category A: 100%
Category B: 80%
Category C: 60%

Note: The Fee Concession would be applicable for First year to Third Year class subject to
student continuing his studies in our College and students remaining member of College
Cricket Team.

6. The Bunts Sangha Mumbai Higher Education Committee reserves all rights to change/
modify/amend said fees concession policy without prior notice.

7. The application for fee concession in the prescribed format shall be submitted to administrative
office at the time of admission every year.

8. Following documents shall be submitted along with application form;


 Certificates of participation /Certificate of Achievements in the field of cricket.
 Recommendation letter of College Cricket Team Advisor/Coach/Asst. Sports Director.

9. The students applying for Fee Concession will be interviewed by the HEC/ Principal and Cricket
Team Advisor/Coach/Asst. Sports Director together with their Parents / Guardians. The decision
of this Panel will be final.
