1. Notice issued in the media is the part of this contract document.
2. Tender will be opened on the given date. In case of a holiday on the given date, same will
be opened on the next working day.
3. The tender must be accompanied by a Pay Order / Demand Draft amounting to Rs.
1,000/- (non-refundable) as tender fee favouring Virtual University of Pakistan. Tender Fee
can be deposited in any branch of Habib Bank Limited in Account No. 08667900089503 of
Virtual University of Pakistan. Original deposit slip must be attached with the bid. Any Tender
without the tender fee shall not be accepted. Cheques shall not be accepted. (*)
4. Tender should be addressed to the Director Finance, Virtual University of Pakistan Lahore.
5. The bidder should quote his rates clearly on the tender document in figures and words.
6. Tender document duly completed should reach the Procurement Department, Directorate
of Finance, Virtual University of Pakistan, not later than 12:00 noon on January 20, 2023.
Late Tenders will not be entertained. No telegraphic or faxed bid will be accepted. Bids will
be opened at 12:30 pm on the same date in the office of the Director Finance, Virtual
University of Pakistan, in the presence of bidders or their authorized representatives who
may choose to attend.
7. VU takes no responsibility for delay, loss or non-receipt of bids sent by post/courier.
8. Original tender documents along with all specifications must be attached with the bid.(*)
9. The Bidder will furnish, as part of its bid, a bid security (earnest money), equal to 5% of
maximum bid price inclusive of all taxes (for complete solution) in shape of
DD/PO/CDR or a Bank Guarantee only (Cheque(s) shall not be accepted). The bid security
is refundable to the unsuccessful bidders after finalization of the tender. Earnest money of
successful bidder will be retained till completion of work / expiry of warranty (if any). (*)
10. Bidder must provide the Complete Company Profile along with age of the company. (*)
11. The bidder must submit the list of Directors/Partners/Owners along with the bid. (*)
12. The bidder must be a registered taxpayer with FBR on Active Taxpayer List (ATL) and
certificate must be attached for NTN and GST. (If GST is exempted, please provide
necessary evidence). (*)
13. Copies of last three tax returns of Income Tax and GST must be attached with the bid. (*)
14. The bid shall remain valid for a period of three (3) months from the date of opening of bid.
Validity of bid for a shorter period shall be rejected as non-responsive. (*)
15. The supplied items / services should conform to the standard specifications and free from
defects in all respects.
16. Items must be delivered / work must be completed at VU Faisal Town, Lahore Campus
within Thirty (30) days from receipt of purchase order. No extensions will be allowed
without prior intimation. Penalty @ 2% (Two percent) per month or a part thereof, of the
value of goods not delivered / work not completed in time will be imposed which may lead
to cancellation of order without any liability to the university. The said company may also be
blacklisted.
17. Interested bidder may visit the campus during working days and office timings (Monday to
Friday 10:00am to 4:00pm) at the following address.

18. Income tax and GST shall be withheld as per Government rules.
19. Payment shall be released after submission of Sales Tax Invoice, duly verified by the
technical department. The payment will be made in accordance with SRO 660(I) 2007.
20. The University reserves the right to accept or reject any bid or annul the procurement
process at any time as prescribed under PPRA Rules
